Invention is the creation of a new idea, device or process. Innovation is a significantly new or improved product or process that has been implemented—made available to users or brought into use. Productivity growth is a measured increase in output relative to inputs over time.

These concepts can be connected, but they are not interchangeable. An invention can remain a prototype, an organisation can innovate by adopting technology created elsewhere, and productivity can rise or fall for many reasons besides innovation.

The three terms at a glance

Term What it describes Practical test Example
Invention Creation of a new idea, device or process Has something novel been created? It may still be unused. A prototype production method that has not been deployed.
Innovation An implemented new or improved product or process Is it significantly different from the unit’s previous product or process, and has it been made available or brought into use? A company deploys a substantially improved workflow, whether developed internally or adopted from elsewhere.
Productivity growth Change over time in output relative to inputs Has measured output per input increased over a defined period? Output per hour rises over several years.

The definitions above follow the formal measurement framework in the OECD/Eurostat Oslo Manual 2018. Everyday speech sometimes uses “innovation” more loosely, but the implementation requirement is essential when the term is used for comparable statistics.

What is an invention?

An invention is a novel creation. It can be a physical artefact, a chemical formulation, a software technique, a scientific method or an operating procedure. The defining event is the creation of something new, not whether anyone has adopted, bought or benefited from it.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

An invention can remain unused

A laboratory may build a working prototype that never leaves the lab. A designer may develop a process that is too expensive to operate. A patent application may describe a device that is never manufactured. Each can be an invention even though no customer or employee uses it.

Invention therefore answers the question, “What new thing has been created?” It does not answer, “Has the creation been put into practice?” or “Did it improve economic performance?” Those are separate questions.

Inventions can move into use in different ways

  • The original creator may manufacture a product or deploy the process.
  • The creator may license the idea to another organisation.
  • A different organisation may adapt and adopt it.
  • The invention may remain unused or be superseded by another approach.

Once a new or improved product or process is implemented by a particular organisation and meets the relevant significance test, it can count as that organisation’s innovation—even if the organisation did not make the original invention.

What is innovation?

Under the OECD/Eurostat framework, an innovation is a new or improved product or process that differs significantly from the unit’s previous products or processes and is made available to potential users or brought into use by the unit. The framework applies across sectors and institutional units, with a business normally compared with its own earlier offerings and methods.

The OECD/Eurostat Oslo Manual 2018 puts the implementation threshold plainly: “The requirement for implementation differentiates innovation from other concepts such as invention, as an innovation must be implemented, i.e. put into use or made available for others to use.”

Implementation is the dividing line

A concept sketch, untested prototype or unused patent is not yet an innovation in this statistical sense. A product becomes an innovation when it is made available to potential users; a process becomes an innovation when the organisation brings it into use. Commercial success is not required, and a process innovation does not have to be sold externally.

Innovation is relative to the adopting unit

Innovation does not have to mean “first in the world.” The comparison is usually with the unit’s own previous products or processes. If a firm adopts an established technology and the resulting product or process is significantly different from what that firm previously offered or did, the adoption can qualify as innovation for that firm.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is why diffusion matters. The first developer may create an invention or an initial innovation, while later adopters produce further innovation by implementing a substantially changed method in their own operations. An OECD discussion published in 2025 describes adoption of existing technology as a basic form of process innovation when it represents a significant change for the adopting unit.

Product and process innovation

  • Product innovation: a good or service is new or significantly improved and made available to potential users. Changes can involve characteristics, capabilities, components or software.
  • Process innovation: a production, delivery, logistics, information or support process is new or significantly improved and brought into use.

The definition does not assume that an innovation is beneficial to the firm, customers or society. An implemented change can be unsuccessful, costly, disruptive or harmful and still meet the formal definition if it is sufficiently different and implemented.

What is productivity growth?

Productivity is a relationship between outputs and inputs. Productivity growth means that this relationship improves over a specified period: more output is produced with the same inputs, the same output is produced with fewer inputs, or output rises faster than inputs.

The ratio must be specified

A useful productivity statement identifies the output, input, time period and unit of analysis. For example, “output per hour worked increased between 2022 and 2025” is a labour-productivity claim. Other measures may compare output with capital, materials, energy and labour together, or estimate total factor productivity.

  • Output: the goods or services measured, such as units produced, revenue adjusted for price changes, or a volume index.
  • Input: the resource denominator, such as hours worked, employees, machines, energy or a combined input index.
  • Period: the interval over which the change is calculated.
  • Unit: a worker, plant, firm, industry or whole economy.

The OECD’s Measuring Productivity manual focuses on constructing and interpreting these measures. A productivity statistic is an outcome measure; it does not, by itself, identify the invention or innovation responsible for the change.

Productivity is not the same as effort or output

Producing more is not automatically productivity growth. If a factory increases output by adding workers and machines in the same proportion, output rises but output per worker may not. Conversely, output can remain flat while productivity rises if inputs fall faster than output.

