In India, a Specialized Investment Fund (SIF) is a SEBI-regulated investment-product category created inside the mutual-fund framework. It is intended to give qualifying investors more portfolio flexibility than conventional mutual-fund schemes, while remaining more standardized than a portfolio management service (PMS). The framework does not promise higher returns or establish that SIFs are safer, riskier or better than mutual funds.

“Specialized investment fund” is not a globally uniform legal term. This article covers India’s SEBI SIF. Luxembourg has a separate specialised investment-fund regime under its 2007 law, with different rules and eligibility requirements.

What is an SIF in Indian mutual funds?

SEBI introduced the Indian SIF category through amendments to the mutual-fund regulations. The product is designed for strategies that need more flexibility than the conventional mutual-fund framework generally provides, but that are still offered under mutual-fund regulation rather than as PMS mandates.

SEBI described the policy objective in its February 27, 2025 circular: “To bridge this gap, the SEBI (Mutual Funds) Regulations, 1996 have been amended to introduce the broad regulatory framework for the new investment product – Specialized Investment Fund”. You can read the circular on SEBI’s website and the related rule text in the February 2025 amendment PDF.

Mutual-fund provisions continue to apply to SIF strategies unless SEBI specifies an exception. Therefore, “SIF” describes a regulatory category and product architecture, not one uniform portfolio. One SIF strategy could differ substantially from another in assets, concentration, dealing frequency, risk and fees.

Why SEBI created the SIF category

SEBI positioned SIFs in the space between conventional mutual funds and PMS. Conventional funds give investors diversified, pooled exposure under established scheme limits. PMS generally provides a separately managed portfolio for a client under a different regulatory framework. SEBI’s stated rationale was to address a perceived gap in portfolio flexibility between those two formats.

The framework uses a segmented, risk-based approach that considers product complexity, the sophistication of the target investor and the minimum investment size. That policy rationale should not be read as a performance claim. The existence of an SIF category does not demonstrate that an SIF will outperform a mutual fund or that it is inherently more suitable for a particular investor.

  • Open-ended: dealing is available on the schedule stated in the scheme documents, subject to the strategy’s terms.
  • Close-ended: the strategy has a defined term or limited dealing structure; an investor may not be able to exit whenever a conventional open-ended fund permits.
  • Interval: subscriptions or redemptions are available only during specified windows.

Do not infer liquidity from the SIF label. Two SIF strategies can use different dealing calendars, notice periods, gates or other conditions. The current offer document is the controlling source for those details.

The ₹10 lakh aggregate minimum

SEBI’s 2025 framework sets a minimum investment of ₹10 lakh in aggregate across the strategies offered by an SIF at the investor level, with an exception for accredited investors. This is not automatically a ₹10 lakh minimum for every individual strategy. An investor who uses more than one strategy within the same SIF must consider the combined amount required under the applicable rules and documents.

The threshold is specific to the SIF framework. It should not be presented as a universal minimum for ordinary mutual funds, and it does not by itself indicate a strategy’s expected return or risk. Confirm the current minimum, any additional subscription amount and the treatment of transfers or redemptions in the offer document.

Portfolio flexibility depends on the strategy

SIF rules provide the category’s framework, but they do not make every SIF identical. The strategy document should identify the permitted instruments, investment objective, concentration limits, exposure limits, valuation approach and applicable restrictions. A claim that all SIFs are concentrated, alternative, aggressive or illiquid would go beyond what the regulatory category establishes.

SIF versus a conventional mutual fund

The practical differences are easiest to assess by comparing the regulatory baseline, access conditions and the documents governing each product.

Comparison point Indian SIF Conventional mutual fund What to verify
Regulatory relationship SIF strategies operate under the SEBI mutual-fund framework, with mutual-fund provisions applying unless a specified exception applies. See the 2025 amendment text. The ordinary mutual-fund regulations are the baseline. Read the scheme information and strategy documents for provisions specific to the product.
Portfolio flexibility Created to offer greater flexibility in the area between mutual funds and PMS; the actual permissible investments and limits vary by strategy. Operates within the conventional scheme framework for its category. Compare the stated objective, instruments, concentration and exposure limits in current documents.
Investor access ₹10 lakh aggregate across strategies within an SIF, subject to the accredited-investor exception. No SIF threshold should be assumed to apply to an ordinary mutual fund. Check eligibility and the current minimum subscription for the specific scheme.
Dealing and liquidity Can be open-ended, close-ended or interval-based; subscription and redemption frequency is disclosed by strategy. Liquidity depends on the particular mutual-fund scheme and its dealing terms. Check dealing dates, notice periods, lock-ins, gates, exit loads and other exit conditions.
Performance and cost The SIF framework alone establishes no general return, fee or risk advantage. Performance and fees also vary by scheme and must be assessed using dated, like-for-like data. Use current official disclosures rather than category assumptions.

How an SIF differs from PMS

An SIF and PMS are not interchangeable labels. An SIF is a pooled investment product operating within the mutual-fund regulatory structure. PMS is a separate portfolio-management arrangement with its own regulatory requirements and client mandate. SEBI’s SIF rationale concerns the space between these formats; it does not convert an SIF into PMS or give an SIF the same legal or operational features as a separately managed account.

