Interchange is a card-network fee paid by the acquiring side of a transaction to the card issuer. The acquirer usually passes that expense to the merchant—in this case, a government agency or its payment program—so it becomes part of the cost of accepting cards. A government may absorb that cost, recover it through a separate convenience fee, or use a combination of payment channels. Interchange is only one component of card acceptance expense; network assessments, processor or acquirer charges, and payer-facing fees are separate.
For U.S. government payments, there is no single universal interchange rate or fee-allocation rule. Federal debit regulations cover only eligible transactions, Treasury programs use their own arrangements, and tax payments made through IRS-approved processors display a separate fee to the taxpayer. Understanding those distinctions explains why paying a public charge by card can cost more than paying by ACH, and why the amount shown to a taxpayer may not be the amount received by the government.
What interchange is
When a person presents a credit or debit card, four participants are involved:
Free tools Windows power users keep installed
One-click scans. No signup required.
- The cardholder authorizes the payment.
- The merchant or government agency accepts the card.
- The acquirer or acquiring processor provides the merchant-side account and submits the transaction into the card system.
- The issuing bank provided the card to the customer.
The card network routes authorization messages and later coordinates clearing and settlement. Interchange is the amount the issuer receives through that system. The acquirer generally includes it in the merchant’s overall card-acceptance bill or passes it through as a line item.

That flow is different from a network fee. Network fees pay for operating and connecting the card network; processor and acquirer charges pay for services such as gateway access, authorization handling, risk controls, and settlement. A payer-facing “convenience fee” is another layer: it is charged directly to the person making the payment and may be set by a processor under an agency’s agreement. Seeing one percentage on a receipt does not identify every cost in the transaction.
How a government card payment moves through the system
- Authorization: the agency’s payment page or terminal sends the card details through its processor and network to the issuing bank, which approves or declines the transaction.
- Clearing: approved transactions are submitted for calculation of the amounts owed among the issuer, network, acquirer, and government program.
- Settlement: funds are transferred to the government recipient, while interchange and other charges are allocated among the participants.
The Treasury Fiscal Service’s “How CAS Works” description uses this authorization, clearing, and settlement model. Treasury’s Card Acquiring Service (CAS) supplies card-acceptance capabilities for federal agencies, and Treasury says most federal agencies that accept credit or debit cards must use CAS. That federal arrangement is a concrete example, not proof that every state, county, city, court, or public utility handles fees the same way.
Why government payment costs vary
The cost depends on more than whether a card was used. Decision-makers must identify the payment type, transaction amount, legal coverage, and who is contractually responsible for the charge.

Credit-card interchange is commonly assessed as a percentage that varies by card type, brand, transaction conditions, and acceptance channel. Debit pricing can also vary, but eligible debit transactions may fall under the federal Regulation II framework described below. A debit transaction that is exempt from that framework is not automatically subject to the same rate as a covered transaction.
Percentage pricing versus per-transaction pricing
A percentage fee grows with the payment amount. A flat fee has the opposite profile: it is proportionally expensive for a small payment and relatively inexpensive for a large one. ACH and wire transfers are often discussed in per-transaction terms, so comparing them with a card percentage requires using the actual payment amount.

Who bears the expense
An agency or shared government acquiring program can absorb the card cost in its operating budget. Alternatively, an approved processor can charge the payer a separate convenience fee. The taxpayer-facing fee is not necessarily interchange, and the government may not receive any portion of it.
What Treasury reported about federal card costs
The Bureau of the Fiscal Service’s Winter 2022 Collections Chronicle newsletter reported that interchange expenses were borne by the Card Acquiring Service program and assessed as a rate of the transaction amount. It gave the following historical comparison:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Item | Figure reported | How to interpret it |
|---|---|---|
| Interchange range | 1.9%–3.0% | Reported range depending on credit-card type and brand; from the Winter 2022 newsletter, not a current universal price. |
| Average interchange rate | 2.13% in FY21 | Treasury historical average for that fiscal year, not a promise of today’s rate. |
| ACH settlement unit cost | Well under $1 per transaction | Treasury’s historical unit-cost description; exact agency and channel costs can differ. |
| Wire transfer cost | About $3 per transaction | Historical Treasury comparison, not a quoted price for every wire service. |
For example, applying the reported 2.13% solely as an illustration, a $5,000 card payment would produce $106.50 in interchange. That arithmetic does not establish that a present-day agency will pay $106.50, because the rate, card category, contract, and fee allocation may have changed.
Treasury’s wording is specific: “Credit card transactions incur interchange expenses which are borne by the Card Acquiring Service (CAS) program and are assessed as a rate of the transaction amount.” It describes the CAS program discussed in that newsletter; it is not a rule assigning every government card expense to every government program.
What Regulation II covers—and what it does not
Federal Reserve Regulation II implements debit-card interchange-fee and routing requirements. For a covered electronic debit transaction, the standard issuer fee is 21 cents plus five basis points (0.05%) of the transaction value, with a possible one-cent fraud-prevention adjustment for an eligible issuer.

The regulation does not cap credit-card interchange. It also does not cap every debit transaction or the total cost a government pays for card acceptance. Exemptions include certain small issuers and certain government-administered payment-card programs and reloadable general-use prepaid transactions. Whether a particular government card fits an exemption requires examining the program and the parties involved.

