The Federal Reserve’s balance sheet is the accounting statement that lists what the U.S. central bank owns, what it owes, and its capital. Its assets are mainly Treasury and mortgage-backed securities, while its liabilities include Federal Reserve notes (currency), commercial-bank reserve balances, the Treasury’s account, and reverse repurchase agreements. Those entries matter because changes in them alter the supply and distribution of central-bank liabilities, helping monetary policy reach interest rates, financial markets and the wider economy.
The balance sheet is not, by itself, a scorecard of whether policy is tight or loose, nor a mechanical predictor of inflation, employment or mortgage rates. To interpret it, you must identify the date, the accounting measure, the asset mix and the liability-side changes, then read them alongside the Federal Open Market Committee’s policy decisions.
What the balance sheet contains
Like a bank’s balance sheet, the Fed’s statement has two linked sides. Assets are resources held by the Federal Reserve System; liabilities are claims on it. Capital is the difference between the two. Every transaction must keep the accounting identity in balance.

Securities dominate the asset side. The Fed holds U.S. Treasury securities and agency mortgage-backed securities (MBS) acquired through open-market operations and other programs. It also reports loans to financial institutions, central-bank liquidity facilities and smaller items such as unamortized premiums and discounts.

The Fed’s own securities should not be confused with securities it holds in custody for foreign official institutions. Custody holdings appear as memorandum information, not as assets owned by the Federal Reserve and therefore are not part of its policy portfolio.
Liabilities: currency, deposits and repurchase agreements
Federal Reserve notes in circulation are a liability because the issuing Reserve Banks owe the notes’ holders a claim payable in lawful money. Deposits are another major liability. They include reserve balances held by depository institutions, the U.S. Treasury’s General Account (TGA), and smaller deposits of other entities.
Reverse repurchase agreements (reverse repos) are also liabilities. In a reverse repo, the Fed temporarily takes cash from a counterparty and provides a security as collateral, agreeing to return the cash later. The cash is therefore a claim against the Fed for the term of the transaction.

Capital is the residual after liabilities are subtracted from assets. It includes paid-in capital, accumulated results and other items. A balance-sheet total can move even when the policy stance does not, because currency demand, Treasury cash management, seasonal factors and reverse-repo usage change independently of the Fed’s securities portfolio.

A dated snapshot of the Fed’s current position
The latest weekly H.4.1 release available for this article is dated October 8, 2026 and covers the week ended October 7. The table below converts the release’s millions of dollars into rounded billions or trillions. The release contains the exact figures and identifies whether a number is a weekly average or a Wednesday observation.
| H.4.1 item | Reported amount | What the measure means |
|---|---|---|
| Reserve Bank credit | About $6.696 trillion weekly average; $6.700 trillion on Wednesday, October 7, 2026 | A reserve-supply measure; it is not identical to consolidated total assets |
| Securities held outright | About $6.465 trillion | The Fed’s own securities portfolio, reported at face or current-face value |
| U.S. Treasury securities | About $4.565 trillion | The Treasury portion of securities held outright |
| Mortgage-backed securities | About $1.898 trillion | Agency MBS at current face, meaning remaining principal balance |
| Federal agency debt securities | About $2.347 billion | A small component of securities held outright |
| Loans | About $7.744 billion | Includes about $7.701 billion of primary credit |
| Currency in circulation | About $2.484 trillion | Federal Reserve notes outstanding |
| Reverse repurchase agreements | About $329.526 billion | Cash temporarily placed at the Fed through reverse repos |
| Deposits other than reserve balances | About $1.130 trillion | Includes the Treasury General Account at about $880.253 billion |
| Reserve balances at Federal Reserve Banks | About $3.030 trillion | Deposits of depository institutions used for payments and settlement |
Securities are shown at face value, with unamortized premiums and discounts reported separately. For MBS, “current face” is the remaining principal rather than the original principal. Because H.4.1 publishes both weekly averages of daily figures and a Wednesday condition statement, two numbers for the same category can differ without either being an error.
How a balance-sheet transaction works
When the Fed buys securities
Suppose the Fed purchases a Treasury security from a bank or a dealer. The Fed records the security as an asset. Settlement credits a deposit account, normally the seller’s bank reserve account, creating or increasing a liability. If a nonbank investor sells the security, its bank receives the reserve credit while the investor receives a bank deposit. The asset purchase therefore changes both sides of the balance sheet and can make reserves more abundant.
When securities run off or are sold
With runoff, the Fed allows principal payments from maturing Treasuries or agency MBS to leave the portfolio instead of replacing them. The payment process removes an asset and generally drains reserves or changes another Fed liability. An outright sale has a similar balance-sheet effect but occurs at a chosen market price and date. The effect on financial conditions depends on which liability falls, how much liquidity the banking system wants and what investors do with the proceeds.

