Post-quantum cryptography (PQC) is cryptography designed to remain secure against both classical computers and sufficiently capable quantum computers. It replaces or supplements public-key algorithms such as RSA and elliptic-curve cryptography (ECC), which a future quantum computer could threaten, with algorithms intended to withstand quantum attacks while running in existing digital systems and networks.
PQC is a transition to new cryptographic algorithms, not a special form of “quantum encryption.” NIST’s first finalized standards separate two jobs: ML-KEM establishes shared secret keys for encryption, while ML-DSA and SLH-DSA provide digital signatures for authentication and integrity. Deploying them requires finding vulnerable cryptographic uses, prioritizing long-lived sensitive data, testing replacements and updating systems, protocols, certificates and services.
Why quantum computers create a cryptography problem
Most secure online activity uses two broad cryptographic functions. Public-key cryptography lets parties establish trust or a shared secret over an open network, and digital signatures prove who approved a message or document and whether it changed. RSA and elliptic-curve cryptography are widely used public-key approaches. NIST identifies them as examples of algorithms that a sufficiently capable quantum computer could undermine.
That threat does not mean a quantum computer can instantly read every encrypted file or defeat every security control. The risk is concentrated in particular public-key algorithms and depends on a machine capable of performing relevant cryptanalysis. Symmetric encryption, passwords, access controls, software updates and operational security still matter, and PQC does not repair weaknesses in those areas.

The practical concern is that public-key cryptography protects data during exchange, storage and authentication today. If an attacker records protected traffic or obtains encrypted archives now, the attacker may retain those ciphertexts and attempt to decrypt them after quantum technology matures. This strategy is known as harvest now, decrypt later (HNDL).
What “harvest now, decrypt later” means
HNDL changes the timing of the risk. A captured connection can remain unreadable for years, yet still be valuable if the underlying information must stay confidential longer than the attacker needs to wait. The relevant question is not only whether a cryptographically relevant quantum computer exists today, but also how long the information must remain secret.
- Health records: medical and genetic information may require confidentiality for decades.
- Financial information: account, transaction and market data can retain value long after collection.
- Intellectual property: engineering designs, source code and research may remain commercially sensitive for many years.
- Government or strategic information: long retention periods make archived communications attractive targets.
NIST says there is no certainty about when a cryptographically relevant quantum computer will be built, and predictions vary. Its reason for acting early is the combination of long-lived captured data and slow cryptographic transitions—not a prediction that quantum computers will arrive on a particular date.

ML-KEM establishes a shared encryption key
FIPS 203 specifies the Module-Lattice-Based Key-Encapsulation Mechanism Standard (ML-KEM), derived from CRYSTALS-KYBER. A key-encapsulation mechanism (KEM) allows two parties communicating over a public channel to establish the same shared secret without transmitting that secret directly. An application then uses the shared secret with symmetric encryption to protect the actual data.
This division is important: ML-KEM is not normally used to encrypt every file or message directly with a public key. It establishes a session or other shared key; symmetric encryption performs the bulk data encryption. Replacing a vulnerable key-establishment step therefore involves checking the protocol and software around it, not merely changing one label in a configuration file.

FIPS 203 defines three ML-KEM parameter sets:
| Parameter set | Relative security strength | Relative performance | What the standard establishes |
|---|---|---|---|
| ML-KEM-512 | Lowest of the three | Highest of the three | Shared-secret key establishment |
| ML-KEM-768 | Intermediate | Intermediate | Shared-secret key establishment |
| ML-KEM-1024 | Highest of the three | Lowest of the three | Shared-secret key establishment |
The choices are ordered by increasing security strength and decreasing performance. The appropriate set depends on the protocol, security requirements, implementation support and performance testing; no single parameter set is a universal replacement.
ML-DSA and SLH-DSA authenticate messages
Digital signatures solve a different problem from encryption. A valid signature helps a recipient verify who signed a message, software package or document and detect unauthorized modification. A signature does not make the signed content secret.

