A military satellite network is a communications service built from more than satellites: it combines spacecraft, ground or control infrastructure, service management, and user terminals that connect forces to satellite capacity. The user sends and receives information through a terminal; operators manage spacecraft and access to capacity; and the satellite system carries communications over long distances. The design depends on the mission. U.S. Space Force descriptions distinguish Milstar’s onboard communications processing and routing from the high-capacity role of Wideband Global SATCOM (WGS), while NATO’s NSS6G arrangement coordinates access to capacity provided by several countries.
What a military satellite network is
A military satellite network links satellites, ground infrastructure and military or government users so communications can travel over long distances. It is not simply a satellite in orbit, nor does the phrase describe one standard system. Each network has a particular mission, capacity arrangement, user equipment and operating organization.
In public descriptions, the network is best understood as three connected segments: the space segment, the ground or control segment, and the terminal segment. These parts jointly provide a service. A satellite may carry communications payloads, but users also need equipment that can connect to the service, and operators need infrastructure and procedures to control spacecraft or allocate access.
Military systems can support different kinds of communications. NATO describes satellite services using SHF for high-capacity links, UHF for low-data-rate tactical requirements, and EHF for highly survivable services for special requirements. These are broad service distinctions, not a complete specification or a ranking of systems. The appropriate service depends on the communication requirement and the system available to meet it.

How a communication moves through the network
At a high level, a user sends or receives information through a service-providing terminal. The communication uses satellite capacity assigned to that service. Spacecraft and ground infrastructure support the link, while operators manage the satellites and service access. The precise path and processing depend on the network: the public descriptions do not support treating one architecture as universal.
- A user connects through a terminal. The terminal is the connection point between a force and the satellite communications service. Publicly described user environments include fixed and mobile ground users, ships, submarines and aircraft.
- The service uses allocated satellite capacity. The communication travels using capacity associated with the relevant satellite system and service. In NATO’s NSS6G arrangement, capacity comes from national military satellite systems, and NATO’s service-management process assigns user traffic to available capacity.
- Space and ground components support the communication. Depending on the system, the satellite may process or route communications, while ground infrastructure supports spacecraft control or service management. Milstar is a documented example of onboard processing and routing; that feature should not be assumed for every system.
- Operators manage spacecraft and access. Control and service management are related but distinct functions. Controlling satellites is part of the ground segment; handling access requests and allocating available capacity is a service-management role. NATO identifies the NCI Agency as responsible for day-to-day access requests and traffic assignment for its described service.
This is a conceptual account of publicly described functions, not a guide to operating a military system. Public sources identify system segments and broad service arrangements, but do not establish classified configurations or operational procedures.
The three parts of the network
Space segment
The space segment consists of satellites carrying communications payloads. The satellite’s role varies by system: some public descriptions emphasize the communications capacity available, while others explain how communications are handled aboard the spacecraft. For example, the U.S. Space Force describes Milstar as designed to process and route communications onboard and to use satellite crosslinks. This is a specific design feature, not a property of all military satellite networks.

Ground and control segment
The ground segment includes infrastructure and personnel that control spacecraft or support delivery of a communications service. The U.S. Space Force describes WGS as having a control segment. NATO’s description identifies satellite ground stations and a separate service-management role for its NCI Agency. A ground station is therefore part of the broader infrastructure, but the term does not by itself explain how a particular user’s traffic is handled.
NATO’s page, updated 23 April 2021, says the NCI Agency had more than 100 subject matter experts and military operators managing several satellite ground stations. That figure describes the team and responsibility stated on that page; it is not a universal staffing figure for military networks.
Terminal segment
Terminals are the equipment through which users connect to a satellite communications service. Public examples span fixed sites, mobile ground users, ships, submarines and aircraft. Those examples show why a single terminal design cannot be assumed: users operate in different environments and require equipment suitable for their platform and service.

The cited public descriptions do not establish that consumer satellite phones, broadband dishes or generic radio accessories can connect to military networks. Military access depends on system-specific terminals and service arrangements; a general-purpose satellite device should not be presented as compatible without evidence.

