UPI MDR means the merchant discount rate: a payment-processing charge associated with a merchant transaction. For the prescribed electronic modes covered by the Government of India’s rules—including BHIM-UPI and UPI QR—charges including MDR have not been applicable from 1 January 2020. That means a merchant should not treat ordinary bank-account UPI acceptance as a percentage fee deducted from each sale under that direction, and a customer should not assume that the word “MDR” on a merchant statement is a charge payable by the customer.
The important qualification is that “UPI” describes a payment rail, not one identical funding instrument. Bank-account UPI, RuPay credit cards linked to UPI, merchant category, transaction value and the date of the rule can change the applicable treatment. The current rule therefore needs to be read separately from older NPCI schedules and from arrangements for credit-card-funded UPI payments.
What does UPI MDR mean?
Merchant discount rate (MDR) is the fee associated with processing a merchant payment. It is normally discussed as a percentage of the transaction value, sometimes with a cap or a split among payment-system participants. The merchant is the party whose transaction economics are being described: an MDR can reduce the amount ultimately settled to the merchant or be accounted for elsewhere in the acquiring arrangement.

MDR is not automatically a fee charged to the shopper. A customer can see a payment of ₹500 leave a bank account while the merchant-side processing arrangement is handled separately. Whether a customer may be charged a different service fee depends on the product and the applicable rule; the presence of the term MDR on a merchant report does not by itself prove that the customer paid it.

In India, the phrase “UPI MDR” is especially easy to misunderstand because the legal and policy position for prescribed UPI modes changed after NPCI published an earlier pricing schedule. The date and instrument must be identified before applying any rate.
What is the current rule for ordinary UPI payments?
Government of India Circular No. 16/2020 explains the effect of section 10A of the Payment and Settlement Systems Act. It states that no bank or system provider shall impose a charge on a payer or beneficiary using prescribed electronic modes. UPI (BHIM-UPI) and UPI QR were prescribed under section 269SU of the Income-tax Act for this purpose.
The circular says that “any charge including the MDR (Merchant Discount Rate) shall not be applicable on or after 01st January, 2020 on payment made through prescribed electronic modes.” It also directs banks to refund charges collected on such transactions from that date and to refrain from imposing them on future transactions through those modes.

- No MDR should be imposed as a direct transaction charge for that prescribed mode from 1 January 2020.
- A merchant statement should be checked against the exact payment instrument and acquiring arrangement before treating any deduction as UPI MDR.
- The no-charge direction does not automatically govern every product that happens to be reachable through a UPI interface.
This is a description of the cited government direction, not a blanket promise that every fee on every payment product is prohibited. A bank, payment service provider or app may disclose other account, device, settlement or value-added-service terms. Those terms must not be mislabeled as the MDR rule itself.
How the UPI MDR rules changed
| Date and document | What it said | How to read it today |
|---|---|---|
| 30 August 2019, NPCI press release | Described a revised UPI MDR structure intended to take effect on 1 October 2019. It included a 0.30% rate capped at ₹100 for specified large-ticket transactions and zero MDR for described offline QR transactions up to ₹100. | Historical pricing information. It is not the current general rule for prescribed UPI modes after the Government’s 2020 direction. |
| 1 January 2020, effective date in Government Circular No. 16/2020 | Charges including MDR were stated not to apply to payments through prescribed electronic modes, including BHIM-UPI and UPI QR. Banks were told to refund charges collected from that date and stop future charges. | The key date for ordinary prescribed-mode UPI acceptance. |
| RuPay credit card linked to UPI, NPCI operating circular | Specified nil MDR, including interchange and PSP/app-provider charges, for small offline merchants on transaction amounts less than or equal to ₹2,000; it separately discussed interchange for other transactions in the initial phase. | A scoped rule for a different funding instrument and merchant condition, not a universal rate for every UPI payment. |
The 2019 schedule is still useful when explaining why old articles or invoices may mention a percentage. It should be labeled as historical and followed by the 2020 statutory direction. Quoting the old schedule without that chronology can make a merchant believe that a rate applies today when the cited government rule says otherwise.
How merchant and customer treatment differs
For merchants
For prescribed bank-account UPI and UPI QR payments, the no-charge direction removes MDR as a direct per-transaction cost under the stated rule. The merchant’s expected settlement should therefore not be reduced by a standard UPI MDR line merely because the payment was made with a UPI app.
Merchants should still identify the payment instrument in reports. A transaction may be initiated from a UPI app but funded by a linked credit card rather than a bank account. A device rental, reconciliation service, soundbox, settlement feature or another separately contracted service may also have its own commercial terms. None should be silently folded into a claim that “UPI MDR is zero” or “UPI MDR is charged” without checking the contract and the transaction type.

For customers
NPCI’s UPI FAQ says customers do not have charges to pay for UPI transactions. That statement should be understood in the context of UPI and the prescribed-mode clarification. It does not establish that every payment product, card-related service or separately disclosed account fee is free.
A shopper who pays ₹1,000 by ordinary bank-account UPI should not be told that the shopper owes an MDR simply because the merchant’s industry uses the term. If a merchant adds a surcharge, the merchant should be able to identify the contractual or regulatory basis for that separate charge; calling it “MDR” does not make it part of the customer’s UPI payment automatically.
Why RuPay credit card linked to UPI needs separate treatment
RuPay credit card linked to UPI is not the same funding path as a debit from the customer’s bank account. NPCI’s operating circular for this arrangement specifies a nil-MDR condition—including interchange and PSP/app-provider charges—for small offline merchants when the transaction amount is ₹2,000 or less.

