Ocean carbon removal, usually called marine carbon dioxide removal (mCDR), is a deliberate intervention intended to increase the ocean’s removal of atmospheric CO2 or to extract CO2 from seawater and place it in storage that lasts. Natural ocean carbon storage is the background carbon cycle: the sea continually exchanges carbon with the air, living organisms move it through food webs, and some carbon remains in deep water or sediments without a removal project.
The difference is therefore not simply whether carbon enters the ocean. It is whether a human activity causes additional, net and durable atmospheric removal, and whether that result and its side effects can be measured. A natural sink can be valuable without being a creditable removal project.
How the ocean stores carbon naturally
Carbon is always moving among the atmosphere, the ocean, land and living things. NOAA’s overview of the carbon cycle describes the ocean as both a sink and a dynamic reservoir rather than a permanent container. Carbon dioxide dissolves into surface seawater, can return to the atmosphere, or can be transported into deeper layers where it may remain for long periods.

At the surface, CO2 moves in both directions. Colder water and changes in seawater chemistry can increase the amount of carbon the ocean holds, but circulation eventually moves some of that water and its dissolved carbon elsewhere. Because the exchange never stops, a measurement of carbon in surface water is not, by itself, proof that atmospheric CO2 has been removed for a defined period.

Biological transport to depth
Phytoplankton and other organisms use dissolved carbon to grow. When organic matter sinks, some of it is consumed and recycled in the water column; a fraction can reach deep water or seabed sediments. The depth reached, the rate of decomposition and the eventual return of carbon to the atmosphere determine how durable that storage is.
Coastal and “blue carbon” ecosystems
Seagrass meadows, mangroves and salt marshes capture carbon in plants and coastal soils. NOAA notes that some coastal-soil carbon can be thousands of years old. Disturbance, drainage, erosion or ecosystem loss can expose that stored carbon and send it back to the atmosphere. Protecting these habitats has benefits for biodiversity, fisheries, shorelines and water quality even when a project is not claiming a quantified carbon-removal credit.
Restoration or conservation can qualify as carbon dioxide removal only when the activity creates additional removal relative to a defensible baseline and uses monitoring, reporting and verification (MRV) to establish the amount and persistence. The ecosystem’s existing natural storage is not automatically additional.
What marine carbon dioxide removal is intended to do
mCDR is a family of proposed interventions that deliberately enhance a biological or geochemical sink, or directly remove CO2 from seawater. The climate claim has several parts: atmospheric CO2 must be removed (or additional uptake must be caused), project emissions and other leakage must be deducted, the carbon must remain stored for a stated period, and ecological and social effects must be assessed.

This is different from conventional carbon capture at an industrial source. Source capture prevents some new emissions from reaching the atmosphere. CDR addresses CO2 that is already in the atmosphere; avoiding an emission and removing a legacy molecule are different climate services.
NOAA’s carbon-dioxide-removal overview emphasizes that proposed marine methods differ in readiness, cost, scalability and risk. The federal 2024 National Marine Carbon Dioxide Removal Research Strategy presents them as subjects for research and responsible evaluation, not as uniformly proven technologies.
Marine removal approaches under study
| Approach | How it is intended to work | Possible storage route | Questions that determine a climate benefit |
|---|---|---|---|
| Ocean alkalinity enhancement | Add alkaline material or otherwise alter seawater chemistry so the ocean can absorb more CO2 and convert it into dissolved bicarbonate and carbonate. | Stable dissolved forms remain in seawater and may be transported through the ocean. | How much additional atmospheric CO2 enters the water; the chemistry’s local and regional effects; material production, transport and persistence. |
| Macroalgal cultivation | Grow kelp or other large algae that take up CO2 while photosynthesizing. | Proposals include transporting or sinking biomass so carbon reaches deep water or sediments. | Whether the biomass is actually isolated for a durable period, rather than quickly decomposed or returned to the air; ecological effects of cultivation and sinking. |
| Ocean fertilization | Add nutrients such as iron, nitrogen or phosphorus to stimulate phytoplankton growth and potentially increase export to depth. | Some organic matter could sink below the surface or into sediments. | The fraction that remains stored, altered food webs and oxygen conditions, nutrient side effects, and net emissions from deployment. |
| Artificial upwelling or downwelling | Deliberately change water movement to encourage biological uptake or transport carbon-rich water to a different depth. | Carbon may be moved into deeper water or made available to organisms, depending on location and operation. | Site-specific circulation, whether the carbon is merely redistributed, energy use and impacts on ecosystems. |
| Direct ocean removal or capture | Use engineered processes to extract CO2 from seawater. Removing dissolved CO2 can promote additional atmospheric CO2 entering the water. | The captured CO2 needs a separate, durable storage pathway. | Energy and materials, net atmospheric removal, the destination and permanence of captured CO2, and effects at the treatment site. |
These categories overlap in practice and can be designed in different ways. No official overview supports a single winner or a definitive ranking across cost, scale, durability, measurement confidence and risk.

Ocean alkalinity enhancement
Alkalinity enhancement changes the water’s ability to neutralize acidity and hold inorganic carbon. In theory, the resulting chemistry can draw more CO2 from the atmosphere and may locally reduce ocean acidification. The difficult accounting question is how quickly the atmospheric response occurs and whether manufacturing and distributing the alkaline material produce enough emissions to erase the removal.

