Tool calling (also called function calling or tool use) is an API pattern that lets an AI model request an external capability with a structured payload. The model chooses a named tool and supplies arguments; your application, or a provider-hosted tool, validates and executes the request, then returns a result for the model to use. The model proposes the operation—it does not automatically prove that the operation succeeded.
Why tool calling matters
A language model knows how to generate text, but its training data is not a live database and the model cannot safely change an account, query your inventory, or issue a refund by itself. Tool calling creates a controlled bridge to those systems. A tool can look up an order, retrieve current weather, search a database, calculate a value, or start a business workflow.
OpenAI describes function calling as a way for models to interface with external systems and access data outside their training data. Anthropic uses the equivalent term “tool use” for functions defined by a developer or supplied by the provider.

- Declare the tools. Your request includes each tool’s name, description, required and optional arguments, and an input contract, commonly JSON Schema.
- Let the model decide. The model may answer directly or emit a structured call containing a tool name and arguments. A Google custom-tool response, for example, includes a name such as
get_order_status, arguments such as{"order_id":"123"}, and a unique call ID. - Validate and authorize. Your application checks types, required fields, identity, permissions, policy, rate limits, and whether the requested side effect is allowed.
- Execute the operation. A client-owned tool runs in your infrastructure. A provider-managed tool runs on the model provider’s infrastructure, subject to that provider’s availability and data-handling terms.
- Return the result. The application sends structured JSON or text associated with the original call ID.
- Continue the conversation. The model uses the result to produce a final answer, request another tool, or explain an error.
OpenAI documents this as a request-with-tools, tool-call response, application execution, second request containing tool output, and final response (or more calls). The exact response objects, content blocks, IDs, and result wrappers differ across providers, so an adapter around your own internal tool interface prevents provider-specific formats from leaking through your application.

What the model actually does—and does not do
The model generates a proposed operation and its arguments. It does not automatically receive permission to perform that operation, and a syntactically valid call is not evidence that the action completed. Your code remains responsible for authorization, validation, execution, error handling, and reporting the true result.
For function tools, JSON Schema describes the input contract. OpenAI’s strict mode can require generated arguments to conform to a supported subset of JSON Schema when the request and schema meet strict-mode requirements. Schema conformance improves shape and parsing reliability, but it does not grant permission to delete data, move money, or access a private record.

Client tools, hosted tools, and execution location
| Tool type | Who executes it | Typical use | What to verify |
|---|---|---|---|
| Custom or client tool | Your application infrastructure | Internal APIs, databases, business actions | Authentication, authorization, network access, retries, logging, and data sent to the model |
| Provider-hosted or server tool | The model provider’s infrastructure | Built-in capabilities supplied by the provider | Supported models, availability, retention, regional processing, limits, and pricing |
Google distinguishes provider-managed built-ins from client-managed custom functions. Anthropic likewise separates server tools from client tools. These categories can have different data-retention and compliance implications; check the current provider documentation before sending sensitive data.
Tool calling versus structured output
| Requirement | Use tool calling when… | Use structured output when… |
|---|---|---|
| Purpose | The model needs an intermediate lookup or action against an external system. | The main requirement is that the final response match a schema. |
| Typical result | A tool call, a tool result, and then a final answer or another call. | A final object for a UI, database record, or downstream parser. |
| Example | Find an order’s live status before replying to a customer. | Return the completed support answer as fields for sentiment, category, and reply text. |
Google states this distinction directly: function calling connects a model to tools or data systems for an intermediate step, while structured outputs constrain the final response shape. They can be combined: call a system first, then require the final response to match your application schema.

Designing safe and reliable tools
- Keep tools narrow. Use precise names and descriptions, and document every required and optional argument.
- Validate every argument in code. Treat model-generated values as untrusted input, even with strict schema mode.
- Separate reads from writes. A read-only lookup should not share an unrestricted interface with refunds, purchases, deletions, or account changes.
- Put approval at the side-effect boundary. Require explicit user confirmation or an authorization check before consequential actions.
- Return typed errors. Distinguish invalid arguments, denied permission, not-found results, timeouts, and upstream failures so the model can recover or explain accurately.
- Make retries safe. Use idempotency keys for retryable writes and prevent a network retry from duplicating a payment or cancellation.
- Limit scope. Restrict data access, operation size, timeouts, and rate. Never expose unrestricted shell, filesystem, or database access accidentally.
- Trace every call. Log the model request, tool name, call ID, authorization decision, execution outcome, latency, and error without recording secrets unnecessarily.
- Preserve artifacts and citations. If a workflow requires source links, files, or approval records, keep those native objects through the tool-result and final-response steps.
Direct calls or programmatic orchestration?
In a direct call, the model requests a tool, your application executes it, and the result goes back to the model for the next decision. This is preferable when every result needs fresh model judgment, when an approval boundary is involved, or when final citations and artifacts must be preserved.
OpenAI’s programmatic tool-calling mode lets generated JavaScript coordinate tools with loops, conditions, parallel calls, and intermediate processing. It is useful when the control flow is predictable and code can filter, join, rank, deduplicate, or aggregate large results before presenting a smaller, cleaner result to the model. It adds another execution surface, so constrain the available operations and apply the same authorization, timeout, and logging controls.

Common failure modes and fixes
The model invents a tool or argument
Expose only registered tools, use clear descriptions and schemas, reject unknown names or fields, and return a typed validation error. Do not silently execute a best-effort interpretation.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The call succeeds technically but violates policy
Place authorization and policy checks after parsing and before execution. A valid schema says what the argument looks like, not whether this user may perform the action.

A retry performs the write twice
Use an idempotency key tied to the intended operation, record completion by that key, and return the original result on duplicate requests.
The model reports success after a timeout
Return an explicit timeout or unknown-status result. The final response should say that completion is unconfirmed and provide a safe next step, such as checking status, rather than claiming success.
Provider formats make integrations brittle
Normalize provider-specific call envelopes, IDs, tool-choice settings, parallel-call behavior, and result wrappers into one internal interface. Keep provider capability checks outside business logic.
How AI agents use tools and APIs
An agent is a model-driven workflow that repeats the tool loop: inspect the current state, choose a tool, execute it, observe the result, and decide whether to continue. Reliable agents need explicit routing, bounded loops, retries, approval checkpoints, and observability. Multi-tool capability does not remove the need for deterministic application code; it makes those boundaries more important.
For consequential workflows, design the agent so that read operations can proceed automatically while writes pause for confirmation or a separately verified authorization decision. Keep the model’s context limited to the data needed for the next decision, and make every external effect auditable by call ID.
Quick Recap
Key points to remember
- Tool calling is a structured request from a model to a named capability, not arbitrary code execution by the model.
- Your application or a provider executes the call and returns a correlated result.
- A schema describes argument shape; validation and authorization remain application responsibilities.
- Client and hosted tools differ in execution location, capabilities, and data-handling implications.
- Tool calling handles intermediate actions and lookups; structured output controls the final response shape.
- Production multi-tool workflows require approval boundaries, safe retries, limits, and tracing.
