El Niño is the warm phase of the El Niño–Southern Oscillation (ENSO), a recurring ocean–atmosphere pattern in the tropical Pacific. During an El Niño, sea-surface temperatures become warmer than average in the central and east-central equatorial Pacific, easterly trade winds weaken, and the main zone of tropical rain and thunderstorms shifts eastward. Those changes reorganize pressure, winds and storm tracks across the Pacific, producing regional shifts in the odds of rain, drought, heat, storms and hurricanes.

It is not simply a patch of warm water and it does not dictate the weather in every place. El Niño changes seasonal probabilities. The same event can increase flood risk in one region while raising drought risk in another, and local conditions can still depart from the typical pattern.

What is El Niño?

NOAA’s Climate Prediction Center defines El Niño as the large-scale ocean–atmosphere climate phenomenon linked to periodic warming of sea-surface temperatures across the central and east-central equatorial Pacific, approximately between the date line and 120°W. Operationally, NOAA looks for a three-month average sea-surface-temperature departure above +0.5°C in the region from 5°N to 5°S and 170°W to 120°W.

The important point is that the ocean signal and the atmospheric response must work together. Warmer water changes evaporation and rising air; the resulting rainfall and pressure changes alter winds; those winds then redistribute warm water. This feedback is why El Niño is a coupled climate pattern rather than an isolated ocean-temperature anomaly.

El Niño is one phase of ENSO. La Niña is the cool phase, while neutral conditions occur when neither phase is established. NOAA describes ENSO as linked variations in equatorial Pacific sea-surface temperature, convective rainfall, surface pressure and atmospheric circulation.

How the Pacific changes during El Niño

Under normal conditions, easterly trade winds blow along the equator from the Americas toward Indonesia and Australia. They pile warm surface water in the western Pacific. In the eastern Pacific, those winds help pull cooler, nutrient-rich water upward from below through a process called upwelling.

El Niño disrupts that arrangement:

  1. Trade winds weaken. The easterly winds that normally push surface water westward lose strength, sometimes allowing westerly wind bursts.
  2. Warm water moves east. A pulse of warm subsurface water travels toward the central and eastern equatorial Pacific, raising surface temperatures there.
  3. The thermocline deepens in the east. The boundary separating warm surface water from colder deep water lies farther below the surface, so normal cold-water upwelling is reduced.
  4. Evaporation and rising air shift east. The greatest supply of heat and moisture moves away from Indonesia toward the central and eastern Pacific.
  5. Rainfall follows the heat. Tropical convection and heavy rain become more common over the central and eastern equatorial Pacific, while Indonesia, the western Pacific and northern Australia tend to become drier.
  6. The Walker circulation weakens. Pressure differences and the east–west overturning circulation across the equatorial Pacific change along with the rainfall pattern.

In NOAA’s description of a typical event, east-central Pacific surface temperatures are about 1.5–2.5°C above average, while subsurface temperatures near the thermocline are about 3–6°C above average. Those are characteristic values, not a requirement that every El Niño must reach.

How scientists identify and measure an event

Niño regions and sea-surface anomalies

Forecasters divide the equatorial Pacific into monitoring regions, including Niño-1+2 in the far eastern Pacific, Niño-3, and Niño-3.4 in the central Pacific. They calculate the difference between observed sea-surface temperature and a long-term average. A positive anomaly means warmer than that reference average; a negative anomaly means cooler.

The traditional operational threshold uses a three-month average above +0.5°C in the Niño-3.4 area, together with evidence that the atmosphere is responding. Looking at several overlapping three-month periods helps distinguish a sustained event from a short-lived warm spell.

Relative Oceanic Niño Index (RONI)

NOAA moved to operational use of the Relative Oceanic Niño Index (RONI) on 1 February 2026. RONI adjusts the conventional Oceanic Niño Index by accounting for sea-surface-temperature departures across the tropical mean. That makes the index less dependent on whichever 30-year baseline is selected. When comparing forecasts or historical events, check which index and baseline are being used.

Other observations

Scientists combine measurements rather than relying on one thermometer. NOAA’s monitoring system uses satellites, moored and drifting buoys, sea-level analyses, expendable ocean probes and computer models. These observations track surface temperature, subsurface heat, winds, pressure, rainfall and the depth of the thermocline.

How often does El Niño occur, and how long does it last?

El Niño episodes typically recur every three to five years, but the historical interval has ranged from two to seven years. They are not perfectly periodic, so a calendar-based prediction is impossible.

An event commonly lasts nine to 12 months. It often develops from March through June, reaches maximum strength between December and April, and weakens from May through July. Longer or unusually timed events can occur, so these months describe a common life cycle rather than a fixed schedule.

ENSO phase Equatorial Pacific water Trade winds Main tropical rainfall tendency
El Niño Warmer than average in the central and eastern Pacific Weaker easterlies More rain in the central/eastern Pacific; less over Indonesia and the western Pacific
Neutral No sustained warm or cool anomaly meeting phase criteria Near typical strength overall Closer to the long-term seasonal pattern, with normal variability
La Niña Cooler than average in the central and eastern Pacific Stronger easterlies More rain over Indonesia and the western Pacific; suppressed convection in the east

How El Niño affects Pacific Ocean weather

Central and eastern equatorial Pacific

More warm water at the surface supplies energy and moisture to the atmosphere. Thunderstorms and persistent tropical rain therefore shift eastward. Areas that are usually relatively dry can receive prolonged rain, while the western tropical Pacific can experience a marked reduction in rainfall.