Productivity can also change because of skills, management, demand, supply disruptions, working hours, capacity utilisation, infrastructure, regulation, prices or measurement methods. Novelty is not required: better scheduling, training or maintenance can raise measured output per input without a new invention.

How the concepts relate

A common pathway, not a guaranteed sequence

One possible chain is invention, implementation as innovation, and eventually productivity growth. An engineer creates a faster production technique; a plant deploys it; after workers learn the method and complementary equipment is installed, output per hour increases.

That chain is neither automatic nor mandatory. An invention may never be implemented. An innovation may improve quality or safety without increasing the chosen productivity ratio. Productivity may improve through organisational changes that contain no novel technology. The stages can also overlap: adoption of an existing technology can be an innovation for the adopter without a new invention by that adopter.

Why an innovation may not raise measured productivity

  • Adjustment period: training, installation and early mistakes temporarily consume inputs.
  • Complementary investment: software may require new equipment, data, skills or redesigned workflows before benefits appear.
  • Different objective: the change may target reliability, emissions, safety, accessibility or product variety rather than output per input.
  • Measurement limits: quality improvements and free digital services can be difficult to capture in conventional output statistics.
  • Offsetting effects: an innovation can raise one process’s efficiency while increasing costs elsewhere.
  • Failure or abandonment: implementation does not guarantee that users accept the product or that the process works as intended.

Why productivity growth does not prove innovation caused it

Suppose output per hour rises after a firm introduces new scheduling software. The timing is consistent with a contribution, but it does not establish causation. Demand may have shifted, workers may have gained experience, equipment may have been upgraded, or hours may have been measured differently. Establishing a causal effect requires a defined comparison and evidence that separates the innovation from other changes.

The Oslo Manual describes innovation as a driver of productivity, economic growth and well-being in a broad economic relationship. That statement should not be read as proof that every innovation raises productivity or that every productivity gain came from innovation.

Classifying real-world cases

Case Invention? Innovation? Productivity growth? Why
A team designs a battery chemistry but does not manufacture or deploy it. Yes Not yet for the team’s operations Not established There is a novel creation, but no implementation or measured output/input result.
A retailer adopts an existing automated inventory process and puts it into use. Not necessarily Potentially yes for the retailer Not established Adoption can be process innovation relative to the retailer’s former process; productivity must be measured separately.
A factory implements a redesigned workflow and output per hour increases over three years. Possibly Yes, if the change is significantly different Yes for the specified output and labour input The implemented process meets the innovation test and the output/input ratio improved over time.
A company adds staff and machines, doubling output while output per worker is unchanged. Unknown Unknown No labour-productivity growth Total output rose, but the chosen output-per-worker ratio did not.
A service introduces an accessibility feature that increases customer reach but adds operating time. Possibly Yes if significantly new and implemented Not necessarily Innovation can deliver social or quality benefits without increasing the selected productivity measure.

A practical test for analysts and managers

When a project is described as innovative or productive, separate the questions instead of accepting the label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the object: Is the claim about an idea, a product, a process or an economic result?
  2. Check novelty relative to the unit: For innovation measurement, compare the product or process with the organisation’s previous one. Do not require global first-mover status unless that is a separate question.
  3. Verify implementation: Has the product been made available to potential users, or has the process actually been brought into use?
  4. Define the productivity measure: State the output, input, unit of analysis and period. “More efficient” is not a measurable result until those choices are explicit.
  5. Separate association from cause: List other changes during the period and avoid attributing the entire productivity result to one innovation without supporting analysis.
  6. Record outcomes beyond productivity: Quality, safety, environmental performance, resilience and access may be important even when the chosen output/input ratio is unchanged.

Common mistakes

Calling every idea an innovation

An idea or prototype is an invention or potential innovation. Without implementation, it does not meet the formal innovation threshold.

Requiring an innovation to be original to the world

The formal business comparison is with the unit’s previous products or processes. Adoption and diffusion can therefore count when the change is significant for the adopting unit and implemented.

Defining innovation as commercial success

Market success is not the deciding test. A process used inside an organisation can be an innovation, and an implemented product can qualify before its commercial results are known.

Assuming innovation is always beneficial

The core definition does not build in a positive value judgment. Benefits and harms require separate evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using productivity as a synonym for innovation

Innovation describes a type of implemented change; productivity growth describes a measured change in an output/input relationship. They answer different questions.

Further reading

For formal innovation terminology and survey guidance, consult the fourth-edition OECD/Eurostat Oslo Manual 2018. For productivity construction and interpretation, see the OECD Measuring Productivity manual. The OECD’s 2025 report, Measuring Science and Innovation for Sustainable Growth, discusses how adoption and diffusion fit into contemporary innovation measurement.

Bottom line

An invention is a new creation; an innovation is a significantly new or improved product or process that has been implemented; productivity growth is an observed increase in output relative to specified inputs over time. Innovation can help produce productivity growth, but implementation, measurement and causal evidence are needed before the three ideas can be treated as connected in a particular case.
