Digital public infrastructure (DPI) for agriculture is a set of reusable digital foundations—not a single farming app or database. It combines trusted identity, interoperable payments and secure data exchange with agriculture-specific systems such as farmer registries, land and crop records, and advisory-data services. Public agencies, banks, insurers, cooperatives and technology providers can connect to those foundations to deliver support, finance, market links and localized information. Results depend on interoperability, inclusive service design, accountable governance, privacy and cybersecurity; digitizing a process alone does not guarantee better farm outcomes.
What the term means
The World Bank defines DPI as foundational digital systems and platforms that enable secure, trusted interaction across society. Typical foundations include digital identity, online payments and systems for sharing data safely between authorized organizations. Because they are shared, multiple services can use the same underlying capability instead of each building a separate identity database or payment rail. The World Bank explains the concept at its DPI overview.
In agriculture, those general foundations are combined with sector-specific building blocks. A national identity service can establish who a person is, while an agriculture registry records that person’s farming activity. A payment network can transfer a subsidy, while agricultural data services determine which farmers or locations qualify and what information they need. The components remain distinct, but standards and governance let them work together.

A farmer registry therefore is not automatically the country’s identity system. It may use a foundational identity to verify a farmer while separately storing agricultural attributes such as land use, crops or production. Its practical value comes from accurate records and the ability to exchange permitted information with other systems.

How an agriculture DPI service works
The following is an illustrative service journey, not a universal national architecture. Countries choose different databases, agencies, laws and channels, but the logic shows how shared components fit together.
- Identify the participant. An eligible farmer is verified through an identity system. The identity check might occur online or through an assisted channel such as a government office, extension worker or authorized agent.
- Record agricultural context. An agriculture-specific registry links the verified person or household to relevant information—for example, farm location, land use, crops, livestock or participation in a program. The registry should collect only information needed for defined services.
- Obtain permission and apply legal rules. The farmer, an authorized representative or a lawful public authority determines what information may be shared, for which purpose and for how long. Consent is not a substitute for a legal basis where the law sets another basis, and people need a way to understand and challenge decisions.
- Exchange data through standards. Interoperable interfaces and common data definitions allow the agriculture registry to communicate with systems such as a social registry, payment network, weather-data service or advisory platform. Without shared standards, agencies may create expensive one-off connections that break when a system changes.
- Deliver the service. An agency or provider uses the connected systems to send a benefit, make a payment, assess eligibility, provide credit-related information or deliver advice tailored to a location or production activity.
- Maintain control and remedy errors. Governance rules determine who can access records, how access is logged, how inaccurate information is corrected and how a person appeals an eligibility or payment decision. Security monitoring and incident response continue after launch.
- Serve people who are not fully digital. The same service needs practical alternatives for people with limited connectivity, inaccessible devices, low literacy, language barriers, disabilities or concerns about digital systems. Human assistance and offline channels are part of the infrastructure’s design, not an afterthought.
Shared components can reduce duplicated registration and make it easier for different providers to build services. They do not remove the need for institutional coordination, trained staff, sustainable operations, reliable connectivity or clear accountability. The World Bank’s agriculture approach describes these dependencies in its agriculture DPI report.
What agriculture DPI can enable
Better targeting of agricultural support
When identity, household or farm information and program rules can be checked consistently, an agency may target input assistance, grants or extension services more accurately than with disconnected paper lists. A shared foundation can also help update records when a farmer changes location or production activity. This is a potential improvement, not proof that targeting will be fair: inaccurate data, exclusion rules or weak appeals can still deny support to eligible people.
Digital subsidies and financial services
Interoperable payments can send a subsidy directly to an eligible recipient and create a transaction record. The same rails may support access to credit or other financial products when providers receive the information they are legally permitted to use. Digital payment does not by itself make a product affordable, remove lending risk or ensure that a farmer has a nearby cash-out point.

Localized information and advice
Connections among location, weather and agricultural information can support advice that is more relevant than a generic message. For example, a service could combine a registered farm area with weather data and crop information to determine which guidance to send. The usefulness of that advice still depends on data quality, language, timing, network availability and whether the recommendation fits local practices.
Links between agriculture and social protection
Farmer registries describe agricultural activity, while social registries generally identify individuals or households that may qualify for support. Connecting them can help coordinate cash transfers, pensions, health insurance or job-training services with agricultural programs. On 25 April 2025, FAO reported that standards developed by the Digital Convergence Initiative, with FAO contributions, were available to guide this kind of integration. The standards address how the two registry types can exchange information without treating them as the same database.
Market and service connections
A shared identity and data layer can let authorized providers connect farmers with buyers, insurers, logistics, certification or extension services. The infrastructure does not create a functioning market on its own; competition, pricing, contract enforcement and local service capacity remain decisive.

