INWIT (Infrastrutture Wireless Italiane S.p.A.) is an Italian telecom-tower and digital-infrastructure company. It does not sell mobile phone plans to consumers. Instead, it owns or manages sites where mobile operators install radio equipment, then charges for access to the site, the usable tower capacity and supporting services such as power, monitoring, security and maintenance. Because several operators can share one site, a tower company can increase revenue without building a separate tower for every customer.

INWIT has extended that model into indoor coverage through distributed antenna systems (DAS), small cells and related infrastructure. Its FY2025 figures show the model at scale: 25.7 thousand sites, 60.9 thousand points of presence (PoPs), an average tenancy ratio of 2.38 operators per site, €1,077.2 million in revenue and €785.9 million in EBITDAaL.

What INWIT does

INWIT builds and manages the physical infrastructure that telecommunications operators need to connect mobile customers. A site may include a tower or other supporting structure, equipment shelters, electrical systems, access arrangements and the land or building space required for radio equipment. The operator supplies and operates much of the active network equipment; INWIT provides the host environment and keeps that environment available.

That makes INWIT a business-to-business infrastructure provider rather than a retail network operator. A consumer normally interacts with a mobile operator, while the mobile operator may have a long-term hosting agreement with INWIT for thousands of locations.

INWIT was created in 2015 through the spin-off of Telecom Italia’s tower business. It expanded substantially when Vodafone Towers was merged into the company in 2020. INWIT’s 2025 corporate-governance description says its core activity is building and managing structures that house radio-transmission equipment, mainly for telecommunications operators.

How a telecom-tower company makes money

The basic transaction is site hosting: an operator pays to place and run network equipment at a strategically useful location. The contract normally combines recurring access charges with services needed to keep the installation operating.

1. Site and electromagnetic-space access

A tower company rents the physical location and the portion of the structure needed for antennas, radio units, cables and related equipment. It also manages the electromagnetic space and engineering constraints that determine how much equipment can be installed safely and without harmful interference. Charges reflect the location, structural capacity, equipment footprint and contractual rights.

2. Power and environmental services

Radio equipment requires electricity and, at many sites, conditioning or cooling. INWIT’s disclosed master-service-agreement (MSA) service lists include power and conditioning, ancillary electricity supply, and measurement of available physical and electromagnetic space. These are services identified in its agreements with major customers, not a universal package offered identically by every tower company.

3. Monitoring, security and maintenance

Customers also pay for operational services. INWIT’s disclosed lists include infrastructure monitoring and security, management and maintenance, and measurement and monitoring of physical and electromagnetic space. The tower owner can coordinate inspections, repairs, access control, alarms and compliance work so that each operator does not have to duplicate those functions at every location.

4. Additional tenants and equipment

The most important operating leverage comes from sharing. Once a site, lease and basic power systems are in place, adding another operator or another network presence often costs less than creating an entirely new site. The additional customer still pays a recurring hosting charge, so higher occupancy can raise revenue faster than site-related costs.

Revenue lever What the customer is paying for Why it matters
Hosting Physical and electromagnetic space for radio equipment Creates recurring access revenue tied to strategic locations
Power and conditioning Electricity, conditioning and related supply Supports reliable operation and can generate service revenue
Operations Monitoring, security, management and maintenance Moves routine site work from operators to the infrastructure provider
Colocation Additional operators or network presences on an existing site Improves utilization of an already-built asset
Indoor infrastructure DAS, small cells, repeaters and associated indoor systems Extends the model to venues and buildings where outdoor towers are insufficient

Why mobile operators share towers

Building a separate structure for every operator would consume more land, materials, permits, capital and time. A shared site lets operators reach the same geographic area while splitting the cost of the passive infrastructure. It can also make network expansion faster because a suitable structure and power connection already exist.

Sharing does not mean that all operators use identical equipment or provide the same service. Each tenant generally controls its own radio technology, spectrum, capacity planning and customer relationship. The tower company supplies the common physical platform and coordinates the constraints that affect all tenants.

INWIT’s corporate-governance report describes the resource argument this way: “Sharing infrastructure means saving land and material resources, limiting the construction of additional digital infrastructure and maximising use of the existing capacity.” The practical economic version is that one well-located asset can support multiple recurring contracts.

INWIT’s scale at the end of FY2025

INWIT reported the following company-specific figures for the financial year ended in 2025, with results published in 2026:

Measure FY2025 figure How to read it
Sites 25.7 thousand Locations hosting telecom infrastructure
Points of presence (PoPs) 60.9 thousand Network presences installed across those sites
Average tenancy ratio 2.38 operators per site Average operator presence, not a guarantee that every site has the same number of tenants
Revenue €1,077.2 million Up 4.0% from €1,036.0 million in 2024
EBITDAaL €785.9 million Up 4.8%; 73.0% of revenue after lease costs
Recurring free cash flow €633.5 million Up 2.0% year on year
SC/DAS remote units 12.0 thousand Remote units connected with small-cell and distributed-antenna activities

The tenancy ratio rose from 2.32 at the end of 2024 to 2.38 in FY2025. INWIT also said that higher PoPs among major customers helped fourth-quarter revenue growth. These figures describe INWIT, not an industry-wide average; there is no established universal tenancy ratio or revenue-per-tower benchmark that can be applied to every tower company.