Indonesia, northern Australia and the western Pacific

With the main rising branch of tropical circulation displaced east, sinking air becomes more prevalent over Indonesia, the western Pacific and northern Australia. The resulting suppression of cloud formation tends to favor dry conditions, heat and an elevated risk of drought and wildfire. The timing and severity still depend on local weather patterns and other climate influences.

Peru, Ecuador and coastal South America

Warm eastern Pacific water and enhanced convection can bring unusually heavy rain to Peru and Ecuador. NOAA notes that El Niño has been associated with record rainfall in Peru, Chile and Ecuador. Flooding, landslides and infrastructure damage are possible when intense rain falls on vulnerable terrain, but an El Niño declaration does not guarantee a flood in a particular city.

California and the Pacific Northwest

The altered tropical heating can produce an eastward dip or trough in the Eastern Pacific jet stream. Storms and moisture may be steered toward California and farther south than usual. During a very strong event, the average storm track can extend to Southern California, increasing the seasonal odds of above-normal rain and episodes of flash flooding or debris flows.

The Pacific Northwest often trends drier during the same winter pattern. These are broad seasonal tendencies: a wet California winter can still include dry weeks, and a single storm cannot be attributed to El Niño solely from its track.

The southern and northern United States

In Northern Hemisphere winter, the southern United States—from central California across to Florida and up the East Coast—tends toward wetter and cooler conditions. The northern tier through the Great Lakes more often trends warmer and drier. The pattern is strongest when the event is well established, but its expression varies with the event’s strength, timing and interactions with other atmospheric patterns.

Hurricanes

El Niño can increase hurricane activity in the central and eastern Pacific while suppressing Atlantic hurricane formation. Changes in upper-level winds and vertical wind shear help explain that contrast. The direction and size of the effect depend on the season and on how strong and well positioned the El Niño circulation is; it is not a promise of a specific number of storms.

What El Niño does not tell you

  • It is not a local forecast. A seasonal tendency cannot predict whether your town will receive rain on a particular day.
  • It is not globally uniform. One side of the Pacific may face drought while another faces flooding.
  • It is not perfectly symmetrical with La Niña. The cool phase often produces broadly opposite patterns, but geography, season and event strength alter the response.
  • It is not a single temperature threshold alone. Forecasters also assess atmospheric pressure, winds, rainfall and persistence.

Current status: October 2026

NOAA CPC’s ENSO Diagnostic Discussion issued on 8 October 2026 said El Niño was strengthening. It judged that a strong-to-very-strong event was likely through January–March 2027, with the probability remaining above 83%. For a historic-strength event—defined in that discussion as a three-month RONI of at least +2.5°C—the probabilities were 54% for September–November, 83% for October–December and 70% for November–January.

The advisory reported a Niño-3.4 anomaly of +2.1°C, Niño-3 at +3.0°C and Niño-1+2 at +3.9°C during the referenced month. Parts of the eastern equatorial Pacific exceeded +4.0°C. Those numbers describe that dated advisory, not permanent characteristics of the event. NOAA scheduled its next diagnostic discussion for 12 November 2026, so any later decision should use the newer bulletin rather than carry forward the October probabilities.

How to use an El Niño outlook responsibly

  1. Start with the date. ENSO conditions can change rapidly; identify the issue date of the bulletin.
  2. Check the phase and index. Confirm whether the outlook uses RONI, the traditional Oceanic Niño Index or another measure.
  3. Read the season and region. “Wetter during winter” means a seasonal shift in odds, not continuous rain everywhere.
  4. Look for confidence and alternatives. Forecast probabilities express uncertainty. A 60% outcome still leaves substantial room for other conditions.
  5. Combine the outlook with local forecasts. Use national and regional weather services for decisions involving floods, heat, storms, water management or travel.

Why the same El Niño can produce different outcomes

Event strength matters, but location matters too. A warm anomaly concentrated near the central Pacific can produce a different jet-stream response from one concentrated farther east. Timing also matters: an event that peaks before winter affects seasonal circulation differently from one that strengthens later. Local topography, soil moisture, snow cover and shorter-lived weather systems then shape the result on the ground.

That is why NOAA cautions that even very strong El Niño events do not produce their expected impacts everywhere. The scientifically useful statement is that El Niño shifts probabilities for defined regions and seasons.

What to remember

El Niño is a recurring, coupled ocean–atmosphere pattern in which central and eastern equatorial Pacific waters warm, trade winds weaken and tropical rainfall shifts east. The resulting circulation changes can favor wet conditions in parts of the Americas and the southern United States, drier conditions in Indonesia and Australia, and altered hurricane odds across the Pacific and Atlantic. Treat every impact as a regional, seasonal tendency, check the date of the latest NOAA diagnostic, and use local forecasts for specific decisions.