Macroalgae and kelp cultivation
Algae growth demonstrates biological uptake, not permanent sequestration. A credible project must specify what happens after harvest: decomposition, processing, use, burial or transport to depth. If sunk material is consumed or releases CO2 and methane before reaching a durable reservoir, the initial uptake overstates removal. Cultivation can also change habitat, nutrient demand and local food webs.
Fertilization with iron, nitrogen or phosphorus
Fertilization seeks to increase phytoplankton production, but more growth does not guarantee more long-lived storage. Much of the new organic matter may be respired near the surface. Added nutrients can shift species composition, alter oxygen levels and move ecological impacts beyond the project boundary. The amount exported to depth and retained there must be measured rather than inferred from a bloom.
Artificial upwelling and downwelling
Changing circulation can expose organisms to nutrients or move carbon-bearing water. Results are highly dependent on the site, season and engineering design. A project that moves carbon between ocean layers without increasing net atmospheric removal is not equivalent to durable CDR.
Direct removal from seawater
Electrochemical or other engineered systems can separate CO2 from seawater. The chemical imbalance may cause more atmospheric CO2 to dissolve, but that response must be quantified. The separated CO2 still requires injection, mineralization or another storage route, and the energy source and supply chain determine whether removal is net of project emissions.

Why monitoring, reporting and verification are decisive
MRV is the evidence chain connecting an intervention to a climate claim. NOAA explains that uptake or biomass growth alone does not establish how much atmospheric carbon was removed, how long it will stay stored or what unintended effects occurred.
- Define the counterfactual. Specify what would have happened without the project, including natural seasonal variability and the fate of carbon in the surrounding area.
- Measure atmospheric removal or the causal ocean response. Track the relevant carbon and chemical changes, not just the amount of material added or the area cultivated.
- Subtract all project emissions. Include energy, manufacturing, transport, vessels, maintenance and handling, as well as emissions caused elsewhere by displaced activities.
- Identify the storage reservoir and timescale. State whether carbon is expected to remain in deep water, sediments, minerals or another reservoir, and model or observe its possible return to the atmosphere.
- Check the result independently. Use transparent methods, calibrated instruments, traceable data and independent review so another party can test the removal estimate.
- Monitor ecological and social effects. Look for changes in oxygen, acidity, nutrients, species, fisheries, habitats, navigation and coastal livelihoods, including impacts outside the project footprint.
A removal estimate that omits any of these elements may be a gross uptake figure rather than a verified net removal.
Natural storage, blue carbon and mCDR: how to tell them apart
- Natural ocean storage: carbon moves through ordinary air–sea exchange, biology, circulation and sediments without a deliberate removal activity.
- Blue carbon: carbon captured and retained by coastal ecosystems such as mangroves, salt marshes and seagrasses. Conservation can prevent emissions, while restoration may create additional removal if the baseline and MRV support that claim.
- Marine CDR: an intentional intervention designed to increase atmospheric drawdown or extract seawater CO2, with a requirement to demonstrate additionality, net removal and durable storage.
- Source capture: capture at a power plant, factory or other emission source that prevents a new release; it does not remove CO2 already accumulated in the atmosphere.
The same project can have multiple benefits, but those benefits should not be counted as the same tonne of removal. Habitat protection, acidification relief, avoided emissions and atmospheric CDR require separate definitions and accounting.
How to evaluate an ocean-removal claim
When a company, researcher or policy proposal reports a result, ask these questions before treating it as a durable climate removal:

- What intervention was performed, where and over what period?
- What is the baseline or counterfactual, and how was natural variability separated from the project effect?
- Was CO2 removed from the atmosphere, or was carbon shifted between seawater, biomass and sediments?
- What quantity is net after energy, materials, transport and operational emissions?
- Where is the carbon stored, and what evidence supports the claimed duration?
- Which measurements were made directly, which were modeled, and who verified them?
- What ecological, health, cultural and economic effects were observed or predicted, including outside the immediate site?
- Does the proposal describe a pilot, a research experiment or a climate-relevant deployment? Results from one scale should not be generalized to another.
What is established—and what remains uncertain
The ocean’s role as a natural carbon reservoir is well established, as are the existence and importance of coastal blue-carbon ecosystems. It is also clear that deliberately changing ocean chemistry, biology or circulation can produce effects beyond the intended carbon pathway.
For mCDR, the unresolved issues are practical and scientific: effectiveness under real conditions, how methods scale, full costs, the duration of storage, reliable MRV and environmental and social trade-offs. These uncertainties do not make research irrelevant; they mean a proposed technique should not be presented as proven at climate-relevant scale without evidence addressing them.
NOAA Assistant Administrator for Oceanic and Atmospheric Research Steve Thur summarized the status in 2022: “Many techniques are promising in theory, but we need to evaluate their effectiveness and scalability, and understand the potential benefits and the environmental risks that come with each one.” The National Academies’ research strategy for ocean-based carbon dioxide removal and sequestration provides additional context; its report series began in 2022 and is being expanded through a standing committee established in 2025.

Bottom line for readers
Natural ocean storage is the carbon cycle operating on its own. Ocean carbon removal is a human attempt to increase that storage or remove CO2 from seawater and keep it in a durable reservoir. The dividing line is intentional, additional and verified net atmospheric removal—not simply finding carbon in the ocean or observing a short-lived biological bloom. Any credible claim must account for the baseline, project emissions, storage lifetime, measurement uncertainty and ecological consequences.