An April 2026 integrated-report overview described approximately 26,000 towers and presence in at least 84% of Italian municipalities. It said approximately 750 new sites were constructed during 2025. INWIT’s financial-results release rounded the year’s expansion to approximately 800 new towers. The two descriptions use different rounding and reporting contexts, so neither should be presented as a precise count beyond its stated source.

Indoor coverage: DAS, small cells and repeaters

Outdoor macro towers do not solve every coverage problem. Thick walls, underground areas, large crowds and the geometry of buildings can weaken signals inside venues. A distributed antenna system (DAS) uses a network of indoor antennas and remote units connected to shared radio sources. Small cells provide localized radio coverage, while repeaters extend an existing signal where appropriate.

INWIT said it had around 800 active DAS coverage locations by the end of 2025. Its July 2026 outlook described more than 850. These locations can include high-traffic buildings and other environments where several operators need indoor service. The customer pays for the infrastructure and operational support, while the mobile operator remains responsible for its network service and subscribers.

What drives costs and cash flow

Tower ownership is not cost-free. Companies commonly pay for land leases, access rights, electricity, repairs, insurance, permits, security, staff and network upgrades. New sites require capital expenditure, and operators may request stronger structures, more power or additional equipment as traffic grows.

Lease costs are especially important because a site can be physically owned while the land is rented. INWIT reports EBITDAaL, or EBITDA after leases, to show operating performance after those recurring property costs. In FY2025, EBITDAaL was €785.9 million, equal to a 73.0% margin on revenue. That is a useful measure for understanding INWIT’s economics, but it is not a sector-wide margin.

Recurring free cash flow is the cash left after recurring operating needs and investment as defined by the company. INWIT reported €633.5 million for FY2025. Cash generation can fund debt service, dividends, acquisitions or new construction, but it can fall when investment accelerates or operating conditions weaken.

Contract structure and customer concentration

Large tower companies often rely on long-term MSAs with major mobile operators. A long contract can make revenue more predictable and support financing for new sites, but it also creates concentration risk: losing or renegotiating one anchor customer can affect many locations at once.

INWIT’s disclosed TIM MSA service list covers sites available to that customer. Its Vodafone MSA provides the same listed services on sites available to INWIT. Those examples show how a contract can bundle hosting and operational services, but they do not establish that every customer or tower company uses identical terms, prices or renewal provisions.

INWIT’s 2026 conditions and MSA dispute

INWIT’s July 2026 results release said the Italian telecom market was experiencing intense competition and limited cash generation, weighing on digital-infrastructure investment. The company also said it received notices of termination of its MSAs in March 2026. INWIT maintains that the agreements remain valid and effective through 2038. That is the company’s stated position while legal proceedings continue, not a neutral legal determination.

For the second quarter of 2026, INWIT reported revenue of €267.0 million, down 0.8% year on year; EBITDAaL of €190.9 million, down 2.8%; and recurring free cash flow of €123.9 million, down 21.6%. The company attributed the results to a slowdown in earnings and investment and to uncertainty surrounding the MSAs.

INWIT’s 2026 guidance was a revenue range of €1,050 million to €1,090 million, an approximately 90% EBITDA margin, an approximately 72% EBITDAaL margin and €550 million to €590 million of recurring free cash flow. These are forecasts, not achieved results. Its medium-term baseline outlook described low-single-digit annual revenue growth and about €200 million of annual capital expenditure, including land acquisitions.

“THE Q2 RESULTS REFLECT THE CURRENT INDUSTRIAL SCENARIO WITH A SLOWDOWN IN EARNINGS AND INVESTMENTS; THE RESULTS ARE IN LINE WITH THE GUIDANCE WHICH ENVISAGES A RETURN TO BUSINESS GROWTH IN 2027.” — Diego Galli, General Manager, INWIT Q2 2026 results release

How to evaluate a tower company

Readers comparing infrastructure providers should separate operating scale from profitability and contract risk. The most useful questions are:

  • How many sites and PoPs does it operate? Site count shows physical reach; PoPs show how intensively those sites are used.
  • What is the tenancy ratio? A higher ratio can indicate better asset utilization, but definitions and site mixes must be comparable.
  • Who owns the land? A lease-heavy portfolio may have different recurring costs and renewal exposure from a portfolio on owned land.
  • Which margin is being reported? EBITDA, EBITDAaL and cash flow answer different questions. Lease costs and capital expenditure should not be ignored.
  • How concentrated are customers? Long contracts help visibility, while dependence on a few anchor tenants increases exposure to disputes or network-sharing changes.
  • How much capital is required? New sites, land purchases, power upgrades and indoor systems can reduce near-term free cash flow even when long-term demand is healthy.
  • What services are included? A company focused on macro towers has a different mix from one that also operates DAS, small cells and repeaters.

The practical answer: where the money comes from

Telecom tower companies make money by turning scarce, well-located infrastructure into recurring capacity. They acquire or build a site, secure the necessary land and permits, install power and support systems, and contract with operators that need coverage in that location. Each additional tenant or network presence can add revenue to the same underlying asset. Operations, electricity, monitoring, security and maintenance add service income, while DAS and small cells open indoor and high-density markets.

INWIT illustrates both the strength and the limits of that model. Its FY2025 scale and 73.0% EBITDAaL margin show the potential for recurring, shared infrastructure economics. Its 2026 slowdown and disputed MSAs show why investors and readers must also examine customer concentration, contract enforceability, lease obligations, investment needs and the health of the mobile operators that ultimately pay the bills.
