Bitcoin extortion is an extortion demand that specifies Bitcoin as the payment method. It does not identify the attacker’s technique: the threat might involve stolen data, a social-engineering scam, sexual-image abuse, or ransomware. Ransomware is more specific: malware encrypts files or systems and demands payment, usually in exchange for a decryption key.
The terms can overlap. When criminals both encrypt systems and steal data, then threaten to publish that data, the pattern is commonly called double extortion. Correctly identifying the threat matters because an email demanding Bitcoin is not, by itself, proof that a device is infected or that files were encrypted.
Bitcoin describes the payment, not the attack
“Bitcoin extortion” is a useful plain-language description for an extortion demand that asks for Bitcoin. Bitcoin tells you how the criminal wants to be paid; it does not tell you what happened to the victim’s computer, accounts, or information.

Extortion is the broader act of using a threat to pressure someone into giving money or something else of value. The threatened harm may be publication of confidential files, continued disruption of a business, exposure of personal material, or another consequence. A criminal can make that demand without installing malware and without encrypting a single file.

Bitcoin is a cryptocurrency, and it is frequently mentioned in ransom demands. The FBI has also described efforts to trace cryptocurrency transactions associated with ransomware. That means a Bitcoin demand should not be treated as proof that payment is anonymous or impossible to investigate. The FBI’s discussion of ransomware payments and tracing is available in its testimony on preventing and responding to ransomware attacks.
Likewise, receiving a Bitcoin demand does not prove that a computer was infected. A mass-mailed scam can contain a wallet address and a threatening story while having no access to the recipient’s device. The technical evidence—such as inaccessible files, unusual system behavior, or confirmed unauthorized access—determines what occurred, not the requested currency.
Ransomware is a malware event with an encryption consequence
Ransomware is a category of malicious software. In the standard pattern, an attacker gains access to a device or network, runs malware, and encrypts files or other systems so the owner can no longer use them normally. A ransom demand then promises, or claims to promise, decryption in exchange for payment.
The joint CISA, FBI, NSA, and MS-ISAC #StopRansomware Guide uses this encryption-and-payment distinction. A ransomware incident therefore has a technical condition that a generic Bitcoin extortion message lacks: files or systems have been rendered inaccessible by malicious encryption. Ransomware can also involve stolen data, but encryption is the defining feature of the term.

Attackers may target one computer, a server, cloud-connected systems, or an entire organization. The visible symptoms vary. File names may change, documents may no longer open, a ransom note may appear, or critical services may stop. None of those signs should lead a victim to communicate with the attacker or attempt a payment on their own; they should trigger the organization’s incident-response process.
How the terms compare
| Term | What it describes | What the victim is threatened with | What a payment demand is meant to obtain |
|---|---|---|---|
| Bitcoin extortion | An extortion demand that specifies Bitcoin | Whatever harm the underlying tactic threatens; Bitcoin alone does not establish encryption | Could be suppression of a disclosure, restoration of access, or another concession |
| Ransomware | Malware that encrypts files or systems and demands payment | Loss of access to data or systems | Usually a claimed decryption key or recovery assistance |
| Data extortion | A threat based on stolen information | Exposure, sale, or other misuse of confidential data | Suppression of publication or another demand tied to the stolen data |
| Double extortion | Ransomware encryption combined with data theft and a disclosure threat | Both operational disruption and threatened publication | Payment is presented as a way to address both consequences |
These categories are not mutually exclusive. “Bitcoin extortion” can describe the payment language used in a ransomware or data-extortion case. “Ransomware” identifies the malware and encryption. “Data extortion” identifies the stolen-information threat. “Double extortion” identifies the combination.
Data extortion can happen without ransomware
In a data-extortion case, criminals copy sensitive information and threaten to release it, sell it, or send it to customers, regulators, employees, or the public. They may never encrypt the victim’s files. CISA specifically notes that attackers can exfiltrate data and threaten disclosure without deploying ransomware.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThis distinction changes what evidence investigators seek. A company may still be able to open its documents and operate its systems while facing a serious breach. Signs can include unusual outbound data transfers, compromised credentials, an attacker’s proof-of-access files, or a sample of internal documents. “The files still work” is not evidence that no incident occurred; it only argues against assuming encryption-based ransomware.

Data theft also affects privacy, contractual, and regulatory decisions. The applicable notification and legal duties depend on the victim’s location, industry, data involved, and other facts. The sources cited here do not establish a universal legal definition or deadline, so organizations should involve qualified incident-response and legal professionals in the relevant jurisdiction.
Double extortion: encryption plus a leak threat
Double extortion combines two pressures. First, ransomware encrypts systems and interrupts operations. Second, the attackers claim to have copied data and threaten to publish it. Paying, even if it were considered, would therefore be presented as addressing both restoration and disclosure; the two risks are not the same technical problem.
A concrete example appears in the July 22, 2025 joint advisory Interlock Ransomware: Joint Cybersecurity Advisory AA25-203A. The advisory reports that Interlock actors exfiltrated data, encrypted systems, demanded Bitcoin to wallet addresses they supplied, and threatened to publish the stolen information. It also reports that the group had carried out that threat. This is a description of the activity attributed to that group, not a guarantee that every extortionist encrypts systems, steals data, or follows through.
Common situations that people call “Bitcoin extortion”
A threatening email with no sign of access
An unsolicited message may claim that the sender recorded a webcam session, hacked an account, or installed spyware, then demand Bitcoin. If there is no independent evidence of compromise, treat the message as an unverified extortion attempt. Do not infer ransomware from the wallet address or from a threatening claim about files.

