The National Radio Quiet Zone (NRQZ) is an approximately 13,000-square-mile federal coordination area created in 1958 to protect sensitive radio receivers at Green Bank Observatory in West Virginia and the U.S. Navy receiving site at Sugar Grove. It is not a technology-free bubble: its federal rules mainly require advance coordination for certain permanent, fixed, licensed transmitters. Green Bank has additional, stricter rules on its own campus because radio telescopes can detect faint signals that ordinary electronics can mask.
What a radio quiet zone actually is
A radio quiet zone is an area managed to reduce radio-frequency interference (RFI), not an area where audible sound disappears. Radio telescopes listen for extremely weak natural emissions from objects such as galaxies, nebulae, planets and interstellar clouds. A nearby transmitter, switching power supply or digital circuit can be millions of times stronger at the telescope than the astronomical signal. Even when a device is not making a call, its clocks, processors, displays and cables can leak energy into frequencies used for observations.
The National Radio Quiet Zone is therefore best understood as a spectrum-protection and coordination system. It covers roughly 13,000 square miles near the Virginia–West Virginia border, with boundaries defined by geographic coordinates. The zone contains Green Bank Observatory and the Sugar Grove receiving facilities. Its purpose is to reduce the chance that new or changed radio transmitters will disrupt those receivers.
The word “quiet” does not mean that every radio, phone or computer is forbidden throughout the entire area. People live, work and travel inside the boundary, and Green Bank Observatory itself says the quiet zone does not mean “no internet.” What matters is the type of emission, its power, its frequency, its location and whether it could affect a protected receiver.

Why Green Bank Observatory is inside it
Green Bank is home to some of the world’s most sensitive radio-astronomy instruments. Optical telescopes can be protected from visible-light pollution with darkness and shielding, but radio telescopes must contend with transmissions that travel through the atmosphere and can enter an antenna from far away. A television transmitter, microwave link, radar, cellular base station or electronic device can overwhelm a measurement before software has a chance to remove it.
The protection is also historical. The federal arrangements were established in 1958 through FCC Docket No. 11745 on November 19 and Interdepartment Radio Advisory Committee Document 3867/2 on March 26. The stated goal was to minimize harmful interference to the National Radio Astronomy Observatory facility at Green Bank and Navy receiving facilities at Sugar Grove. The result was a large coordination area rather than a fence around one telescope.
Three different boundaries are often called the “quiet zone”
Confusion usually comes from treating three separate systems as if they were one. Their size, authority and practical effect are different.

How federal transmitter coordination works
The NRQZ process is triggered by particular transmitters, not by every electronic product. The current coordination guidance identifies new or modified, permanent, fixed, licensed transmitters inside the zone as requiring coordination. Federal transmitters are handled under section 8.3.9 of the NTIA Manual; non-federal transmitters are covered by 47 CFR § 1.924.
1. Determine whether the proposal is covered
Check the transmitter’s location against the mapped NRQZ boundary, then determine whether it is permanent, fixed, licensed and new or being modified. A portable device used temporarily is not automatically treated the same way as a permanent fixed station. If a proposal falls outside the mandatory category, voluntary coordination can still be prudent when it could affect radio-astronomy observations.
2. Prepare the technical notice
The notice must describe the information needed to evaluate interference. Relevant details include the antenna’s location and height, antenna directivity, channel or frequency, emission type and transmitter power. Incomplete or inaccurate information can prevent a meaningful review.

3. Submit the information before the license or assignment application
Applicants send the technical material to the NRQZ interference office before applying to the FCC or to the federal frequency-assignment authority. This sequencing lets the protected facilities review a proposal before the licensing process is complete.

4. Allow the interference review
NRAO evaluates estimated power flux density against protection thresholds that vary with frequency. The review asks whether the proposed signal at a protected receiver is likely to exceed the relevant limit. A proposal that meets the criteria can receive a coordination letter or comments for the licensing file.
5. Continue to the licensing authority
A coordination letter is not a license. NRAO’s interference office explicitly has no authority to grant an FCC license or a federal-government frequency assignment. The FCC or the appropriate federal agency retains that authority, and its application rules still apply.
For covered FCC application situations, 47 CFR § 1.924 provides a 20-day period for comments or objections. That number should not be treated as a universal deadline for every project: the timing depends on the application and the administering agency’s current instructions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhat the NRQZ means for ordinary technology
There is no blanket federal rule that turns off cellular service, Wi-Fi, Bluetooth, broadcast radio, computers or the internet across all 13,000 square miles. The federal mechanism is advance coordination of specified transmitters. Existing services and ordinary electronics are not automatically illegal simply because they are inside the mapped boundary.

Conditions can still vary by community and by equipment. A transmitter that is acceptable in one location may create a problem near a sensitive instrument, and a planned tower or point-to-point link may need review even if similar consumer devices are common elsewhere. The correct question is not “Is this inside the quiet zone?” but “What does this device transmit, where, at what power and under which rule?”
Green Bank Observatory relies on internet connectivity, which is why its public explanation specifically rejects the popular idea that the quiet zone means no internet. Internet access can coexist with radio astronomy when the connection and associated equipment are managed so that harmful emissions do not reach the receivers.
Green Bank Observatory’s on-site rules are stricter
Visitors often encounter the strongest restrictions at the Observatory itself, where the antennas are close and observations can be disrupted by a small source. The Observatory divides its property into operational zones.
Zone 1: the radio-astronomy instruments
Zone 1 covers the instruments. The site policy requires visitors to leave personal electronics behind and permits only approved diesel vehicles. These controls are operational requirements for the instrument area, not a description of what every resident of the federal NRQZ must do.

