Reshoring is the decision by a U.S. company to bring a production task that it previously performed abroad back to the United States. It makes financial sense only when the company’s full, risk-adjusted cost over its investment horizon is lower—or creates greater measurable value—than keeping the work overseas. A cheaper factory quote is only one input.

The sound test is a location-specific total-cost-of-ownership comparison. Include production, freight, inventory, quality, delays, intellectual-property exposure, customer service, supplier and customer proximity, transition spending, domestic-market value, and any incentive the company can actually claim. There is no universal percentage, wage gap, or payback period that makes reshoring profitable for every industry.

What reshoring means—and what it does not mean

The International Trade Administration’s SelectUSA definition is specific: a U.S. firm must have previously established a production task in its value chain in an international location and then choose to return some or all of that task to the United States. The work may be manufacturing, assembly, processing, or another production activity.

That definition separates reshoring from several related decisions:

  • Domestic expansion: a U.S. company adds capacity at home instead of selecting a foreign location, without first moving that task abroad.
  • Nearshoring: production moves to a nearby foreign country rather than to the United States.
  • Offshoring: a production task is moved from the United States to another country.
  • Insourcing: work returns to the company’s own operation, which could be in the United States or elsewhere; it is not automatically reshoring.

Use the narrower definition when measuring results. Calling every new domestic factory “reshoring” overstates the scale of the phenomenon and makes financial comparisons misleading.

Why a low overseas quote can be misleading

Offshore quotations often emphasize labor, materials, and factory overhead at the supplier. A domestic decision should compare the cost of getting conforming products to the customer, not just the supplier’s ex-works price. The Commerce Department identifies several costs and sources of value that can change the result:

  • Transportation and the time goods spend in transit.
  • Defects, rework, returns, warranty claims, and the staff needed to manage quality problems.
  • Inventory required to cover long or uncertain lead times.
  • Intellectual-property challenges and the cost of protecting designs, tooling, data, and processes.
  • Customer-service effects when engineering, production, and support are far apart.
  • Supplier and customer proximity, including faster engineering changes and replenishment.
  • Customer preference or brand value associated with U.S. production, where the company can demonstrate that value.
  • One-time expenses for equipment, facilities, hiring, qualification, tooling, and migration.

These are factors to quantify with company data, not automatic benefits. Domestic production may improve one dimension while worsening another, such as labor cost or facility expense.

When the financial case for reshoring is strongest

Delivered-cost pressure is high

Reshoring becomes more attractive when freight, customs handling, insurance, expediting, and inventory carrying costs consume a large share of the offshore advantage. Model costs per sellable unit and per order, using actual lanes, modes, duties, minimum order quantities, and lead times. Separate recurring logistics costs from temporary disruption costs.

Quality and lead-time losses are material

Calculate the financial effect of defects rather than listing “quality” as a soft benefit. Include scrap, rework, inspection, returns, field service, warranty payments, lost production time, and the internal labor used to resolve issues. For lead time, value the inventory required to buffer uncertainty and the revenue or customer penalty associated with late delivery.

Control of intellectual property matters

If a product depends on proprietary designs, software, formulations, tooling, or process knowledge, estimate the exposure created by external production. A domestic site does not eliminate cyber, insider, or supplier risks, but tighter control may reduce particular exposures. Treat any reduction as a modeled risk cost, with assumptions documented and reviewed by legal and security teams.

Customers or suppliers benefit from proximity

Shorter physical and communication distances can reduce replenishment time, simplify engineering changes, and support collaborative development. The benefit is strongest when demand is volatile, products are customized, or components must be coordinated closely. Validate the effect through customer service levels, forecast accuracy, change-order cycle time, and supplier response data.

Domestic origin creates measurable market value

Some customers prefer U.S.-made products, and a domestic identity can support qualification, retention, or pricing. Do not assume a premium. Test it through contracts, win-loss data, customer surveys, or observed conversion and retention differences. Keep a claimed marketing benefit separate from a benefit that customers actually pay for.

