One Health is a coordinated way to protect human, animal, plant and ecosystem health together. It matters for outbreak prevention because infections and other hazards often move across the boundaries that separate medical, veterinary, wildlife, food-safety and environmental work. By sharing surveillance data, assessing risks jointly and planning prevention across sectors, One Health can reveal warning signs earlier and make responses more coherent.

It is not a single agency, app or certification, and it cannot guarantee that every spillover or outbreak will be stopped. Its practical value is improving the information and coordination available before, during and after a health threat.

The official meaning of One Health

The One Health High-Level Expert Panel defines the approach as “an integrated, unifying approach that aims to sustainably balance and optimize the health of people, animals and ecosystems.” That wording appears in the joint statement issued by the Food and Agriculture Organization (FAO), United Nations Environment Programme (UNEP), World Health Organization (WHO) and World Organisation for Animal Health (WOAH, formerly OIE) on 1 December 2021.

The definition reflects an interdependent system. Human health is affected by domestic and wild animals, plants, food and water, land use, climate and pollution. Animal and crop health are likewise affected by environmental conditions and by decisions made in human communities. One Health asks the relevant sectors and disciplines to work as parts of that system rather than treating each problem as an isolated specialty.

WHO’s fact sheet dated 8 May 2026 uses similar language, describing One Health as an integrated approach to optimize the health of people, animals, plants and ecosystems. It emphasizes collaboration, communication and coordination because many risks cross institutional boundaries.

Why outbreaks are easier to miss in separate silos

A disease threat may produce small, disconnected signals: unusual animal deaths noticed by a wildlife team, a veterinary clinic seeing a rare illness, a laboratory detecting a pathogen, or an environmental service recording contamination. If each group keeps its information in a separate system, no one may see the combined pattern until people begin arriving at hospitals.

One Health creates routines for combining those observations. Human-health officials, veterinarians, wildlife specialists, food inspectors, environmental scientists, agricultural agencies and local communities can compare findings, assess the same hazard and agree on who should act. The aim is not to make every organization do the same work. It is to connect complementary work quickly enough to reduce exposure and transmission.

Shared surveillance and information flow

WHO’s Surveillance and Information Sharing Operational Tool (2022) describes multisectoral systems in which agencies collect relevant data, share it routinely and analyze it together. Such arrangements support earlier detection and more timely response to zoonotic events. Data may include human cases, animal illness or mortality, laboratory results, vectors, food and water testing, antimicrobial-use patterns, land or climate conditions, and movement of animals or products.

Sharing must be practical, not merely a promise. Participants need agreed case definitions, reporting thresholds, contact points, privacy and data-governance rules, laboratory protocols, and procedures for escalating an unusual signal. A dashboard is useful only when the participating organizations know what a change means and who has authority to respond.

Joint risk assessment and decisions

Different sectors hold different pieces of evidence. A veterinary service may know that a pathogen is spreading in livestock; a public-health team may understand human exposure; an environmental agency may identify contaminated water or a habitat change that increases contact. A joint risk assessment combines those perspectives before decisions are made about testing, movement controls, vaccination, treatment, public communication or environmental remediation.

How One Health can prevent or limit outbreaks

1. Addressing drivers before spillover

WHO identifies several conditions that can create opportunities for disease emergence: land-use change, trade in live wild animals, agriculture and livestock production, urbanization, extractive industries, climate change, habitat fragmentation and encroachment into wild areas. These factors can increase contact among people, domestic animals, wildlife and vectors such as mosquitoes or ticks.

A One Health prevention plan examines those conditions together. Examples might include improving farm biosecurity, protecting habitats, managing waste and wastewater, changing high-risk animal-trade practices, reducing mosquito breeding sites, or adapting livestock operations to changing climate conditions. The appropriate intervention depends on the hazard and local evidence; One Health is a decision framework, not a universal checklist.

2. Detecting signals earlier

Animal monitoring can sometimes provide an early warning for human disease. The US Centers for Disease Control and Prevention gives West Nile virus as a clear example: birds often die from the virus before people in the same area become ill. Recording unusual bird deaths and connecting those reports with mosquito and human-health surveillance can prompt earlier testing and vector-control measures.

This is an illustration, not a rule that animal signals always precede human cases. Some diseases spread in people without an obvious animal signal, reporting may be incomplete, and a detected animal pathogen may never infect humans. The value lies in connecting the signals so that public-health officials can investigate sooner.

3. Coordinating the response

Once an event is detected, agencies can avoid conflicting instructions by using a shared incident plan. Veterinary authorities may manage animal testing or movement, health departments may organize human testing and treatment, environmental teams may address contamination, and food-safety officials may trace products. Joint briefings and compatible data systems help each group understand what the others are doing.

The FAO, WHO and WOAH Tripartite Zoonoses Guide (2019) sets out country-level options to prevent, prepare for, detect and respond to zoonotic threats through multisectoral work. Its tools and lessons can also be applied to food safety and antimicrobial resistance.

4. Learning after an event

A coordinated investigation can identify not only where transmission occurred but why the conditions existed. Reviewing animal, human and environmental data together may reveal a missed inspection, a delayed laboratory result, a breakdown in communication or a land-use practice that increased exposure. Corrective actions can then be assigned across agencies instead of blaming a single sector.

What One Health covers

Although outbreak prevention is a major application, One Health is broader than infectious disease response.

