Secrets sprawl is the unmanaged spread of passwords, API keys, tokens, certificates, and other credentials across source code, configuration files, deployment systems, logs, and cloud services. It becomes dangerous when nobody can reliably identify every copy, who can read it, or how to revoke it. Secret rotation replaces credentials in both the protected store and the database or service that accepts them. Runtime retrieval keeps values out of source code, while dynamic credentials go further by issuing credentials with limited lifetime or scope. Used together, these controls reduce exposure and make revocation practical—but runtime retrieval alone does not mean a new credential is generated for every request.
What secrets sprawl means
“Secrets sprawl” is a practical security term rather than a formal standard definition. It describes credentials dispersed through places that are difficult to inventory and govern: application repositories, environment files, CI/CD variables, container manifests, infrastructure templates, developer laptops, ticket attachments, chat messages, logs, and databases. A password can remain active in several of those locations even after the application has moved to a safer storage method.
A common example is a database password embedded directly in application code. Anyone who can read the repository, a build artifact, or a copied configuration file may be able to use that password. If the same value is reused in staging, production, scripts, and local development, one accidental disclosure has a much wider blast radius. AWS describes moving hardcoded database credentials into Secrets Manager, changing the application to retrieve them, and then rotating the credential so the old password is revoked: AWS migration guidance.
Why copies are hard to control
- Ownership is unclear: a credential may be created by one team, consumed by another, and copied by an automated deployment.
- Access is broader than intended: source-control readers, build workers, support staff, and production roles may all see the same value.
- Revocation is incomplete: changing one copy does not invalidate copies in a forgotten script or old image.
- Lifetime is long: a static API key or password can remain useful until someone notices and changes it.
- Evidence is scattered: logs and audit records may show that a secret was read, but not all places where it was copied.
How rotation, runtime retrieval, and dynamic credentials differ
These controls solve related but different problems. Keeping a secret in a manager addresses storage and access control. Rotation changes the value. Dynamic credentials change the model by issuing credentials for a constrained period, identity, or permission set.

| Runtime retrieval | An application asks a secrets manager for a stored value when it needs it instead of embedding the value in source code. AWS documents this pattern in What is AWS Secrets Manager? | A lookup may return the same long-lived secret. It is not automatically a newly generated credential for each request. |
| Secret rotation | The credential is changed in the secrets store and in the database or service that authenticates it. AWS defines rotation as “the process of periodically updating a secret” in its rotation documentation. | Rotation does not remove every old copy unless the old value is revoked and caches, files, and deployments are dealt with. |
| Dynamic credentials | A system issues or refreshes a credential with limited lifetime, scope, or use. AWS describes replacing long-term secrets with short-term ones in its Secrets Manager overview. | The reviewed AWS documentation does not establish that every runtime retrieval creates a fresh, per-request credential. |
The distinction matters when evaluating a design. A service that fetches one API key at startup has improved source-code hygiene, but a leaked key can still work until it is rotated. A system that obtains a short-lived credential at runtime can reduce the useful lifetime of a leak, provided the accepting service validates expiry and scope.
Why rotation must update both sides
Authentication succeeds only when the client presents a value that the accepting database or service recognizes. Updating the value in a secrets manager without changing the database leaves the application using a value the database does not accept. Changing the database first can break clients that have not received the new value. AWS therefore defines rotation as updating the secret and the database or service together: Rotate AWS Secrets Manager secrets.
A safe workflow treats the change as a state transition rather than a single write:
- Create or select the replacement credential with the required identity and permissions.
- Update the accepting system, such as the database user password or API-key record.
- Write the replacement to the secret store as the current version, with metadata that identifies the rotation event.
- Refresh application clients so caches and connection pools stop using the previous value.
- Verify authentication and application behavior.
- Revoke or disable the previous credential after clients have moved, unless a documented overlap window is required.
The exact order and overlap depend on the service. A database may permit two users during a transition, while an API may support multiple active keys. If the accepting system has no overlap mechanism, retries and a carefully timed rollout become more important.
How to move hardcoded credentials safely
Migration is more than replacing a string literal. Use this sequence for each application and environment.

