BPA, or bisphenol A, is an industrial chemical used to make some plastics and resins. Small amounts can migrate from certain food-contact packaging into food or drinks. Whether BPA affects reproductive health depends on the outcome and population being considered: animal studies have raised concerns about some developmental effects, but the U.S. National Toxicology Program’s 2008 assessment said the available human studies were insufficient to reach conclusions about reproductive or developmental hazards. That historical assessment did not find a meaningful concern for reproductive effects in non-occupationally exposed adults. The FDA, in a separate and more narrowly scoped review, says current evidence continues to support the safety of BPA for its currently approved food-contact uses.

What is BPA?

Bisphenol A (BPA; CAS RN 80-05-7) is an industrial chemical used primarily to produce polycarbonate plastics and epoxy resins. It is a material ingredient, not a consumer health product. Some food and drink containers are made with BPA-based polycarbonate, while epoxy resins have been used as coatings inside some metal food cans and on bottle tops. Other reported uses include water-supply pipes.

The presence of BPA in a material does not mean that every item made from it releases the same amount, or that a person’s exposure can be inferred just by looking at the item. The relevant question for food packaging is whether BPA can migrate from the material into food or a beverage. The FDA says small quantities may migrate from certain BPA-based food-contact materials, making diet one route of exposure. That general pathway does not establish how much BPA any particular person consumes.

What does the evidence say about reproductive health?

There is no single answer that applies to every reproductive outcome. Fertility in adults, development before birth, and development during infancy or childhood are different questions, and the evidence should not be collapsed into the statement that BPA “causes infertility.” The available agency assessments distinguish these populations and outcomes, and they do not establish an individual diagnosis or personal risk estimate.

Human evidence was insufficient in the 2008 assessment

The NTP-CERHR monograph, published in September 2008, stated: “In the case of bisphenol A, evidence from the limited number of studies in humans exposed to bisphenol A is not sufficient to reach conclusions regarding possible developmental or reproductive hazard.” This is a conclusion about the evidence available to that assessment at that time; it is not proof that BPA has no effects, nor is it proof that it causes harm in people.

The same monograph also cautioned that many laboratory animal studies had technical or design shortcomings, or did not provide enough detail for assessment. Animal findings can help identify questions and potential hazards, but they cannot by themselves establish that a particular effect occurs in humans at ordinary exposure levels. The 2008 findings should therefore be read as historical agency judgments about the evidence and its limitations, not as a current clinical rule for an individual.

The monograph treated adult reproduction and development separately

For non-occupationally exposed adults, the 2008 NTP-CERHR evaluation assigned negligible concern that BPA would cause reproductive effects. Its conclusions were not identical across developmental outcomes: it assigned some concern to selected brain, behavior, and prostate outcomes, and minimal concern to selected mammary-gland and female-puberty outcomes. These labels describe that evaluation’s degree of concern for particular outcomes; they do not mean that human harm was demonstrated, and they should not be translated into a personal probability.

This distinction matters when a headline or social post says simply that BPA “affects fertility.” The adult reproductive finding in the monograph was different from its concern levels for selected developmental outcomes in fetuses, infants, and children. The latter are not evidence that BPA has been shown to cause infertility in an adult who encounters food packaging.

Why do agency statements sound different?

The NTP-CERHR monograph and the FDA consumer guidance answer related but not identical questions. NTP-CERHR’s 2008 evaluation considered possible reproductive and developmental hazards and explicitly described the limits of the human and animal evidence it reviewed. FDA’s consumer guidance addresses the safety of currently approved BPA uses in food containers and packaging. A difference in scope, date, and regulatory question is important context; it does not make either statement a universal verdict on every BPA exposure or every possible health outcome.

In its consumer Q&A, accessed October 13, 2026, the FDA says: “Based on FDA’s ongoing safety review of scientific evidence, the available information continues to support the safety of BPA for the currently approved uses in food containers and packaging.” FDA describes its review as ongoing and says it will consider new data. This is the agency’s position for those approved food-contact uses, not a guarantee about every use of BPA or a personalized assessment for a particular person.

