The quantum Hall effect is a quantum phenomenon in which a very thin, effectively two-dimensional conductor exposed to a strong magnetic field develops sideways resistance that locks onto exact, flat plateaus instead of changing smoothly. Those plateaus arise because the field organizes charge carriers into discrete Landau energy levels. The resulting resistance scale, tied to the von Klitzing constant RK = h/e2, is the foundation of precision resistance metrology and the SI realization of the ohm.

It is not a behavior found in every wire or every Hall measurement. Suitable two-dimensional electron systems, a strong applied field and usually very low temperatures are needed. The integer form is the basis of established resistance standards; fractional states reveal strong many-electron interactions, while graphene and zero-field variants remain active research areas.

Start with the ordinary Hall effect

In an ordinary Hall measurement, current flows through a material in one direction while a magnetic field is applied perpendicular to the current. Moving charges experience a sideways magnetic force, so positive and negative charge carriers become slightly separated across the sample. That separation creates a voltage at right angles to the current. The voltage is called the Hall voltage, and the corresponding transverse resistance is the Hall resistance.

For an ordinary conductor, changing the magnetic field or carrier density generally changes the Hall voltage and resistance continuously. The quantum Hall effect replaces that smooth response with a staircase: the measured Hall resistance stays nearly fixed across a range of conditions, then jumps to another precisely defined value. The flat regions are the quantized Hall plateaus.

The word “quantum” matters because the effect depends on the allowed energy states of electrons, not simply on their classical sideways deflection. The sample must behave as an effectively two-dimensional electron system, such as a very thin semiconductor structure or a graphene sheet, and it must be placed in a strong magnetic field. National Institute of Standards and Technology (NIST) describes these requirements and the associated Landau-level physics in its project summary, updated September 2, 2025: Integer and Fractional Quantum Hall Effect.

Why resistance forms exact plateaus

A magnetic field forces the allowed motion of two-dimensional electrons into quantized cyclotron orbits. In quantum mechanics, those orbits correspond to discrete energy bands called Landau levels. Rather than being able to take any energy, carriers occupy these allowed levels.

As the magnetic field or the number of carriers changes, the number of completely filled Landau levels changes in steps. Between transitions, the electronic structure can adjust without changing the measured Hall resistance. The result is a broad region in which the resistance remains pinned to one value. When the next allowed occupancy is reached, the system moves to a different plateau.

This is why a graph of Hall resistance against magnetic field looks more like stairs than a ramp. The plateaus are not merely approximate round numbers: in an ideal device they are fixed by fundamental constants and an integer or fractional filling factor. The sample’s microscopic details influence how easily a plateau can be observed, but the quantized value itself is remarkably reproducible.

Longitudinal resistance, measured along the direction of current, becomes very small on a well-developed plateau, while the transverse Hall resistance carries the quantized value. Real experiments still have contact, disorder and temperature limitations, so laboratories characterize the complete device and its measurement uncertainty rather than assuming an ideal curve.

Filling factor and the resistance formula

The filling factor, written as ν (nu), describes how many magnetic-flux quanta are effectively accommodated per electron, or equivalently how the Landau levels are filled. The Nobel Prize background document explains the filling factor as the ratio of electrons to magnetic flux quanta: Additional background material on the Nobel Prize in Physics 1998.

For the integer quantum Hall effect, the ideal Hall resistance is

RH = RK/ν, where RK = h/e2 and ν is an integer.

Here, h is Planck’s constant and e is the elementary charge. RK is the von Klitzing resistance constant. NIST’s metrology publication describes this relation and its role in quantized resistance standards: What Metrology Gains With Quantized Resistance Standards.

The formula does not mean that every measured Hall resistance is always exactly RK/ν. It is the ideal quantized value on a specified plateau. A laboratory must operate a suitable device under controlled magnetic-field, temperature and current conditions, then account for uncertainty, wiring and calibration. The quantization is useful precisely because independent devices can reproduce the same resistance scale when they are in the appropriate regime.

Integer and fractional quantum Hall effects

Both forms produce Hall-resistance plateaus, but they arise from different levels of many-electron physics.

Feature Integer quantum Hall effect Fractional quantum Hall effect
Filling factors Integer values of ν Fractional values of ν
Basic picture Plateaus can be introduced through the occupancy of discrete Landau levels. Plateaus require strong correlations among many electrons in the two-dimensional system.
Physical significance Provides the most mature route to reproducible quantized resistance standards. Exposes collective states that cannot be explained by treating electrons as independent particles.
Technology status Used by national measurement institutes and calibration laboratories for resistance metrology. Primarily a research platform for strongly interacting quantum matter.

