Lake Powell’s true dead-pool elevation is 3,370 feet above sea level. At that level, Glen Canyon Dam cannot pass “excess” water downstream; only water entering the reservoir can continue to be delivered. The Bureau of Reclamation reported an end-of-September 2026 elevation of 3,518.08 feet, putting the lake about 148 feet above dead pool. That margin sounds large, but the reservoir reaches important operational limits much sooner: hydropower generation bottoms out at 3,490 feet, and federal drought operations aim to keep the lake near 3,525 feet.

What “dead pool” means at Lake Powell

“Dead pool” is an operating threshold, not the point where every drop of water disappears. For Lake Powell, Reclamation defines 3,370 feet as the elevation at which no excess water can be passed through Glen Canyon Dam. Downstream deliveries would be limited to the volume entering the reservoir at that moment.

The distinction matters because a reservoir can still contain millions of acre-feet below an outlet or turbine operating range while losing the ability to move water in the way the dam’s system is designed to do. Reaching 3,370 feet would therefore represent a severe failure of normal Colorado River operations, not simply a low shoreline.

Dead pool is also different from the level at which electricity production stops. Glen Canyon Dam has a higher threshold for power generation, so the region would lose hydropower well before the lake reached true dead pool.

The three elevations readers most often confuse

Threshold Elevation What it means Difference from true dead pool
Dead pool 3,370 feet No excess water can be passed through the dam; only incoming reservoir water can be delivered downstream. Baseline
Minimum power pool 3,490 feet The lowest elevation at which Glen Canyon Dam can currently generate hydropower. 120 feet above dead pool
Drought Response Operations Agreement (DROA) target 3,525 feet Management target intended to preserve a 35-foot buffer above minimum power pool and allow response actions. 155 feet above dead pool

Dead pool: 3,370 feet

Reclamation’s formal wording is precise: “Elevation 3,370 feet is known as ‘dead pool’ and is the point at which no ‘excess’ water can be passed through the dam, only the volume of water that enters the reservoir will be able to be delivered downstream.” The statement was published January 12, 2023, and remains the reference definition for Lake Powell’s true dead pool.

Minimum power pool: 3,490 feet

Minimum power pool is 120 feet higher than dead pool. Once the lake falls to that elevation, Glen Canyon Dam can no longer generate hydropower under its current configuration. This is the first of the three thresholds with an immediate direct effect on the dam’s electricity function.

DROA target: 3,525 feet

The Drought Response Operations Agreement uses 3,525 feet as a planning target. That level is 35 feet above minimum power pool, creating operating room for drought-response actions before turbines reach their lower limit. It is a management target, not a physical barrier that suddenly changes the reservoir’s behavior.

How close is Lake Powell right now?

Reclamation’s October 15, 2026 status report listed Lake Powell at 3,518.08 feet. Subtracting the 3,370-foot dead-pool elevation leaves a simple vertical margin of 148.08 feet.

The same reading is:

  • 28.08 feet above minimum power pool (3,518.08 minus 3,490).
  • 6.92 feet below the DROA target of 3,525 feet.
  • Approximately 182 feet below full pool, according to Reclamation’s status page.

Reclamation reported storage of 5.16 million acre-feet, equal to 22% of live capacity. “Live capacity” is the portion of reservoir storage that can be used operationally; it is not the same thing as the vertical distance between the current water surface and dead pool. Reservoir geometry means a change in feet does not translate into a constant number of acre-feet throughout the lake.

USGS provisional monitoring displayed 3,519.0 feet (NGVD29) on October 14, 2026. USGS directs users to Reclamation for official lake-elevation data, so the two readings should not be treated as conflicting forecasts. They are measurements from different reporting systems and dates, with the USGS value identified as provisional.

What would happen before Lake Powell reached dead pool?

Hydropower would be lost first

The most immediate threshold is 3,490 feet. At or below minimum power pool, Glen Canyon Dam cannot currently produce hydropower. Because the October 15 elevation was 3,518.08 feet, the lake had about 28 feet of elevation above that limit. Losing generation would affect the Western power system and remove an important operating function of the dam even though water could still remain more than 100 feet above true dead pool.

The 3,490-foot figure is not a prediction that the lake will reach it. It identifies the lower operating limit for the existing turbines. Future engineering changes could alter operating ranges, but no such change is established by the current status information.

Downstream water deliveries would become constrained

At 3,370 feet, the issue changes from power production to the ability to pass water through the dam. Reclamation’s definition says that only the volume entering Lake Powell could be delivered downstream; the dam could no longer pass additional “excess” water from storage. In practical terms, releases would be tied to contemporaneous inflow rather than normal discretionary use of stored water.

That does not mean all water in the basin would stop moving or that every downstream location would instantly be dry. It means Glen Canyon Dam would lose the ability to regulate and release stored water in the normal way. The exact effects would depend on inflow, upstream operations, legal requirements and emergency decisions at the time.

