Organizational change management (OCM) is the structured work of helping people move from a current way of working to a desired future way of working—and making the new behaviors stick. It connects a business change, such as a new system, merger, operating model or policy, with the people who must understand it, use it and sustain it. SHRM defines change management as “the structured process of moving individuals and groups from a current state to a desired future state.”

That work is broader than announcing a project. It combines leadership, two-way communication, employee involvement, training, coaching, practical support and reinforcement. This guide explains what OCM means at work, what managers and employees should do, how major frameworks differ, and how to tell whether a change is actually working.

What does change management mean at work?

At work, change management is the people-focused discipline that accompanies an operational or structural change. The operational change might be a software rollout, a reorganization, a new customer process, a shift to hybrid work, a merger, a compliance requirement or a new strategy. OCM addresses the human transition: what people need to know, believe, practice and receive from the organization so the intended result becomes normal work.

Internal and external forces can trigger change. CIPD identifies customers, markets and technology among the forces that push organizations to adapt. People professionals can support those initiatives by assessing impacts, preparing leaders and managers, and helping employees develop new capabilities. Its introductory factsheet is dated 17 June 2025 and applies to all locations; its more detailed guide for people professionals is dated 13 December 2023 and is marked member-only on the accessible page.

Change is not automatically harmful, and concern is not proof that employees are obstructing progress. A new structure or workflow can disrupt habits, responsibilities, status, relationships and professional identity. Treating those effects as information leads to better decisions than labeling people as resistant. A sound OCM plan asks what the change requires from each group, what may make adoption difficult and what support will remove those barriers.

Why communication alone does not create adoption

An announcement can create awareness, but awareness is only an early condition for change. People also need a reason to participate, clear knowledge of the new process, a chance to build ability through practice, and reinforcement after launch. Leadership behavior, manager support and the design of the new system or process matter as much as the messages sent about it.

  • Leadership: Sponsors explain why the change matters, make decisions, provide resources and model the expected behavior.
  • Communication: People receive timely, specific information and have channels to ask questions and report problems. Communication must be two-way.
  • Involvement: Affected employees help surface workflow risks, test solutions and improve local implementation.
  • Training and coaching: People learn the knowledge and skills required for their actual roles, not just the features of a tool.
  • Ability and support: Employees get time, access, job aids, practice environments and help while they perform the new work.
  • Reinforcement: Processes, measures, recognition, accountability and ongoing support make the new behavior easier to sustain than reverting to the old one.

A project can be delivered on time and still fail to produce value if people do not use it correctly. Conversely, employees may be willing to change but unable to do so because the system is unavailable, the process conflicts with incentives or managers give contradictory instructions. OCM therefore works alongside project, product, technology and operational planning rather than replacing them.

Organizational plans and individual adoption are different levels of work

A program plan describes what the organization will build or alter: scope, milestones, dependencies, budget, risks and technical readiness. An adoption plan describes how specific people will move through the transition: what they will hear, learn, practice and do differently. Both are necessary, but they answer different questions.

Level Primary question Typical work Evidence of progress
Organizational or project level Is the new capability ready to be introduced? Business case, design, implementation schedule, governance, data migration, policy and resource decisions Milestones met, system or process ready, risks controlled
Group and manager level How will this affect each team and its daily work? Impact mapping, manager briefings, local plans, workload adjustments, pilots and issue escalation Managers can explain the change and remove team-level barriers
Individual level Can each person understand, perform and sustain the new behavior? Awareness, motivation, role-based learning, practice, coaching and reinforcement Correct use, confidence, proficiency and continued use

Keeping the levels distinct prevents a common mistake: treating a completed technical deployment or launch event as proof that adoption has occurred. A go-live date is an implementation milestone, not a behavioral outcome.

A practical OCM sequence for managers

1. Before implementation: define the case and map the impact

  1. State the reason and intended outcome. Describe the problem, opportunity or obligation in terms employees can understand. Explain what success will look like for customers, colleagues and the organization, and identify what is not changing when that clarification is useful.
  2. Identify affected groups. List teams, roles, locations, customers and partners whose tasks, decisions, workload, systems or measures will change. Record the current state, future state and the size of the gap for each group.
  3. Align sponsors and managers. Give leaders a shared rationale, decision rights and consistent language. Agree who will answer which questions and how unresolved issues will be escalated.
  4. Plan two-way communication. Choose channels and a cadence for announcements, team discussions, office hours, written guidance and feedback. Include a way to acknowledge questions that cannot yet be answered and a date for the next update.
  5. Assess readiness and constraints. Check capacity, prior change fatigue, skills, access, language, accessibility, labor requirements and dependencies. Decide where a pilot, staged rollout or additional support is needed.
  6. Design role-based learning. Specify the knowledge and practice each role needs. Prepare realistic exercises, job aids, coaching and time away from normal production work.