In the integer effect, the magnetic field creates Landau levels and the plateaus correspond to an integer number of filled levels. In the fractional effect, electron–electron interactions are strong enough to reorganize the system into collective states with fractional filling factors. NIST identifies the fractional effect as a hallmark of strongly interacting two-dimensional electron systems in large magnetic fields: NIST’s Integer and Fractional Quantum Hall Effect project.

Some even-denominator fractional states are theoretically expected to support non-Abelian statistics. That possibility is an active research topic in quantum physics, not an established commercial technology or a routine operating feature of every fractional state. The existence and usefulness of a particular state depend on the material, magnetic field, temperature and measurement quality.

How a quantum Hall measurement is performed

A quantum Hall experiment is a carefully controlled transport measurement rather than a special setting on an ordinary multimeter. The general sequence is:

  1. Prepare a two-dimensional system. Researchers use a device in which carriers are confined to a thin layer or surface. Graphene is one example; semiconductor heterostructures are another broad class.
  2. Apply a magnetic field perpendicular to the conducting plane. The field must be strong enough to separate the relevant Landau levels and produce a resolvable plateau.
  3. Cool and stabilize the device. Low temperatures reduce thermal smearing of the quantized levels. The exact temperature and field depend on the material and the plateau being studied; no single operating point applies to every device.
  4. Drive a small, controlled current. Excessive current can heat the device or move it out of the quantized regime, so precision measurements use a defined current and monitor the electrical contacts.
  5. Measure both directions of voltage. Contacts along the current path provide longitudinal resistance, while contacts across the sample provide the transverse Hall voltage. A developed plateau has a quantized Hall value and a very small longitudinal component.
  6. Map the plateau. The field or carrier density is swept while the Hall resistance is recorded. A useful plateau is broad and flat within the laboratory’s uncertainty budget, not merely a single point that happens to match a target value.

This procedure explains why the effect is rarely encountered outside specialized facilities. It combines nanofabricated or layered materials, high-field magnets, cryogenic equipment, low-noise electrical measurement and traceability procedures.

Why the quantum Hall effect matters for the ohm

The most mature practical use of the quantum Hall effect is precision electrical metrology. A resistance standard based on a quantized plateau is linked to fundamental constants through RK = h/e2, rather than being defined solely by the properties of a particular metal resistor. NIST describes the quantum Hall effect as the basis of the SI resistance standard and explains how quantized devices support calibration and traceability.

In practice, national metrology institutes and calibration laboratories operate quantum Hall devices, compare them with other standards and distribute calibrated resistance values through traceability chains. A commercial instrument does not contain a quantum Hall chip that automatically replaces its resistor; the infrastructure is specialized and usually confined to standards laboratories.

Quantization improves reproducibility because the plateau value is set by constants and the filling factor. Laboratories still need to control the magnetic field, temperature, current, contacts and measurement system. The standard is therefore a physical realization requiring equipment and expertise, not a claim that every sample has zero error under arbitrary conditions.

NIST’s Randolph E. Elmquist gives the metrology context in What Metrology Gains With Quantized Resistance Standards, published December 1, 2000. NIST also maintains a broader program on quantum conductance and related measurements at Quantum Conductance.

A short history

Klaus von Klitzing discovered the integer quantum Hall effect in 1980. The discovery showed that a macroscopic resistance could be pinned to a value determined by fundamental constants and an integer index. Von Klitzing received the 1985 Nobel Prize in Physics for discovering the quantized Hall effect. The Nobel Prize background material records both milestones: Nobel Prize background document.

The later development of fractional quantum Hall physics broadened the significance of the phenomenon. It demonstrated that a two-dimensional electron system can form new collective quantum states whose properties are not captured by the integer-level picture alone.

Why graphene is important now

Graphene is a one-atom-thick carbon material whose carriers can be accessed at the surface. NIST reports active work on graphene quantum Hall systems because they can sustain quantized behavior under more relaxed conditions than traditional semiconductor systems. That makes graphene a promising route toward resistance standards that could be easier to operate than conventional devices.

“More relaxed conditions” does not mean that a graphene device works at room temperature in an ordinary laboratory. The material still has to be fabricated, contacted and placed in a suitable magnetic-field and temperature regime. NIST presents graphene as a path toward higher-temperature resistance standards, not as a universal, plug-and-play replacement for all existing standards. The current program description is available through NIST’s Quantum Conductance program.

Graphene is also valuable scientifically because its carriers and surface can be probed directly, allowing researchers to investigate both integer and fractional phenomena in a comparatively accessible two-dimensional platform. The exact robustness of a plateau remains dependent on device quality and operating conditions.

Quantum Hall versus quantum anomalous Hall

The quantum anomalous Hall effect is related to the quantum Hall effect but is not the same experiment. The conventional effect uses an external magnetic field to generate the Landau-level structure and quantized transverse response. The anomalous version can show quantized Hall resistance without an externally applied magnetic field, using internal magnetic ordering and band structure instead.

