An industrial AI harness is the software layer around an AI model that supplies context and memory, connects the model to plant data and tools, limits what it can do, coordinates approvals and execution, and records every important step. The model generates proposals; the harness determines which information and actions are actually available. That distinction makes the harness a critical security, safety, and governance boundary in manufacturing and other operational-technology environments.
What an industrial AI harness is
An industrial AI harness is not a new kind of large language model (LLM), a robot controller, or a single certified product. It is an architecture made from the software components that surround an agentic model during execution.
The Australian Cyber Security Centre (ACSC) describes the general concept in its Agentic AI harnesses guidance, published and reviewed on 11 September 2026: “The harness is the software layer that connects the LLM to external tools, data sources, memory and planning workflows.” In an industrial deployment, those connections can include manufacturing execution software, maintenance systems, historians, laboratory databases, scheduling tools, automation interfaces, production equipment and human operators.
A useful operating rule is:
- The model interprets a task and proposes information requests or actions.
- The harness supplies approved context and routes requests through controlled interfaces.
- Identity, permissions, policies and approvals determine what may proceed.
- Permitted actions are executed, results are returned to the model, and the activity is logged.
- The loop repeats until the task is complete, stopped by policy, or escalated to a person.
A prompt saying “do not change production settings” is not a technical control. The harness must enforce that boundary in the systems that execute the action.

Why industrial deployments need a harness
Agentic software can move beyond answering questions: it can retrieve records, call APIs, create work orders, recommend changes or trigger actions. In a factory, those capabilities intersect with systems where an incorrect or unauthorized operation can affect product quality, worker safety, equipment availability, environmental limits or regulatory records.
The industrial qualifier therefore describes the operating environment and its consequences, not a universally agreed product category. An office assistant may be allowed to draft a report from a document repository. An industrial agent might be asked to diagnose a line stoppage using sensor history, maintenance records and shift notes, then create a work order. The second system needs identity tied to plant roles, narrowly scoped interfaces, approval thresholds, change control, time-stamped evidence and a reliable way to stop or reverse work.
Industrial systems also cross technology generations. A harness may have to mediate between modern APIs, manufacturing software, legacy databases, historians and control-system gateways. Keeping the model away from unrestricted direct access reduces the chance that a language-model error becomes an unreviewed operational command.

The main parts of a harness
Task and context manager
This component receives the user’s request, determines the operating site and role, and assembles relevant context. It can retrieve approved procedures, asset information, recent alarms or maintenance history instead of placing an entire data lake in the model’s prompt. Context selection should be traceable so an operator can see which records influenced a recommendation.
Memory and state
Memory preserves information needed across a multi-step task, such as an incident identifier, a work-order number or the result of a previous tool call. It should distinguish short-lived task state from durable organizational records. Retaining model-generated notes as if they were authoritative plant data can create a new source of error, so durable writes need their own validation and retention rules.
Planning and orchestration
The orchestrator runs the agent loop: it asks the model for the next step, checks that step against policy, invokes an approved tool, returns the result and decides whether another iteration is needed. It should enforce limits such as maximum iterations, execution time, data volume and retry count. A clear stop condition prevents an agent from continuing indefinitely when a tool is unavailable or results conflict.

Tool and data adapters
Adapters expose narrowly defined operations rather than unrestricted network access. Examples include “read the last 24 hours of temperature history,” “open a maintenance work order with these fields” or “retrieve the approved operating procedure for asset 17.” Each adapter should validate input types, reject out-of-range values and return structured results that can be logged and inspected.
Identity, authorization and secrets
The harness needs a machine identity and, where appropriate, a user identity that can be mapped to plant roles. Credentials should be held in a controlled secret store, not in prompts, source code or model memory. Authorization should apply separately to data reads, tool calls and state-changing operations. A diagnostic agent may be allowed to read historian data while being denied the ability to write a set point or close a safety-related work order.
Policy and approval engine
This layer evaluates proposed actions against rules such as asset ownership, operating mode, shift, data classification, maintenance status and monetary or production impact. It can require a named person to approve a sensitive action, enforce a two-person check, or deny an operation outside a maintenance window. Policies should be evaluated at execution time, not only when an agent is configured, because permissions and plant conditions change.
Observability, audit and recovery
Logs should capture the initiating request, model and harness versions, retrieved context identifiers, tool arguments, policy decisions, approvals, outputs, errors and timestamps. Monitoring should surface unusual call rates, repeated denials, unexpected destinations and attempts to bypass an interface. Recovery controls include cancellation, timeout, isolation of a failed run and a documented procedure for correcting an erroneous write.
How an industrial AI harness works
- Receive a bounded task. An operator or an approved system submits a request, such as investigating a recurring alarm. The harness records the requester, site, asset and purpose.
- Establish identity and policy context. It resolves the user’s role, the agent’s service identity, applicable site rules and whether the task is read-only, advisory or action-capable.
- Assemble approved context. Retrieval services obtain the relevant procedures, sensor windows, maintenance history and other permitted records. The harness should preserve identifiers and timestamps for those inputs.
- Ask the model for a next step. The model may propose a query, calculation, explanation or tool call. The proposal is data, not authorization.
- Validate and authorize the proposal. The harness checks the requested tool, parameters, destination, data scope and current permissions. It rejects malformed, excessive or prohibited requests and records the decision.
- Obtain human approval when required. A read-only diagnosis might proceed automatically; changing a production parameter, issuing a purchase commitment or closing a safety-related task should be routed to an authorized reviewer under the site’s policy.
- Execute through the controlled interface. The adapter performs the permitted operation, returns a structured result and records the system response. Direct, unmediated model access to control systems should not be assumed.
- Continue, stop or escalate. The orchestrator gives the result back to the model, checks limits and decides whether to continue. Conflicting data, repeated failures, policy denials or an exceeded risk threshold should end the run or send it to a person.
- Close the record. The harness stores the final response, actions taken, approvals, exceptions and evidence needed for review. If an action changed an external system, the resulting identifier should be linked to the run.
Governance and runtime guardrails are different
Industrial AI programs need both organization-level governance and controls inside the executing harness. They reinforce each other but are not interchangeable.
| Layer | Purpose | Typical questions |
|---|---|---|
| Organization governance | Sets accountability, risk processes, policies and continual improvement. | Who owns the system? Which uses are permitted? How are suppliers, incidents and changes governed? |
| Runtime guardrails | Enforces boundaries while an agent is operating. | Which identity can read this data, call this tool or make this change right now? Is approval required? |
| Industrial operations and safety controls | Protects equipment, people, product and process through established operational procedures. | What operating mode, interlock, maintenance state or human procedure must remain authoritative? |
ISO/IEC 42001 is a published AI management-system standard for establishing, implementing, maintaining and continually improving an organization’s AI management system. ISO/IEC 38507:2022, Edition 1 (2022), provides governing-body guidance on the implications of AI for organizational IT governance. These references help define accountability and management processes; neither one, by itself, implements a tool permission, approval gate or runtime log.

