A phone’s refresh rate is how many times its display can update each second, measured in hertz (Hz). A 120 Hz screen has up to 120 refresh opportunities per second, but that does not mean every app creates 120 new images per second. Apps, the operating system, power controls, temperature and the type of content all influence the rate you actually see.
When an app looks less smooth than the rest of a 120 Hz phone, it is usually rendering at 30 or 60 frames per second, requesting a lower cadence, or being scheduled at a different rate by the system. The display is often working as designed rather than failing.
Refresh rate and frame rate are different measurements
Refresh rate describes the panel: how often the screen can scan and update its pixels. Frame rate describes the software: how often an app produces a new complete image. Both are expressed as rates per second, but they refer to different parts of the pipeline.

At 60 Hz, a display has a refresh opportunity approximately every 16.7 milliseconds. At 120 Hz, the interval is approximately 8.3 milliseconds. Those intervals indicate opportunities to show new content, not a guarantee that new content exists. If an app supplies only 60 distinct frames per second to a 120 Hz panel, the system may show each frame twice, use a compatible lower display cadence, or schedule updates unevenly.

| Term | What it measures | Example |
|---|---|---|
| Refresh rate | Display update opportunities per second | 60 Hz or 120 Hz |
| Frame rate | New images an app renders per second | 30, 60 or 120 frames per second |
| Content cadence | How frequently the source produces motion images | A movie supplied at 24 frames per second |
A high refresh rate can make scrolling and animation look clearer because the display can present motion at shorter intervals. It cannot manufacture intermediate frames that an app or video never rendered. This is why a 120 Hz interface can still contain a 60 fps game, a 30 fps animation or a 24 fps film.
Why one app can ignore a phone’s advertised rate
The app has its own frame-rate cap
Games commonly cap output at 30 or 60 fps to keep frame times stable, reduce battery use or limit heat. An in-game graphics menu may expose a maximum-FPS setting, but the available choices depend on the game and the exact handset. If the game renders 60 fps, selecting 120 Hz in the phone settings does not automatically double the game’s output.
Some ordinary apps also use fixed animation timing. A list, web page or transition may be implemented around a 60 fps budget even when the phone is capable of more. The operating system cannot display frames that the application never supplies.
The operating system arbitrates timing
Modern phones coordinate the display with all visible surfaces rather than allowing every app to control the panel independently. The scheduler considers the requested rate, available hardware modes, other surfaces on screen and whether changing modes is worthwhile.
Apple’s documentation for ProMotion states: “The system insulates the ProMotion display’s actual refresh rate from your app — you can’t force a ProMotion display to show your content at any specific rate.” An app can provide timing preferences, while Core Animation and the operating system decide the actual cadence. A preference is therefore not a command.
Android uses a similar request-based model. For apps targeting Android 11 (API level 30) or later, the frame-rate API lets an app communicate its intended rate to the platform. Android may decline a change when another surface is active, the requested mode is unsupported, battery saving is enabled or a different cadence better matches the content.
Battery and temperature can lower the rate
Driving the display more often can consume more energy. Rendering additional frames also makes the processor and graphics hardware work harder. Phones may therefore lower the display rate or decline a high-rate request to preserve battery life or control temperature.
Apple’s ProMotion guidance notes that faster rates can be disabled in Low Power Mode or when the device becomes hot. The exact behavior depends on the supported iPhone generation and system version. On Android, manufacturer power modes can impose their own limits, and the Android Developers’ Android 15 game guidance says games use a 60 Hz default to optimize power. That guidance was updated on February 26, 2026; it is specific to Android 15 game behavior, not a universal rule for every Android app.
The hardware may not support the requested mode
Phone families often include models with different panels. A name associated with a 120 Hz series does not establish that every storage or regional variant has the same display. A 60 Hz panel cannot switch to 90 or 120 Hz, regardless of the app’s request. Even a capable panel may support only particular combinations of resolution and refresh rate.

The content itself may be slower
Video plays at the cadence encoded by its source. A 24 fps movie remains 24 fps on a 120 Hz display; the panel repeats frames according to a compatible timing pattern. This is different from interface scrolling, where the system and app can generate new positions continuously. Comparing a film with a scrolling list can therefore produce different apparent smoothness without any fault.
Custom drawing may not adapt correctly
System-managed animation frameworks can adapt many common interface animations when the display timing changes. An app that performs custom frame-by-frame drawing must respond to changing timing itself. If it assumes a fixed interval, it may continue at a lower rate or produce uneven motion. Apple specifically calls out this requirement for custom drawing on variable-refresh displays.

