The Genesis Mission is a U.S. federal initiative created by Executive Order 14363 on November 24, 2025. It directs the Department of Energy (DOE) to build the American Science and Security Platform, a secure research system that would connect high-performance computing, scientific data, AI models, laboratories and experimental facilities.
Its practical promise is an integrated workflow: scientists could use AI models and supercomputers to analyze evidence, simulate possibilities, propose experiments and, where facilities permit, send those proposals to robotic laboratories for testing. The mission is still an evolving program. Announced goals, funding commitments and project selections should not be confused with an operating national platform or completed scientific breakthroughs.
What the Genesis Mission is
The White House Genesis Mission is a federal AI-for-science program launched when President Donald Trump signed Executive Order 14363 on November 24, 2025. The order assigns the Secretary of Energy responsibility for implementing the initiative inside DOE and asks the Assistant to the President for Science and Technology to lead overall coordination through the National Science and Technology Council.

Rather than creating a single new laboratory, the order calls for a secure, unified platform that can connect existing federal capabilities. DOE is expected to integrate relevant national-laboratory resources, supercomputers, data stores, models, experimental facilities and networking. The administration describes the mission as a way to bring national laboratories together with universities and industry.

The White House platform description says the long-term aim is to double the productivity and impact of U.S. research and innovation within a decade. That is an administration objective, not a measured result. No independently verified mission-wide productivity increase or completed breakthrough has been established in the official material available through October 13, 2026.
What the mission is not
- It is not a consumer AI chatbot or a retail supercomputer that anyone can sign up to use.
- It is not a promise that every DOE laboratory will immediately share every dataset or experiment.
- It is not a declaration that AI will replace scientists. The stated purpose is to augment research and experimentation.
- It is not evidence that announced targets have already been achieved.
What the American Science and Security Platform is supposed to do
The American Science and Security Platform is the technical and organizational layer at the center of the initiative. Its intended ingredients are:
- High-performance computing (HPC), including DOE systems and cloud resources that can train or run large models and perform conventional simulations.
- Scientific datasets with metadata, provenance and cybersecurity controls so users can determine where information came from and how it was transformed.
- AI models that can recognize patterns, estimate outcomes, generate designs or help control experiments.
- Research facilities, including instruments and laboratories capable of producing new measurements.
- Automation and robotics that could execute selected experiments and return results to the data and model workflow.
The platform is therefore better understood as shared research infrastructure than as a single piece of software. The executive order directs DOE to identify federal computing, storage and networking assets, consider suitable industry resources, assemble initial data and model assets, and plan how outside datasets could be incorporated securely.

Access is expected to be mission-based. Qualified researchers, innovators and companies may participate through future opportunities, facility arrangements or coordinated programs, but the order does not create automatic public access. National-security work and other sensitive projects will require controls consistent with federal cybersecurity requirements and the applicable classification or export rules.
How AI compute could be used
In this context, “AI compute” means the processors, memory, storage and networking needed to train or run AI systems and to combine those systems with scientific computing. The mission does not treat AI processing as a substitute for physical measurement. Its proposed value comes from connecting computation with experiments in a repeatable loop.

