Tokenization in banking is a way to represent a financial claim or asset as a digital token recorded on a programmable platform, often a distributed ledger. The token’s label does not tell you what you own: a tokenized deposit is a bank liability, a stablecoin is a crypto asset with issuer-specific backing and redemption terms, and a tokenized security represents a security or an interest in one. Those distinctions determine who owes the holder money or rights, how redemption works, and which protections may apply.

What is tokenization in banking?

Tokenization is a method of representing and recording claims on a digital platform. In financial markets, a token may represent an asset already recorded in conventional systems, or an asset or claim issued directly on a distributed ledger technology (DLT) platform. DLT is a shared digital record maintained across a network; a blockchain is one type. The technology can also use smart contracts—software that executes predefined actions when specified conditions are met.

The practical change is not simply that a financial asset gets a digital label. The relevant records, transfer rules, and sometimes settlement instructions can be built into a programmable platform. That can allow a payment and an asset transfer to occur together, or permit a transfer only after a condition is met. It does not, by itself, change the underlying legal rights, guarantee that records are authoritative, or make a transaction risk-free. Those results depend on the legal structure and how the platform connects to custody, payment, and recordkeeping systems.

Federal Reserve Governor Lisa D. Cook reported in a May 8, 2026 speech that U.S. tokenized assets had an estimated market capitalization of around $25 billion, more than double the estimate a year earlier. Government bond funds were the largest category, while credit funds and money market funds were growing. This is a dated estimate, not a live October 2026 total or a measure of tokenized deposits, stablecoins, and securities on comparable terms. Federal Reserve speech on tokenization, May 8, 2026.

What is a tokenized deposit?

A tokenized deposit is a digital representation of a bank deposit liability that is recorded and transferable on a distributed ledger. The bank remains the party that owes the deposit claim; the token is a new way to represent or transfer that claim. It is not automatically a separate crypto asset just because it uses blockchain technology.

For a bank or its customers, a programmable deposit could support conditional payments or settlement in which payment and delivery of another asset are coordinated. Such uses are potential capabilities, not a guarantee that every tokenized deposit can be transferred between banks, redeemed at any time, or used on every platform. Those outcomes depend on the arrangement’s participants, rules, and connection to conventional payment systems.

The Conference of State Bank Supervisors (CSBS) describes tokenized deposits in these terms and notes that banks are exploring projects through consortia or third-party vendors. Its November 4, 2025 letter asks federal banking regulators for clearer expectations on matters including deposit-insurance coverage, classification, on-chain and off-chain records, and BSA/AML/OFAC compliance. The letter identifies questions needing supervisory clarity; it does not establish that tokenized deposits are categorically uninsured or categorically covered in every arrangement. Are tokenized deposits the same as stablecoins?

No. Both may appear as digital tokens and may be designed to move value, but the claim behind each token differs. A deposit is a liability of a bank. A stablecoin is a crypto asset designed to track a reference value, such as a currency or commodity; its backing, issuer obligations, and redemption rights depend on its particular design and legal terms.

Question Tokenized deposit Stablecoin
What does the token represent? A bank deposit liability recorded on a ledger. A crypto asset designed to maintain a value relative to a reference asset.
Who is the central obligor? The bank that owes the deposit claim. The issuer or arrangement specified by the stablecoin’s terms; backing and obligations vary.
What supports its value? The bank’s deposit liability and the relevant banking and account arrangements. Design-specific backing or mechanisms, potentially including reserves; the token name alone does not establish their quality or accessibility.
What should a holder verify? Who holds the deposit claim, how the ledger relates to bank records, and the applicable account and insurance terms. Who can redeem, on what terms, what assets or mechanisms support the peg, and whether the holder has direct access to redemption.

The SEC Division of Corporation Finance’s April 4, 2025 staff statement describes stablecoins broadly as crypto assets designed to maintain a stable value relative to a reference asset. It then addresses a narrower “covered” design: one-for-one U.S. dollar value and redemption, with low-risk, liquid reserves sufficient to cover circulation. The staff’s view is limited to that described class and factual setting; it should not be treated as a universal legal conclusion about every stablecoin. SEC Division of Corporation Finance statement on stablecoins.

There is also an important system-design debate behind the distinction. The Bank for International Settlements (BIS) evaluates forms of money against “singleness” (different forms of money being accepted at par), “elasticity” (the ability to supply payment liquidity when needed), and “integrity” (resilience to financial crime and illicit activity). BIS argues that tokenized central-bank reserves, commercial-bank money, and government bonds could support a tokenized monetary system, while stablecoins fall short as a system mainstay. This is BIS’s institutional analysis, not a universal regulatory consensus. BIS Annual Economic Report 2025, chapter III.

How do tokenized securities work?

A tokenized security is a security represented or recorded partly or wholly on a crypto network. There are two important structures, and the token does not prove on its own that its holder has the same rights as a traditional security holder:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The issuer tokenizes a security it issued. The issuer’s security is represented or recorded on DLT. The token may be the relevant record or one component of a broader recordkeeping arrangement.
  • A third party creates a token linked to a security or other asset it holds. The token may represent an interest, entitlement, or contractual claim connected to that underlying asset. The holder’s rights then depend on the intermediary and legal arrangement, not just on the asset named in the token description.