Consequently, a merchant cannot apply the ₹2,000 nil-MDR condition merely because a payment screen displays a UPI QR. The merchant category, offline status, funding source and transaction value all matter.

| Funding source | Customer’s bank account through the UPI system. | RuPay credit card account linked to UPI. |
| General rule identified in the cited material | Charges including MDR not applicable from 1 January 2020 for prescribed modes. | Nil MDR condition for small offline merchants at transaction values up to ₹2,000; other transactions have separate interchange provisions in the initial phase. |
| Merchant qualification | Prescribed-mode coverage is the key question. | Small offline merchant status and transaction amount are explicit conditions in the cited circular. |
| Safe conclusion | Do not deduct a standard UPI MDR under the 2020 direction. | Do not generalize the small-merchant, ₹2,000 condition to all merchants, values or later commercial arrangements. |
The circular does not establish every subsequent arrangement in the market. For a disputed deduction, the merchant should ask the acquiring bank or payment provider to identify the funding instrument, merchant classification, transaction value and circular or contract used to calculate it.
How MDR affects merchant economics
Settlement and margins
Where MDR applies to a payment product, it reduces the merchant’s net economics unless the cost is absorbed elsewhere. On a ₹10,000 sale, a hypothetical 0.30% fee would be ₹30 before any cap or other terms. That arithmetic illustrates why merchants compare payment instruments; it is not a statement that this percentage currently applies to ordinary prescribed UPI payments.
For prescribed UPI modes covered by the 2020 direction, the merchant should not budget a routine MDR percentage against each bank-account UPI sale. Instead, the merchant should reconcile gross collections with the actual settlement report and investigate any deduction by its precise description.
Onboarding and acceptance decisions
The Reserve Bank of India has framed payment-cost policy as a balance. Lower participant transaction costs can help bring more merchants into digital acceptance. However, costs that are set too low may be insufficiently remunerative for participants and could discourage investment in payment infrastructure. This is a policy rationale, not a quantified finding about a particular merchant’s sales, savings or growth.

A merchant deciding whether to display a QR code should therefore consider more than MDR: settlement timing, failed-payment handling, refunds, reconciliation, connectivity, fraud controls and the cost of optional hardware. The no-MDR direction removes one direct cost for prescribed modes, but it does not make every operational cost zero.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How MDR affects customers and prices
Customers usually experience UPI as an amount debited from their account and credited to the merchant. Because MDR is a merchant-side processing concept, the customer’s visible payment amount is not proof that the customer paid an MDR. The customer-facing concern is whether a separate fee or surcharge is disclosed and permitted for the particular product.
Removing a merchant-side transaction charge can make digital acceptance easier to offer, especially for small-value sales. The evidence cited here does not establish a numerical reduction in prices, a measured increase in transaction volume or a specific amount saved by customers. A merchant may retain a cost saving, use it to support acceptance infrastructure or reflect it in prices; the policy documents do not dictate one universal commercial outcome.
Practical checks for a merchant statement
- Identify the funding instrument. Confirm whether the payment was a bank-account UPI debit or a RuPay credit card linked to UPI.
- Check the merchant classification. If the transaction used the RuPay-linked route, determine whether the business is classified as a small offline merchant under the relevant NPCI arrangement.
- Check the transaction value. The cited nil-MDR condition for that route covers amounts less than or equal to ₹2,000; do not apply it above that threshold without the applicable terms.
- Check the date. For prescribed BHIM-UPI and UPI QR payments, the Government’s no-charge direction applies from 1 January 2020.
- Read the deduction label and contract. Separate MDR from device rental, subscription, reconciliation, settlement, refund or other service charges.
- Request a written explanation. Ask the acquiring bank or provider to state the rule, merchant category, funding source and calculation used.
- Keep evidence. Retain the transaction ID, settlement report, invoice, QR configuration and provider response so a mistaken charge can be reconciled or challenged.
Using a QR stand or soundbox without confusing the fee rule
A static merchant QR display is an implementation aid: it gives customers a code to scan and pay. NPCI’s BHIM UPI guidelines updated 4 June 2026 include material for static QR displays and payment soundboxes. Such equipment can improve visibility or provide payment alerts, but it does not change MDR and does not make a merchant eligible for a particular fee treatment.
Before accepting any hardware, check whether the provider charges for purchase, rental, connectivity, replacement, installation or support. Those commercial terms are separate from the regulatory question of whether MDR applies to a prescribed UPI transaction. No individual product price or partner program is established by the cited guidelines.
Common mistakes and how to avoid them
- Using a 2019 rate as a current UPI price: Label NPCI’s 30 August 2019 release historical and apply the 1 January 2020 direction first.
- Calling every QR payment “ordinary UPI”: A QR can be used with different funding instruments. Verify whether a credit card linked to UPI was used.
- Applying the ₹2,000 condition universally: That condition is tied to the cited RuPay-linked circular, small offline merchants and the stated transaction value.
- Assuming MDR is a customer fee: MDR describes merchant-side processing economics; do not tell a customer to pay it without a separate, established basis.
- Promising measured savings or growth: The cited material provides policy reasoning but no named statistic for transaction volume, merchant count, savings or percentage impact.
- Ignoring later changes: Payment rules and commercial arrangements can change. Verify the latest applicable circular before issuing a compliance instruction.
What merchants should remember
For the ordinary case, the answer is straightforward: MDR is a merchant-side processing charge, and the Government’s direction says charges including MDR do not apply from 1 January 2020 to prescribed electronic modes including BHIM-UPI and UPI QR. Historical NPCI schedules do not override that explanation when describing the current general rule.
The exceptions require precision rather than a slogan. RuPay credit card linked to UPI has a separately described nil-MDR condition for small offline merchants on transactions up to ₹2,000, with other interchange provisions discussed for the initial phase. A QR display, soundbox or other acceptance tool does not itself determine the fee. Always classify the instrument, merchant, value and date before deciding whether a deduction is valid.
