A Layer 3 (L3) blockchain is commonly a chain built above a Layer 2 (L2), with the L2 acting as an intermediary before settlement to a Layer 1 (L1) such as Ethereum. But “Layer 3” is not a universal technical standard: the label alone does not tell you how a chain handles data, proves transactions, or secures assets.

What does Layer 3 mean in crypto?

In the common rollup-oriented meaning, an L3 is an execution layer that settles to an L2, which then settles to an L1. The term describes a relationship between layers, not a guarantee about a particular design.

For example, Arbitrum Orbit documentation describes Orbit chains that can be either L2s settling directly to Ethereum or L3s settling to an Ethereum L2 such as Arbitrum One. That example illustrates one architecture; it is not a definition that applies to every project using the L3 label. Ethereum.org explains scaling approaches, while the Arbitrum Orbit description gives a concrete example of the L2/L3 distinction.

Some projects use “L3” differently, to mean an application execution layer that adds smart-contract functionality above L1 or L2 networks. In that case, the project’s own architecture matters more than the label.

How does a rollup-oriented L3 work?

A simplified hierarchy is that an L3 executes application transactions and sends relevant data or state commitments to an L2. The L2 then settles to an L1. The layers may perform different jobs, and the exact division of execution, data handling, and settlement varies by chain.

  1. Execution: The upper chain processes transactions for its users or applications.
  2. Posting or settlement: It sends data, proofs, or state commitments to its parent L2 according to its design.
  3. Base-layer settlement: The L2 ultimately connects to an L1, which provides the base settlement layer in this model.

Rollups generally batch transactions and periodically post state commitments along with compressed transaction data. NIST describes two broad correctness approaches: validity proofs, which cryptographically establish correctness, and optimistic systems, which tentatively accept updates and allow challenges. These approaches have different monitoring, computation, and finality implications; neither should be assumed from the word “L3.” See the NISTIR 8301 technical overview.

Is a Layer 3 chain different from Layer 2?

In the rollup-oriented usage, the main distinction is where the chain settles. An L2 settles to the L1; an L3 settles to an L2, which in turn settles to the L1. The layer number does not by itself indicate a particular feature set, performance level, or security model.

Question Layer 2 in the common model Layer 3 in the common model
Where does it settle? Directly to an L1 To an L2, which then settles to an L1
What is the layer relationship? Built above the base layer Built above another scaling layer
Does the label establish security or performance? No; inspect the actual design No; inspect the actual design

This comparison applies to the rollup-oriented use of the terms. Because “L3” is also used for application layers, check the particular project’s description before applying this model.

Does an L3 inherit Ethereum security?

Not automatically. A chain’s relationship to an Ethereum-connected L2 does not, by itself, establish where its transaction data is available, how its state updates are verified, or what assumptions its sequencer and bridge introduce. Security depends on the full design and its operating arrangements.

When evaluating an L3, look for these details in its technical documentation:

  • Data availability: Is transaction data posted to a parent chain, held by a separate data-availability provider, or handled another way?
  • Correctness mechanism: Does it use validity proofs, fraud-proof challenges, or a different validation approach?
  • Sequencer and operators: Who orders transactions, and what happens if that operator stops working or acts improperly?
  • Bridge and withdrawals: Which contracts or operators secure asset movement, and what delays or dispute conditions apply?
  • Governance and configuration: Who can upgrade contracts or change parameters, gas tokens, and data-availability settings?

These questions are more useful than treating all L3s as one security category. Configurations can vary: Arbitrum Orbit, for example, describes choices involving throughput, privacy, gas tokens, governance, and data availability.

Does Layer 3 automatically mean faster or cheaper?

No. Adding a layer does not guarantee a specific improvement in transaction speed or fees. Those outcomes depend on the chain’s implementation, configuration, workload, and the costs and constraints of its parent layers. The available technical sources do not establish a representative L3-wide throughput, fee, or latency benchmark, so project-specific performance figures should not be treated as industry-wide results.

Why do some projects use the term differently?

There is no single protocol definition that requires every project calling itself L3 to use the same settlement architecture. For example, an Orbs announcement described its L3 functionality as a smart-contract deployment layer extending application behavior across L1 and L2 chains. That is the project’s characterization, not a universal technical standard. The announcement was distributed by Chainwire on November 11, 2021.

The Arbitrum Foundation’s 2025 Annual Transparency Report also uses the L3 label for projects in different application categories. Such ecosystem descriptions show how the term is used, but do not independently verify each project’s security or implementation claims.

What to remember about Layer 3

  • In a common rollup-oriented model, an L3 settles to an L2, which then settles to an L1.
  • “Layer 3” is a relational label, not a standardized promise about proofs, data availability, bridges, security, or performance.
  • Some projects use L3 to describe an application execution layer instead of only a chain settling to an L2.
  • To judge a specific chain, inspect its settlement path, data availability, correctness mechanism, operators, bridge, and governance.