In either structure, check the documents for the holder’s actual economic, ownership, and voting rights; the identity of the issuer or obligor; how ownership is recorded; and the route for transfer or redemption. A token that tracks the price of a share, for example, is not necessarily the share itself or a direct ownership interest in the issuing company.

Are tokenized securities treated differently from regular securities?

Not necessarily, but the answer depends on the legal rights and the regulatory question being asked. U.S. banking regulators’ March 5, 2026 interagency FAQ addresses capital treatment for eligible tokenized securities whose legal rights are identical to their non-tokenized form. For those securities, the FAQ says the tokenized version should generally receive the same treatment under the capital rule as the non-tokenized version. It also says the rule does not distinguish between permissioned and permissionless chains.

This is a capital-rule explanation for eligible securities, not a blanket approval of all tokenized products or a determination that every token confers identical rights. Other eligibility, collateral, and risk-management requirements continue to apply. The governing legal rights remain central; the chain type does not, by itself, settle those questions. Federal Reserve, OCC, and FDIC FAQ on capital treatment of tokenized securities.

What can tokenization change about settlement?

Tokenization may bring together messaging, reconciliation, and asset transfer that otherwise take place across separate systems. If the relevant assets and payment instrument are available on compatible platforms, smart contracts can support conditional transactions, including delivery-versus-payment: delivery of an asset is linked to payment so one leg is not intended to complete without the other. A platform may also support conditional collateral arrangements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These are design possibilities, not automatic outcomes. The parties still need an accepted settlement asset, interoperable systems, clear platform governance, reliable custody, and legal rules that recognize the relevant records and transfers. A ledger can reduce some manual coordination without eliminating intermediaries or counterparty risk. If an asset remains on one system and the payment or authoritative ownership record sits elsewhere, reconciliation and settlement dependencies remain.

What are the risks of tokenization in finance?

Tokenized markets can change the speed and channels through which stress travels. Federal Reserve Governor Cook identifies several risk areas, while CSBS’s request for guidance points to supervisory and recordkeeping questions. The main issues to assess are:

  • Redemption and liquidity mismatch. A token may trade continuously even when the underlying asset, redemption process, or settlement infrastructure cannot respond at the same speed. Faster trading or activity outside normal business hours can accelerate redemptions and expose that mismatch.
  • Run and cross-market exposure. A loss of confidence may prompt holders to seek redemption at once. Connections between token markets and traditional markets can transmit disruption across them, rather than containing it within the token platform.
  • Code and cybersecurity failures. Smart-contract errors, compromised keys, cyberattacks, or service outages can interrupt transfers or produce unintended results. Automation makes execution conditional on code and system controls; it does not make those controls infallible.
  • Unclear or fragmented records. A ledger entry may need to align with an issuer’s books, custodial records, or off-chain legal documents. If they disagree, the arrangement must specify which record governs and how errors or disputes are corrected.
  • Legal and compliance uncertainty. The applicable protections can turn on issuer status, jurisdiction, ownership structure, insurance terms, custody, and compliance controls. The CSBS letter specifically flags deposit-insurance characterization, recordkeeping, and BSA/AML/OFAC obligations as areas for clearer supervisory expectations.
  • Platform and interoperability dependence. Transfers may be limited by platform access rules, governance decisions, technical compatibility, or the ability to connect to legacy systems. A token’s existence does not establish that it is transferable or redeemable everywhere.

These risks are not identical for deposits, stablecoins, and securities. For example, deposit-insurance questions belong to the deposit arrangement, while a stablecoin holder needs to understand issuer redemption and backing. For a security token, the initial question is whether the token itself conveys the security rights being claimed or only a separate contractual entitlement.

How should you evaluate a tokenized financial product?

Before treating a token as equivalent to cash, a bank balance, or a conventional investment, work through the claim and the mechanics in this order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the obligor. Determine whether the token is a claim on a bank, a stablecoin issuer or arrangement, a securities issuer, or an intermediary.
  2. Read the rights, not just the product name. Establish whether you have a deposit claim, a redemption right, ownership or economic rights in a security, voting rights, or only a contract tied to an underlying asset.
  3. Trace the backing and records. For a deposit, understand how the bank’s books relate to the ledger. For a stablecoin, inspect the stated reserve or other backing and who can verify it. For a security, identify the underlying security and the authoritative ownership record.
  4. Check redemption and transfer terms. Find out who may redeem directly, when redemption is available, what conditions or fees apply, and whether secondary-market trading is distinct from redemption by the issuer or bank.
  5. Find out what settles the transaction. Confirm whether payment and asset delivery are linked, which asset is used for payment, and whether both sides operate on compatible systems.
  6. Verify the protections and oversight that apply. Check the jurisdiction, issuer status, relevant banking or securities rules, any deposit-insurance terms, and custody and recordkeeping arrangements. Do not infer a protection from the use of a familiar currency symbol or a regulated-sounding product name.
  7. Consider failure scenarios. Ask what happens if the platform is offline, a key is lost, smart-contract code fails, the underlying asset cannot be sold promptly, or many holders seek redemption together.

What tokenization does—and does not—mean

Tokenization can make financial claims programmable and may enable more coordinated transfer and settlement. It is not itself a new category of legal protection, a guarantee of one-for-one redemption, or proof that a digital token is interchangeable with a bank deposit or a conventional security. The decisive questions are what claim the token represents, who is responsible for honoring it, and which records and rules govern the holder’s rights.
