The Turing Trap is the risk of treating human-like AI and labor substitution as the main measures of progress. Companies can reduce that risk by defining a business outcome first, designing AI to augment workers where possible, budgeting for training and workflow redesign, and measuring quality, capacity, new value, and how gains are shared—not just headcount or labor cost.

What the Turing Trap means

Erik Brynjolfsson introduced the term in his 2022 Daedalus article, “The Turing Trap: The Promise & Peril of Human-Like Artificial Intelligence.” The trap appears when a company treats an AI system that imitates human intelligence—or replaces people performing existing tasks—as the default definition of success.

That framing can steer investment toward substitution: making software perform work that employees currently do, with labor savings as the clearest target. Brynjolfsson warns that as machines become better substitutes for human labor, “workers lose economic and political bargaining power and become increasingly dependent on those who control the technology.” The concern is therefore about the direction of incentives and deployment, not a claim that every automated task is harmful or that human-like AI has no legitimate uses.

AI can also help people make better decisions, handle more complex cases, serve more customers, or create services that were previously impractical. This worker-augmentation path can produce value without making replacement the central objective. The same technical capability may have very different effects depending on how a company redesigns tasks, jobs, authority, and reward sharing around it.

Why substitution is such an easy default

Labor savings are immediate and legible

Replacing a manual step can look like a straightforward cost-reduction project. A manager can estimate hours removed, compare software costs with payroll, and set a near-term target. The benefits of augmentation—better judgment, more capacity, fewer errors, or a new service—are often harder to forecast and may require changes across several departments.

Existing tasks are easier to specify than new opportunities

An automation brief can start with a familiar process: classify requests, summarize documents, schedule appointments, or inspect images. A value-creation brief asks a harder question: what could customers or employees do if the system expanded their capabilities? Finding that opportunity may require experimentation, product redesign, and input from the people who perform the work.

Technology purchases can hide the real investment

Brynjolfsson notes that complementary organizational changes are essential to realizing technology’s benefits. His article gives a qualified estimate that companies “may need to spend nine dollars on intangible human capital” for each dollar spent on machine-learning technology. The figure is not a universal budgeting rule or a measured ratio for every project; it illustrates how training, process redesign, management attention, and other human investments can be much larger than the software line item.

Automation and augmentation are not the same thing

Automation means a system performs a task with less direct human labor. Augmentation means the system extends what a person can do while the person’s expertise, judgment, or responsibility remains important. In practice, a project can contain both: a model may automate data entry while augmenting an employee’s investigation and decision-making.

Question Substitution-oriented design Augmentation-oriented design
Primary objective Perform existing work with fewer employees Improve service, expand capacity, or enable work that was not feasible before
Role of the worker Exception handler, monitor, or role slated for removal Domain expert who interprets outputs, handles complex cases, and sets direction
Investment plan Technology purchase and implementation Technology plus training, workflow redesign, decision rights, and change management
Success measures Labor hours or cost avoided Quality, capacity, new services, worker capability, productivity, and distribution of gains
Risk to examine Deskilling, displacement, and dependence on system owners Over-reliance, unequal access to benefits, or poorly designed responsibilities

This is a decision framework derived from Brynjolfsson’s argument, not a validated numerical scorecard. A project should be assessed on what it actually does and who gains, rather than labeled “good” or “bad” solely because it uses automation.

How companies can avoid the Turing Trap

1. Define the outcome before choosing a model

Write the desired business and human outcome in plain language before selecting a vendor, model, or deployment pattern. Ask:

  • Are we only trying to complete an existing task with fewer people?
  • Could the same investment improve accuracy, response time, accessibility, or customer experience?
  • Will it expand capacity, support a new service, or let employees address more complex problems?
  • What would success look like for customers and workers, not just for the cost center?

If the proposal cannot name a benefit beyond labor reduction, treat that as a design question rather than an automatic reason to reject it. Revisit the process and look for ways the freed time or information could create additional value.

2. Map tasks and identify augmentation points

Break the job into tasks instead of treating the occupation as a single unit. Mark routine steps, judgment-heavy steps, interactions with customers or patients, and activities where context or accountability matter. Then test where AI could:

  • surface relevant information so an expert can decide faster;
  • draft or transform routine material for human review;
  • detect patterns or anomalies that a person can investigate;
  • help an employee handle more cases without lowering quality; or
  • make specialized knowledge available to more team members.

Keep a named human owner for consequential decisions. The owner should know when to accept, question, or override an output and what evidence is required.

3. Include complementary capabilities in the business case

Budget and schedule for the work that makes the system usable. Depending on the process, that can include role-based training, data and knowledge cleanup, interface changes, revised approval paths, quality assurance, and new escalation procedures. Assign responsibility for each change instead of assuming adoption will happen after installation.