Area How the domains connect Typical One Health actions
Zoonotic diseases Pathogens move between animals and people. Joint animal and human surveillance, laboratory confirmation, vaccination or treatment, and coordinated exposure control.
Vector-borne diseases Mosquitoes, ticks and other vectors respond to climate, habitat and animal hosts. Combine vector sampling, wildlife or livestock data, weather information and human case reports.
Food safety and foodborne illness Production, processing, distribution and consumption link farms, animals, environments and people. Trace contaminants across the food chain, coordinate inspections and investigate human illness with veterinary and laboratory data.
Antimicrobial resistance Resistant organisms and antimicrobial use occur in people, animals, food systems and the environment. Monitor use and resistance across sectors and align stewardship measures.
Environmental health Pollution, climate change, water quality and habitat changes affect people, animals and plants. Combine environmental measurements with health outcomes and address the shared source.
Agrifood systems and livelihoods Crop and animal health influence nutrition, food security, income and community resilience. Include farmers, food authorities, plant-health experts and communities in prevention planning.

WHO lists Ebola, avian influenza and rabies among zoonotic examples, and dengue, West Nile virus, Lyme disease and malaria among vector-borne examples. FAO’s One Health overview also links the approach to agrifood systems, animal and crop health, food security, nutrition and livelihoods.

A practical implementation model

Countries and local jurisdictions organize One Health differently. The following sequence turns the concept into an operating process without implying that every program must use identical structures.

  1. Define the shared problem. Specify the pathogen, exposure, environmental hazard or system weakness, the affected population and the geographic area. Include plant, animal and ecosystem effects where they are relevant.
  2. Identify all contributors and decision-makers. Map public-health, veterinary, wildlife, agriculture, food-safety, environmental, laboratory, emergency-management and community organizations. Include Indigenous or local knowledge when appropriate.
  3. Agree on surveillance questions. Decide what each sector will monitor, how often, which tests or definitions apply, and what constitutes an alert. Avoid collecting data that no participant can use.
  4. Connect reporting and analysis. Establish secure channels, contact lists, dashboards or scheduled meetings for routine exchange. Define data ownership, privacy protections and retention rules before an emergency.
  5. Conduct a joint risk assessment. Consider likelihood, severity, exposure routes, vulnerable groups, animal and environmental reservoirs, and feasible interventions. Record uncertainty rather than hiding it.
  6. Set prevention and response triggers. Pre-agree which findings prompt field investigation, public warnings, animal-health measures, food recalls, vector control, vaccination, treatment or requests for outside assistance.
  7. Exercise and improve the plan. Run simulations, review real events, measure reporting speed and completeness, and fix gaps. A plan that exists only on paper will not reliably coordinate a fast-moving event.

How to judge whether an implementation is genuinely multisectoral

Calling a project “One Health” does not by itself show that it can improve outbreak prevention. Examine these dimensions:

Question Stronger implementation looks like Warning sign
Which sectors participate? Human, animal, wildlife, plant, food and environmental expertise are included when relevant. Only one ministry or profession is involved despite cross-sector risks.
Is information shared? Routine exchange uses agreed definitions, standards, contacts and escalation rules. Data are shared only after a crisis or cannot be compared.
How are decisions made? Joint risk assessments connect evidence to named authorities and actions. Meetings produce discussion but no trigger, owner or deadline.
Is prevention covered? The plan addresses drivers and preparedness as well as emergency response. The program starts only after human cases appear.
Are communities included? People affected by farming, wildlife, food or environmental measures can report observations and understand advice. Communication is one-way, late or inconsistent.

What One Health cannot promise

One Health improves the basis for prevention and response; it does not eliminate biological uncertainty or guarantee that outbreaks will not occur. Surveillance can miss cases, laboratories can face delays, and agencies may lack funding, staff or legal authority to act on a warning. Some pathogens spread before detection, while environmental and social drivers may be difficult to change quickly.

The approach also requires choices about privacy, data quality, resource allocation and competing risks. Sharing more information is not automatically better if definitions are inconsistent or sensitive data are exposed. Effective programs set proportionate safeguards and explain how information will be used.

Why investment in prevention matters

WHO’s 2026 fact sheet reports that more than 60% of emerging infectious diseases reported globally come from animals, wild and domestic. The same fact sheet attributes to the World Bank an estimate of approximately US$10.3–11.5 billion per year for prevention guided by One Health principles. That figure is an attributed estimate, not a new calculation by WHO, and it should not be read as a universal budget requirement for every country or project.

The broader point is economic as well as medical: prevention can support healthier people and animals, safer food, resilient ecosystems and livelihoods. Spending on surveillance, laboratories, training and risk reduction before an emergency may reduce the disruption and cost of a later response, although the return depends on the hazard and the quality of implementation.

The takeaway

One Health works by connecting information and decisions that are often separated among human medicine, veterinary care, wildlife management, agriculture, food safety and environmental protection. Shared surveillance can expose a warning earlier; joint risk assessment can identify practical prevention; and coordinated response can reduce delays and contradictory actions. Its promise is better coordination and earlier, more informed action—not a guarantee that every outbreak can be prevented.

Frequently Asked Questions

Is One Health a single organization or program?

No. It is an approach for coordinating multiple sectors and communities. Countries, regions and institutions can implement it through their own surveillance systems, agreements and response structures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does One Health focus only on diseases transmitted by animals?

No. Zoonoses are central, but the approach also covers vector-borne disease, food safety, antimicrobial resistance, pollution, climate-related risks, plant and crop health, food security and livelihoods.

Can monitoring animals always predict human outbreaks?

No. Animal signals can provide useful early warnings in some situations, such as bird deaths associated with West Nile virus, but signals may be absent, delayed or unrelated to human transmission.