Zone 2: laboratories, housing and visitor facilities
Zone 2 includes laboratory, housing and visitor areas. The policy generally prohibits intentional or known radio radiators there without a waiver, subject to the policy’s stated exceptions. Wi-Fi and Bluetooth equipment are examples of intentional radio emitters. The policy also recognizes unintentional emissions: many digital devices radiate as a side effect even when the user is not deliberately transmitting.
The complete site policy was updated in September 2025, and operational instructions can change. Anyone planning a visit should read the Observatory’s current visitor guidance for the specific tour, building and equipment rather than relying on a general description of the NRQZ.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can you use a cell phone in the National Radio Quiet Zone?
There is no single yes-or-no answer for the whole federal zone. In towns and roads away from the Observatory, the NRQZ is not a general cellphone prohibition. On Observatory property, however, local Zone 1 or Zone 2 rules may require a phone to be left behind, powered down or otherwise controlled, depending on the area and the current instructions.
| Situation | How to interpret the rules |
|---|---|
| Driving or living elsewhere inside the NRQZ | The federal zone alone does not automatically ban a personal phone, Wi-Fi router or internet connection. |
| Installing a permanent fixed transmitter | Check whether it is a covered licensed station and complete NRQZ coordination before the FCC or federal assignment application. |
| Visiting Green Bank Observatory | Follow the current site policy and staff instructions; campus zones can be stricter than the broad NRQZ. |
| Taking a camera, smartwatch, Bluetooth accessory or laptop to an instrument area | Do not assume that a non-cellular device is harmless. Its intentional and unintentional emissions may be restricted in Zone 1 or Zone 2. |
Why even unintentional emissions matter
A radio telescope does not only receive the frequency a person associates with a device. Digital electronics generate harmonics, clock signals and broadband noise. A laptop display, switching regulator or data cable can radiate energy outside its intended operating band. Separately, a Wi-Fi or Bluetooth radio deliberately transmits packets, making it an intentional radiator.
Coordination therefore uses engineering quantities rather than a simple list of “approved” brands or gadgets. Reviewers consider frequency, bandwidth, antenna pattern, height, distance and power flux density at the protected site. Lower power does not automatically mean zero risk, because a source close to an antenna can be more disruptive than a higher-power source much farther away.
Planning a transmitter or a visit: a practical checklist
For a network, utility or communications project
- Map the site. Confirm whether the proposed coordinates fall within the NAD-83 NRQZ boundary and note the distance and line of sight to protected facilities.
- Classify the station. Record whether it is permanent, fixed and licensed, and whether the proposal is new or modifies an existing station.
- Collect engineering data. Document antenna location and height, directivity, channel or frequency, emission type and power.
- Check the applicable authority. Use the current NRQZ guidance, NTIA Manual section 8.3.9 for federal transmitters and 47 CFR § 1.924 for non-federal transmitters.
- Coordinate first. Submit the technical information to the NRQZ interference office before filing with the FCC or the relevant federal assignment authority.
- Keep approvals separate. Treat the coordination letter as technical review, not as the final license or frequency assignment.
For a Green Bank visit
- Read the Observatory’s current visitor and site-policy instructions before arrival.
- Identify whether your itinerary enters Zone 1, Zone 2 or only public areas.
- Ask in advance about phones, cameras, smartwatches, Bluetooth accessories, laptops, vehicle electronics and medical equipment.
- Do not infer campus rules from what is permitted elsewhere in the NRQZ.
- Follow staff directions if an observation or instrument configuration requires additional restrictions.
Common misconceptions, corrected
- “The entire region is silent.” No. The objective is reduced radio-frequency interference, not silence from sound or communications.
- “Nobody can have internet there.” No. Green Bank Observatory says the quiet zone does not mean no internet.
- “Every electronic device is banned across 13,000 square miles.” No. Federal rules focus on specified transmitters, while the Observatory has tighter site policies near its instruments.
- “NRAO issues the transmitter license.” No. It performs interference coordination; the FCC or the appropriate federal agency grants the license or assignment.
- “The 10-mile radius is the NRQZ.” No. The 10-mile West Virginia Radio Astronomy Zone is a separate state-law area inside the much larger federal coordination zone.
- “A device that does not intentionally transmit cannot matter.” Not necessarily. Unintentional emissions from digital electronics can also interfere with observations.
Why the distinction matters
Using one phrase for three different systems leads to bad advice. A telecom engineer needs the federal coordination procedure and the correct technical data. A West Virginia resident needs to understand the state-law interference authority. A visitor needs the Observatory’s current Zone 1 and Zone 2 instructions. Separating geographic scale, legal authority, equipment covered and enforcement mechanism gives each person the rule that actually applies.