When comparing an SIF with PMS, establish whether the investor owns units in a pooled scheme or has a separately managed portfolio, how orders and expenses are allocated, what the redemption process is, and which disclosure and reporting documents apply. Those characteristics cannot be inferred from the word “specialized”.

Investor eligibility is different from AMC launch eligibility

Rules that apply to an investor

For an investor, the headline SIF-specific condition is the ₹10 lakh aggregate minimum across the SIF’s strategies, unless the investor qualifies for the accredited-investor exception. The investor must also satisfy the eligibility, know-your-customer and subscription requirements in the current documents. The exact dealing timetable and any strategy-specific restrictions are set out in the offer materials.

Rules that apply to the mutual fund or AMC

SEBI’s Master Circular for Mutual Funds dated March 20, 2026 sets criteria for a registered mutual fund seeking to launch an SIF. One route requires at least three years of operation and average assets under management of ₹10,000 crore. The circular also describes an alternate route based on specified investment-personnel experience and AUM requirements.

Those are issuer-level launch criteria. They are not a requirement that every investor have three years of investing experience, ₹10,000 crore or any similar personal balance-sheet figure. Keep the AMC qualification test separate from the investor’s eligibility test.

What to check before investing in an SIF

Use the following process for a particular SIF rather than relying on the category name.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm the jurisdiction and product type. Make sure the document describes an Indian SEBI SIF, not a Luxembourg specialised investment fund or another overseas vehicle.
  2. Read the investment objective. Identify the return objective, benchmark if one is stated, permitted asset classes and the circumstances in which the strategy can change.
  3. Map the portfolio limits. Check concentration, issuer, sector, derivative, leverage, borrowing and exposure limits. Note which limits are regulatory ceilings and which are the manager’s stated targets.
  4. Establish the dealing calendar. Record subscription dates, redemption dates, notice requirements, settlement timing, lock-in periods, gates, suspension powers and exit loads. For an interval strategy, mark every available window.
  5. Calculate the real commitment. Apply the ₹10 lakh SIF-level aggregate rule, then add any strategy-specific minimums, subsequent-subscription requirements or cash reserves needed to meet redemptions.
  6. Review all charges. Find management fees, expense limits, performance-related charges if any, transaction costs, loads and taxes or levies disclosed in the documents. Do not assume that the regulatory category determines a fee level.
  7. Assess valuation and reporting. Check how frequently the portfolio is valued, how hard-to-value instruments are treated, when statements are issued and what reports are available between dealing dates.
  8. Match the liquidity to your time horizon. Do not commit money needed for a near-term expense to a strategy whose redemption window or notice period you cannot accommodate.
  9. Compare like with like. Compare an SIF only with mutual-fund schemes or PMS mandates that pursue a similar objective, asset mix and risk budget, using current official documents and dated performance data.
  10. Verify the latest version. Regulatory circulars and scheme documents can change. Check the current SEBI material and the AMC’s latest offer documents before submitting an application.

What is known—and not known—about SIF returns, fees and risk

The regulatory framework establishes product rules, not an investment result. Available official material does not establish that SIFs as a group outperform conventional mutual funds, charge higher fees or are always riskier. Those questions require current, like-for-like data for named strategies and periods.

The minimum investment is also not a risk rating. A ₹10 lakh threshold may limit access to investors who can commit that amount, but it does not reveal how volatile, concentrated, leveraged or liquid a particular strategy will be. Review the strategy’s own disclosures for those characteristics.

Potential risks to examine include the possibility that a flexible mandate permits larger exposures, that an interval or close-ended structure delays exit, that complex instruments are harder to value, and that a narrow strategy behaves differently from a diversified fund. Whether any of those risks applies, and to what degree, depends on the specific strategy and its documents.

India’s SIF is not Luxembourg’s SIF

Luxembourg uses “specialised investment fund” for a separate legal vehicle governed by its February 13, 2007 law. The Luxembourg regulator, the Commission de Surveillance du Secteur Financier (CSSF), publishes that law and its broader regulatory framework for undertakings for collective investment. An industry overview is also available from ALFI.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those Luxembourg rules should not be mixed with India’s SEBI requirements. Investor eligibility, supervision, fund formation, reporting and minimums may differ by jurisdiction. Always identify the regulator and governing law before applying a definition or comparison.

Regulatory timeline and keeping the information current

SEBI issued the broad SIF framework on February 27, 2025 and published the related mutual-fund amendment in February 2025. The March 20, 2026 Master Circular provides the detailed SIF launch-eligibility criteria cited above. Because SEBI can amend regulations and circulars, a document downloaded earlier may no longer be current.

Before investing, check the latest SEBI circulars, the scheme information document, the statement of additional information and any updated addenda issued by the fund house. Treat the date on each document as part of the information, not as a footnote.

Bottom line for a prospective investor

An Indian SIF is a SEBI-regulated mutual-fund product category intended to provide more portfolio flexibility than conventional funds, with a ₹10 lakh aggregate minimum across an SIF’s strategies for most investors. It may be open-ended, close-ended or interval-based, and its actual risk, liquidity, investments and costs come from the individual strategy documents. Use the SIF label to locate the relevant rules, not to predict returns or suitability; make the decision from the strategy’s mandate, dealing terms, disclosures and current data.
