Steel overcapacity is the amount of steelmaking capacity that exceeds what the market can absorb at prevailing demand and prices. It is a capacity-demand imbalance, not a count of finished coils, bars or sheets sitting in warehouses. When too many mills compete for too few orders, prices and profit margins can come under pressure, mills may run below efficient rates, and producers may look to export markets. Those exports can intensify import competition and prompt trade investigations or protective measures.
The size of the effect depends on the product, region, input costs, exchange rates, demand and trade rules. There is no single percentage price cut that can be attributed to overcapacity for every steel market.
What steel overcapacity means
Steelmaking capacity is the maximum amount mills could produce with their installed furnaces, casting lines, rolling equipment and related facilities over a specified period. Demand is the amount customers are willing and able to buy under prevailing economic and market conditions. Overcapacity exists when the first measure is larger than the second.

Analysts often express the gap as capacity minus demand, or as a share of total capacity. A related indicator is capacity utilization: actual output divided by available capacity. These measures answer different questions. A mill can have unused capacity without a national market having a large capacity-demand gap, and a capacity gap does not mean the entire amount has already been produced and stored.

Capacity is not inventory
A new blast furnace, electric arc furnace or rolling mill adds potential output. It does not automatically create an equivalent pile of unsold steel. Production may be reduced, postponed or redirected to another product or destination. Inventories can rise when output exceeds orders, but inventory data must be measured separately from capacity.
Why the distinction matters
Capacity is a structural condition that can persist for years, even when short-term inventories fluctuate. A recession can make an existing capacity gap more visible, while a demand recovery can temporarily lift utilization without removing capacity. Any comparison should identify whether it refers to installed capacity, actual production, idle capacity, or capacity minus demand.
How large is the global gap?
The OECD’s Steel Outlook 2025 reports global steelmaking capacity of 2,472 million metric tonnes in 2024. It estimates excess capacity above 600 million tonnes that year, equivalent to about 24% of total capacity. The same outlook projects 721 million tonnes of excess capacity by 2027 if planned expansion is realized and says utilization could fall to 73% by then.

The Global Forum on Steel Excess Capacity (GFSEC), established by G20 leaders in 2016 and hosted and facilitated by the OECD, reported 551 million tonnes of excess capacity in 2023 in its 2024 ministerial statement. That is an official forum estimate for an earlier year, so it should not be substituted for the OECD’s later figures.

Why excess capacity can push prices down
When demand does not keep pace with available production, steelmakers compete more aggressively for contracts. A producer may quote a lower price to keep a furnace, caster or rolling line operating, retain a customer relationship, or generate cash for fixed costs. Other mills can respond, transmitting the pressure through regional benchmark prices and contract negotiations.
Utilization and unit costs
Steel plants have high fixed costs and economies of scale. Running a line at a low rate spreads labor, maintenance, depreciation and energy-related overhead across fewer tonnes. The OECD links growing excess capacity to weak utilization and higher unit costs. A mill can therefore face a damaging combination: a lower selling price per tonne while the cost per tonne rises.

Overcapacity does not set one world price for all steel. Flat-rolled, long, stainless and specialty grades have different equipment, specifications and customer bases. Freight, energy and raw-material costs vary by location; tariffs and quotas alter delivered prices; and demand may be strong in construction while weak in automotive manufacturing. A product with scarce certification or a tight regional supply chain may hold its price even when commodity-grade material is under pressure.
For that reason, an assertion such as “overcapacity cut steel prices by X%” needs a named grade, market, period, currency and comparison method. The OECD material identifies downward pressure, not a universal current reduction attributable only to excess capacity.
What happens to producers
- Margins narrow: lower selling prices reduce revenue per tonne while under-used equipment can increase unit costs.
- Production is rationalized: mills may idle furnaces, delay maintenance or capital projects, switch product mix, or close permanently if losses persist.
- Investment signals weaken: expected returns on new capacity fall, although projects supported by strategic or policy objectives may continue.
- Financial stress spreads: highly leveraged producers are more exposed when utilization and cash flow decline.
These are possible business responses, not automatic outcomes. A producer with low-cost energy, efficient equipment, differentiated grades or protected access to customers may remain viable while a higher-cost competitor exits.

