An AI kill chain is a way of describing how artificial-intelligence tools can support stages of military targeting, from finding and locating an object to tracking it, selecting a response, carrying out an engagement and assessing the result. It is not the name of one universal machine or a single standardized software product. In most public descriptions, AI supplies analysis, alerts, predictions or recommendations while people remain responsible for deciding whether and how force is used.
The commonly cited six-stage shorthand is find, fix, track, target, engage and assess. Different armed forces organize the same work differently, and the stages can overlap, repeat or occur simultaneously. Understanding what an AI system actually does at each stage is essential: a tool that flags a possible target is not automatically an autonomous weapon that chooses and attacks one.
What is an AI kill chain?
“Kill chain” is military shorthand for the sequence of activities used to identify a potential target, decide what action is appropriate, conduct an engagement and determine its effect. Adding “AI” means that machine-learning or other automated analysis supports one or more parts of that sequence.

The term therefore describes a role in a process, not a universally standardized technical system. A military command-and-control platform, an imagery-analysis tool and an autonomous weapon could all be discussed in connection with targeting, but they do not have the same capabilities or legal status.
What do “find, fix, track, target, engage, assess” mean?
Ukraine’s Ministry of Defence presents six stages that are useful for explaining the concept. They should be read as an explanatory sequence rather than a universal doctrine.

These stages are not necessarily completed once, in a straight line. A new observation can send a team back to identification or tracking; an assessment can create a new targeting task. They can also be performed by different people and systems rather than by one AI model.
Why some descriptions use four phases instead
The Stockholm International Peace Research Institute (SIPRI) summarizes several public doctrines in four broader phases:
- Establish goals and objectives.
- Identify and develop targets, then choose appropriate means.
- Execute the mission.
- Assess effectiveness.
This model groups the six-stage shorthand into larger planning and execution blocks. “Find,” “fix” and “track,” for example, can be part of identifying and developing a target. SIPRI notes that doctrines differ and that phases may be iterative, bidirectional or simultaneous. Neither model is automatically more correct; each emphasizes a different level of description.

When comparing an AI-enabled system, ask which model is being used and what the boundaries mean. A claim that a system operates “in the kill chain” says little until its stage, function and human decision point are specified.
Where AI can fit in the process
Filtering and flagging information
Decision-support systems can sort large information streams and flag items that may deserve attention. In a targeting context, that can reduce the time analysts spend looking for possible signs of activity, but an alert is not proof that an object is a valid target.
Prediction and tracking
A system can use observations over time to help maintain a track or predict possible developments. The output remains an estimate with uncertainty. Users need to know what information the model used, how current it is and when the track may have become stale.
Recommendations and prioritization
AI can rank candidates, recommend courses of action or help allocate scarce resources. A ranking expresses the assumptions and objectives built into the system; it does not itself establish that the highest-ranked item should be attacked.
Planning and assessment
Decision support may contribute to attack planning, target nomination, course-of-action analysis and post-engagement assessment. Those functions can influence a decision without directly controlling a weapon, which is why oversight and accountability still matter even when the software only provides information.

Does AI choose targets or just help people find them?
Either is possible in the abstract, so the answer must describe the specific system. SIPRI distinguishes decision-support systems from autonomous weapon systems.

A target-nomination algorithm is therefore not automatically an autonomous weapon. Conversely, describing a system as “human supervised” does not by itself explain whether a person must approve each engagement, what the person can see, or how an intervention would work. Those operational details have to be established for the particular deployment.
What Ukraine’s public example says about AI targeting
In an explainer published on 28 August 2026, Ukraine’s Ministry of Defence described AI capabilities integrated into its DELTA combat system. The ministry said the Avengers AI platform, integrated into the Vezha module, identifies 70% of enemy military equipment in real time while analyzing more than 100,000 video streams each month. It also described a training dataset containing 5 million annotated frames collected during military missions.
The same ministry account said imagery analysis to detect signs of enemy presence can save analysts up to 90% of their time at that task. These figures are claims by Ukraine’s Ministry of Defence about the named deployment and stated scope. The cited public material does not independently validate them, so they should not be treated as general performance benchmarks for military AI.
The ministry’s description assigns automated target recognition to parts of “find” and “fix,” video analysis to “track,” and prioritization algorithms to “target.” It presents AI as shortening portions of the process rather than replacing every stage. The ministry also says its approach keeps the final decision to engage with a human and limits autonomy according to the potential cost of error. That is the ministry’s stated policy and approach; it should not be generalized to every armed force or operation.