FIPS 204 specifies the Module-Lattice-Based Digital Signature Standard (ML-DSA), derived from CRYSTALS-Dilithium. FIPS 205 specifies the Stateless Hash-Based Digital Signature Standard (SLH-DSA), derived from SPHINCS+. Systems that use RSA or elliptic-curve signatures must evaluate these signature standards separately from their key-establishment mechanisms because authentication and confidentiality are different functions.
In its August 13, 2024 announcement, NIST said: “These standards specify key establishment and digital signature schemes that are designed to resist future attacks by quantum computers, which threaten the security of current standards.”

| FIPS | Standard | Primary function | Origin noted by NIST |
|---|---|---|---|
| FIPS 203 | ML-KEM | Key establishment: creates a shared secret for subsequent symmetric encryption | Derived from CRYSTALS-KYBER |
| FIPS 204 | ML-DSA | Digital signatures: authenticity and integrity | Derived from CRYSTALS-Dilithium |
| FIPS 205 | SLH-DSA | Digital signatures: authenticity and integrity | Derived from SPHINCS+ |
NIST describes these three standards as finalized and ready for implementation. It is also evaluating additional algorithms that could provide alternatives. Algorithms still under evaluation, described as candidates or drafts, should not be presented as finalized NIST standards or treated as interchangeable with the three approved FIPS.
The FIPS 203 record states: “At present, ML-KEM is believed to be secure, even against adversaries who possess a quantum computer.” The word believed matters. A standard is not an absolute promise against future mathematical discoveries, coding errors, side-channel leaks, poor key handling or compromised systems.
What PQC does—and does not—protect
- It protects selected cryptographic functions: ML-KEM addresses key establishment; ML-DSA and SLH-DSA address digital signatures.
- It is intended for existing environments: the standards are designed to be implemented in current information systems and networks rather than requiring a quantum computer.
- It does not secure every component automatically: a system can still be exposed through an old protocol, an unprotected database, a stolen key, a vulnerable application or an operational mistake.
- It is not “unhackable” encryption: quantum resistance describes the intended attack model for the algorithm, not the security of every implementation or deployment.
- It is not a universal drop-in replacement: key exchange, signatures, certificates, hardware modules and application protocols have different dependencies and performance characteristics.
A complete migration therefore examines the whole cryptographic system. Changing an algorithm without updating certificate validation, protocol negotiation, libraries, hardware support or dependent services can cause outages or leave a vulnerable path in place.
Why organizations should begin before a quantum computer exists
There is no universal date by which every organization must complete a PQC migration in the material available from NIST. Requirements can vary by jurisdiction, sector, contract and system. However, the planning lead time is substantial. NIST reports that integrating a newly standardized algorithm into information systems has historically taken 10 to 20 years. This is a historical migration duration, not a forecast for when a quantum computer will arrive.
Organizations should prioritize information according to two factors:

- Confidentiality lifetime: how many years the information must remain secret.
- Sensitivity and exposure: the harm if an attacker records, decrypts or alters it.
Long-lived, high-impact information deserves attention before low-value data with a short useful life. The HNDL threat means a migration completed only after a quantum computer becomes practical could be too late for information intercepted and stored years earlier.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical organizational migration roadmap
1. Build a cryptographic inventory
Start with visibility rather than choosing an algorithm. Record where cryptography is used and what depends on it:
- Algorithms and modes used by applications, devices and services
- Protocols that perform key establishment or authentication
- Public and private keys, certificates, certificate authorities and expiration dates
- Libraries, firmware, hardware security modules and embedded components
- Internal and external dependencies, including cloud services and partner connections
- Data stores, backups and archives whose confidentiality must last
Include systems that are difficult to discover, such as older appliances, long-lived operational technology and software supplied by contractors. An inventory that covers only internet-facing servers can miss an internal service that signs updates or protects sensitive archives.
2. Classify data by required secrecy period
For each important dataset, document its sensitivity, retention period, legal or contractual obligations and likely value to an attacker. Mark information that must remain confidential for many years. This creates a defensible order for migration instead of treating every system as equally urgent.
3. Map vulnerable uses to replacement functions
Separate key establishment from signatures. A connection using RSA for key exchange and RSA for signatures has two different migration tasks; a system using elliptic-curve signatures but a different key-establishment mechanism has another combination. Map each use to the relevant PQC function rather than selecting one algorithm for an entire organization.

