A livestock carrier is a seagoing vessel built or specially fitted to move live animals while supplying food, water, ventilation, waste management, inspections and emergency care for the entire voyage. Most animals travel in planned pens on dedicated livestock decks. In a roll-on/roll-off arrangement, they may remain in secured trucks, trailers or containers loaded onto the ship. The exact design, stocking plan and legal duties depend on the species, route, vessel and countries involved.
What a livestock carrier ship is
A livestock carrier combines the functions of a cargo ship and a moving animal-care facility. Instead of carrying inert freight, it must keep animals standing, lying, eating, drinking and breathing safely despite ship motion, changing weather and a voyage that can last many days.
Dedicated vessels have livestock decks divided into pens. Ramps, gates, partitions, feed lines, water lines, drains and inspection walkways are arranged around those pens. Some ships are purpose-built for livestock; others are converted vessels with approved livestock systems. A different arrangement uses a roll-on/roll-off ship: animals stay inside vehicles or containers, which are driven or lifted aboard and secured against movement.
The ship itself is only one part of the operation. Exporters, veterinarians, handlers, the master and the receiving facility must coordinate preparation, loading, care at sea, documentation and unloading. International guidance from the World Organisation for Animal Health (WOAH) describes these responsibilities, but it is not a single worldwide ship licence and does not replace national law.

How animals travel from farm to destination

Plan the consignment and voyage
Planners identify the species, number, size and condition of animals; the approved vessel and pen layout; the route and expected weather; the likely voyage duration; feed and water quantities; staffing; cleaning arrangements; and emergency procedures. Animals from different sources should not be mixed in the same pen group when that could increase fighting, disease or management risk. The plan also has to account for conditions at both ports, including suitable ramps and holding areas.

Prepare and load the animals
Animals are examined and assigned to pens before loading. Handlers use ramps, non-slip surfaces, gates and calm movement techniques to reduce falls and panic. In a roll-on/roll-off setup, the vehicle or container is positioned, locked and lashed so it cannot shift as the vessel rolls or pitches. Enclosed decks may require powered ventilation because natural airflow can be inadequate.

Maintain care while underway
Watering systems deliver clean water to each pen, while feed is distributed in a way that allows the relevant species to eat without dangerous competition. Ventilation removes heat, moisture, dust and gases and supplies oxygen. Handlers inspect animals, remove or isolate sick or injured individuals when necessary, check equipment and record significant events, consumption, treatments, weather and mortalities. Waste is directed away from animals, feed and water below.

Respond to incidents
The operating plan covers illness, injury, equipment failure, rough weather, blocked drains, loss of power and delays in port. Emergency power should be capable of sustaining critical ventilation if the main machinery fails. Crew and animal-care staff need clear authority, communications and access routes so they can act without exposing themselves or animals to additional danger.

Unload and hand over
On arrival, the receiving port provides safe unloading equipment and facilities for inspection, rest, treatment or onward transport. Animals are moved in manageable groups, and the journey record is completed with arrival information and any deaths, illnesses, injuries, medications, equipment defects or unusual events.

There is no universally superior arrangement. A decision depends on species and animal size, how long the voyage will take, the climate, the ship’s ventilation and feeding design, the port infrastructure and the governing rules. Open-sided livestock spaces can benefit from natural airflow, while enclosed spaces need carefully sized mechanical ventilation and reliable backup power.
How the ship provides fresh air, food and water
Ventilation and climate control
Animals generate substantial heat and moisture. Ventilation must remove both while maintaining acceptable air quality in every pen, including areas far from fans or openings. The system has to work while the vessel is in port as well as at sea, because animals remain aboard during loading, waiting and unloading. Weather outside matters: hot, humid conditions increase heat stress, while cold or wet conditions can make excessive airflow harmful.

Feed and watering
Feed is loaded in quantities suited to the number, species, body size and planned duration of the voyage, with reserves for delay. Distribution equipment must prevent contamination and allow animals in each pen to reach feed safely. Water is supplied through troughs, bowls or automatic drinkers designed for the species; staff check flow, leaks, cleanliness and access. A ship can carry adequate total supplies yet still fail an individual group if a valve, line or trough is inaccessible.
Waste, drainage and hygiene
Manure, urine, wash water and spilled feed are managed so upper decks do not soil animals, feed or drinking water below. Drainage and cleaning plans reduce slipping, ammonia and disease risk. Staff inspect drains and surfaces throughout the voyage, because blocked outlets can quickly turn a pen into an unsafe, contaminated area.
Animal welfare: why space is not one universal number
Stocking density is a species- and circumstance-specific decision, not a single headcount formula. Each animal should be able to assume its natural transport position without touching the roof or upper deck and should have enough room to lie normally. The appropriate allowance changes with body weight, body volume, posture, horn status, age, species, confinement time, temperature and humidity, sea conditions and the animals’ ability to reach feed and water.

