Tirumala Tirupati Devasthanams (TTD) is the statutory religious institution that administers a group of temples, including the Tirumala shrine dedicated to Lord Venkateswara. It is not simply another name for one temple. TTD manages worship and temple customs while also operating a large public-service system for pilgrims.
Its government-appointed Board of Trustees sets policy, exercises general supervision and reviews administration. The Executive Officer is TTD’s chief executive and runs the administration through senior officers and specialist departments. In practical terms, the Board decides the institutional direction and safeguards statutory responsibilities; the Executive Officer and staff carry out day-to-day operations.
What TTD means
TTD stands for Tirumala Tirupati Devasthanams. In its official overview, TTD describes itself as a conglomeration of temples covered by the First Schedule of the Andhra Pradesh Charitable and Hindu Religious Institutions and Endowments Act, 1987. That description matters because the institution’s legal and administrative scope is wider than the single hill shrine most visitors call “Tirumala temple.”
TTD says it maintains 12 temples and their sub-shrines and employs about 14,000 people. These are figures published by TTD on its 2026 overview page, accessed on 13 October 2026; they are not presented as an independently audited headcount or asset inventory.

The institution’s remit combines two kinds of work:
- Religious administration: arranging daily worship, ceremonies and festivals in accordance with each temple’s custom and usage.
- Pilgrim and civic services: transport, accommodation, food, water, sanitation, crowd movement, safety, health care, education and related facilities.
That combination explains why TTD functions more like a large public institution than a small temple office. Its decisions affect ritual schedules, buildings, roads, kitchens, security systems, staff, finances and the experience of millions of visitors.
Who manages Tirumala temple?
Responsibility is divided between the Board of Trustees and the Executive Officer. TTD’s official management page identifies the Executive Officer as “the chief executive of TTD.” The same page says that government-appointed members constitute the Board of Trustees and lists two Joint Executive Officers plus senior posts dealing with vigilance and security, forests, finance and accounts, engineering and other branches.

This is a functional explanation rather than a claim that every decision follows one simple chain. Some matters require statutory approvals, specialist advice, departmental coordination or consultation with religious authorities. Personnel change over time, so the names of current officeholders should be checked directly with TTD before publication or official use.
What powers and duties does the Board have?
TTD-published text of Section 97 of the Andhra Pradesh Charitable and Hindu Religious Institutions and Endowments Act, 1987, describes the Board’s responsibilities. It gives the Board policy, general-superintendence and review functions, with regard to public interest and the services, amenities, welfare and safety of pilgrims.
The provision also addresses institutional assets and religious practice. As reproduced in TTD Board material, Section 97(2) states: The Board of Trustees shall manage the properties, funds and affairs of the Tirumala Tirupati Devasthanams and arrange for the conduct of the daily worship and ceremonies and of the festivals in every temple according to its custom and usage.

- It manages TTD’s properties, money and institutional affairs.
- It arranges the religious calendar and ensures that worship and festivals follow the relevant temple’s established custom.
- It can call for information and accounts to satisfy itself about administration and the use of funds.
- It considers pilgrim welfare, amenities and safety as part of its governing responsibility, not as optional add-ons.
The statutory text cited here is a TTD-hosted reproduction in Board material and includes historical amendment discussion. Anyone needing a legal opinion or a current compliance interpretation should consult the currently consolidated version of the Act rather than relying only on that reproduced document.
What does the Executive Officer do?
The Executive Officer is the administrative head who converts policy and statutory duties into daily work. That includes coordinating the temple establishment, supervising service delivery, allocating responsibilities among departments, monitoring projects and presenting information for Board review.
Because TTD operates across religious, engineering, financial, environmental, security and welfare functions, the Executive Officer works with specialist officers rather than performing every task personally. Joint Executive Officers and departmental heads provide management in their areas, while the executive office integrates their work.
A useful way to understand the division is:
- The Board establishes policy, approves major directions and exercises oversight.
- The Executive Officer organizes implementation through the administrative structure.
- Specialist departments operate facilities, services and controls.
- Information, accounts and performance reports return through the executive system for review by the Board.
This arrangement separates governance from execution without suggesting that religious and operational matters are unrelated. A decision about a festival, for example, can require ritual planning, crowd control, transport, sanitation, medical coverage, engineering support and financial authorization.

How TTD manages worship and temple custom
Religious administration is a core statutory duty. The Board must arrange daily worship, ceremonies and festivals in every temple according to its custom and usage. “Manage the temple,” therefore, does not mean redesigning rituals as ordinary event programming. It means providing the people, facilities, schedules and controls needed for worship to continue in the established manner.
That responsibility can include coordinating temple staff, maintaining areas used for worship, arranging festival logistics, protecting ritual objects and ensuring that visitor movement does not disrupt ceremonies. The exact practices differ among temples and should not be assumed to be identical across all 12 temples and their sub-shrines.
TTD’s institutional purpose also includes preserving the serenity and sanctity of the Tirumala–Tirupati area. Its general management description connects that purpose with social, economic, religious and environmental needs, especially those of people in need. These are statements of scope and purpose; they do not, by themselves, establish independently measured outcomes.

