The U.S.–India trade negotiations are stalled because the two governments have not resolved agricultural access, India’s purchases of Russian oil and the final tariff treatment that could follow an unfinished U.S. Section 301 investigation. India’s Finance Minister Nirmala Sitharaman said on 5 October 2026 that further concessions would be difficult and described the talks as having reached a “plateau”; U.S. Trade Representative Jamieson Greer said an agreement was not “imminent.”
The three disputes blocking an agreement
The negotiations cover more than ordinary tariff bargaining. Washington wants structural concessions from India, while New Delhi is trying to protect politically sensitive sectors and avoid new costs on its energy supply. The unresolved U.S. investigation adds uncertainty over the tariff number India would ultimately face.
Agricultural and dairy market access
The United States is seeking substantially better access for its farm exports. India’s agricultural policy is constrained by the livelihoods of millions of farmers and by the political sensitivity of food staples and dairy. Opening those markets can expose domestic producers to lower-priced imports, making the issue harder for New Delhi to concede than a tariff on a manufactured component.

Indian officials have nevertheless emphasized that sensitive staples and dairy would remain protected. The disagreement is therefore about both the size of tariff cuts and which product lines are exempt from them.

Russian oil, sanctions pressure and tariff risk
U.S. trade pressure is linked to India’s purchases of Russian crude. A U.S. executive order says officials may recommend reinstating an additional 25% duty if India resumes importing Russian oil, either directly or indirectly.
India faces a direct economic trade-off. Cutting Russian crude purchases could increase fuel costs or put pressure on government finances if more expensive supplies must be subsidized. Continuing those purchases, however, creates the risk of higher duties on Indian exports to the U.S. market. Until the oil condition is settled, even a tariff agreement could carry a snapback risk that businesses cannot price confidently.

The unfinished Section 301 investigation
Washington has not completed a Section 301 investigation into alleged excess industrial capacity. Section 301 is the U.S. process used to examine whether another country’s policies or practices burden American commerce and, if findings support action, to consider trade remedies.

Because the investigation is unfinished, India cannot know the final tariff treatment that could apply to its goods. That uncertainty makes it difficult to close a larger agreement: negotiators would be asking India to accept market-opening commitments without knowing whether a later U.S. decision could add another layer of duties.

What the February 2026 framework actually promised
The White House joint statement specified that the United States “will apply a reciprocal tariff rate of 18 percent” on originating goods of India. The accompanying fact sheet described a path toward removing reciprocal tariffs on a wide range of goods if an interim agreement succeeded, while India would eliminate or reduce tariffs on U.S. industrial goods and a broad range of agricultural products.
Those documents describe framework commitments, not a completed comprehensive treaty. They set negotiating parameters and intended outcomes, but they do not settle every product exclusion, the Russian-oil condition, the Section 301 exposure or the legal timetable for implementation. The October statements from both governments indicate that the remaining details are substantial enough to keep the deal from being finalized.

What tariff will Indian goods face in the United States?
The only specific reciprocal rate identified in the February framework is 18% for originating Indian goods. It should not be read as proof that a final, comprehensive agreement is already in force. The eventual treatment depends on whether the interim framework is completed, which products receive exemptions and what follows from the Section 301 investigation.
A separate risk applies to Russian oil: under the U.S. executive order, an additional 25% duty could be recommended if India resumes direct or indirect imports. That is a conditional measure, not a universal tariff currently established for every Indian product.

Why the delay matters to both economies
The dispute is significant because the United States is a major destination for Indian goods and because India runs a large surplus in that trade. Reuters reported the following figures for 2026:

For Indian exporters, an unresolved tariff schedule affects contracts, investment and decisions about where to source inputs. For U.S. companies, India’s market of more than 1.4 billion people is a major commercial opportunity, but access depends on whether New Delhi can make politically acceptable concessions.
What could break the deadlock
- A narrower agricultural package: negotiators could agree on tariff cuts for the products listed in the framework while preserving India’s protections for sensitive staples and dairy.
- A clear Russian-oil formula: the two sides would need to define what purchases trigger the possible 25% duty and how tariff relief would be restored if India changes its import policy.
- Resolution of the Section 301 probe: completing the investigation would give India a clearer view of its ultimate U.S. tariff exposure.
- A legally settled implementation plan: the interim framework would need product schedules, exemptions and enforcement terms rather than only broad commitments.
Until those questions are answered, the February framework remains a negotiating foundation rather than a finished trade deal. The October 2026 “plateau” statements reflect that gap: the headline 18% rate and proposed market openings are known, but the protections, conditions and legal commitments that would make them durable are not.