1. Inventory the credential and its consumers
- Search source repositories, build and deployment configuration, container images, infrastructure templates, scripts, and local-development files.
- Identify every database, API, queue, or service that accepts the value.
- Record which applications, jobs, environments, and support processes need access.
- Check logs and artifacts for accidental copies; removing the source reference does not erase historical values.
AWS recommends identifying access needs before moving a hardcoded database credential: Move hardcoded database credentials to AWS Secrets Manager.
2. Store the value under controlled access
Create a secret in a managed store and apply an access policy that names the application identity, not an entire development group or broad administrator role. Separate production and nonproduction values. AWS’s best-practices guidance emphasizes least privilege and notes that recommendations must be adapted to the environment: AWS Secrets Manager best practices.
3. Change the application to retrieve it at runtime
Use the platform’s supported SDK or API, request the secret over an authenticated channel, and keep the returned value in memory only as long as needed. Do not print it in exceptions, debug logs, metrics, traces, or health-check responses. Decide whether retrieval occurs at startup, on demand, or when a cached value expires. Startup-only retrieval reduces calls but can delay adoption of a rotated value; on-demand or refresh-on-error retrieval can shorten that delay.
4. Test before revocation
Test a deployment in a nonproduction environment with the same identity and policy shape used in production. Verify successful retrieval, denied access for an unauthorized identity, connection-pool refresh, retry behavior, and application startup when the secret is temporarily unavailable. AWS explicitly advises testing the application after changing it to retrieve the credential.
5. Rotate and revoke the old value
After the new path is operating, rotate the database or service credential and confirm that the application uses the new value. Then revoke the hardcoded password or key. AWS identifies this final rotation as the action that invalidates the old hardcoded password. Keep an incident record of the change and search again for the old value.

Choosing a rotation strategy for databases
AWS documents two Lambda-based strategies for database rotation. They illustrate the main availability trade-off even when you use another platform.
| Strategy | Transition behavior | Operational requirements | When it fits |
|---|---|---|---|
| Single user | One user’s password is changed. During a short interval, the stored value and the database value can be temporarily out of alignment; retries can mitigate denied calls. | The rotation workflow must change the password and secret in a coordinated sequence. Clients need sensible retry and refresh behavior. | Many ordinary deployments where a brief, controlled transition is acceptable and the database does not require two active users. |
| Alternating users | Two users are maintained and the active credential switches, allowing another valid user to remain available during supported transitions. | The workflow needs user cloning or suitable administrative credentials. Cloned permissions must stay aligned with the application’s required access. | Systems where avoiding an unusable credential during rotation is more important than the extra identity and permission management. |
Read the implementation details and limitations for these approaches in AWS’s Lambda function rotation strategies. Whichever model you select, define what happens when the rotation function fails halfway through, when a client has a stale cache, and when a deployment is rolled back.
Scheduling rotation and automating the workflow
AWS managed and Lambda-based schedules
AWS Secrets Manager supports managed rotation for certain integrations and Lambda-based rotation for other secrets. Schedules use UTC-based rate or cron expressions and a configured rotation window. AWS documents that schedules can run as often as every four hours; that is a product capability, not a universal recommendation for every credential. See Rotation schedules for the supported expressions and windows.
Choose a cadence based on how quickly a compromise must be contained, how often clients can refresh, and how much operational change the accepting service can handle. A schedule without a tested end-to-end function is only a timer.
Google Cloud’s notification-driven model
Google Cloud Secret Manager can publish a scheduled SECRET_ROTATE message through Pub/Sub. A configured subscriber must perform the follow-up work, which may include creating a new secret version and deploying changes. The service is therefore notifying your workflow rather than completing every application update itself. Google documents that delivery can fail because of configuration, permission, or quota problems: Create rotation schedules in Secret Manager.