How human responsibility is supposed to work
Policy commitments are not the same as verified practice
Public policy documents describe intended governance, not proof of how every system behaves in combat. A responsible account should identify the issuing government, the scope of the policy and whether the statement concerns design, deployment or a particular operation.
Ukraine’s stated approach
Ukraine’s Ministry of Defence says a human retains the final decision to engage and that the permissible level of autonomy depends on the potential cost of an error. This frames human control as a risk-based decision, but the public statement does not provide the classified procedures, interfaces or rules for every mission.
United Kingdom principles
The UK Ministry of Defence says weapons that identify, select and attack targets require context-appropriate human involvement. Its published principles call for clearly established human responsibility, a suitable understanding of AI systems and their limitations, proactive mitigation of unintended harms, and demonstrable reliability, robustness and security.
The UK Ministry of Defence states: “Human responsibility for AI-enabled systems must be clearly established, ensuring accountability for their outcomes, with clearly defined means by which human control is exercised throughout their lifecycles.” The ministry identifies JSP 936 as its principal policy framework for safe and responsible AI adoption, including governance, development and assurance across the AI lifecycle.

Why decision support still raises legal questions
SIPRI emphasizes that legal determinations and accountability remain human responsibilities. A recommendation system can still shape what information a decision-maker sees, which targets receive attention and how quickly a choice is made. That influence creates operational and legal questions even when the software never directly applies force.

How to evaluate a claim about an AI kill chain
Marketing language and official announcements often compress several capabilities into one phrase. Use these checks before drawing conclusions:
- Function: Is the system filtering information, predicting, recommending, nominating a target, maintaining a track or autonomously identifying and engaging?
- Stage: Does it operate during find, fix, track, target, engage or assess, or across a broader planning phase?
- Human role: Who reviews the output, authorizes force and can cancel or override an action?
- Operating context: Is the claim about a particular deployment, test, policy or broad capability?
- Evidence quality: Is the number an independently evaluated result, a laboratory measure, a one-time allowance or an official self-reported figure?
- Uncertainty and failure: What happens when data are incomplete, conditions change, sensors disagree or the model is wrong?
A percentage without its task and measurement conditions is especially easy to misread. “70% identified” does not say what counted as equipment, how the denominator was defined, or how errors affected later decisions. The same caution applies to “up to 90% time saved”: it describes a reported upper bound for a specified image-analysis task, not a universal productivity gain.
Common misconceptions
“Kill chain” means one machine
It is a process model. Multiple sensors, analysts, command systems and decision-makers may contribute, and the stages can be repeated or concurrent.

Any AI in targeting is an autonomous weapon
Decision support and autonomous weapons are distinct categories. The decisive question is whether the system itself can identify, select and apply force without human intervention after activation.
A human somewhere in the loop guarantees control
Human involvement must be meaningful. The person needs appropriate information, enough time and authority to reject an action, and an understanding of the system’s limitations. A policy statement alone does not reveal whether those conditions existed in a particular operation.
A reported accuracy figure applies everywhere
Performance depends on the task, data, environment, system version and evaluation method. The Ukraine figures cited above are ministry-reported claims for a specific context, not independently established figures for military AI generally.
What public information cannot tell you
Open descriptions do not establish how every military’s targeting system is built, what data it receives, the precise degree of human review in a particular operation or independently verified performance across deployments. Classified procedures and changing battlefield conditions limit what can be inferred from a diagram or press release.
The most accurate explanation is therefore specific: name the stage, describe the system’s function, identify the human decision point and state whether the evidence is policy, an official operational claim or an independent evaluation. That approach explains how AI may alter the speed and organization of targeting without pretending that all militaries use one fixed “AI kill chain.”