Question Conventional quantum Hall effect Quantum anomalous Hall effect
External magnetic field Strong applied magnetic field is part of the standard setup. Quantized Hall resistance can occur without an external magnetic field.
Origin of quantization Landau levels formed by the applied field in a two-dimensional system. Material properties such as internal magnetism and electronic band topology can produce the related response.
Practical status Established for precision resistance metrology in specialized laboratories. Research-stage for practical deployment; NIST reports that accurate current devices require millikelvin temperatures.

NIST’s overview of the measurement challenge is at Quantum Transport Measurements. The zero-field description should not be read as saying that ordinary quantum Hall devices operate without magnets. It refers to a distinct, related effect whose accurate quantization remains difficult under practical conditions.

What the effect is—and is not

  • It is a property of a suitable two-dimensional electron system, not a universal property of conductors. A copper wire in a modest field will show an ordinary Hall response, not automatically a quantized staircase.
  • It is a resistance phenomenon as well as an energy-level phenomenon. Landau levels provide the quantum structure; the Hall-bar measurement reveals that structure as plateaus.
  • It is not simply “resistance becoming zero.” The transverse Hall resistance takes a quantized value, while the longitudinal resistance becomes very small on a well-developed plateau.
  • It is not automatically a quantum-computing device. Fractional states with possible non-Abelian statistics are being studied for their fundamental and prospective information-processing implications, but that possibility is not a deployed application.
  • It is not a consumer product category. The main established use is standards-laboratory metrology, supported by high-field, cryogenic and low-noise measurement systems.

Why the plateau remains stable over a range

A plateau is useful because it has width. If the quantized value appeared only at one precisely tuned magnetic field, it would be difficult to use as a standard. Instead, disorder and the structure of the Landau levels can create localized states between extended conducting states. Over a range of field or carrier density, the current-carrying edge structure remains associated with the same filled-level count, so the Hall resistance stays pinned while the system moves within that range.

The practical consequence is a tolerance window, not unlimited freedom. Raising the temperature can smear the levels; increasing current can heat the sample; changing contacts or carrier density can damage the measurement; and an insufficient magnetic field may never resolve the desired plateau. Laboratories therefore report the conditions under which a plateau was observed and the uncertainty of the resulting resistance value.

How the two-dimensional requirement changes the physics

In a bulk three-dimensional conductor, electrons have a continuous set of allowed momenta in the direction of the magnetic field. Confining carriers to a thin layer removes that free direction and makes the orbital quantization dominant in transport. The resulting spectrum is discrete enough for plateaus to appear in a macroscopic measurement.

This dimensionality also makes edge transport important. In a Hall-bar-shaped device, carriers travel along the boundaries in a direction set by the magnetic field. The interior can be insulating or nearly so on a plateau, while the edges carry the measured current. The combination allows the transverse voltage to be robust against many details of the sample, provided the device remains in the proper quantized regime.

Where current research is heading

Higher-temperature standards

Graphene research aims to make quantized resistance easier to realize by relaxing some of the demanding conditions associated with traditional semiconductor systems. If devices can operate at higher temperatures or lower fields while retaining accuracy, more laboratories could maintain a quantum-based resistance reference. NIST describes this as a research direction, not a completed replacement for current standards.

Strongly correlated states

Fractional plateaus remain a way to study collective quantum matter. Researchers investigate how interactions produce new quasiparticle descriptions, how states survive disorder and temperature, and whether particular even-denominator states exhibit the theoretically expected non-Abelian statistics. Those questions are about the physics of specific states; they should not be generalized to every fractional plateau.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Zero-field quantization

The quantum anomalous Hall effect could remove the need for a large external magnet, but accurate quantization currently requires millikelvin temperatures in reported devices. Achieving robust operation under less extreme conditions is an open materials and measurement problem.

A compact checklist for interpreting a quantum Hall claim

  • Is the sample an effectively two-dimensional electron system?
  • What magnetic field, temperature and current were used?
  • Is the reported plateau integer or fractional, and what is the filling factor?
  • Was the Hall resistance measured together with the longitudinal resistance?
  • Is the claim about a demonstrated standard, a laboratory observation or a theoretical possibility?
  • For a zero-field result, is it the distinct quantum anomalous Hall effect rather than the conventional quantum Hall effect?

These questions prevent the most common category errors: treating an ordinary Hall voltage as quantized, treating a fractional state as an integer one, or presenting a research result as a ready-to-use standard.

The bottom line

The quantum Hall effect is a staircase of exact transverse-resistance values produced when a suitable two-dimensional electron system is placed in a strong magnetic field. Landau levels explain the integer plateaus; strong electron correlations produce fractional plateaus. The relation RK = h/e2 makes the integer effect a foundation of precision resistance standards, while graphene, fractional states and the zero-field quantum anomalous Hall effect extend the field into active research.