For an event-driven design, monitor the subscriber, dead-letter or retry failed messages, make the handler idempotent, and alert when a notification is received without a confirmed version update and application rollout.
Where dynamic credentials help
Dynamic credentials reduce the value of a stolen secret by limiting its lifetime, permissions, or intended use. For example, an application could obtain a database credential that expires after a short period or is restricted to one service identity. When the credential expires, the application requests another one through an authenticated workflow.
- Short lifetime: an exposed value stops working after its expiration rather than remaining valid until a person notices it.
- Narrow scope: a credential can be limited to one database, schema, operation, tenant, or service role.
- Separation of duties: the issuer can grant runtime access without giving the application permission to administer all credentials.
- Reduced standing access: systems do not need to keep a universal, long-lived key active for every workload.
Dynamic issuance introduces dependencies. The application needs a way to authenticate to the issuer, renew before expiry, handle clock skew, and fail safely if issuance is unavailable. Connection pools and long-running jobs must be able to replace an expiring credential without dropping work unexpectedly. Dynamic credentials complement rotation; they do not eliminate the need to rotate the identities or signing keys that issue them.

Cache deliberately
Caching reduces calls to the secret store, but it also delays adoption of a new value. Set a bounded refresh interval, invalidate the cache after an authentication failure where safe, and ensure multiple application instances do not all refresh at once. Never treat an indefinitely cached secret as equivalent to runtime retrieval.

Plan rollback and recovery
- Keep a documented procedure for restoring the last known-good credential version when the accepting service supports it.
- Define who can pause a deployment, disable a failed rotation, or re-enable a previous database user.
- Monitor retrieval errors, authentication failures, rotation-function outcomes, subscriber delivery, and secret-version changes.
- Test recovery in a nonproduction environment, including a failed rotation halfway through and an unavailable secret store.
Common mistakes and their fixes
“It is in the secret manager, so it is dynamic.”
Problem: the application retrieves a long-lived value once and keeps using it. Fix: document whether the design provides storage protection, scheduled rotation, short-lived issuance, or all three. Implement refresh and expiry behavior explicitly.
Updating only the stored value
Problem: clients receive a password that the database still rejects. Fix: make the rotation workflow update the accepting system and secret store as one tested operation.
Revoking before clients refresh
Problem: connection pools and cached configurations fail immediately. Fix: use an overlap strategy such as alternating users where supported, or coordinate refresh, deployment, retries, and revocation timing.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesGiving the application administrative permissions
Problem: a compromised workload can read or change unrelated secrets. Fix: apply least privilege to runtime retrieval and reserve elevated permissions for the rotation workflow, with separate identities and audit trails.
Assuming a schedule performs deployment
Problem: a timer or Pub/Sub notification arrives, but no component changes the secret, database, or application. Fix: monitor the complete chain from schedule to handler, secret version, accepting service, deployment, and verification.
A practical control checklist
- Every credential has an owner, purpose, environment, accepting service, and documented consumers.
- No production secret is committed to source code, images, templates, logs, or tickets.
- Runtime identities can read only the specific secrets they need.
- Rotation changes both the stored value and the value accepted by the downstream service.
- Applications refresh cached values and recover from a controlled transition.
- Dynamic credentials have explicit lifetime, scope, renewal, and issuer-authentication rules.
- Schedules, rotation functions, event subscribers, deployments, and failures are monitored.
- Old credentials are revoked and a post-rotation search confirms that stale copies are gone or unusable.
Bottom line
Secrets sprawl is a visibility and control problem: credentials spread farther than the teams that own them can track. Move values out of source code into an access-controlled store, retrieve them at runtime, rotate them in both the store and the accepting service, and use short-lived or scoped dynamic credentials where the platform supports them. Then engineer the transition—caches, retries, permissions, deployments, monitoring, and recovery—so a rotation is a reliable operational process rather than a one-off password change.