The following examples illustrate different public descriptions of military satellite services. They are not a performance ranking. The official material reviewed does not provide a common quantitative scorecard for throughput, coverage or survivability across these systems.
| System or arrangement | Publicly described role or arrangement | Architecture or management detail | What the description does not establish |
|---|---|---|---|
| Milstar | Protected communications; the U.S. Space Force describes it as providing communications for military users. | Designed to process and route communications onboard and use satellite crosslinks. | A common throughput, coverage or survivability score against other systems, or that all systems route traffic onboard. |
| Wideband Global SATCOM (WGS) | Described by the U.S. Space Force as high-capacity. | A control segment is identified in the public system description. | A directly comparable numerical performance figure in the material summarized here. |
| NATO satellite services | NATO describes SHF high-capacity links, UHF low-data-rate tactical requirements and EHF highly survivable services for special requirements. | NCI Agency handles day-to-day access requests and assigns user traffic to available capacity. | That every NATO user or mission uses every band, or that broad band descriptions amount to a system-wide performance guarantee. |
| NSS6G | NATO’s sixth-generation satellite services project coordinates access to capacity from multiple national military satellite systems. | NATO ground and service-management components support an arrangement drawing on national capacity. | A single NATO-owned satellite constellation or a universal architecture shared by every contributing national system. |
What SHF, UHF and EHF tell you
Frequency-band labels help explain the type of service a network is intended to support, but they are not interchangeable with a system’s overall performance. NATO’s public description associates SHF with high-capacity links, UHF with low-data-rate tactical requirements, and EHF with highly survivable services for special requirements.

- SHF: NATO associates this band with high-capacity links. The description does not give a single capacity figure applicable to every link or user.
- UHF: NATO associates it with low-data-rate tactical requirements. This is a role description, not a complete specification of terminals or services.
- EHF: NATO describes highly survivable services for special requirements. That wording describes a service goal and does not promise uninterrupted communications in every condition.
These categories are useful for understanding why military networks may combine different services. They do not show that one band is always superior, or that a user can select any band independently of the satellite system and terminal available to them.

NSS6G is NATO’s sixth-generation satellite services project. Rather than describing a single NATO-owned satellite constellation, NATO’s public material presents an arrangement that uses capacity from national military satellite systems and includes NATO ground and service-management components. The capacity providers named are France, Italy, the United Kingdom and the United States. NATO’s NCI Agency operates the capability and manages day-to-day requests and traffic assignment to available capacity, according to NATO’s page updated 23 April 2021.

| Detail | What NATO reported |
|---|---|
| Arrangement period | NATO described the NSS6G capacity arrangement as running from January 2020 through the end of 2034, in material published in 2021. |
| SHF capacity increase | NATO said the 2020 agreement increased SHF capacity by 15 per cent. |
| UHF capacity increase | NATO said the 2020 agreement increased UHF capacity by 25 per cent. |
The percentages refer to the capacity increases NATO reported for the 2020 agreement; they are not measurements of a particular user’s connection, nor a comparison with another satellite system. The cited NATO page is dated 2021, so its account establishes the stated agreement and period, not later changes in status or implementation.
Resilience: an important goal, not a guarantee
Military communications may need to remain available under difficult conditions. The U.S. Space Force describes Milstar and AEHF as protected and jam-resistant. Those descriptions indicate design goals and capabilities as stated by the Space Force; they do not establish that a link is invulnerable or will remain uninterrupted in every circumstance.
Resilience also cannot be reduced to a single satellite characteristic. The network includes satellites, ground infrastructure, user terminals and management of service access. The material summarized here does not provide a common measure for comparing resilience across systems, so claims that one system is categorically more survivable than another would go beyond the available public descriptions.

What the public descriptions can—and cannot—tell you
Official public material makes it possible to understand the broad architecture and mission distinctions: networks have space, ground/control and terminal elements; users connect through terminals; systems provide different service roles; and alliances can arrange access to capacity from national systems. It also documents specific examples such as Milstar’s onboard routing and NATO’s service-management arrangement.
It does not provide a full operational blueprint. It does not establish a universal traffic path, classified configurations, detailed procedures, or a like-for-like numerical comparison of the systems’ coverage, throughput and survivability. Nor does it show that an ordinary commercial terminal can use military capacity. Those boundaries matter: a clear public overview should explain what the systems do without implying access to sensitive or unpublished details.
Conclusion
A military satellite network is an end-to-end communications arrangement: satellites provide space-based capacity, ground infrastructure and operators support control or service delivery, and military or government terminals connect users. What happens between those components varies. Milstar illustrates onboard processing and routing; WGS is described as high-capacity; and NSS6G illustrates allied coordination of national satellite capacity through NATO ground and service-management arrangements. Together, these examples show both the common building blocks and the limits of treating military satellite networks as one uniform technology.
