A sundown town was a community or county that deliberately excluded people of color from living there or remaining after dark. The boundary could be enforced by signs or ordinances, but also by police action, housing restrictions, threats, harassment, violence, employer pressure, and widely understood local custom. The defining feature was organized, community-wide exclusion—not one racist incident.
What “sundown town” means
History and Social Justice, a James W. Loewen-inspired project, defines a sundown town as an entire community or county that was “all white” on purpose. The phrase describes a racial boundary around residence and nighttime presence. In some places, Black people or other targeted groups could work, shop, or travel through during the day but were expected to leave before nightfall.
“All white” did not always mean that no person of color was physically present. Limited exceptions could include people confined in institutions, live-in domestic servants, or children living in white households. Those exceptions did not make the community open; they show how the exclusion operated around residence, autonomy, and equal participation.
The term should not be used for every racist act. A single slur, a discriminatory business, or an isolated assault is evidence of racism, but not by itself evidence of a sundown town. The stronger historical claim is that residents, officials, businesses, landlords, employers, or other local institutions maintained a community-wide racial boundary over time.

“A sundown town is not just a place where something racist happened. It is an entire community (or even county) that for decades was ‘all white’ on purpose.”
History and Social Justice, James W. Loewen-inspired project
When and where sundown towns developed
Many documented examples formed or hardened between about 1890 and 1940. This period followed Reconstruction and is often described by historians as the nadir of United States race relations. The pattern was not confined to the former Confederacy. The Loewen-inspired project reports about 506 sundown towns in Illinois alone, while examples have also been documented in Indiana, Oregon, and other Northern states.
A 2025 paper in Scientific Data assembled 2,248 historical sundown places. Of those, 1,821 were outside the former Confederate South. The paper places sundown-town histories in every region of the contiguous United States. Geography therefore matters: a town’s location in the North, South, Midwest, or West does not by itself determine whether it had a history of organized exclusion.

The wider legal environment made racial separation possible in both regions. The Library of Congress describes Black Americans being separated from white Americans by law and private action in transportation, public accommodations, recreation, prisons, the armed forces, and schools. In Plessy v. Ferguson (1896), the Supreme Court sanctioned the “separate but equal” framework that governments and private actors used to justify racial separation.
How a sundown town enforced exclusion
No single procedure applied everywhere. A town could combine official action with private intimidation, and the balance could change over time. The following mechanisms are distinct forms of evidence rather than a checklist that every town had to satisfy.
| Mechanism | What it could look like | What to verify in a local case |
|---|---|---|
| Official enforcement | Police orders, arrests, removal from public spaces, local ordinances, or other government action directed at targeted people. | Police records, ordinances, court files, newspaper reports, or testimony identifying who was targeted and when. |
| Housing controls | Restrictive covenants, discriminatory sales and rentals, or real-estate practices that reserved homes for white residents. | Deeds, covenant language, real-estate records, and evidence that the restriction was applied in the community. |
| Threats and violence | Warnings, harassment, intimidation, assaults, or violence making residence or overnight presence unsafe. | Contemporaneous reports, court or hospital records, newspapers, or corroborated oral histories. |
| Social and economic pressure | Employers, businesses, landlords, or neighbors communicating that a person could work or pass through but could not stay. | Employment records, business policies, letters, interviews, or multiple independent accounts. |
| Public signs and custom | Posted warnings, a known expectation to leave by dark, or a locally understood rule with no surviving written ordinance. | The sign or wording itself, photographs, newspaper coverage, or consistent testimony from residents and visitors. |
Signs were not universal
Some communities posted warnings, but a literal sign mentioning sunset is not required for the designation. Police intervention, threats, housing restrictions, or the expectation that Black travelers would find lodging elsewhere could communicate the same boundary. Conversely, a remembered sign should be checked against its date, location, wording, and independent evidence rather than treated as proof of every detail of a town’s history.

Private property rules were an important part of the system. After Buchanan v. Warley (1917) invalidated a Louisville racial-zoning ordinance, white property owners and real-estate interests increasingly relied on private restrictive covenants. In Shelley v. Kraemer (1948), the Supreme Court held that courts could not constitutionally enforce those racial covenants. The decisions changed the legal tools available for exclusion, but they do not by themselves establish whether a particular town operated as a sundown town; that requires local evidence.