4. Ask vendors for concrete support information
NIST recommends asking technology vendors when and how they will support PQC. Request supported FIPS standards, library or firmware versions, certificate and protocol compatibility, parameter-set options, upgrade paths, expected performance effects and support for mixed-version environments. Record commitments in procurement and architecture plans, not only in informal correspondence.
5. Test interoperability and performance
Run controlled pilots with the systems that exchange keys, validate certificates or verify signatures. Test message and certificate sizes, latency, CPU and memory use, network limits, logging, backup and recovery, failover and interaction with older clients. A mathematically suitable algorithm can still fail operationally if a protocol assumes a smaller key or signature, or if a dependent device cannot parse the new format.
6. Create a staged roadmap
Set milestones for discovery, vendor readiness, laboratory testing, production pilots, high-priority data, legacy systems and retirement of vulnerable paths. Tie each milestone to an owner, dependency and rollback plan. The schedule should follow applicable regulation and sector guidance rather than an invented universal deadline.
7. Monitor standards and implementations
NIST’s three FIPS standards are current foundations, while additional algorithms and transition guidance can evolve. Maintain an inventory as systems change, review newly published implementation guidance, track vulnerabilities in cryptographic libraries and confirm that deployed products still support the approved configuration.
How to compare PQC options without choosing the wrong replacement
Use the following comparison axes when evaluating an algorithm, product or migration design:
| Question | Why it matters |
|---|---|
| What function is being replaced? | Key establishment and digital signatures require different standards and integration work. |
| Is the algorithm a finalized FIPS standard? | Finalized standards have a different implementation and procurement status from candidates or drafts. |
| What systems and protocols depend on it? | Certificates, libraries, hardware and partner services may constrain deployment. |
| What are the measured performance effects? | Key, ciphertext and signature sizes, CPU use and latency can affect interoperability and capacity. |
| How long must the protected data remain confidential? | Long-lived sensitive data has greater HNDL exposure and may warrant earlier migration. |
| What vendor support exists? | Support timing, upgrade mechanisms and maintenance determine whether a design can be operated safely. |
This framework prevents a common mistake: selecting an algorithm in isolation and discovering later that certificates, network protocols, embedded devices or business partners cannot use it.
Common migration mistakes and their fixes
- Waiting for a quantum-computer announcement: begin inventory and data classification now because migration historically takes 10 to 20 years and HNDL can affect data captured today.
- Calling PQC “quantum encryption”: describe it as classical cryptography designed to resist quantum attacks and explain the separate roles of KEMs and signatures.
- Protecting only new traffic: review archives, backups and stored ciphertext whose confidentiality period extends beyond the likely transition.
- Replacing only the visible algorithm: trace certificates, protocol negotiation, libraries, hardware and dependencies before changing production systems.
- Assuming a signature provides secrecy: use encryption and key establishment for confidentiality; use signatures for authenticity and integrity.
- Treating a candidate as a standard: distinguish finalized FIPS 203, 204 and 205 from algorithms still under evaluation.
- Skipping operational tests: measure interoperability, performance, failure recovery and monitoring before broad rollout.
- Promising absolute security: retain controls for implementation flaws, key theft, access abuse, software vulnerabilities and future cryptanalytic advances.
What readers should remember
PQC is a planned replacement or supplement for quantum-vulnerable public-key cryptography. ML-KEM in FIPS 203 establishes shared secrets that symmetric encryption can use; ML-DSA in FIPS 204 and SLH-DSA in FIPS 205 provide post-quantum digital signatures. The immediate work is organizational: discover cryptographic dependencies, identify data that must stay secret for years, obtain vendor support information, test interoperability and performance, and migrate in stages. That preparation addresses both future quantum attacks and the HNDL risk to information captured before a capable quantum computer exists.