A 2018 Australian government standards review reported that its literature search found no scientific study establishing a definitive calculation for minimum onboard space. That finding does not mean space is optional; it means operators must use risk-based, species-appropriate plans rather than claim that one number applies to every voyage. Extra room may be warranted in hot weather, during long confinement or for particularly large animals.

WOAH states in its 2024 sea-transport chapter, “Adequate planning is a key factor affecting the welfare of animals during a journey.” Planning also includes compatible grouping, competent handlers, observation frequency, treatment arrangements and criteria for delaying or stopping a movement.
Ship stability and the danger of “long penning”
Live animals are a moving load. Their distribution across decks, movement within pens and possible crowding during rough weather affect the vessel’s centre of gravity and stability. Operators submit stability data showing the vessel’s condition with livestock aboard, and loading plans must stay within the approved arrangement.
Australian Maritime Safety Authority (AMSA) guidance warns against “long penning,” in which pens are used beyond their approved dimensions or animals are grouped in an oversized space. AMSA states, “The practice of long penning is not permitted.” The concern is not only stability: excessive pen length can contribute to structural loading, crushing or trapping, uneven access to feed and water and difficulty inspecting animals.
Partitions, gates and approved pen dimensions limit movement and make it possible to separate groups. Crew monitor the vessel and animals for signs that a pen, fitting or restraint has been damaged by weather or animal pressure.

What regulations apply?
International guidance
WOAH’s Terrestrial Animal Health Code, Chapter 7.2, addresses responsibilities, journey planning, vessel and container design, documentation, loading, observation and unloading for sea transport. It is an international reference used by authorities and industry; it is not a universal certificate that automatically authorises a ship everywhere.
Australia as a national example
Australia applies Marine Order 43 to regulated Australian vessels and foreign vessels carrying livestock from Australia. AMSA says vessels permanently equipped for livestock carriage must hold an Australian Certificate for the Carriage of Livestock. Operators also face notification and voyage-reporting duties and must provide design, maintenance and stability information. The current legal text and AMSA instructions must be checked for the particular vessel, species, route and voyage date, because national requirements are not interchangeable.
Why geography changes the answer
A voyage between two countries can involve export, maritime, animal-health, port and destination rules at the same time. Requirements for certificates, inspections, quarantine, weather limits, staffing and unloading differ by jurisdiction. A statement that is correct for an Australian export voyage should not be presented as a rule for every ocean crossing.

Records, inspections and accountability
Journey documentation follows the consignment from planning through arrival. It records the voyage plan, loading details, inspections, feed and water consumption, climate and sea conditions, medications, mortalities or illnesses, significant incidents and equipment defects. These records help the operator identify trends, demonstrate compliance and investigate an animal-welfare or safety event.
Inspections are active checks, not a single glance at departure. Staff look for animals that are down, injured, overheated, dehydrated, unable to reach resources or being bullied. They also verify drinkers, feeders, fans, alarms, drains, lighting and access routes. Findings may require moving an animal, repairing equipment, adjusting ventilation or changing the feeding schedule.
What can go wrong, and how plans address it
- Heat or humidity rises: increase effective airflow, reduce avoidable handling and monitor vulnerable groups; the voyage plan should specify thresholds and escalation.
- A drinker or feed line fails: provide an alternative supply, isolate the affected section and record the repair and animals’ condition.
- Power is lost: start backup generation and verify that critical ventilation, alarms and communication remain available.
- Rough weather causes falls or crowding: follow the approved pen arrangement, restrict unsafe access and assess injuries promptly.
- A voyage is delayed: use reserve feed and water, reassess weather and animal condition and coordinate with the receiving port.
- An animal becomes ill or injured: obtain competent assessment, separate or treat it when feasible and document the outcome.
Arrival and unloading
Unloading is another animal-handling operation, not the moment care ends. Ramps must have suitable gradients and non-slip surfaces, gates must align with the vessel and shore, and groups should be moved at a pace that avoids falls and pile-ups. Receiving staff inspect animals, provide water and feed as appropriate and arrange treatment, rest, quarantine or onward transport under local rules.
The final records reconcile the number loaded and received and describe deaths, injuries, illness, medications, delays and equipment problems. That handover gives authorities and operators the information needed to improve later voyages.