The company can hold a long enough horizon

SelectUSA’s six-company case study found that most participants expected long-term benefits to outweigh short-term costs, while also reporting implementation difficulties. Reshoring is more plausible when the company can absorb construction, equipment, training, qualification, and ramp-up costs before the recurring benefits arrive. A short product life or uncertain demand can make the same investment unattractive.

How to calculate a reshoring total cost of ownership

Build the model for the specific product, volume, locations, and decision horizon. Use the same demand forecast and service requirements for every location. A practical annual comparison is:

Annual TCO = direct production cost + inbound and outbound logistics + inventory carrying cost + quality cost + delay and service cost + risk-adjusted expected loss + location-specific overhead.

Net reshoring benefit over the horizon = present value of offshore TCO avoided − present value of U.S. TCO − transition and capital costs + present value of verified incentives and other measurable benefits.

Discount future cash flows using the company’s approved investment rate. Show cash timing: a tax credit received years later is not equivalent to a cash grant received during construction.

Step 1: Define the decision boundary

  1. Identify the exact production task being considered, such as molding, final assembly, machining, or packaging.
  2. Specify the candidate U.S. site and the current international site, product family, annual volume, ramp schedule, service-level target, and analysis horizon.
  3. Decide whether the comparison is for one product, a product family, or an entire value chain. Mixing scopes can hide bottlenecks and double-count savings.

Step 2: Collect direct operating costs

Gather current, site-specific figures for labor by skill and shift, materials, utilities, maintenance, consumables, scrap, supervision, depreciation, rent or ownership, insurance, compliance, and local taxes. Use fully loaded labor, including benefits, recruiting, training, turnover, overtime, and shift premiums. The reviewed official sources do not establish a universal wage or cost threshold, so generic national averages are not a decision rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: Add delivered-cost and performance effects

Model freight by lane and mode, duties and fees, port or border handling, packaging, shipment frequency, minimum order quantities, and inventory in transit. Add the financial effect of lead-time variability, safety stock, stockouts, expedited freight, and customer penalties. Use defect and return data to estimate quality cost per unit, not merely the supplier’s quoted inspection rate.

Step 4: Quantify risk and control

List risks that differ by location: supplier interruption, geopolitical restrictions, currency movements, sanctions or trade-rule changes, cyber incidents, intellectual-property leakage, natural hazards, and labor availability. For each risk, estimate probability, financial impact, mitigation cost, and time to recover. If the evidence is too weak for a reliable probability, run a sensitivity range rather than assigning false precision.

Step 5: Test market and network effects

Document measurable changes in customer retention, qualification, pricing, delivery promises, engineering cycle time, supplier response, and working capital. Keep these benefits in separate lines so management can see which assumptions are operational and which depend on customer behavior.

Step 6: Price the transition

Include site preparation, construction, machinery, tooling, software, utilities, permits, hiring, training, process validation, product requalification, dual production during the cutover, inventory build, scrap during ramp-up, contract termination, and project-management labor. Case studies show that implementation can be difficult; omitting these costs is a common reason a business case looks better on paper than in cash flow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 7: Apply only confirmed incentives

Subtract an incentive only after the responsible agency confirms eligibility, application timing, award conditions, eligible costs, payment schedule, clawbacks, and ongoing employment or production requirements. Treat an unapproved grant or tax benefit as a scenario, not as base-case savings.

Step 8: Calculate and stress-test the result

Compare net present value, internal rate of return, undiscounted and discounted payback, annual cash flow, and break-even volume. Run low, base, and high cases for demand, labor cost, freight, defect rate, energy, exchange rates, incentives, and ramp time. A decision that succeeds only under one optimistic case is not financially robust.

Tools and data sources for the analysis

SelectUSA identifies an Assess Costs Everywhere framework for examining the full range of manufacturing costs in the United States and other locations, as well as an online total-cost-of-ownership tool that aggregates sourcing and reshoring cost and risk factors. These resources can structure a first-pass model, but they do not replace validated company assumptions, supplier quotations, freight data, or finance-approved discount rates.

