A video hosting site stores video on remote systems and delivers it when someone wants to watch. Depending on the service, it may also let people upload videos, stream them, share links, or embed a player on another website. Those features vary by provider, plan, and location.
What a video hosting site does
At its core, a video hosting site keeps video files on remote infrastructure and makes them available for later access. A person or organization uploads a video; the service stores it and delivers playback when a viewer accesses it. Cloudinary describes video hosting in these terms: remote storage and ways to make a video available, such as uploading it to a website or embedding it.
Depending on the service, the process may include:
- Upload: Add a video file to the service.
- Storage: Keep the video on the provider’s remote systems.
- Playback or streaming: Let viewers watch it through a player, often without downloading the full file first.
- Sharing or embedding: Make it available through a link or display it in a player on another site.
These are common capabilities, not requirements that every service must provide. Vimeo’s terms, for example, describe uploading, storage, streaming, live streaming, and embedding, while noting that features can depend on plan and location. Vimeo’s terms illustrate why it is best to check a provider’s current feature details rather than assume every hosting site works the same way.
Video hosting, video sharing, and video on demand are different
The terms overlap in everyday use, but they describe different aspects of watching and distributing video.

| Term | What it describes | How it relates to hosting |
|---|---|---|
| Video hosting | Storing video remotely and making it available for access. | The storage and delivery capability. |
| Video sharing | Making videos available to other people. | Often includes hosting, but focuses on who can access the video. |
| Video on demand (VoD) | A viewing experience in which a viewer selects content and controls when or in what order to watch it. | Describes how viewing is selected and controlled, not how the video is stored. |
A UK government-commissioned report describes video-sharing services in practical terms as services that let users upload and share videos. The ITU’s definition of video on demand focuses on the end user selecting and viewing content while controlling the temporal order of viewing. ITU Recommendation J.127.
Public sharing is not the only kind of video hosting
Some services are designed around public uploads and discovery; others are used to host videos for a limited audience or to embed them on a business website. Hosting alone does not tell you whether a video is public, private, searchable, or available only to people with a link. Those details depend on the service’s access controls and settings.

When choosing or describing a service, consider the intended audience, playback needs, embedding options, and whether the main purpose is public user sharing or private and business hosting. Do not assume that a site offering video storage also offers every sharing or privacy feature you need.

Why the legal meaning can depend on where you are
“Video hosting site” is a general description, not a single legal category used identically everywhere. In the European Union, the Audiovisual Media Services Directive defines a video-sharing platform service using a specific test: its principal purpose, a dissociable section, or an essential functionality must be devoted to providing programmes or user-generated videos to the general public; the provider must lack editorial responsibility for that content; and it must determine how the content is organised, including through automatic means or algorithms. The EU directive sets out that jurisdiction-specific definition; it is not a universal definition of video hosting.

The directive defines user-generated video as “a set of moving images with or without sound constituting an individual item, irrespective of its length, that is created by a user and uploaded to a video-sharing platform by that user or any other user.”
In the United States, the Copyright Office describes Section 512 as including a category for storing material on a service provider’s system or network at a user’s direction, with websites hosting user-generated content as an example. That context concerns user-directed storage; it does not make every hosting site a video-sharing platform under EU law. U.S. Copyright Office: Section 512.