Why other liabilities can obscure the signal
Reserve balances can rise even when the securities portfolio is unchanged if the Treasury spends down its TGA. They can fall when the Treasury builds that account. Reverse-repo use can shift cash between private counterparties and the Fed without a matching change in securities holdings. Currency demand can grow as the public holds more notes. These are reasons to examine the liability categories rather than infer policy from the asset total alone.
Why the balance sheet matters for monetary policy
Congress assigns the Federal Reserve goals of maximum employment and stable prices. The Board also emphasizes that durable achievement of those goals depends on financial stability and that smoothly functioning markets help policy transmit. The balance sheet is one channel of that transmission, alongside the policy rate, forward guidance, supervision and lending facilities.
Reserves and short-term interest-rate control
Reserve balances are the settlement asset banks use to make payments with one another and with the Fed. In an “ample-reserves” operating framework, the Fed supplies enough reserves that routine payment needs do not force banks to borrow aggressively from one another. The Fed then steers short-term rates primarily through administered rates, while the quantity and distribution of reserves support orderly implementation.

Buying longer-term Treasuries or agency MBS removes duration and prepayment risk from private portfolios and replaces it with highly liquid reserves or deposits. That portfolio-balance channel can influence term premiums and market functioning. The size of the effect is not fixed: it depends on market conditions, expectations, the maturity composition of holdings and the policy-rate outlook.

Financial stability and market functioning
During periods of stress, lending facilities or purchases can prevent a disorderly market freeze. Those operations may expand particular assets and liabilities for a time. A larger balance sheet can therefore reflect emergency intermediation, ordinary reserve management or legacy holdings; the same headline total can have very different economic meanings.
From quantitative tightening to reserve management
The Fed’s recent sequence illustrates why objectives matter more than a single total.
| Date or period | Event | Interpretation |
|---|---|---|
| June 2022–October 31, 2025 | Federal Reserve securities holdings declined by more than $2.2 trillion | Balance-sheet runoff reduced holdings as principal payments were not fully reinvested |
| October 29, 2025 | The FOMC announced that aggregate securities runoff would conclude | A decision to end the runoff program |
| December 1, 2025 | Treasury principal payments were rolled over at auction; agency-security principal was reinvested in Treasury bills | The runoff program ended |
| December 10, 2025 onward | The FOMC began purchasing shorter-term Treasury securities as needed | Purchases were intended to maintain an ample supply of reserves, not to recreate the earlier asset-purchase programs |
| May 2026 policy description | Purchase amounts were to respond to trend demand for Fed liabilities, seasonal needs, reserve-supply projections and market conditions | Reserve management is flexible and liability-driven |
Runoff and reserve-management purchases are therefore different operations. Runoff deliberately allows securities and, usually, reserves to decline. Reserve-management purchases accommodate growth in the public’s demand for currency and banks’ demand for reserves so that reserves remain ample. A purchase after runoff ends does not automatically mean that policy has become more stimulative; its operating purpose and the policy-rate setting must be considered.

How to read the Fed’s reported totals correctly
Do not mix accounting measures
“Reserve Bank credit,” “total assets,” “factors supplying reserve funds” and the Wednesday condition statement are related but not interchangeable. H.4.1’s reserve-bank-credit figure was about $6.700 trillion on October 7, 2026, while the Board’s separate quarterly discussion reported consolidated total assets of $6.657 trillion on March 25, 2026. Quote the table name and date every time.