Use the assessment to change the implementation plan, not merely to produce a report. If a team lacks equipment, permissions or time to practice, adding another email will not solve the problem.

2. During implementation: translate the plan into daily work

  1. Explain the local impact. Managers should convert the general announcement into specifics: which tasks stop, start or change; when responsibilities move; which measures or approvals differ; and where employees find help.
  2. Sequence the transition. Set a clear order for training, access, pilots, cutover and fallback. Avoid asking people to perform the new process before the required system, policy or support is available.
  3. Provide practice and coaching. Let employees rehearse with realistic cases. Observe performance, correct misunderstandings and offer individual help without turning early mistakes into discipline.
  4. Keep an issue channel open. Capture questions and defects, classify them as training, process, technology, policy or capacity issues, assign owners and publish resolutions. Patterns in the questions often reveal a design problem.
  5. Model the change. Sponsors and managers should use the new process themselves, attend training, follow the same rules and make trade-offs visible. Employees judge priorities by what leaders do when the new way is inconvenient.

3. After launch: reinforce and improve

  1. Measure behavior and outcomes. Check who is using the change, how well they use it and whether the intended business result is appearing. Combine system data with observations, employee feedback and customer or operational measures.
  2. Remove remaining barriers. Fix access problems, simplify confusing steps, adjust workloads, update policies and provide targeted retraining. Escalate structural issues rather than expecting individual effort to compensate indefinitely.
  3. Align consequences and recognition. Update procedures, goals, dashboards, onboarding and performance conversations. Recognize useful adoption and make the desired behavior the easiest supported option.
  4. Review sustainability. Schedule checks after the initial launch period. Confirm that new hires learn the process, managers continue coaching and the organization can maintain the capability when project staff leave.

What should managers do during organizational change?

Managers are the bridge between an organizational decision and a person’s working day. Their job is not to invent answers they do not have or to suppress concerns. It is to make the implications clear, listen for barriers and connect employees with the people who can resolve them.

  • Learn the rationale, scope, timing, non-negotiables and open decisions before briefing the team.
  • Explain the change in role-specific terms, using examples of real work rather than slogans.
  • Ask employees what could prevent successful adoption and record themes without dismissing them as resistance.
  • Protect time for training and practice; do not schedule learning while maintaining an unchanged workload.
  • Check understanding by asking employees to describe the new process, not merely whether they received the message.
  • Escalate defects, conflicting instructions, unsafe conditions and unrealistic targets promptly.
  • Demonstrate the new behavior and reinforce it through priorities, feedback and recognition.
  • Report both progress and problems upward so the program can adapt.

Managers should also distinguish a capability gap from a willingness gap. Someone who wants to comply but lacks access or practice needs enablement. Someone who understands the process but sees a harmful incentive needs a management or design decision. The response should match the cause.

How can employees adapt to change at work?

Employees are participants in implementation, not passive recipients and not the sole owners of success. They can make adoption more effective by seeking clarity, practicing the new work and reporting concrete obstacles.

  1. Clarify the purpose. Ask what problem the change addresses, what outcome is expected and how progress will be judged.
  2. Map your own work. Identify tasks, decisions, tools, handoffs and measures that will change. Note what you need to stop, start or continue.
  3. Use the available learning. Attend role-based training, complete exercises and keep job aids where the work happens. Ask for examples that match your cases.
  4. Practice and verify. Try the new process in a safe setting, compare results with the stated standard and request coaching when unsure.
  5. Raise specific issues. Describe the step that fails, the condition in which it fails and the effect on customers, safety, quality or time. Specific evidence is easier to fix than a general objection.
  6. Share workable improvements. Offer suggestions based on actual use, while recognizing which parts are fixed by policy, regulation or system constraints.

Employees should be told where to report concerns and what response time to expect. A question, error report or accessibility concern is useful implementation data; it should not automatically be treated as resistance.

ADKAR: a model for individual adoption

Prosci’s ADKAR model describes five outcomes an individual needs to move through a change:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Element What it means Useful diagnostic question
Awareness Understanding why the change is needed Can the person explain the business or customer reason?
Desire Willingness to participate and support the change What personal, team or organizational factors affect willingness?
Knowledge Knowing how to change Does the person know the new steps, standards and resources?
Ability Demonstrating the skill in real work Can the person perform reliably under normal conditions?
Reinforcement Maintaining the change over time Do feedback, systems, recognition and expectations support continued use?

Prosci presents ADKAR as a way to identify the earliest unmet element and focus support there. For example, more training will not create desire if employees believe the change will harm them, and motivation will not create ability when access or practice is missing. ADKAR is an individual-change model, not a complete organizational methodology by itself.

