HAFNIUM is a threat-actor label associated with the 2021 attacks on on-premises Microsoft Exchange servers. The attacks exploited a group of vulnerabilities known as ProxyLogon; CISA’s analysis also documented China Chopper web-shell code in altered Exchange configuration. Together, the advisories describe how a vulnerable server could be accessed, used to run code, and potentially used to reach mailboxes, files, credentials, or a wider enterprise network. They do not establish the security status of any Exchange installation today.
What HAFNIUM refers to
In the evidence covered here, HAFNIUM is an actor or family label associated with artifacts from the 2021 Exchange attacks. CISA’s technical analysis supports that association; it does not provide a complete biography or attribution history for the actor.
The incidents at issue involved on-premises Microsoft Exchange servers. The cited advisories do not establish that the same vulnerability chain applies to cloud-hosted services, so the two should not be treated as interchangeable in this context.
What ProxyLogon means
ProxyLogon is the name used in a joint advisory for four Exchange vulnerabilities: CVE-2021-26855, CVE-2021-26858, CVE-2021-26857, and CVE-2021-27065. The advisory describes their combined exploitation as potentially allowing an unauthenticated actor to execute code and gain persistent access to Exchange files and mailboxes, as well as credentials stored on servers. The cited material names the vulnerabilities and combined impact but does not provide enough detail to safely compare each CVE’s individual mechanics.

That distinction matters: the reported risk was not simply that a web application bug might expose data. CISA warned that successful exploitation could expose on-premises servers, enable persistence, and support control of an enterprise network.

A web shell is a malicious script or web-accessible component that lets an operator interact with a compromised web server and run code. In CISA’s Exchange analysis, investigators examined a malicious alteration to Offline Address Book virtual directory configuration. Its ExternalUrl parameter carried China Chopper web-shell code that could allow dynamic JavaScript execution on the compromised server.

This example shows why web-shell artifacts matter: they can provide continued interaction after an initial compromise. It is a specific configuration finding from CISA’s analysis, not evidence that every HAFNIUM-associated intrusion used that precise method.

The joint advisory on routinely exploited vulnerabilities was published in 2022. These dates place the material in the context of historical activity; they are not a statement about current patch status or current threat conditions.
