ROM means read-only memory: nonvolatile memory designed to retain information without power. Traditionally, it is read during normal operation rather than routinely rewritten. But “ROM” does not always mean unchangeable: modern devices may store firmware in updateable flash memory or EEPROM. On Android, “a ROM” often means the operating-system software image, not a memory chip. Whether you can change it depends on which meaning you have in mind and what the specific device permits.

What is ROM in a computer or phone?

ROM is a type of nonvolatile memory, meaning it keeps its contents when power is off. The term originally described memory that was programmed for a particular purpose and then read during normal use, rather than repeatedly rewritten like working memory. It is not the same as RAM, which holds data a device is actively using and loses its contents when power is removed.

Today, “ROM” can refer to several different things. It may mean fixed code stored in true read-only memory, firmware stored in flash memory or EEPROM that can be updated under controlled conditions, or—especially in Android discussions—the operating-system image installed on a phone. The right answer to “can I change it?” depends on which one you mean.

What someone means by “ROM” What it is Can it be changed?
True read-only memory Code or data programmed into a chip and intended not to be rewritten in ordinary use. Generally not through a normal update; code in true ROM may be fixed at manufacture.
Firmware stored in flash or EEPROM Low-level software that starts or controls hardware, held in memory that can support electrical updates. Often updateable through a device- and manufacturer-controlled process, but not as an ordinary file.
Android “ROM” A colloquial name for Android system software, particularly a replacement or custom system image. Only if the exact device supports the required unlocking and flashing process.

These distinctions matter because a firmware update is not the same thing as replacing an operating system, and neither is equivalent to editing a memory chip freely. In a computer, the word may refer to where firmware is stored or, loosely, to the firmware itself. In Android conversation, “install a ROM” usually describes changing system software. Clarifying the context is the first step toward answering whether a change is possible.

Why does ROM sometimes change if it means “read-only”?

The name comes from the traditional design of ROM, not a promise that every memory device called ROM is permanently unchangeable. Modern firmware may be stored in flash ROM or EEPROM, which can be electrically updated. HP explains this distinction between traditional ROM and updateable memory in its ROM overview.

Other systems still use code placed in genuinely read-only memory. SEGGER’s ROM Bootloader technical documentation describes a bootloader whose code is programmed into the chip once during production and cannot be changed afterward. SEGGER puts it this way: “As the code is in read-only memory, it is programmed into the chip once during production by the manufacturer before being shipped to the customer. After that, it cannot be changed.” This statement applies specifically to code in true ROM; it does not describe every device firmware update.

Even when firmware resides in updateable flash or EEPROM, it is normally protected and updated through a defined path. Chromium’s firmware documentation, for example, describes AP firmware—also called BIOS or host firmware—as typically residing on SPI ROM, with write-protection mechanisms guarding protected regions. This illustrates two important points: the firmware may be on memory that can be updated, and protection can still restrict what may be changed. It is an example of one platform’s design, not a specification for all computers.

So “read-only” is best understood as a description of the traditional memory role, not a reliable shortcut for deciding whether a modern device has any updateable firmware. The answer depends on the specific memory and protection design, as well as the supported update path.

Can you change ROM on a computer?

Usually, you cannot treat a computer’s ROM or firmware as an ordinary file to edit. You may be able to install an official BIOS or UEFI firmware update, but the method and available updates depend on the computer model and manufacturer. A firmware update changes supported firmware through a controlled process; it does not mean all boot code is user-editable.

When a computer firmware update is possible

If the relevant firmware is stored in updateable flash memory or EEPROM, the manufacturer may provide an update mechanism. Follow the exact instructions for your computer model. The sources establish that firmware updateability and protection vary; they do not establish a single procedure that works across all computers.

This is why the word “ROM” alone is not enough to decide whether an update is available. A manufacturer may design a firmware update path for a particular computer, while other code remains protected or fixed. Check the product’s own support information and identify the exact model before treating an update notice or file as relevant. A firmware update is a change to low-level software through the supported process, not a general invitation to rewrite the contents of a chip.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When it is not changeable in the ordinary sense

Code stored in true read-only memory may be fixed during manufacture. In other systems, write protection can restrict access even if some firmware is stored on updateable memory. Do not infer from the word “ROM” alone that a particular chip can be rewritten—or that it cannot. A component can be electrically updateable in principle while still being protected from ordinary user changes.

There is also no universal computer procedure to describe here: update methods and protections are manufacturer- and model-specific. Avoid applying instructions for a different computer simply because it also uses BIOS or UEFI. If you only want to know whether your computer has a supported firmware update, look for official instructions for that precise model rather than attempting to edit firmware directly.

Can I change the ROM on my Android phone?

In Android conversations, “changing the ROM” generally means replacing the system software, not physically changing the phone’s memory. This can be possible on some supported models, but Android devices do not share one universal procedure. The Android Open Source Project says most Android devices ship with a locked bootloader, which prevents users from flashing the bootloader or device partitions by default. A replacement system image is only an option when the device and its manufacturer-supported unlocking process allow it.

That qualification is essential: “Android” is not itself proof that a phone can be unlocked or that a particular image will work. Support depends on the exact device and the procedures available for it. A ROM image intended for another model is not made compatible by sharing a manufacturer, product family, or Android version.

What unlocking and flashing involve

Where unlocking is supported, the process changes the device’s security state and is designed to reset the device. A reset can erase local data, so a phone should not be treated as ready for experimentation just because an image file is available. Android’s documentation describes third-party ROM installation as a reason someone might unlock a device, but support remains specific to the model and its software.