State and territorial governments are often the primary source of assistance for new or expanding operations. SelectUSA also points to government investment and labor-market data. Check release dates: some data series can lag by up to two years. For a live decision, refresh wage, price, productivity, freight, energy, and labor-availability inputs for the exact product and location.

How incentives affect the decision

The International Trade Administration’s Manufacturing Incentives Overview Report collects selected federal and state grants, loans, tax incentives, technical assistance, export financing, and state programs. ITA states that the guide is not exhaustive, that eligibility rules may change, and that it is not legal or tax advice.

Use an incentive checklist before putting any program in the financial model:

  • Does the company, activity, industry, ownership structure, and location qualify?
  • Are applications required before construction, hiring, or equipment purchase?
  • Is the benefit a credit, reimbursement, loan, grant, exemption, or technical service?
  • What documentation, prevailing-wage, domestic-content, job, wage, or production commitments apply?
  • When is cash received, and what happens if the project misses a milestone?
  • Could the program be changed, capped, oversubscribed, or reclaimed?

Confirm terms with the responsible program and obtain qualified tax and legal advice before relying on an incentive.

What published case studies can—and cannot—show

The Commerce Department’s 2019 SelectUSA publication presents six selected company cases involving reshoring and domestic expansion. Reported investments in its 2019 table range from $1.8 million to $90 million, with reported job creation from 9 to 160; one job figure is identified as an estimate. Those figures describe individual examples, not a national total, representative sample, or expected return on investment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The report says the companies wanted to bring production, distribution, suppliers, and customers closer together, and it records both expected long-term benefits and implementation difficulties. Its conclusion states that the companies “did not choose to reshore or expand production in the United States because they believed it to be easy”; instead, they “faced and continue to face many difficulties.” Use the cases to identify questions for your own model, not to predict a success rate.

The same report notes that systematic identification of reshoring is difficult and describes the evidence available at the time as showing that reshoring to the United States or other developed economies was not a widespread trend, despite many publicized cases. Announcements and case studies therefore cannot establish how common or profitable reshoring is across industries.

Common modeling mistakes

  • Using unit labor cost as the verdict: it ignores freight, inventory, quality, service, risk, and capital.
  • Counting every domestic benefit twice: for example, recording both shorter lead time and the same inventory release as separate savings without checking overlap.
  • Assuming a full volume transfer: realistic ramp curves, qualification limits, and demand uncertainty may require years of dual sourcing.
  • Ignoring capacity and talent: a favorable spreadsheet cannot create qualified workers, suppliers, utilities, permits, or production space.
  • Treating incentives as permanent: model expiration, clawbacks, delays, and eligibility changes.
  • Comparing unlike service levels: an offshore option with longer delivery and more stockouts is not equivalent to a domestic option promising same-week replenishment.
  • Hiding uncertainty in one number: show ranges and identify the assumptions that change the decision.

A practical go/no-go checklist

Before approving a reshoring project, management should be able to answer yes—or document a mitigation—to each relevant question:

  • Is the task genuinely returning from an international location, rather than being a new domestic expansion?
  • Are both options modeled with the same product specification, volume, service level, and time horizon?
  • Are direct, delivered, quality, inventory, risk, market, transition, and capital costs separated?
  • Have finance, operations, procurement, engineering, quality, legal, security, sales, and tax teams reviewed the assumptions?
  • Does the project remain acceptable under conservative demand, labor, freight, ramp, and incentive scenarios?
  • Are site, workforce, supplier, utility, permitting, and qualification constraints included in the schedule?
  • Are customer or brand benefits supported by evidence rather than an assumed domestic premium?
  • Are incentives confirmed in writing and modeled with their actual timing and conditions?
  • Is there a contingency plan if the domestic ramp misses cost, yield, or delivery targets?

Reshoring makes financial sense when this evidence-based comparison produces an acceptable risk-adjusted return for the company’s own horizon. The answer can be yes for one product, volume, or customer segment and no for another; the decision is economic and operational, not ideological.