Federal Reserve, Regulation II, § 235.3(a)
Regulation II also requires at least two unaffiliated debit networks on a covered card and protects a merchant’s ability to choose among the enabled networks. Routing choice can affect the network component of expense, but it does not turn the regulation into a cap on the entire merchant bill.
Who pays when you pay federal taxes by card?
The IRS tax-payment model makes the payer’s responsibility visible. The taxpayer chooses an IRS-approved third-party processor and pays that processor’s card service fee. The IRS states that no part of the card service fee goes to the IRS.
| Processor shown on the IRS payment page | Debit-card fee | Credit-card fee |
|---|---|---|
| Pay1040 | $2.15 | 1.75% of the payment, with a $2.50 minimum |
| ACI Payments | $2.10 | 1.85% of the payment, with a $2.50 minimum |
These are the schedules displayed on the IRS page at publication time. Processor fees can change, so a taxpayer should confirm the amount on the IRS payment page immediately before submitting a payment. The listed fee is a convenience or service charge paid to the processor; it should not be described as the IRS’s interchange rate.

How the minimum changes a small payment
Using the displayed Pay1040 schedule as an example, 1.75% of a $100 credit-card payment is $1.75, but the $2.50 minimum applies. On a $1,000 payment, 1.75% is $17.50, which exceeds the minimum. Under the displayed ACI schedule, 1.85% of $100 is also below the $2.50 minimum, while 1.85% of $1,000 is $18.50. These calculations explain why the effective percentage is higher on small tax payments.
How card costs compare with ACH and wire payments
The right comparison uses both the fee formula and the payment’s purpose. A card may provide immediate authorization and familiar dispute processes, while ACH may be cheaper per transaction but have different settlement timing and return rules. A wire can be useful for urgent or high-value transfers but may carry a flat charge.
| Payment method | Typical cost structure in the cited federal material | Questions to ask |
|---|---|---|
| Credit card | Usually a percentage-based interchange component plus network and processing costs; a payer fee may be added. | Is the agency absorbing the expense? Is a separate convenience fee shown? Which card category and channel apply? |
| Debit card | May be covered by Regulation II or exempt; other processing and network charges still apply. | Is the transaction legally covered? Which debit networks are enabled, and who controls routing? |
| ACH | Often priced per transaction; Treasury’s Winter 2022 comparison said settlement unit costs were well under $1. | Is ACH available for this agency and payment type? What are the delivery date, cutoff, and return rules? |
| Wire | Often priced per transaction; Treasury cited about $3 in its historical comparison. | Is the wire necessary for speed or value, and are bank or agency charges added? |
Those figures are not interchangeable quotations. Treasury’s card, ACH, and wire numbers came from a Winter 2022 publication and include FY21 data; an agency’s present contract can produce different amounts.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What agencies should disclose and offer
Agencies should describe the total amount the payer will be charged, identify any convenience fee separately from the underlying obligation, and state when funds are considered received. A fee that is absorbed by the program is an internal cost; a fee collected from the payer should be visible before confirmation.
The Treasury Financial Manual, Chapter 7000, says agencies accepting card-not-present payments should offer another electronic payment option where possible. That does not require every agency to provide ACH for every transaction, but it establishes a practical design principle: a payer should have an electronic alternative when the agency can provide one.

Checklist for a government payment program
- Classify each channel as credit, debit, ACH, wire, or another method.
- Determine whether the debit program is covered or exempt under Regulation II.
- Separate interchange, network assessments, acquirer or processor charges, and any payer-facing fee in accounting and public disclosures.
- Document whether CAS, the agency, a contractor, or the payer bears each component.
- Publish the current fee and settlement timing before payment confirmation.
- Provide another electronic method for card-not-present payments where feasible.
- Review rates and contracts periodically rather than relying on a historical percentage.
How to read published card-cost statistics
The Federal Reserve’s report on 2023 debit interchange fees provides useful system-wide context but is not a government-merchant price list. It reported $34.12 billion in total interchange fees across debit and general-use prepaid transactions in 2023. For covered transactions, the average interchange fee was $0.22 for dual-message debit and $0.24 for single-message debit.
The same report gave covered issuers an average authorization, clearing, and settlement cost of $0.041 per transaction, excluding issuer fraud losses. That issuer-side operating cost cannot be substituted for a government’s total processing cost: it omits the merchant-side acquirer, network, processor, equipment, compliance, and program expenses.
Common mistakes when estimating government card costs
Calling every card fee “interchange”
A receipt may show one combined amount, but interchange, network fees, processor charges, and a convenience fee have different recipients and legal treatment. Ask for the fee breakdown before comparing channels.
Applying the debit rule to credit cards
The 21-cent-plus-five-basis-points standard belongs to covered electronic debit transactions. It is not a credit-card cap and is not automatically applicable to an exempt government-administered card.
Treating a Treasury historical average as a current quote
The 1.9%–3.0% range and 2.13% FY21 average are valuable for understanding scale, but they came from the Winter 2022 newsletter. Contracts, card mix, and network pricing can change.
Assuming the payer’s tax fee goes to the IRS
The IRS says the card service fee is paid to the third-party processor and that no part goes to the IRS. The agency’s tax obligation and the processor’s convenience fee are separate amounts.
Comparing percentages without considering payment size
A $2.50 minimum can dominate a small credit-card payment, while a percentage charge becomes much larger in dollars on a high-value payment. Compare the actual dollar amount, not just the advertised rate.
Bottom line for payers and program managers
Interchange affects government payment costs because card acceptance transfers value to the issuing bank and adds expenses beyond the amount being collected. The financial impact depends on card type, transaction size, legal coverage, processing contract, and whether the agency or payer bears the charge. For a specific payment, use the agency’s current fee disclosure and compare it with the available ACH or wire option; for a government program, account for every component separately instead of treating one interchange percentage as the complete cost.