The DROA buffer is designed to create decision time

The 3,525-foot target sits 35 feet above minimum power pool. Keeping the lake near that elevation gives managers a buffer in which to evaluate inflow, releases and drought-response measures before hydropower generation reaches its current lower limit. The target is therefore a risk-management reference point, not another definition of dead pool.

Why the lake’s elevation changes

Lake Powell’s water surface responds to the balance between inflow, releases through Glen Canyon Dam, evaporation and other operational factors. A low elevation can result from several years of poor inflow, a large scheduled release, or both.

Reclamation reported 3.72 million acre-feet of unregulated inflow during water year 2026, or 39% of average. The agency described 2026 as the fourth-driest year on record above 2002. That statistic explains why a reservoir can remain close to critical operating thresholds even when individual storms or short wet periods produce temporary rises.

“Unregulated inflow” is the water entering the system before accounting for the reservoir’s controlled releases. It is a useful indicator of basin hydrology, but it is not the same as the amount of water available for storage. Managers must also account for scheduled deliveries, river requirements, evaporation and projected conditions.

What Reclamation’s latest forecast scenarios show

Reclamation’s October 2026 24-Month Study modeled two end-of-water-year-2027 outcomes based on different annual release assumptions. These are scenarios, not guarantees or promises about the eventual lake level.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Modeled release scenario Projected end-of-water-year-2027 elevation Feet above dead pool Feet above minimum power pool Operational reading
6.0 million acre-feet 3,540.65 feet 170.65 feet 50.65 feet Above the 3,525-foot DROA target and the power-generation threshold.
7.0 million acre-feet 3,525.48 feet 155.48 feet 35.48 feet Very close to the 3,525-foot target while retaining a 35-foot-plus power-pool margin.

The higher-release case leaves a lower projected elevation because more water is sent downstream. Its modeled 3,525.48 feet is only 0.48 feet above the DROA target, but still 155.48 feet above true dead pool. Neither scenario should be read as a forecast of the lake’s exact future level: actual results will change with snowpack, runoff, evaporation, releases and subsequent management decisions.

How to interpret daily Lake Powell updates

When checking a new status report, do not look at elevation alone. Use the following sequence:

  1. Record the date and reporting agency. Reclamation’s value is the official operational reference; USGS provisional readings can provide an independent near-real-time view.
  2. Calculate the dead-pool margin. Subtract 3,370 feet from the reported elevation. For example, 3,518.08 feet minus 3,370 equals 148.08 feet.
  3. Check the power margin. Subtract 3,490 feet. This tells you how much elevation remains before current hydropower generation bottoms out.
  4. Compare the result with 3,525 feet. Being below the DROA target does not mean the lake is at dead pool; it means the management buffer is not fully maintained.
  5. Read storage and inflow together. Storage in million acre-feet and percentage of live capacity show volume, while inflow shows how quickly conditions are replenishing or draining the reservoir.
  6. Look for release assumptions in forecasts. A projected elevation without its assumed release volume can be misleading. Reclamation’s 2027 scenarios demonstrate how a 1.0-million-acre-foot difference in modeled release changes the projected level.

Elevation and storage should not be compared as if they move in lockstep. The lake basin widens and narrows at different heights, so the same number of feet can represent different volumes of water at different elevations.

A short history of the recent low-level concern

On January 12, 2023, Reclamation said Lake Powell’s elevation was expected to fall to a post-filled all-time low below 3,522.24 feet before the end of that month. That statement is historical context, not the current elevation or a new threshold. It illustrates why the 3,525-foot DROA target is watched closely: a few feet can determine whether the lake is above or below a management reference while still remaining far above true dead pool.

Common mistakes when discussing dead pool

  • Calling 3,490 feet “dead pool.” That is minimum power pool, the lower limit for current hydropower generation.
  • Assuming 3,525 feet is a physical cutoff. It is a drought-response target with a 35-foot buffer above minimum power pool.
  • Treating 148 feet as a storage percentage. It is a vertical elevation margin, while 5.16 million acre-feet and 22% describe live storage.
  • Using a provisional reading as the official operating number. USGS identified its October 14 value as provisional and directed readers to Reclamation for official lake-elevation data.
  • Reading a modeled scenario as a guarantee. Reclamation’s 3,540.65- and 3,525.48-foot values depend on assumed release volumes and future hydrology.
  • Assuming a low lake level has only one consequence. Hydropower loss occurs at 3,490 feet; the inability to pass excess stored water is associated with the much lower 3,370-foot dead pool.

What to watch next

The most useful indicators are the daily Reclamation elevation, live storage, current inflow, planned release volume and the latest 24-Month Study projections. A lake at 3,518.08 feet is not close to the 3,370-foot dead-pool threshold in the simple vertical sense, but it is below the 3,525-foot drought-response target and only about 28 feet above the current minimum power pool. Those different margins explain why water managers monitor Lake Powell well before it approaches true dead pool.
