A mortgage rate buydown uses money paid upfront—or contributed by a seller, builder, lender, or other permitted source—to reduce mortgage payments. A temporary buydown lowers the borrower’s payments for a limited period, but the loan’s note rate does not change. Permanent discount points cost money at closing in exchange for a lower note rate. The right choice depends on the written loan quote, who pays, how long you expect to keep the mortgage, and whether you can afford the full payment.
What is a mortgage rate buydown?
A buydown is a way to exchange money paid upfront for lower mortgage payments. The term can describe two different arrangements, so ask which one a lender is offering:
- Temporary buydown: A subsidy account pays part of the scheduled payment for a limited period. The subsidy shrinks or ends according to the agreement, and the borrower then pays the full amount calculated at the loan’s note rate.
- Permanent buydown: The borrower pays discount points at closing to obtain a lower note rate. The rate reduction applies for as long as that loan remains in place.
These options affect different things. A temporary buydown changes the amount the borrower pays during early years, not the note rate itself. Discount points can reduce the note rate, but require an upfront charge. Both should be compared with a no-buydown quote and with other uses for the same money.

A rate buydown affects principal and interest; property taxes, homeowners insurance, mortgage insurance, and homeowners association dues can also be part of the monthly housing bill and are not necessarily reduced by it.

How does a 2-1 buydown work?
A common 2-1 buydown uses a funded subsidy to reduce payment calculations for two years. In the first year, the payment is calculated as though the rate were two percentage points below the note rate; in the second year, it is calculated as though the rate were one percentage point below. In the third year, the borrower’s payment reaches the full amount calculated at the note rate.
For example, if a hypothetical loan’s note rate were 6%, the payment-calculation rates for a 2-1 structure would be 4% in year one, 5% in year two, and 6% from year three onward. Those are rates used to calculate the subsidized payments, not a change to the loan’s contractual note rate. This example explains the structure; it is not a quoted mortgage offer.
The lender or other funder generally deposits the subsidy before the reduced payments start. The account covers the difference between the borrower’s reduced payment and the scheduled payment. As the subsidy steps down and ends, the borrower pays more until the full note-rate payment applies. Fannie Mae explains this account-based structure and gives a 3-2-1 example, in which payment calculations use rates three, two, and one percentage point below the note rate in successive years.

Freddie Mac reported that nearly two out of three recent temporary buydowns in its analysis were 2-1 structures. That finding describes the buydowns examined in its 2023 analysis, not the share of all current mortgages or a guarantee about what lenders offer today. Freddie Mac’s analysis also found that temporary buydown loans reached 7.6% of its funded purchase, 30-year fixed-rate, conforming, owner-occupied loans in December 2022, then fell to 2.8% in June 2023. Those are historical figures for that specific loan population.

How a 3-2-1 buydown differs
A 3-2-1 buydown follows the same principle but spreads the subsidy across three years: the payment calculation uses a rate three percentage points below the note rate in year one, two points below in year two, and one point below in year three. The full note-rate payment follows when the temporary reduction ends. The size and permitted structure of a temporary buydown depend on the loan and applicable rules.
What are discount points, and how do they lower a rate?
Discount points are upfront charges tied to a mortgage’s interest rate. When the points genuinely buy down the rate, paying them increases cash due at closing and reduces the note rate and principal-and-interest payment. The amount of rate reduction is specific to the lender’s quote; there is no universal conversion from one point to a fixed rate decrease.
The word “points” can also be used for charges that do not reduce the rate. Ask the lender to state in writing the no-points rate, the points cost, the rate offered with those points, and the resulting payment. The Consumer Financial Protection Bureau (CFPB) says points connected to the initial interest rate should generally result in a lower rate, and points appear on the Loan Estimate and Closing Disclosure. See the CFPB explanation of points and lender credits.

There is no universal winner. A temporary buydown, permanent points, lender credit, seller credit, or negotiated price change uses the transaction’s money differently. Compare the options using equivalent loan terms and consider both the cash required at closing and the payments you expect to make over the time you will hold the loan.

| Option | What to compare |
|---|---|
| No points or buydown | Note rate, principal-and-interest payment, upfront costs, and cash to close |
| Permanent discount points | Points cost, actual note-rate reduction, monthly savings, break-even period, and remaining balance over your expected time in the loan |
| Temporary buydown | Subsidy cost, payment by year, full note-rate payment, funding source, unused-funds treatment, and concession-limit treatment |
| Lender credit | Credit amount, any higher rate, monthly cost over your expected loan duration, and whether the credit is rate-related |
| Seller credit or price change | Eligible uses, program limits, effect on cash to close, and the impact on the negotiated transaction |
A lender credit can lower upfront closing costs in exchange for a higher rate, although not every lender credit is rate-related. Ask for a no-credit quote to make the tradeoff visible. A seller-funded buydown also has an economic cost: it uses a contribution that could potentially have gone to other permitted closing costs or assistance. Which use is more helpful depends on the buyer’s needs and the transaction’s rules.
When does paying mortgage points make sense?
Borrower-paid points may make sense when the quoted rate reduction is clear, you expect to keep the mortgage long enough for the payment savings to outweigh the upfront cost, and the cash spent at closing is not more valuable for reserves or other needs. The central question is how long it takes to recover the points cost through lower payments—and whether you still have the loan then.
A quick screening calculation is:
Upfront point cost ÷ monthly payment savings = simple break-even months