The nine-to-one estimate in Brynjolfsson’s article is a warning against treating technology expenditure as the whole project, not a promise that every company should spend exactly nine times its software budget.

4. Measure more than labor savings

Set a baseline before deployment and monitor several outcome categories:

  • Quality: accuracy, completeness, safety, customer outcomes, and error severity.
  • Capacity: cases handled, response times, availability, or throughput without hidden overtime.
  • New value: services, products, or customer segments enabled by the system.
  • Worker capability: skills gained, decision quality, autonomy, and time available for higher-value work.
  • Distribution: how productivity gains affect pay, staffing, workload, advancement, and the firm’s returns.

Review these measures by team and by worker group where appropriate. An average improvement can conceal heavier monitoring, degraded work, or lost opportunity for particular employees.

5. Redesign jobs after the pilot

Deployment changes the task mix. Conduct a post-pilot review with the employees who use the system: Which responsibilities disappeared? Which new judgments became important? What training is missing? Can people move into customer-facing, analytical, quality, or improvement work rather than simply being removed from the process?

Update job descriptions, performance goals, staffing plans, and decision rights to match the new workflow. Automation of one task does not by itself determine whether a person is displaced; the result depends on what other tasks the organization creates, preserves, or assigns.

6. Give workers a voice in design and oversight

Employees often know where exceptions, failure modes, and hidden administrative work occur. Include them in process mapping, pilot evaluation, and revisions. Establish a channel for reporting harmful outputs or workload shifts, and document who can pause or change the system. Participation is not a guarantee of shared gains, but it improves the company’s ability to detect problems that a technology-only review misses.

A practical review sequence for an AI proposal

  1. State the problem and outcome. Describe the customer, operational, and worker result the project is meant to improve.
  2. Map the current work. List tasks, decisions, handoffs, exceptions, and accountability.
  3. Generate at least two designs. Compare a substitution-heavy option with an augmentation option where both are technically plausible.
  4. Cost the full change. Include training, workflow redesign, data preparation, governance, support, and evaluation.
  5. Choose measures and guardrails. Set quality thresholds, escalation rules, access controls, and a rollback trigger before launch.
  6. Run a limited pilot. Compare results with the baseline and collect structured feedback from workers and affected customers.
  7. Decide what to scale. Scale only when quality and human outcomes meet the agreed thresholds; otherwise redesign the workflow or stop.
  8. Reassess distribution. After gains appear, review workload, staffing, skills, pay, advancement, and who captures the value.

What the evidence does—and does not—say about jobs

It is too strong to equate automation with worker harm. Anton Korinek and Joseph E. Stiglitz’s 2023 paper, “The Turing Transformation: Artificial Intelligence, Intelligence Augmentation, and Skill Premiums,” argues that task automation can improve job prospects and widen the scope of work for some employees, depending on how task boundaries change. A system’s technical classification as “automation” does not, by itself, establish its effects on employment, wages, or inequality.

The relevant question is therefore how work is reorganized and how the gains are distributed. A company can automate a routine step and still expand roles, or call a system an “assistant” while using it to intensify monitoring and narrow employee discretion. Labels are not outcomes.

A 2026 National Bureau of Economic Research working paper, “Building Pro-Worker Artificial Intelligence,” by Daron Acemoglu, David Autor, and Simon Johnson discusses misaligned incentives, path dependence, and pro-automation ideology as possible reasons for underinvestment in pro-worker AI. It lists policy directions including investment in health care and education, tax reform, antitrust enforcement, and protections for worker expertise. Because it is a working paper, these recommendations should be treated as proposals under discussion, not settled consensus or a company compliance standard.

Common failure modes and fixes

“We will automate first and train later.”

Why it fails: Employees lose time and authority before they know how the system works, while the organization underestimates the skills needed for exceptions.

Fix: Define role-based training, escalation ownership, and practice time before the pilot. Fund them as part of the project.

“The only proof of success is headcount reduction.”

Why it fails: It can reward brittle outputs, transfer work to customers or remaining staff, and hide quality losses.

Fix: Require quality, capacity, worker-capability, and distribution measures alongside financial results.

“The vendor’s benchmark predicts our outcome.”

Why it fails: Performance in a controlled test may not reflect local data, exceptions, incentives, or workflow.

Bottom line

The Turing Trap is a strategic choice to define AI progress mainly as human imitation and labor replacement. Companies avoid it by treating technology as one part of a larger redesign: start with the outcome, search for ways to extend workers’ capabilities, invest in complementary human and organizational changes, measure more than labor savings, and revisit job design and gain sharing after deployment. Those practices cannot guarantee a particular employment result, but they make substitution an option to examine rather than the automatic destination.