At execution time, the practical controls emphasized by ACSC and Australian government guidance include an accountable owner, a risk-assessment process, least-privilege access, human oversight for sensitive actions, monitoring and logging, and clear supplier responsibilities. A deployment may need additional sector-specific operational-technology, cybersecurity and safety requirements beyond those general controls.
What makes an industrial harness different from a general agent framework?
- Asset and process awareness: The harness must understand which site, line, asset and operating state a request concerns.
- Stricter write controls: Reading a trend and changing a control parameter are different risk classes and should use different permissions and approvals.
- Deterministic interfaces: Tool contracts should validate units, ranges, enumerations and required fields before a command reaches an operational system.
- Human accountability: The person approving an action must be identifiable, and the approval must be tied to the exact parameters and context shown.
- Longer evidence lifecycles: Logs may need retention, review and export suitable for incident investigation, quality records or regulated operations.
- Graceful degradation: If the model, retrieval service or an adapter fails, the plant should fall back to established procedures rather than improvising through an uncontrolled path.
Standards and projects to watch
There is no single completed standard that defines a universal industrial AI harness architecture. Two IEEE projects are directly relevant, but their current status matters.
| Reference | What it addresses | Status and scope |
|---|---|---|
| ISO/IEC 42001 | Organization-wide AI management system | Published standard; the BSI page offers it for purchase. |
| ISO/IEC 38507:2022 | Governance implications of AI for organizational IT governance | Published international standard, Edition 1 (2022). |
| IEEE P3945.3 | Classification and maturity assessment of industrial intelligent agents | Active project; its page records PAR approval on 14 May 2026. |
| IEEE P3945.2 | Secure, interoperable and auditable interfaces between agents and external resources, tools and control systems | Active project; its page records PAR approval on 12 February 2026. |
P3945.2 and P3945.3 should be treated as work in progress, not as finalized or enforceable standards. For procurement and architecture work, use their scope as a signal about emerging concerns—interface security, auditability, classification and maturity—then verify the current project status before relying on a future requirement.
A practical implementation path
1. Classify the use case
Start by separating read-only assistance, recommendations, reversible workflow actions and changes that can affect production, safety or compliance. Define the worst credible consequence for each class and the authority required to proceed.
2. Map systems and data flows
List every source the agent may read and every tool it may call. Document data owners, protocol boundaries, identities, network paths, retention requirements and the system that remains authoritative for each record.
3. Define tool contracts
Give each operation a narrow purpose and explicit schema. Validate units, ranges, asset identifiers and concurrency conditions. Prefer separate read and write functions so a diagnostic workflow cannot silently inherit a change capability.

4. Build approval and denial paths
Specify which actions are automatic, which require one approver and which require multiple people or a conventional procedure. Design for denial, timeout, cancellation and emergency stop; do not treat a successful model response as proof that execution is safe.

5. Instrument every run
Capture enough evidence to reconstruct what happened without storing unnecessary sensitive data. Include policy versions, tool arguments, outputs, approvals, errors and external transaction identifiers.
6. Test adversarial and degraded conditions
Test ambiguous instructions, poisoned documents, stale sensor values, unavailable tools, conflicting records, expired credentials, repeated retries and attempts to invoke an unapproved interface. Confirm that the harness fails closed where the risk requires it and hands control to an operator when it cannot establish safe conditions.
7. Operate with change control
Model updates, prompt changes, new tools, permission changes and plant-integration changes should receive review. Keep versions visible in logs so an incident can be tied to the exact configuration that ran.

Unlogged model-to-tool calls
Problem: Operators cannot explain why a work order or change occurred. Fix: record requests, context references, arguments, policy outcomes, approvals and results with timestamps.
Confusing recommendations with actions

How to evaluate a proposed harness
- Can you name the accountable owner and the risk-assessment method?
- Are model permissions separate from user permissions and from plant-system permissions?
- Which tools are exposed, and what exact fields and ranges do they accept?
- Which actions require human approval, and is the approval bound to the displayed parameters?
- Can an auditor reconstruct context, model version, policy decision and external result?
- What happens when data is stale, a connector fails or the model requests an unavailable action?
- How are credentials stored, rotated and revoked?
- What supplier obligations apply to hosted models, adapters and maintenance?
- How are updates tested, approved and rolled back?
The strongest design treats the LLM as one replaceable reasoning component inside a controlled execution system. The harness—not the model’s prose—defines the practical boundary between a suggestion and an industrial action.