If you sell or refinance before reaching break-even, you may not recover the points cost through monthly savings. If you keep the mortgage beyond break-even, the savings may exceed the upfront charge, subject to the full loan comparison. Request quotes with and without points using the same loan amount, term, down payment, lock period, and program before deciding.
When can a temporary buydown make sense?
A temporary buydown can provide short-term payment relief when a borrower expects a cash-flow constraint early in the loan but can manage the full note-rate payment later. It may be appealing when a seller or builder funds it from an available transaction concession, as long as using that contribution for the buydown is more useful than applying it to another permitted cost.
It should not be treated as a way to qualify for a mortgage that would otherwise be unaffordable. Under Fannie Mae’s guidance, qualification for a temporary-buydown loan is based on the note rate, not the temporarily reduced payment. The rule matters to a buyer who sees the early payment and assumes that is the amount used to qualify. Fannie Mae’s eligibility and administration requirements are described in its temporary interest rate buydown guidance.

A temporary reduction can smooth payments, but it does not make the later payment disappear. Do not rely on a future refinance as the only way to afford the full note-rate amount: a refinance is not guaranteed. Consider whether the full payment fits your budget without assuming that rates, home value, or eligibility will make refinancing possible.

Who can fund a buydown, and what happens to unused funds?
Depending on the loan and transaction rules, the borrower, seller, builder, lender, or another permitted source may fund a temporary buydown. Confirm the source and the arrangement in the loan and closing documents. For a permanent buydown, establish who is paying the points and how the payment appears in the transaction paperwork.
If a seller, builder, or other interested party to the property transaction funds a temporary or permanent subsidy, Fannie Mae counts its cost in the interested-party contribution calculation. Applicable maximum financing-concession limits still apply, and requirements depend on the loan and transaction. Fannie Mae sets out its treatment of these contributions in its interested party contribution guidance. Ask the lender to confirm the current rules for the specific program and how the contribution will be documented.
For a temporary buydown, read the agreement for what happens if the loan is paid off early. Unused subsidy funds are not automatically a refund to the borrower; the contract and applicable loan rules govern their treatment. Get that answer before accepting the arrangement, rather than assuming the remaining account balance will be returned to you.
How to compare mortgage buydown offers
- Request comparable written quotes. Ask for alternatives based on the same loan amount, term, down payment, lock period, and loan program. A different rate or payment is difficult to evaluate if other assumptions also changed.
- Get the no-buydown baseline. Record the note rate, principal-and-interest payment, upfront costs, and cash to close without points or a temporary subsidy.
- For points, verify the rate effect. Ask for the points charge, the rate with points, payment savings, and remaining balance over the period you expect to keep the loan. Calculate simple break-even, then account for payoff or refinance timing and the alternative use of your cash.
- For a temporary buydown, map every payment stage. Ask for the subsidy cost and the borrower’s payment for each year, including the full note-rate payment after the subsidy ends. Confirm the funding source, unused-funds treatment, and any applicable concession limits.
- For a lender credit, identify its price. Ask whether the credit is tied to a higher rate, how much the credit is, and what the rate and expected payment cost look like without it.
- Compare seller contributions with other uses. Ask which costs the seller credit can cover under the program and transaction rules, then compare that use with the buydown and any negotiated price change.
- Check the disclosures. Confirm that points, credits, and the agreed loan terms are reflected in the Loan Estimate and, before closing, the Closing Disclosure.
Compare principal and interest consistently across offers. Then separately consider taxes, insurance, mortgage insurance, and HOA dues when estimating total monthly housing costs; a rate buydown does not necessarily change those items.
Quick Recap
Common mistakes to avoid
- Confusing a temporary payment with a permanent rate reduction. A temporary subsidy lowers early payments; it does not permanently change the note rate.
- Planning around an unaffordable later payment. For a temporary buydown, use the full note-rate payment in your budget and understand that Fannie Mae underwriting uses the note rate.
- Assuming one point always buys a set rate reduction. Get the lender’s specific no-points and points quotes.
- Calling a seller-funded buydown free. The contribution has an economic value and may have another permitted use.
- Assuming unused funds will be refunded. Check the agreement’s early-payoff terms.
- Choosing from the first-year payment alone. Compare upfront cost, each payment stage, expected time in the loan, and full-payment affordability.
- Treating a refinance as certain. Make sure the note-rate payment is manageable without relying on a future refinance.