- Prepare trustworthy data. Researchers collect measurements, simulation outputs, historical records and approved partner data. Metadata and provenance identify the source, format, units, uncertainty and permitted uses of each item. Security controls determine who can access it.
- Run models with HPC simulations. AI models can search large datasets, detect relationships, estimate missing values or rank possible explanations. HPC systems can then run physics-based, chemical or engineering simulations that test whether a proposed result is plausible. The two types of computing answer different questions: AI can learn patterns quickly, while simulations encode known scientific relationships and constraints.
- Generate candidates or experimental plans. A system might suggest a material with a target strength, a semiconductor structure, a reactor configuration, an accelerator setting or a sequence of measurements. Scientists set the objectives, constraints and safety checks before a candidate is accepted for testing.
- Test at a facility. Instruments, national laboratories or partner facilities measure the candidate. Where a laboratory has suitable automation, robots may prepare samples, change settings and collect measurements under human-defined protocols.
- Feed results back. New experimental data can be added to the governed data store. Models are then updated or rerun, allowing the next round of candidates to reflect what worked, what failed and how uncertain the result remains.
This closed-loop design is an intended direction in the executive order and White House fact sheet, not proof that a single nationwide loop is already operating. DOE was told to seek an initial operating capability for at least one challenge after completing earlier planning and resource-identification steps.
HPC workloads and AI workloads are different
| Component | Typical role | Why it matters to Genesis |
|---|---|---|
| HPC simulation | Solves numerical models of physical, chemical or engineered systems. | Tests whether a design obeys known laws and explores conditions that are expensive or dangerous to reproduce. |
| AI model training | Learns patterns from curated examples and measurements. | Can accelerate classification, prediction, surrogate modeling and design-space searches. |
| AI inference | Runs an existing model on new data or proposed designs. | Produces fast rankings or forecasts that can guide the next simulation or experiment. |
| Data and networking | Moves, catalogs and protects large datasets and model outputs. | Provides provenance, reproducibility and controlled collaboration across facilities. |
| Experimental automation | Performs measurements or changes conditions according to approved procedures. | Can shorten iteration cycles when a facility is designed for robotic or AI-directed work. |
Who is involved
White House and DOE leadership
The Executive Order places implementation inside DOE. The Assistant to the President for Science and Technology has a coordinating role across participating agencies through the National Science and Technology Council. DOE Under Secretary for Science Darío Gil is identified by DOE as the Genesis Mission lead.
The initiative is intended to span more than DOE alone. A White House announcement on July 22, 2026 said more than 15 federal agencies would contribute research awards, funding opportunities, datasets and facilities. That statement describes announced participation, not a guarantee that every agency has connected its systems or committed the same type of resource.
National laboratories, universities and companies
DOE describes the mission as a collaboration among its national laboratories, industry and academic institutions. The executive order allows cooperative research and development agreements, user-facility partnerships and other arrangements, subject to law, security requirements and public-benefit considerations. It also contemplates coordinated funding opportunities, prizes, fellowships, internships and apprenticeships when appropriations and program rules permit.
DOE announced the Genesis Mission Consortium on February 9, 2026. Its working groups address AI model development and validation, data integration and standards, HPC and cloud infrastructure, and robotics and automation. DOE says TechWerx, a partnership intermediary operated by RTI International, administers the consortium. Consortium participation does not by itself establish a commercial endorsement, referral arrangement or guaranteed access to DOE facilities.

What research could the mission help with?
Executive Order 14363 identifies several priority areas. The White House fact sheet also lists space exploration. DOE subsequently announced 26 science and technology challenges on February 12, 2026. These examples show the kinds of problems the platform could address, while the stated benefits remain prospective.
| Area | Example challenge or use | Potential role for AI and compute |
|---|---|---|
| Energy grids | Planning, interconnection, operations and security. | Combine grid simulations, weather and demand data to evaluate options and detect vulnerabilities. |
| Nuclear science | Digitize decades of nuclear research into a secure, searchable resource. | Extract structure from archival material while preserving access controls and provenance. |
| Particle physics | Make particle accelerators adaptive and autonomous. | Use models and real-time measurements to tune operating conditions within approved limits. |
| Advanced materials | Design materials for specified performance characteristics. | Search candidate compositions and structures, then validate them with simulation and experiments. |
| Subsurface energy | Model underground environments for energy development. | Fuse geological observations with simulations to estimate properties that cannot be measured everywhere directly. |
| Biotechnology | Apply models to biological systems and experimental data. | Prioritize hypotheses and experiments while retaining laboratory validation and biosafety review. |
| Quantum information | Support quantum science and engineering studies. | Run specialized simulations and analyze measurements from quantum devices. |
| Semiconductors and microelectronics | Improve designs and manufacturing processes. | Explore large design spaces and identify process conditions for physical testing. |
| Advanced manufacturing and fusion | Optimize materials, processes and operating regimes. | Use surrogate models to reduce the cost of repeated simulations before facility tests. |
For the grid challenge, DOE said its approach could enable decisions 20–100 times faster and improve electricity cost and reliability by up to 10 percent. Those figures are DOE’s stated targets for that challenge, not measurements of nationwide performance.
Legal deadlines and announced implementation
The executive order sets staged instructions. A deadline in the order is evidence of what DOE was directed to do, not proof that the task was completed on schedule.
| Order milestone | Required timing | What it covers |
|---|---|---|
| Identify challenges | Within 60 days | At least 20 national science and technology challenges. |
| Identify compute resources | Within 90 days | Federal and available industry computing, storage and networking resources. |
| Initial data and models | Within 120 days | Initial assets and plans for integrating outside datasets with provenance and cybersecurity measures. |
| Robotics and production review | Within 240 days | Laboratories able to support robotic and AI-directed experimentation. |
| Initial operating capability | Within 270 days | Seek an initial capability for at least one challenge. |
DOE announced 26 challenges on February 12, 2026, exceeding the order’s minimum of 20. On July 22, 2026, the White House said 278 projects had been selected and that more than $5 billion in federal commitments were being announced across the participating agencies. “Commitments” and “selected projects” do not establish that all funds had been disbursed, that the platform was fully operational or that the projects had produced results.
Axios reported on October 7, 2026 that the White House would announce more than $1 billion in industry commitments from AMD, OpenAI, Anthropic and others, along with regional compute-access initiatives. That figure is secondary reporting about a forthcoming announcement; it should not be read as proof that the money had been spent or that every named company had delivered infrastructure.