How TTD manages pilgrims and public services
TTD’s published summary of Rule 13(1) identifies the practical service areas that support pilgrims. The summary covers:

- Catering and food services.
- Protected water supply and sanitation.
- Orderly darshan and worship arrangements.
- Personal and property safety.
- Medical and health facilities.
- Education and other institutions financed by TTD.
These functions are interdependent. Roads and transport determine how people reach facilities; accommodation and catering affect crowd concentration; water and sanitation protect public health; darshan controls reduce disorder; and medical and security teams respond when large groups gather.
TTD’s summary also says the Board may create special committees to examine subjects or proposals and submit recommendations for Board consideration. Because this summary appears in a 2009 Board document referring to a 1990 government order, it should be treated as TTD’s published explanation of the policy framework. The currently effective rules should be checked for a precise legal claim about present procedures.
Departments behind temple administration
A pilgrimage visit may look like a single religious experience, but it depends on many administrative systems. TTD’s overview identifies senior responsibilities for vigilance and security, forests, finance and accounts, engineering and other branches. Each area addresses a different risk:
- Finance and accounts: budgets, payments, accounting records, financial controls and reporting.
- Engineering: buildings, roads, utilities, maintenance and construction works.
- Security and vigilance: personal safety, property protection, access controls and investigation of irregularities.
- Forests and environment: management of the hill and surrounding ecological setting.
- General administration: personnel, procurement, records, coordination and implementation of Board decisions.
The official overview lists about 14,000 employees across TTD. That number illustrates the scale of the operation, but it does not by itself show how staff are distributed, what services each employee performs or whether a particular program is effective.
How properties and money are governed
Section 97 places TTD’s properties, funds and affairs within the Board’s management responsibility. This includes more than annual spending. It encompasses stewardship of institutional assets, financial decisions, records, accounts and the systems used to deliver religious and pilgrim services.
The Board’s ability to call for information and accounts is an oversight mechanism. It allows trustees to examine whether administration is being carried out and whether funds are being used for the institution’s purposes. The Executive Officer’s administration supplies the operational information and departmental work needed for that review.

Readers should distinguish this governance description from an audit finding. The official material establishes who is responsible for management and review; it does not provide an independent assessment of every account, project or service outcome.
What the 2026–27 budget reveals about current priorities
In a release dated 28 February 2026, TTD announced that its Board had approved a budget of ₹5,456.26 crore for financial year 2026–27. TTD also reported an education allocation of ₹118.89 crore.

Budget approval is not the same as completed spending. A release can establish that TTD announced an allocation or proposal, but it cannot independently prove construction progress, service quality, procurement completion or outcomes for pilgrims.

There is no single public checklist for every decision, because a festival, road project and security upgrade have different requirements. The governance model nevertheless suggests a common pattern:
- Need or proposal identified: a department, officer or special committee defines a service, maintenance, safety or religious requirement.
- Technical and administrative examination: relevant branches assess feasibility, cost, land, staffing, safety, environmental implications or ritual compatibility.
- Executive coordination: the Executive Officer’s administration consolidates the proposal and obtains the information needed for a decision.
- Board consideration where required: trustees set policy, approve major directions or review the proposal under their statutory responsibilities.
- Implementation: departments execute the approved work, operate the service or incorporate the decision into temple administration.
- Reporting and review: accounts, records and operational information can be called for so the Board can review administration and fund use.
The exact approval route depends on the subject and the rules in force at the time. This outline explains the policy-to-execution relationship; it is not a substitute for a project’s formal file or current procedural rules.
Common misunderstandings about TTD
TTD is not only the Tirumala shrine
The Tirumala temple is the best-known site, but TTD describes itself as administering a group of temples and sub-shrines. Referring to TTD as though it were the name of one building hides the institution’s wider responsibilities.
The Board is not the same as the daily administration
The Board provides policy, supervision and review. The Executive Officer is the chief executive who directs administration. Calling either body solely “the temple management” can obscure this division.

Pilgrim services are part of the mandate
Transport, accommodation, food, sanitation, safety, health and orderly darshan are not unrelated commercial services. TTD’s published policy summary places them within the facilities and welfare framework for pilgrims.
An announcement is not an outcome
Approved budgets and proposed facilities show declared priorities. They should not be presented as evidence that a project is finished or that a service has achieved a particular performance level without separate documentation.
Why the governance structure matters to visitors
For a pilgrim, the division of roles explains why a religious question may involve an administrative department and why a service problem may eventually reach Board-level oversight. Ritual continuity depends on temple custom, while safe access depends on roads, staff, buildings, security, food, water and medical support. TTD’s structure exists to coordinate those responsibilities rather than treating them as separate institutions.
It also explains why changes can take time. A new facility or security system may require technical design, funding, procurement, environmental review, staffing and operating procedures before visitors see a result. Conversely, a Board announcement can establish direction before implementation is complete.
Bottom line on who is in charge
The government-appointed Board of Trustees is TTD’s policy and oversight authority. It manages institutional properties, funds and affairs and is responsible for arranging worship, ceremonies and festivals according to temple custom. The Executive Officer is TTD’s chief executive and leads the administration that implements those responsibilities through Joint Executive Officers and specialist departments.
TTD therefore manages Tirumala on two connected levels: religious stewardship of worship and tradition, and a large public-service operation covering pilgrims, infrastructure, safety, health, welfare and education. The institution’s own figures and budget announcements show its stated scale and priorities, while independent verification would be needed to judge outcomes.
