China’s digital yuan, or e-CNY, is digital fiat issued by the People’s Bank of China (PBOC), primarily designed as a digital form of cash. It aims to make payments more accessible and convenient, but its centralized issuance, wallet rules, and legal traceability also give public authorities a formal role in how the payment system is governed.
What the digital yuan is
The e-CNY is the digital form of China’s renminbi issued by the PBOC. The central bank positions it mainly as M0—the most liquid component of the money supply—and intends it to coexist with physical cash. Unlike a commercial-bank deposit, it is a central-bank liability. It is not a cryptocurrency issued by a private network. The PBOC describes it as legal tender subject to cash-related management rules and applicable anti-money-laundering and counter-terrorist-financing requirements. PBOC, “Progress of Research & Development of E-CNY in China” (2021); PBOC, “Analysis of the Policy Implications of the Positioning of e-CNY as M0” (2022).
Its operating model has two tiers: the PBOC issues and manages the currency, while authorized commercial banks and other institutions provide exchange and circulation services to the public. The official design combines value-based, quasi-account-based, and account-based forms, with a loose link to bank accounts. The PBOC describes the public-facing experience as a range of wallet types rather than a single account model.

How e-CNY is intended to empower users
The PBOC presents e-CNY as a way to support convenient, low-cost payments and broaden access, including for people who may not have a conventional bank account. Its design goals include account looseness, payment settlement, and multiple forms of wallets. These are stated aims; they do not establish that every user has experienced better access or lower costs.

Wallets and payment access
The PBOC white paper describes wallet categories with different balance and transaction limits. Official materials also discuss hardware wallets, including cards and wearables, intended to help people for whom smartphone use is inconvenient. These forms have appeared in pilot scenarios; the cited materials do not establish that every type is currently available to buy or use everywhere. Where pilots have been used
Pilot applications have included transport, retail, catering, utilities, government services, tax collection, and subsidies. Zhejiang’s regional report also describes transport-code use, public-payment applications, and hardware-wallet scenarios for elderly care. Those examples demonstrate trial use in varied settings, not universal merchant acceptance or a guarantee that a given service is available to every e-CNY user. What “managed anonymity” means for privacy
The PBOC calls e-CNY’s approach “managed anonymity,” summarized as “small-value anonymity, large-value traceability according to law.” That is not the same as unconditional, cash-like anonymity. Wallet tiers have different caps, and anti-money-laundering rules and risk-monitoring mechanisms apply. The PBOC policy article describes registration and reporting requirements for large-value or suspicious activity. PBOC white paper; PBOC policy analysis.

It also said it was working to improve institutional arrangements and explore rules to enhance personal-information protection. These are official descriptions and plans, not independent audits of how data access is handled in every case. The public materials cited here do not fully establish how each access decision works in practice.
Where state control enters the design
The PBOC sits at the center of issuance and lifecycle management; authorized institutions handle public-facing exchange and circulation; and wallet categories, limits, and compliance obligations shape use. Taken together, those features give public authorities a formal governance role in the payment infrastructure. The PBOC’s stated rationale is to protect monetary sovereignty, legal-tender integrity, security, and orderly circulation. The concentration of oversight is an implication of the official architecture, distinct from the regulator’s explanation for adopting it. PBOC policy analysis.
How e-CNY differs from cash and private payment apps
The distinction is clearest at the level of issuer and system design. Cash is physical renminbi; e-CNY is the PBOC’s digital form of fiat; private payment apps are services provided by commercial companies. The available official materials explain e-CNY’s design but do not provide a current, comprehensive comparison of private apps’ features, fees, acceptance, or consumer protections.

| Question | What the e-CNY sources establish | What remains case-specific or unestablished |
|---|---|---|
| Who issues it? | The PBOC issues e-CNY; authorized operators provide exchange and circulation services. | A full comparison of the liabilities and terms of individual private payment services. |
| Does it require a bank account? | The design includes loose account linkage and multiple wallet types. | Eligibility and access requirements for every wallet category or user. |
| How private is it? | The PBOC describes “managed anonymity,” tiered limits, and legal traceability and compliance controls. | How every data-access decision is implemented in practice. |
| Can it work offline or through hardware? | Official materials describe offline use cases and hardware-wallet forms in pilot contexts. | Current availability, compatibility, and acceptance in a particular location. |
| Where is it accepted, and what does it cost? | Pilot materials identify a range of trial applications. | A current comprehensive acceptance map, fee comparison, or app-by-app consumer-protection comparison. |
Accordingly, it is reasonable to distinguish e-CNY from an app-based payment service by its central-bank issuer and public-infrastructure role. It would be premature, based on these sources alone, to claim that it is universally accepted, always cheaper, or more private than a particular alternative.
What the adoption figures do—and do not—show
Reported e-CNY figures need to be read with their date, geography, and metric attached. Wallet counts are not necessarily counts of unique people, and transaction totals from different regions or periods are not directly comparable.