“Unlocking” and “flashing” are related but distinct ideas. Unlocking changes the bootloader’s state so the device can permit software changes that are blocked by default. Flashing is the act of writing a system image or other software to device partitions. The fact that an Android system image exists does not establish that the phone can be unlocked, that the image is for that phone, or that the process is supported.

There is no safe, general-purpose flashing recipe for every Android phone. Before considering a system-image change, verify that instructions and software apply to the exact manufacturer and model, and understand the unlock and recovery steps documented for that device. A file intended for a different model is not interchangeable merely because both phones run Android. Since unlocking is designed to reset the device, account for local data loss before proceeding; do not assume that a later step will restore what was erased.

Why Android restricts system changes

Android Verified Boot is designed to check that software being loaded is authentic. Android’s documentation explains that a manufacturer signs Android versions intended for distribution with a private root-of-trust key; a corresponding public root of trust is embedded in tamper-resistant storage and used by the bootloader to check authenticity. This trust chain helps explain why flashing is controlled rather than treated like copying a document onto a phone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The checks are part of the device’s security design: the bootloader uses the embedded public root of trust to check software authenticity, while the manufacturer’s private key signs versions intended for distribution. That does not mean every device has identical unlocking support or that every third-party image will be accepted. It means changes to system software interact with a protected boot process, so model-specific instructions and consequences matter.

What are the risks of changing Android system software?

Changing system software can make a phone less reliable or less secure. Google warns that modified operating systems may cause a device not to work properly and can expose data to corruption or security risks. Compatibility is also model-specific: a system image and its installation method must match the device, rather than simply the Android version or brand.

  • Data loss: unlocking is designed to reset the device, so local data may be erased.
  • Device malfunction: modified software may prevent features or the device itself from working properly.
  • Data corruption and security exposure: Google identifies both as possible risks of modified operating systems.
  • Compatibility failure: only a procedure intended for the exact supported device should be considered.

These are not merely theoretical differences between two names for software. Unlocking changes the device’s state and triggers a reset by design; using modified system software can affect normal operation and the integrity or security of data. A model mismatch adds another risk because the system image and installation method must be appropriate for the particular phone.

Those risks are separate from a manufacturer’s ordinary firmware update process. An official update and a replacement Android system image are different kinds of change, with different support and security implications. Do not assume that experience installing an official update makes a custom system-image change equally routine, or that a third-party image carries the same manufacturer support.

How to tell what “ROM” means in a question or update notice

  1. Look at the device and context. If the discussion concerns Android “installing a ROM,” it usually means system software. If it concerns a PC startup update, it may mean BIOS/UEFI firmware or the memory that stores it.
  2. Identify the component. Distinguish fixed boot code from updateable firmware stored in flash or EEPROM. The term “ROM” by itself does not reveal which design is in use.
  3. Check the exact device documentation. For computer firmware, use manufacturer instructions for the precise model. For Android, confirm bootloader-unlock support and instructions for the precise model; general Android advice is not enough to establish compatibility.
  4. Separate updating from replacing. An official firmware update uses a controlled manufacturer path. Replacing an Android system image is a more consequential software change and may require bootloader unlocking.

These checks prevent two common misunderstandings: thinking every ROM is physically unchangeable because of its name, and thinking every firmware or Android image can be changed just because a file or update exists. First work out whether the question is about memory, computer firmware, or Android system software; then check the device-specific support that applies to that case.

ROM vs. RAM: the essential difference

ROM and RAM serve different roles. ROM is nonvolatile and is used to retain firmware or other information without power; RAM is working memory used while a device is running and is volatile. The traditional distinction is not that every modern ROM-related component is impossible to update, but that ROM is not ordinary working memory and its contents are not routinely rewritten during normal operation.

In practical terms, turning off a device does not erase information retained in ROM or updateable nonvolatile firmware storage, while RAM is used as temporary working space and loses its contents when power is removed. This difference does not tell you, on its own, whether a particular firmware area can be updated. For that, you still need to know whether you mean true read-only memory, updateable flash or EEPROM, or the colloquial Android meaning of “ROM.”

Frequently Asked Questions

What does ROM stand for?

ROM stands for read-only memory. It traditionally refers to nonvolatile memory that retains information without power and is read during normal operation rather than routinely rewritten.

Can you change ROM on a computer?

You generally cannot edit a computer’s ROM as an ordinary file. Some computers support manufacturer-controlled BIOS or UEFI firmware updates, but availability and instructions depend on the exact model; some code or regions may remain fixed or protected.

Can I change the ROM on my Android phone?

Sometimes. In Android discussions, “ROM” usually means system software. Changing it requires a device that supports bootloader unlocking and a compatible process for that exact model; most Android devices ship with a locked bootloader.

Will unlocking an Android bootloader erase my data?

Android’s documentation describes unlocking as designed to reset the device, so local data may be erased. Back up data you need before considering an unlock, and consult the exact device instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is installing an Android ROM safe?

It carries risks. Google warns that modified operating systems may cause a device not to work properly and can expose data to corruption or security risks. Compatibility is model-specific, so there is no universal safe flashing procedure.

Why can some ROMs be updated if they are called read-only?

The term reflects traditional ROM design. Modern firmware may be stored in flash memory or EEPROM that can be electrically updated through a controlled process; true read-only code can still be fixed at manufacture.

The Bottom Line

Bottom line: ROM can mean fixed nonvolatile memory, firmware stored in updateable flash or EEPROM, or—on Android—a system-software image. Some firmware can be updated through a manufacturer-controlled process, but that is not the same as freely editing a chip. An Android system image can be changed only on supported devices, and unlocking may reset the phone while modified software brings compatibility, reliability, and security risks. Check the exact device and its official documentation before making any change.