What is a farmer registry?
A farmer registry is a maintained record of people, households, farms or agricultural enterprises and their relevant activities. Depending on national policy, fields may include identity references, farm location, land use, crops, livestock, production or participation in a support scheme. A registry can serve one program or become a reusable platform for several programs.

Its design should answer four practical questions:
- Which entity is being registered—a person, household, parcel, farm business or combination?
- Which fields are essential for a stated service, and which would create unnecessary privacy or maintenance burdens?
- How can farmers update records when land, crops or household circumstances change?
- Which other systems may use each field, under what authority, and with what notice or consent?
FAO’s interoperability guidance emphasizes that farmer registries and social registries have different purposes. Connecting them requires shared definitions, identifiers and exchange rules rather than simply copying one registry into another. FAO attributes this statement to Marco Knowles, FAO Senior Social Policy Officer and co-chair of the Digital Convergence Initiative:
“This milestone will help smallholder farmers, who are the backbone of agrifood systems, secure their right to social protection, which is especially important in the context of climate change and food crises,” says Marco Knowles, FAO Senior Social Policy Officer and co-chair of the DCI.

Digital public infrastructure versus digital public goods
The terms are related but not interchangeable. Digital public goods (DPGs) are open-source software, open data, open AI models, open standards or open content intended to advance sustainable development goals. DPI refers to the shared systems plus the institutional, technical and governance arrangements that make services operate at scale.

Safeguards that determine whether it helps farmers
Interoperability and open standards
Require documented identifiers, data definitions, exchange formats and application interfaces. Open standards reduce dependence on a single vendor and make it possible for a new provider to connect without rebuilding the entire system. Interoperability should be tested with real records and failure cases, not claimed merely because two databases exist.

Privacy, consent and purposeful data use
Publish what is collected, why it is needed, who can access it and how long it is retained. Give people understandable notices and practical ways to correct information or challenge an automated or administrative decision. A registry that can be reused for unlimited purposes without clear limits creates avoidable privacy and trust risks.
Inclusion and accessible alternatives
Measure who is missing from registration and service delivery. Consider women whose identity or land records may be held by others, tenants and informal producers, remote communities, people with disabilities and households sharing phones. Keep assisted, phone, paper or in-person routes where they are necessary, and design messages in local languages.
Security and resilience
Use least-privilege access, strong authentication for administrators, encryption appropriate to the risk, audit logs, backups, vulnerability management and an incident-response plan. Agriculture records can reveal household income, land location or commercial relationships, so a breach can cause financial or physical harm.

Name the institution responsible for data quality, technical operations and complaints. Farmers need a visible process to fix a wrong parcel, duplicate identity, failed payment or incorrect eligibility decision. Independent oversight is especially important when several ministries and private providers share data.

Long-term operating sustainability
Budget for connectivity, hosting, upgrades, field registration, help desks, security monitoring and data refresh—not just the initial platform. Clarify who pays and who owns the system if a donor project ends or a contractor changes. Concentration of service providers can reduce competition and create a single point of failure.

Before approving a registry, platform or integration, policymakers and practitioners can use this decision checklist:

Common misconceptions
- “DPI is one agriculture app.” It is a set of shared capabilities that many applications and agencies can reuse.
- “A farmer registry replaces national identity.” It normally complements identity by recording agricultural context.
- “Interoperability means everyone can see everything.” Proper interoperability is controlled exchange under defined permissions and rules.
- “More digitization automatically improves farming.” Outcomes still depend on prices, agronomy, infrastructure, institutions, trust and whether services reach people.
- “A digital public good is the same as DPI.” An open tool can be a component, but operating infrastructure also needs governance, security, funding and accountable service delivery.
The practical bottom line
Agriculture DPI is best understood as a public-interest foundation: verified identity, interoperable payments and governed data exchange connected to farmer registries and agricultural information. It can make support, finance, social protection and advice easier to coordinate, but only when records are accurate, systems interoperate and people retain meaningful control and access. The decisive question for any proposal is not how large the platform is; it is whether it delivers a clearly defined service safely, inclusively and sustainably.