Compare like observations
A weekly average smooths daily movements; a Wednesday snapshot captures one day. Comparing an October Wednesday with a September weekly average can manufacture a trend. Use the same column and observation convention when calculating changes.
Put dollar totals in economic scale
The Board’s May 2026 report said total assets were $6.657 trillion on March 25, up $49 billion from $6.608 trillion on September 24, 2025. It measured assets at 21 percent of nominal GDP, using its stated combination of weekly asset data and quarterly GDP. That ratio supplies scale, but it is not a real-time weekly estimate and should not be substituted for the H.4.1 observation.
What the reported losses and deferred asset mean
The Board’s May 2026 report said consolidated net income had remained negative on net since September 2025 and that a reported deferred asset reached $244 billion on March 25, 2026. A deferred asset records future earnings that can be used to offset accumulated losses before remittances to the Treasury resume. It is an accounting convention, not a bill presented to taxpayers or proof that the Federal Reserve cannot pay its obligations.
The same report explicitly stated that the negative net income and deferred asset did not impair the Fed’s ability to conduct monetary policy or meet its financial obligations. Interest expense on reserves and other liabilities, income from securities, unrealized valuation changes and operating costs can produce accounting losses even while the institution continues to function as the issuer of the nation’s currency and settlement balances.
Where to find the latest numbers
- Open the Federal Reserve Board’s weekly H.4.1 release. The October 8, 2026 release covers the week ended October 7.
- Identify whether you need the consolidated condition statement, reserve-bank-credit table, factors supplying reserve funds or memorandum custody information.
- Read the unit, footnotes and observation date. Convert millions to billions or trillions only after noting whether the value is a weekly average or a Wednesday figure.
- For interpretation, read the Board’s Balance Sheet Developments report and the relevant FOMC statement, especially descriptions of runoff, reinvestment and reserve-management purchases.
- Compare the asset mix with reserve balances, currency, the TGA and reverse repos before drawing a conclusion about financial conditions.
Common mistakes and better interpretations
- Mistake: treating the largest possible total as “the money supply.” The balance sheet records central-bank assets and liabilities; it does not measure all bank deposits, credit or spending in the economy.
- Mistake: assuming a bigger balance sheet automatically means easier policy. A balance sheet can expand to meet currency or reserve demand while the policy rate remains restrictive.
- Mistake: calling every Treasury holding a new stimulus program. Holdings can be legacy assets, reinvestments or purchases made for reserve-management purposes.
- Mistake: using custody securities as Fed-owned assets. Custody holdings belong to foreign official account holders and are memorandum data.
- Mistake: reading an accounting loss as insolvency. The reported deferred asset and negative net income did not prevent policy operations or payment of obligations.
- Mistake: comparing rounded figures as if they were exact. The figures above are rounded conversions; use the release’s original millions for audit-quality calculations.
What the balance sheet can—and cannot—tell you
It can show the scale and composition of the Fed’s securities portfolio, the amount of reserve balances, the role of the Treasury’s account and reverse repos, and whether the operating framework is moving from runoff toward reserve management. It can help explain why market liquidity or settlement conditions changed.
It cannot, without additional information, tell you the exact effect of a portfolio change on inflation, employment, a particular mortgage rate or the next policy decision. Those outcomes also depend on the policy rate, expectations, fiscal conditions, bank lending, global markets and the economy’s response. The most defensible reading pairs the latest H.4.1 data with the FOMC’s stated objectives and the Board’s explanation of implementation.
Bottom line
The Federal Reserve’s balance sheet is a linked record of securities and other assets on one side and currency, reserves, Treasury deposits, reverse repos and other liabilities on the other. Its movements matter because they change how monetary policy is implemented and transmitted, but the headline size is never the whole policy story. Start with the dated H.4.1 tables, distinguish weekly averages from Wednesday observations, and examine both sides of the ledger before deciding what a change means.