Confirmed file encryption
If documents suddenly become unreadable, file extensions change, systems display a ransom note, or security tools identify ransomware, the incident fits the ransomware definition. Bitcoin may be the requested currency, but it is secondary to the encryption event. Preserve the note and relevant logs while following the response plan.
Stolen files with a publication threat
An attacker may provide a sample of internal records and demand Bitcoin while the organization’s systems continue operating. That is data extortion unless investigators also establish ransomware encryption. The priority is containment, evidence preservation, breach assessment, and reporting—not assuming that restoring from backups will resolve the disclosure risk.
Financially motivated sextortion
The FBI uses “financially motivated sextortion” for coercion involving threats to expose sexual material unless the victim pays. Cryptocurrency can be requested, but this is not ransomware unless malware encryption is separately present. The FBI’s guidance for victims is to seek help and report rather than cooperate with the offender; see its financially motivated sextortion guidance.

- Are files or systems actually encrypted? If not, the message alone does not establish ransomware.
- Is there evidence that data left the environment? A disclosure threat may indicate data extortion even when systems remain usable.
- What consequence is threatened? Decryption addresses loss of access; publication threats address confidentiality; both may occur together.
- Can the claim be independently verified? Check endpoint alerts, identity logs, network telemetry, and samples supplied by the attacker rather than trusting unsupported assertions.
- Has the incident-response team classified it? Security personnel should determine scope and terminology after collecting evidence.
A message can be malicious and urgent without being ransomware. Conversely, an organization can have ransomware even if the first notice does not mention Bitcoin or any other currency.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What an organization should do after suspected ransomware or data extortion
Response details vary by environment, but CISA’s joint guide provides a practical starting point. Use the organization’s incident-response plan and involve trained responders; do not improvise a payment process from the attacker’s instructions.
- Isolate affected systems. Disconnect suspected computers, servers, and network segments from networks to limit spread. Avoid actions that destroy volatile evidence unless safety or containment requires them.
- Protect unaffected operations. Move critical services to known-good systems where the response plan allows it, and secure backup infrastructure so attackers cannot alter additional copies.
- Preserve evidence. Keep ransom notes, wallet addresses, email headers, timestamps, logs, and samples of attacker communications. Record what was found and when, using a controlled evidence process.
- Activate the incident team. Bring in information-security leadership, IT operations, executive decision-makers, communications staff, and legal or privacy advisers as appropriate.
- Determine the scope. Establish which accounts, devices, systems, and data were accessed, encrypted, or copied. Treat claims of data theft as leads to investigate, not as proof of complete or nonexistent access.
- Report through appropriate channels. CISA’s guide recommends reporting incidents to relevant authorities. The correct route depends on the organization’s country, sector, and incident; use current official contact instructions rather than an address copied from a ransom note.
- Recover deliberately. Rebuild or restore from clean backups only after identifying and closing the access path. Reset exposed credentials, improve monitoring, and validate systems before returning them to normal operation.
Official guidance does not promise that payment will restore files, stop publication, or guarantee deletion of stolen data. Those outcomes cannot be assumed. Decisions involving payment, sanctions, insurance, law enforcement, and notification require qualified advice for the specific jurisdiction and incident.

For a personal Bitcoin demand, do not respond merely because the message sounds specific, and do not send money or attempt to use a wallet based on the attacker’s instructions. Save the message and its technical details, secure affected accounts with new passwords and multifactor authentication where available, and run trusted security checks if you have credible evidence of compromise.
If the threat involves sexual images or material, avoid forwarding the content. The FBI advises victims of financially motivated sextortion to seek help and report the crime rather than comply. Its guidance for adults and young people explains reporting and support options; the FBI also discusses the growing threat to minors in its January 16, 2024 press release. Local reporting options differ by country, so use the current law-enforcement or child-protection route where you live.
How to reduce the impact before an incident
- Maintain offline or otherwise protected backups and test that they can be restored.
- Use multifactor authentication, especially for administrator, remote-access, email, and cloud accounts.
- Apply security updates and remove unnecessary remote-access services.
- Limit administrator privileges and separate critical systems so one compromised account cannot reach everything.
- Log authentication and network activity, and alert on unusual data transfers.
- Prepare an incident-response plan with isolation steps, contacts, backup owners, legal advisers, and reporting routes.
- Train staff to report suspicious messages and credential prompts quickly, without deleting evidence.
These measures help with both ransomware and data extortion. Backups address availability after encryption, while access controls, monitoring, and data minimization reduce the chance and impact of theft. No single control proves that an extortion demand is genuine or prevents every incident.
The practical distinction
Ask what the attacker did, not which currency appears in the demand. Bitcoin is a payment method. Ransomware is malware that encrypts files or systems. Data extortion is a threat based on stolen information. Double extortion combines encryption, theft, and a disclosure threat. Classifying the event correctly directs the response: isolate and investigate suspected encryption, contain and assess possible exfiltration, preserve evidence, and report through the appropriate official channels.