Who was targeted?
Black Americans were the central target in the best-known sundown-town scholarship. Depending on the place and period, exclusion also affected Native Americans, Asian Americans, Latinos, Jews, and other groups. A careful account names the targeted group instead of assuming that every town used anti-Black rules or treated every minority group identically.
Targeting could also vary within a single community. A town might exclude one group from residence while tolerating another group as seasonal workers, domestic servants, students, or travelers. The period, occupation, and perceived status of a person could influence how the boundary was enforced.
How historians identify a sundown town
The historical record is uneven because local practices were specific, inconsistently codified, and often never entered administrative files. Evidence can include a surviving ordinance or sign, newspaper coverage, property documents, police records, interviews with residents and experts, and demographic patterns in historical Census data.
The 2025 Scientific Data dataset converted earlier place-name records into Census-linked geographic data. Its authors explain that earlier records associated with James Loewen and Stephen Berrey drew on primary documents, interviews, and historical Census analysis, with review before entries were included. The paper also states, “We do not gather primary data on historical sundown towns.” In other words, a database entry compiles and links existing evidence; it is not a new eyewitness investigation of every location.

There is no definitive all-time count. The figure of 2,248 places is a research compilation, not a complete census of every historical case. Missing ordinances, lost newspapers, changing town boundaries, and undocumented customs make some histories difficult or impossible to recover. A responsible description distinguishes among documented law or signage, corroborated oral history, newspaper and archival evidence, demographic indication, and an allegation that remains unresolved.
How to investigate whether a town had a sundown-town history
Residents researching a community should treat the question as a local historical investigation, not as a simple map lookup. Use a sequence that identifies the claim, the period, and the quality of the evidence.
- Define the place and time. Fix the town or county boundaries and the decades you are examining. A city may have annexed surrounding areas, and a practice may have begun, intensified, or ended at different times.
- Name the targeted group. Determine whether the evidence concerns Black residents, Native Americans, Asian Americans, Latinos, Jews, or another group. Do not assume that a town treated all groups alike.
- Search for formal records. Check municipal ordinances, police logs, court cases, property deeds, restrictive covenants, school or park rules, and local government minutes. Record the exact language, date, and authority.
- Compare newspapers and archival material. Look for warnings, removals, violence, housing disputes, employment practices, and reports of residents being required to leave. Compare accounts from different publications where possible.
- Collect oral histories carefully. Interviews can preserve knowledge absent from official records. Note who was interviewed, when, what they personally experienced, and whether independent witnesses or documents corroborate the account.
- Use Census patterns as context, not proof by themselves. A long absence of a group may support a documented pattern, but population numbers alone cannot establish why people were absent or which enforcement method was used.
- Classify the conclusion. State whether the evidence shows a documented ordinance or sign, a corroborated community practice, a demographic pattern with supporting testimony, or a claim that remains uncertain. Explain what is established and what is not.
How sundown towns differ from related forms of segregation
Sundown-town exclusion could overlap with segregation in schools, transportation, public accommodations, or neighborhoods, but the concepts are not interchangeable. Segregation may divide people within a city while allowing residence across racial lines. A sundown town adds a community-wide boundary that restricts who may live there or remain overnight.

Likewise, a restrictive covenant in one subdivision is not automatically proof that an entire municipality was a sundown town. To make that broader claim, historians look for evidence that the exclusion operated across the community or county through multiple institutions, customs, or enforcement practices.

Are sundown towns still active today?
“Sundown town” is primarily a historical designation. Some communities may still carry institutional effects, demographic legacies, or local memories of earlier exclusion, but a historical database cannot by itself establish present-day enforcement. Nor is there an authoritative, all-time list that certifies every town’s current status.
To describe a contemporary situation accurately, identify current evidence, the targeted group, the conduct involved, and the date. Do not infer an active curfew or exclusion rule solely from a town’s past reputation, a map entry, or its present population. Historical continuity may be an important question, but it requires contemporary documentation.
Why the history matters now
Mapping and documenting former sundown places helps explain why racial populations and institutions developed unevenly across the United States. Linked Census data can support studies of long-term demographic and institutional effects, while oral histories can preserve experiences that formal records omitted. Community projects also use the history to teach how law, private property, policing, and social pressure worked together.
The subject is therefore not just a collection of unusual signs or local anecdotes. It is a way to study how an entire community could make racial exclusion ordinary, enforceable, and difficult to challenge—even when no single written rule captured the whole system.