Baby-bottle and formula-packaging amendments were not safety bans

The FDA says it granted petitions in 2012 and 2013 to remove certain BPA-based uses in baby bottles, sippy cups, and infant-formula packaging because those uses had been abandoned. The FDA explicitly says those amendments were not based on safety. Describing them as a safety ban would misstate why the regulatory changes occurred.

How is BPA exposure from packaging possible?

When BPA-based material is used in a food-contact application, a small amount can migrate into food or a drink. That makes food and beverages a possible exposure route, but the existence of the route does not reveal the amount in a particular meal or a person’s total exposure. The sources summarized here do not provide a method to calculate an individual exposure level from a container, diet, or product label.

A resin identification code 7 on a plastic item can indicate that it may have been made with BPA, according to the FDA’s consumer Q&A. It is not proof that a specific container contains BPA. The code is therefore a clue, not a definitive chemical disclosure or a measurement of migration. Nor does identifying a possible BPA-containing item establish that it has caused a reproductive-health effect.

What did later research programs add?

NTP’s CLARITY-BPA program was designed to bring regulatory and academic research together. It included a two-year, guideline-compliant rat core study as well as university grantee studies conducted under shared exposure conditions. NTP’s compendium report is dated October 2021. The design shows that BPA was investigated using more than one study approach, but the existence of the program—or its summary alone—should not be reduced to a single conclusion about reproductive outcomes.

In practical terms, a program combining a guideline-oriented animal study with academic research can address different kinds of questions, but it does not erase the need to examine the results for each outcome and study. The findings described here do not supply a single human exposure threshold, a quantified reproductive risk, or a basis for diagnosing an individual. A reader should be cautious of claims that invoke “the CLARITY study” as if it were one simple yes-or-no test.

Does “BPA-free” mean a product is safer?

Not automatically. BPA can be replaced by other bisphenol-related compounds, but removing BPA from a label does not by itself establish the safety of the substitute. NTP’s October 2017 report reviewed human, animal, and mechanistic evidence on 24 BPA analogues. Its abstract reported that eight had no identified human health-effect, animal-toxicity, or mechanistic studies, and that many of the assessed analogues showed biological activity within the range observed for BPA.

Those findings do not prove that every analogue has the same effects as BPA. They do show why “BPA-free” should be understood as a statement about the absence of BPA, not as proof that a replacement has been shown to be safer for reproductive health. If the manufacturer provides material information, it may help identify what a product is made from; it does not substitute for health-outcome evidence about the alternative.

What can you do if you want to limit contact with BPA?

The available sources establish food packaging as a possible exposure route, but they do not provide a specific, evidence-based personal protocol for reducing BPA exposure or show that a particular household change improves reproductive health. If you prefer to store food in glass containers, that is an optional food-storage choice—not an FDA recommendation, a medical intervention, or a proven way to prevent reproductive effects or eliminate BPA exposure.

For a practical, proportionate approach:

  • Use the evidence carefully. Treat a resin code 7 as an indication that a plastic may have been made with BPA, not proof that it contains BPA.
  • Read material claims narrowly. “BPA-free” does not establish that the replacement material is safer.
  • Keep exposure separate from diagnosis. The sources do not show that a specific container or exposure caused infertility or another individual reproductive outcome.
  • Ask a clinician about personal concerns. An agency population-level assessment cannot determine the cause of an individual fertility or developmental problem.

What this evidence can—and cannot—tell you

The evidence supports a measured conclusion: BPA is used in some materials that contact food, and small amounts can migrate into food or beverages. Agency evaluations have considered possible reproductive and developmental effects, but the 2008 NTP-CERHR assessment said the human evidence then available was not sufficient to reach conclusions about those hazards. It reported distinct concern levels for selected developmental outcomes and negligible concern for reproductive effects in non-occupationally exposed adults. FDA’s ongoing assessment supports the safety of currently approved food-container and packaging uses.

These statements do not establish a personal exposure amount, a reproductive-health diagnosis, a guaranteed safe threshold for every circumstance, or proof that BPA causes infertility. They also do not establish that every BPA alternative is safer. The most useful reading is to keep the population, outcome, agency, date, and scope attached to each conclusion rather than treating “BPA” as a single, settled answer.
