An initial access broker (IAB) is a cybercriminal intermediary that obtains unauthorized entry to a company’s systems or network, checks and evaluates that entry, then sells or transfers it to another threat actor. The buyer can skip much of the initial break-in and concentrate on actions such as moving through the network, escalating privileges, stealing data or deploying ransomware.
IABs are more than sellers of leaked passwords. Their service can include collecting access at scale, filtering for business victims, verifying that a foothold still works, estimating its value and packaging details for a buyer. The exact process and quality vary by actor and deal.
What an initial access broker does
Initial access is the first usable foothold in an organization. It may be a valid account, an active session, a web shell, a backdoor or another way to reach internal resources. An IAB specializes in obtaining that foothold and making it useful to someone else in the criminal supply chain.
Do these 3 things before closing this tab:

In that model, the buyer acquires access rather than performing the original intrusion itself.

How the role differs from a simple credential seller
A credential seller may post a username and password with little context. An IAB generally performs additional work:
- Gathering credentials, session data or other footholds from multiple compromises.
- Filtering large volumes for likely business victims.
- Testing whether the account or access path still works.
- Assessing apparent privileges, network size and business value.
- Providing information that helps a buyer decide what operation the access can support.
These activities are not a universal checklist. Some brokers may provide only a basic login; others offer a validated, higher-value foothold with extensive victim information.
Where brokered access comes from
Threat reporting identifies several ways an IAB may obtain entry. The examples below are access categories reported by MITRE ATT&CK, the UK National Cyber Security Centre (NCSC) and Recorded Future; they are not an exhaustive list or a claim that every category is equally common today.
| Access or foothold | What it can give a buyer | Important qualification |
|---|---|---|
| Stolen credentials or session data | A way to authenticate as an employee or reuse an active session. | The account’s privileges, MFA status and remaining validity determine practical value. |
| Infostealer logs | Collections of passwords, cookies or tokens taken from infected devices. | A log may contain many unrelated accounts; the broker may need to test which entries reach a business system. |
| Phished or abused credentials | Access to services such as corporate webmail, VPN or other externally reachable portals. | Defensive resets, MFA and conditional-access policies can invalidate the entry. |
| Exploited or scanned systems | A foothold in a vulnerable internet-facing server or appliance. | The result may be a shell or backdoor rather than a reusable employee login. |
| Web shells and backdoors | Remote execution or persistence on a compromised host. | The buyer’s control depends on permissions, segmentation and whether defenders have detected the implant. |
| Remote-service access | Potential entry through VPN, RDP, Citrix gateways or similar external remote services. | Exposure, patch level, authentication and monitoring differ by organization. |
Recorded Future’s August 2, 2022 reporting described listings involving VPNs, RDP, Citrix gateways, web applications, corporate webmail, web shells and other external remote services. Listing details can change quickly, so that report should be read as a dated description of the market rather than a current catalog.

How an IAB turns a foothold into a sale
1. Collecting potential access
Access can be obtained directly through phishing, credential abuse, infostealer data, exploitation or scanning, or purchased from another criminal. The broker may accumulate many records before deciding which are worth testing and advertising.
2. Filtering for business victims
The NCSC describes brokers sorting larger volumes for likely business targets. Corporate access is attractive because it may lead to valuable data, payment systems, intellectual property or a larger internal network. Filtering can involve identifying the organization, sector, country or apparent size rather than offering an anonymous login.
3. Checking that access works
A broker may log in, confirm that a session remains active, identify reachable services or verify that a shell responds. Validation matters because passwords are frequently changed, tokens expire and defenders remove compromised accounts. A listing that says access was checked is making a claim about a point in time, not a guarantee that it will survive a buyer’s transaction.

Reported listings may include the victim’s country, annual revenue, industry, access type, rights, data sought and devices visible on the local network. Those details help a buyer estimate whether the foothold supports a narrow theft operation or a broader intrusion. They also explain why two apparently similar credentials can have very different prices.

5. Packaging and transferring access
The broker provides the login, session, shell or other connection method together with whatever context the buyer paid for. The transaction may occur directly, through a marketplace or through an intermediary. The access itself can be sold once, supplied to an affiliate or used under a revenue-sharing arrangement; practices vary by actor.
What buyers do after acquiring access
Buying entry does not complete an intrusion. It moves the buyer to later stages with less effort spent on the initial break-in. MITRE notes that an acquired foothold can be a planted backdoor or access through an external remote service, and that buyers may prioritize access with high privileges or weak monitoring.
Recorded Future describes downstream use of compromised access for:
- Lateral movement: reaching additional hosts and accounts from the first system.
- Privilege escalation: obtaining administrative or domain-level control.
- Data theft: locating and copying valuable files, mail or databases.
- Ransomware deployment: disrupting systems and demanding payment.
Not every sale leads to ransomware. The same foothold could support espionage, fraud, data resale, cryptomining or another criminal objective, and the broker may not know or control the buyer’s final use.