How ProMotion iPhones choose a refresh rate
Apple’s current developer documentation describes supported ProMotion iPhone displays as dynamically switching from 10 Hz to 120 Hz. The range applies only to supported devices, not every iPhone. The documentation identifies iPhone 13 Pro and later, iPhone 17 and later, and iPhone Air among the supported iPhone families; individual models and system conditions still determine the behavior.
A low rate can be appropriate for relatively static content, while scrolling or animation can prompt a higher rate. The operating system evaluates the app’s timing preferences and the current workload, then selects a rate the hardware can sustain. An app cannot force the panel to remain at 120 Hz for every frame.
Apple’s platform guidance also documents user and system limits. Low Power Mode can restrict faster updates, and the Limit Frame Rate setting can cap ProMotion behavior on supported versions. If a ProMotion phone appears to run an app at 60 Hz, check those controls before treating the result as a display defect.
How Android decides whether to use a high rate
Android’s frame-rate APIs communicate intent to the platform scheduler. The scheduler matches app requests to display modes exposed by the exact device. It can weigh competing visible surfaces, battery-saver state, thermal conditions and whether a mode transition would improve the result.
Android 11 (API level 30) is the minimum target level identified in the Android frame-rate documentation for the described API. An older app may use a different mechanism or make no high-rate request at all. A newer app can still receive a lower cadence if the hardware or current system state does not permit the requested mode.
For games, Android 15 guidance says the system defaults to 60 Hz for power efficiency. To unlock rates above that default, a game needs to request the higher rate through the documented API or use the Swappy library described by Android. A request remains subject to battery and temperature overrides, so it is not a promise of sustained 90 or 120 fps.
Check why your phone is not using its maximum rate
- Verify the exact model. Open the phone’s About or device-information page and identify the complete model designation. Confirm that this model’s panel supports a rate above 60 Hz; family names alone are not sufficient.
- Inspect system display controls. Look for a display or motion setting that selects Standard, High, Adaptive or a similar mode. On iPhone, check whether Low Power Mode or Limit Frame Rate is active. Android menu names and locations vary by manufacturer, so use the labels on your handset rather than a guide for a different model.
- Review battery-saving modes. Battery Saver, extreme power saving and similar modes can lower the display cadence or prevent a high-rate request. Temporarily disable the mode for a controlled comparison, then re-enable it if battery life is the priority.
- Check the app’s own settings. In a game, inspect graphics, performance or FPS options. A 60 fps cap will remain a 60 fps cap even when the system display is set to 120 Hz.
- Compare different content types. Test a scrolling list or system animation separately from a 24 fps video and from the game. Different source cadences are expected to look different.
- Let the phone cool. If the device is hot after gaming, charging or direct sunlight, stop the workload and allow it to return to normal temperature. Thermal protection can lower rates and performance; selecting a maximum setting does not guarantee a higher sustained rate while the phone is hot.
- Retest after a restart. A restart can clear a temporary workload or stuck application state, but it cannot add a display mode that the hardware does not support.
What common symptoms mean
“My 120 Hz phone feels smooth in menus but not in one game.”
The game is likely capped at 30 or 60 fps, has not requested a higher mode, or is reducing output to maintain stable frame times. Check its FPS control and the phone’s power mode. If the game does not render higher rates, the display cannot create them.

“Scrolling is smooth, but a video looks the same at every setting.”
Video motion follows the source frame cadence. A 24 fps or 30 fps stream does not become 120 unique frames per second on a faster panel. The display may still switch modes to match the content efficiently.
“A refresh-rate overlay reports 120 Hz, but motion still stutters.”
An overlay may report a selected software mode, a recent sample or an app-level rate rather than the panel’s instantaneous physical update cadence. Without knowing the overlay’s measurement method, treat it as an indication, not proof that every frame is arriving evenly. Stutter can also come from inconsistent frame times even when the nominal rate is high.
“The phone drops from high refresh while gaming.”
Battery level, thermal load, the active game mode and competing surfaces can all cause the scheduler to choose a lower rate. A lower sustained rate may provide steadier motion and less heat than an unstable attempt to maintain a higher one.
Can you force every app to run at 120 Hz?
Usually, no. On ProMotion iPhones, Apple explicitly prevents apps from forcing a specific actual refresh rate. On Android, an app’s frame-rate request is advisory and the scheduler can reject or alter it. A system setting that selects a high or adaptive display mode raises the available ceiling; it does not rewrite an app’s rendering loop.
Some Android manufacturers expose per-app performance controls, and some games provide an FPS selector. Those controls can help when the app and hardware support the mode, but their names, scope and behavior vary by handset. They cannot overcome a 60 Hz panel, an app-level cap, unsupported display modes or thermal protection.
How to evaluate a high-refresh phone before buying
A 120Hz smartphone can provide a smoother foundation for compatible scrolling and games, but the number alone is not a complete specification. Compare the exact model’s maximum and variable range, the modes available at its native resolution, and how the phone behaves under sustained heat and battery load.
| What to compare | Why it matters |
|---|---|
| Maximum and variable refresh-rate range | Shows the panel’s available ceiling and whether it can reduce updates for static content. |
| Exact model and region | Different variants in one product family can use different displays or modes. |
| App and game support | The software must render and request higher rates; hardware capability alone is insufficient. |
| Sustained battery and thermal behavior | Heat or power-saving policies can lower the rate during long sessions. |
| Your actual use | You are more likely to notice a high rate in scrolling and supported animation than in low-frame-rate video. |
Do not treat 120 Hz as automatically better in every situation. A phone that holds a consistent lower rate can feel better than one that repeatedly changes cadence under heat, and a high-rate panel adds little to content whose source frame rate is low.
The practical answer
Refresh rate is the screen’s update capacity; frame rate is the app’s supply of new images. Apps appear to ignore a high refresh rate when they cap their own output, fail to request a faster cadence, display low-frame-rate content, or are limited by the operating system, battery settings, hardware modes or temperature. Check the exact handset, power controls, app FPS settings and thermal state in that order. If those conditions are normal and the app still runs at 60 fps, the behavior is most likely an intentional software or platform limit rather than a defective 120 Hz display.