How to interpret the mission’s projected benefits
The administration presents Genesis as a way to shorten the path from scientific question to validated result. More compute can make larger simulations and model training practical, but compute alone does not solve data quality, experimental bottlenecks, model error, safety review or reproducibility. A useful assessment should separate four stages:
- Objective: what the order or agency says the program aims to accomplish.
- Capability: whether the required data, models, facilities and secure infrastructure are available.
- Target: a projected speed, cost or reliability improvement, such as DOE’s grid figures.
- Demonstrated result: an independently verifiable outcome from completed work.
As of October 13, 2026, the public announcements establish objectives, selected challenges, participation and financial commitments. They do not establish a mission-wide productivity gain or a completed scientific breakthrough attributable to the platform.
Will Genesis Mission use AI to replace scientists?
The official design points to augmentation, not replacement. Scientists still define useful questions, choose constraints, judge whether data are trustworthy, interpret uncertainty, approve experiments and decide whether a result is scientifically and ethically acceptable. AI can automate portions of search, prediction, control and documentation, but an automated suggestion is not a validated discovery.
Human oversight is especially important where experiments involve hazardous materials, nuclear systems, biological agents, critical infrastructure or export-controlled technology. Security and provenance requirements are intended to make it possible to audit what data and models influenced a decision and to limit access to sensitive work.

Statements from mission officials
DOE Under Secretary for Science and Genesis Mission Lead Darío Gil said in DOE’s February 12, 2026 challenge announcement: “By uniting the U.S. Government’s unparalleled data resources and DOE’s experimental facilities with cutting-edge AI, we can unlock discoveries that will power the economy, secure our energy future, and keep America at the forefront of global innovation.”
OSTP Director Michael Kratsios described the 26 challenges as “a direct call to action to America’s researchers and innovators to join the Genesis Mission and deliver science and technology breakthroughs that will benefit the American people.” In the July 22, 2026 White House announcement, Gil said, “The 278 projects selected today represent the very best of our nation’s scientific enterprise.” These are official statements of intent and assessment, not independent evaluations of completed outcomes.

Genesis Mission is a federal plan to connect AI, supercomputing, governed data and laboratory experimentation around high-priority science and national-security problems. Its most consequential idea is the integration of those pieces into a feedback loop, not the purchase of a particular processor or the deployment of a standalone chatbot. The initiative has moved from an executive order to announced challenges, consortium structures, project selections and funding commitments, but its ultimate value will depend on secure data integration, functioning facilities, reproducible experiments and results that can be demonstrated rather than promised.