How the main change frameworks differ

Framework Scale and purpose What it emphasizes Best use Limitation to remember
Kotter’s eight-step process Broad leadership roadmap for large, complex transformations Urgency, a guiding coalition, vision, broad engagement, barrier removal, short-term wins, sustained momentum and anchoring the change Coordinating sponsorship and organizational momentum It does not replace detailed role-level adoption planning.
Prosci ADKAR Individual adoption and diagnosis Awareness, Desire, Knowledge, Ability and Reinforcement Finding where a person or group is blocked and selecting support It is not a full project, governance or enterprise methodology on its own.
Lewin’s unfreeze–change–refreeze Simple mental model of the broad flow Preparing people to leave the current state, introducing the new state and stabilizing it Teaching the basic logic of transition or framing a smaller adjustment It is too high-level to serve as a detailed implementation plan.

There is no universally best framework. SHRM describes Kotter as suited to large transformations and ADKAR as useful for individual adoption; organizations may combine a broad leadership framework with ADKAR-based team and individual support. Lewin can provide a simple shared vocabulary when a detailed roadmap is unnecessary.

How do you know if a change is working?

Agree on the definition of success and the goals with relevant stakeholders before implementation. Select measures that match the change rather than adopting a universal scorecard. Prosci gives three adoption measures as examples:

  • Speed of adoption: how quickly users learn and apply the new skills or process.
  • Ultimate utilization: how many of the intended users actually use the change.
  • Proficiency: how well users perform the new behavior against the required standard.

Pair those with initiative or business KPIs, such as cycle time, quality, safety, customer outcomes, revenue, cost, compliance or employee workload, depending on the objective. Define the baseline, target, owner, data source and review date for each measure. Segment results by role, location or cohort so a healthy average does not hide a struggling group.

Prosci’s published page reports vendor figures that projects with extremely effective sponsors were 79% likely to meet objectives, compared with 27% for projects with extremely ineffective sponsors. The same page reports that 59% of participants using a structured methodology achieved good or excellent change-management effectiveness, and that 88% of participants with excellent change management met or exceeded objectives. The page does not state the underlying study year or enough methodological detail in the available passage, so these are Prosci-reported research figures, not independent proof that one approach will produce the same result in every organization.

Prosci Senior Principal Scott Anderson is quoted on that page as saying: “Our research on defining success reveals that when organizations define success for a change well, and measure performance to objectives, their odds of meeting or exceeding those objectives can increase by up to 5X.” Treat the statement as an attributed vendor claim and use it as a prompt to define measurable outcomes, not as a guaranteed multiplier.

Common failure modes and practical fixes

“We sent the announcement, so people should be ready.”

Symptom: Employees can repeat the message but cannot explain what changes in their role. Fix: Hold manager-led discussions, publish role-specific examples and test understanding through practice.

“Training is complete, but usage is low.”

Symptom: Attendance is high while real-world performance or utilization is weak. Fix: Check access, workload, process design and incentives; add coaching and supervised practice. Training attendance is not ability.

“The launch date proves success.”

Symptom: The project closes while employees revert to workarounds. Fix: Continue measuring utilization, proficiency and business outcomes after launch, and keep reinforcement in line with expectations and systems.

“Every team receives the same plan.”

Symptom: A message works for one role but leaves another without permissions, time or relevant examples. Fix: Segment impact, learning and support by role and operating context.

Who is responsible for what?

Role Core responsibility
Executive sponsor Set direction, explain the case, provide resources, make trade-offs and model the change.
Change or program lead Coordinate impact assessment, stakeholder engagement, communications, learning, readiness and measurement.
People managers Translate implications for the team, enable practice, listen, coach, reinforce and escalate barriers.
Subject-matter and technical teams Design a usable solution, provide accurate guidance, fix defects and support integration with daily work.
Employees Learn, practice, use the new process, report concrete issues and contribute practical improvements.
People or HR professionals Support capability, policy, role design, employee relations, readiness and sustainable workforce practices.

Shared responsibility does not mean equal authority. Leaders control investment and priorities; managers control much of the local working environment; employees provide essential evidence about whether the change works in practice.

Further learning and evidence boundaries

CIPD’s 17 June 2025 factsheet offers an introduction and links to further guidance and practical tools. Its detailed people-professional guide, dated 13 December 2023, is member-only on the accessible page. Prosci offers individual certification, team training and enterprise training routes. Those resources can provide structured learning, but a course or model does not remove the need to understand the particular people, work and constraints in your organization.

The guidance summarized here comes from professional-body material and vendor-published content rather than a systematic review of every change-management study. SHRM’s page publication date was not present in the available result. Prosci’s numerical claims have the attribution and evidence limitations described above. Use the principles to design, test and improve a change; do not promise that any single framework guarantees success.

Bottom line

Organizational change management is the disciplined connection between a planned organizational change and the people who must make it real. Start with a clear case for change, involve affected employees, equip managers, provide role-based learning and practical support, then measure adoption and outcomes after launch. When leadership, systems, skills and reinforcement align, employees have a fair opportunity to move from the current state to the desired future state—and the organization can sustain the result.