How overcapacity changes steel trade
When domestic orders weaken, a producer can seek sales abroad. Exports may be a commercial response to surplus potential, even when the exporting country has not increased total production. A large export flow can displace domestic output in an importing market, reduce local mill utilization and alter prices there.
China’s export scale
The OECD’s 2025 Outlook records 118.2 million metric tonnes of Chinese steel exports in 2024, described at the time as a record. The OECD’s 2026 Outlook reports that exports reached a record 131 million tonnes in 2025. Each statistic must stay attached to its publication and data year; the two numbers are not interchangeable measurements.
Trade flows are not proof of illegal conduct
Rising imports can reflect lower prices, comparative advantage, currency movements, freight economics or legitimate demand differences. An import surge alone does not establish dumping, subsidization or injury. Those findings require the legal tests and evidence specified by the relevant trade regime.
Trade remedies: what governments can do
| Instrument | Legal question it addresses | Typical evidence or condition | What it does not solve |
|---|---|---|---|
| Antidumping (AD) | Are goods being sold at less than the applicable normal value and injuring domestic producers? | An investigation by the importing authority, with calculations and injury analysis required by its law | It does not prove that all excess capacity is the cause of the imports |
| Countervailing duty (CVD) | Did a foreign government provide a countervailable subsidy that benefits exported goods and contributes to injury? | Evidence of a subsidy, benefit, and legally defined injury or threat | It does not remove unused furnaces or change weak demand |
| Safeguard | Are increased imports causing or threatening serious injury to a domestic industry? | An import increase and serious-injury determination under the applicable rules | It is not a finding that exporters dumped or received subsidies |
| Security or other special measures | Does domestic law identify a national-security or strategic-industrial concern? | The importing jurisdiction’s statutory test and process | Scope and duration vary; the measure alone does not cure global oversupply |
The OECD says increased imports can trigger AD or CVD investigations where legal requirements are met, while safeguards may be used when increased imports cause or threaten serious injury. In 2024, the OECD counted 81 steel-product antidumping investigations initiated by 19 governments. Its 2026 Outlook reports 75 new AD/CVD investigations in 2025, compared with 90 in 2024. These are investigation counts, not final determinations that goods were dumped or subsidized.
Duties, quotas and other measures can redirect shipments to third countries, change product classifications, raise costs for downstream users or provide temporary relief to a protected industry. The OECD notes that most trade measures do not address the root causes of excess capacity. Durable relief generally requires capacity adjustment, market-based investment decisions and demand conditions that can support the remaining mills.

What is driving the capacity build-up?
OECD analysis associates recent growth with several interacting factors rather than one universal cause.
Planned additions and lagging demand
Companies and governments may approve projects based on expected infrastructure, construction or manufacturing growth. If those forecasts are too optimistic, or if demand later slows, the added furnaces remain available after the market need has faded. The result is a larger structural gap even if no producer intended to create a global surplus.
Policy support and non-market incentives
The OECD identifies government subsidies and other interventions in some economies as factors that can distort investment incentives. A project receiving financing, land, energy or other support may proceed even when commercial returns would not justify it. This is an institutional assessment, not a claim that every new plant or every public program has the same effect.
Geographic concentration
The OECD’s 2025 analysis identifies China as holding 46% of global steelmaking capacity in 2024. Its 2026 analysis says China accounted for 54% of the global capacity-demand gap in the third quarter of 2025. Capacity share and share of the gap are different measures taken at different dates, so they should not be combined into one percentage. OECD committee material also identifies India and Southeast Asia as significant drivers of recent Asian capacity expansion.
How to interpret capacity statistics correctly
- Check the measurement year. A 2024 estimate, a 2025 estimate and a 2028 projection describe different states of the market.
- Identify the definition. Confirm whether the figure means capacity minus demand, idle capacity, announced projects or another measure.
- Separate observations from forecasts. Label a number as estimated, historical or conditional on planned projects.
- Keep units consistent. Most figures here are million metric tonnes; do not compare them with short tons without conversion.
- Pair capacity with utilization and trade. Capacity alone cannot show how much steel was actually made or exported.
- Specify geography and product. A global total can conceal very different regional conditions for sheet, plate, bar or specialty steel.
Forecasts also change as projects are cancelled, delayed or completed and as demand assumptions are revised. A higher later estimate is not necessarily a revision of an earlier historical observation.

Effects beyond the steel mill
Lower steel prices can benefit construction firms, equipment makers and other buyers that use steel as an input. That benefit may be offset if trade measures raise delivered prices, if suppliers become financially fragile, or if domestic capacity closes and buyers lose a local source. Governments therefore face a trade-off between short-term relief for steel producers and the cost of protection for downstream industries.
Steel-producing regions can experience reduced employment, tax revenue and orders for maintenance, transport and engineering services when mills idle or close. Conversely, continued operation at low prices can preserve jobs temporarily while weakening companies’ ability to invest in safer, cleaner or more efficient equipment. The balance depends on local industry structure and policy choices.
What would reduce overcapacity?
- Capacity discipline: canceling uneconomic projects, retiring obsolete equipment and avoiding replacement capacity that simply adds tonnes.
- Transparent, market-based decisions: allowing prices, costs and demand—not only subsidies or administrative targets—to determine investment.
- Demand growth: infrastructure and manufacturing expansion can absorb capacity, but demand forecasts are uncertain and growth is uneven by region.
- International cooperation: the GFSEC’s work focuses on monitoring drivers of excess capacity, including non-market policies and practices, and cooperation on steel trade.
- Targeted trade enforcement: AD, CVD and safeguards can respond to legally demonstrated injury, but they work on the import symptom rather than eliminating excess furnaces.
No single remedy guarantees a balanced market. Closing capacity can support prices but carries local economic costs; stimulating demand can help buyers and producers but may postpone adjustment if projects create another wave of supply.

Steel overcapacity means the industry can make more steel than customers are prepared to buy under current conditions. Its main channels are straightforward: competition for limited orders can pressure prices; low utilization can raise unit costs; weak domestic demand can send more material into export markets; and import surges can lead to AD, CVD or safeguard action. The scale of the problem must always be read with its year, definition and forecast status. OECD estimates put excess capacity above 600 million tonnes in 2024, at 640 million tonnes in 2025, and potentially 721 million tonnes in 2027 or 745 million tonnes in 2028 under stated expansion assumptions. Those figures describe a structural market risk, not a universal price forecast or proof that every imported tonne was unfairly traded.