- Top-Tier Security Chip, Bank-Grade Asset Protection: Equipped with an industry-leading Infineon CC EAL 6+ certified security chip, also certified by EMVCo, this chip is widely used in bank payment and identity verification systems. Your private keys are generated and stored entirely offline within the chip, ensuring they never touch the internet. This physically blocks remote hacker attacks and eliminates the risk of private key leakage, building an impregnable first line of defense for your digital assets.
- What You See Is What You Sign, Hardware Button Protection: Every transaction requires manual confirmation via physical buttons on the imKey Pro's clear display. The device intuitively shows key transaction details like the amount and address, ensuring the data hasn't been tampered with during transmission—truly achieving "What You See Is What You Sign." It also features secure PIN code protection and a self-destruct mechanism after multiple incorrect attempts (the private key is wiped after 5 consecutive wrong entries), effectively preventing brute-force attacks even if the device is lost.
- Comprehensive Multi-Chain Asset Support, Access the Web3 Ecosystem: Fully supports major mainnets and Layer 2 networks, including Bitcoin (BTC), Ethereum (ETH), LTC, ATOM, FIL, TRX and more. By adding custom RPCs, you can easily access all EVM-compatible chains like BSC, Polygon, and Avalanche. Furthermore, imKey Pro perfectly supports Layer 2 solutions such as zkSync and Arbitrum, as well as the display and storage of NFTs, meeting all your diverse on-chain needs.
- Cold & Hot Wallet Separation, A Seamless Experience: Utilizing Bluetooth 4.1 wireless technology, it pairs seamlessly with the imToken App on your mobile phone or browser extension wallets on your PC without needing any cables. It combines the ultimate security of a cold wallet (offline private key storage) with the convenience of a hot wallet (online interaction). When a transaction is needed, you sign it offline with your imKey, and the app broadcasts it to the chain. This guarantees asset security without sacrificing the fluidity of use.
- Extremely Thin and Light, A Portable Digital Vault: The device is smaller than a credit card, measuring just 2.3mm thick and weighing approximately 17g. Crafted with a zinc alloy body and a PC panel, it offers a premium feel and is extremely portable. The built-in 33mAh lithium-polymer battery provides a battery life of up to approximately four weeks on a single charge. The package includes the hardware wallet, a USB cable, and mnemonic cards, making it ready to use right out of the box—a secure and reliable gateway to the crypto world.
| Reporting point | Reported figures | How to interpret them |
|---|---|---|
| Nationwide pilot, as of June 30, 2021 | More than 1.32 million scenarios; more than 20.87 million personal wallets and 3.51 million corporate wallets opened; 70.75 million transactions; transaction value of approximately RMB 34.5 billion. | PBOC pilot figures at that cutoff date, not a current nationwide total or market-share measure. PBOC white paper. |
| Zhejiang, during 2023 (reported 2024) | 35.26 million wallets; 183 million transactions; RMB 647.8 billion transaction amount; separately, RMB 50.9 billion in consumer spending. | Regional figures. The report distinguishes transaction amount from consumer spending; these are not national totals and should not be directly compared with the 2021 nationwide snapshot. PBOC Zhejiang Branch report. |
These dated figures support describing expanded pilot activity and specific regional use. They do not establish that e-CNY has displaced cash or become China’s dominant payment method.
What current policy says about the rollout
A 2025 PBOC-led Action Plan calls for e-CNY to be promoted actively and prudently. It also emphasizes efficient and secure payment infrastructure, data and network security, supervision, financial-consumer protection, and continued necessary cash services. The plan sets broader digital-finance objectives through the end of 2027. It signals continued policy development and promotion, but does not itself establish a nationwide launch date or completed rollout. PBOC-led Action Plan (2025).
Can tourists use the digital yuan?
The official materials cited here do not fully resolve current traveler eligibility, onboarding requirements, or practical access for visitors. Travelers should verify current instructions from the PBOC or authorized e-CNY operators before relying on it for a trip; pilot descriptions alone are not enough to establish that a visitor can open or fund a wallet.