Why the criminal supply chain complicates attribution
Initial access is only one function. One actor may steal credentials, an IAB may validate and sell them, an affiliate may conduct the intrusion, and a separate group may negotiate extortion. Access can also be bought directly by an attacker rather than through a broker.
The NCSC states: “Attribution of a ransomware (or other cyber crime) incident to a single responsible actor is often impossible because of this business model.” Investigators therefore need to distinguish the source of the foothold, the operator who used it and any later monetization group instead of assuming that one name represents the entire operation.
What reported prices and volumes show
Rapid7’s 2025 report analyzed six months of threat intelligence from the Exploit, XSS and BreachForums forums and hundreds of posts. Its figures describe that observed sample, not the whole market and not a live price list.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Rapid7 finding | How to interpret it |
|---|---|
| 71.4% of observed access-broker sales included a level of privilege. | Privilege was present in that sample; the statistic does not establish a rate for every broker or current listing. |
| Just over $2,700 average sale price. | This is the average in Rapid7’s observed sample, not a standard market price. |
| Nearly 40% of offerings were priced between $500 and $1,000. | This describes the distribution Rapid7 saw during its study period; it is not a universal bargain or price band. |
| VPN, Domain User and RDP were among the most common access types. | These were common categories in the sample, with value still dependent on victim, rights and validation. |
Recorded Future’s August 2022 report used a different and older sample. It found that prices depended on factors such as victim details and access type. Its observations should not be combined with Rapid7’s 2025 numbers as though both measured one continuous market.

How defenders can reduce the chance of a brokered foothold
Because IABs depend on reachable services and usable accounts, prevention focuses on reducing exposure, making stolen credentials less useful and finding compromise quickly.
Harden remote access
- Require multifactor authentication, especially for VPN, RDP and accounts that can reach critical infrastructure.
- Remove internet exposure from remote services that do not need to be public.
- Restrict RDP and similar administration paths through VPNs, jump hosts or tightly controlled allowlists.
- Disable abandoned accounts, default credentials and unused remote-service profiles.
Close exploitable paths
- Maintain an inventory of internet-facing systems and appliances.
- Scan for vulnerabilities and apply vendor fixes according to risk.
- Investigate systems that cannot be patched or isolate them from the internet.
- Review external web applications for unauthorized shells, persistence and unexpected administrative accounts.
Detect and contain stolen access
- Use centrally managed anti-malware and endpoint detection and response (EDR), with alerting that security staff can act on.
- Monitor unusual VPN, RDP, webmail and identity-provider logins, including impossible travel, unfamiliar devices and abnormal hours.
- Use application allowlisting where practical to limit unauthorized tools and scripts.
- Threat-hunt for new accounts, privilege changes, remote tools, suspicious authentication and unexplained outbound transfers.
These controls align with recommendations from CISA’s StopRansomware guidance and Rapid7’s 2025 recommendations. They are organizational security measures, not a requirement to purchase a particular consumer product.
What to do if brokered access is suspected
- Contain the entry point. Disable or restrict the suspected account, revoke active sessions and remove internet exposure from the affected service when operationally safe.
- Preserve evidence. Retain authentication logs, endpoint telemetry, firewall records and relevant memory or disk images before routine cleanup destroys timelines.
- Find related access. Check for additional accounts, tokens, web shells, scheduled tasks, remote tools and persistence on neighboring systems.
- Rotate secrets in scope. Reset passwords, invalidate tokens and replace keys or certificates that may have been exposed; prioritize privileged and service accounts.
- Assess lateral movement and data access. Determine which hosts, mailboxes, shares and cloud resources the account could reach, then look for staging or exfiltration.
- Eradicate and monitor. Remove unauthorized persistence, patch the exploited weakness, restore systems from trusted sources where necessary and increase monitoring for re-entry.
- Coordinate reporting. Engage internal legal, privacy, insurance and incident-response teams, and notify authorities or affected parties according to applicable obligations.
A password reset alone may not end the incident if an attacker created another account, stole a session token or installed a backdoor. The investigation must test the broader environment.
Common misconceptions
“An IAB only sells usernames and passwords.”
Access can be a credential, but it can also be a live session, web shell, backdoor or remote-service foothold. Validation and victim profiling are part of the brokering function described by threat reporting.
“Every advertised access leads to ransomware.”
Ransomware is one possible downstream use. Buyers may instead pursue theft, fraud, espionage or another objective, and some advertised access may fail before use.
“The listed price tells me what the access is worth.”
Prices are shaped by victim identity, industry, network size, rights, access type and whether the broker checked it. Rapid7’s figures are limited to its 2025 sample, while Recorded Future’s market observations are from 2022.
“Attribution identifies the broker.”
A single incident can involve a credential thief, broker, affiliate and extortion group. Separating those roles is necessary for accurate investigation and response.
