Short answer: An LLM is a model that interprets language and can reason over information. An AI agent is a larger application that uses a model, tools, state, and an execution process to pursue a goal. A decision model is the method that chooses which action or alternative the agent should take. That method may be a reusable software policy, model-directed orchestration, a deterministic procedure, or a formal decision-analysis technique; it is not automatically another LLM.

What “decision model” means in an AI-agent system

“Decision model” is not a single standardized component found in every agent. Teams use the phrase for several related ideas: a policy that selects an executable action, a controller that routes work among tools and models, or a formal procedure that evaluates alternatives against explicit criteria. The useful question is therefore not “Which decision model does every agent contain?” but “Which layer selects, evaluates, or authorizes the next action in this design?”

In Microsoft’s Agentic decision making with measurable feedback guidance, dated August 10, 2026, a TaskPolicy is an inspectable layer separate from the foundation model. It defines an action set and can retain evidence, probabilities, and history so a team can examine why an action was selected and whether it worked. The model still handles language understanding and reasoning; the policy handles a recurring choice among explicit actions.

Other systems combine those responsibilities. A prompt may ask an LLM to choose a tool, the runtime may enforce rules, and a workflow engine may decide what happens next. That is still decision-making, even if there is no class or file named “policy.” Treat the term as an architectural description, not a promise that a separate neural network exists.

LLM, AI agent, and decision model: the boundary between them

LLM: the model that interprets and reasons

A large language model (LLM) is a trained model that maps input context to output tokens. In an agent, it can extract intent, summarize evidence, generate a plan, select a tool, explain a result, or reason about a next step. Calling an LLM a text generator is too narrow: many current models perform useful reasoning tasks. However, the model by itself does not automatically have permission to call a database, send an email, update a ticket, or retry a failed operation. Those capabilities come from the surrounding application.

AI agent: the application organized around a goal

An AI agent is an application or system that processes input, reasons about what to do, and takes actions toward a goal. Google Cloud’s architecture guidance describes the surrounding pieces as an AI model, tools, possible memory or state, design patterns, and an execution architecture. The runtime connects a model’s proposed action to an actual operation, returns the result, and may continue the loop until the task is complete or a human takes over.

Decision model or policy: the action-selection mechanism

The decision layer chooses among alternatives or evaluates them. Alternatives might be “search the internal index,” “query a public source,” or “ask a specialist”; “use the fast model” or “use the higher-accuracy model”; “retrieve five documents” or “retrieve twenty”; or “escalate to a person.” A policy can be deterministic rules, a scoring function, a learned selector, a model-directed router, or a formal multi-criteria decision method. It can use an LLM as an input without being an LLM itself.

A practical mental model is: the LLM interprets and reasons; the decision layer selects or evaluates; the agent connects that choice to tools, state, permissions, and execution. Real implementations can merge two or more roles, so this is a design distinction rather than a mandatory component diagram.

How the pieces work together in a typical run

  1. Receive and normalize the request. The application authenticates the caller, identifies the task, and loads relevant conversation or business state.
  2. Interpret the task. The LLM extracts intent, constraints, entities, and uncertainty from natural-language input. It may identify that the request requires a search, calculation, approval, or no external action.
  3. Generate or score alternatives. A policy, router, workflow, or formal method determines which executable options are eligible. Safety and authorization rules should be able to reject an option before execution.
  4. Select an action. The system chooses one option, a sequence, or a request for human judgment. A separate policy can record the alternatives considered and the reason for the selection.
  5. Execute through a tool or service. The runtime calls the approved API, database, calculator, retrieval system, or business workflow. Tool results return as structured evidence where possible.
  6. Evaluate the result. The agent checks completion conditions, quality signals, policy violations, or the need for another step. A measurable outcome is essential if the policy is expected to improve over time.
  7. Respond or escalate. The LLM can explain the result, while the runtime records the action history and routes ambiguous, high-impact, or unauthorized cases to a person.

This separation also clarifies failures. An incorrect interpretation is primarily a model or prompt problem; an unsafe option set is a policy problem; a failed API call is an execution problem; and an unverifiable result is an evaluation or observability problem.

What Microsoft’s TaskPolicy pattern adds

Microsoft’s example is useful when an agent repeatedly faces the same kind of consequential choice. A TaskPolicy can describe the available executable actions, track the evidence used, represent action probabilities, and preserve decision history. Those records make it possible to inspect a choice rather than treating the model’s free-form answer as an unstructured mystery.

The policy is not a replacement for the foundation model. The model can interpret a user’s request, reason about the context, and provide features to the policy. The policy then chooses among the defined actions. The boundary helps a team test the selector independently, change the action set without retraining the language model, and measure whether a choice improved a later outcome.

Microsoft’s documentation frames the practical starting point as “Start with a decision, not a conversation.” The idea is to identify a repeatable choice with a measurable consequence before adding an agent loop. An ordinary factual answer, summary, report, or chat transcript is not automatically a reusable policy: a recommendation must lead to an execution, user acceptance or rejection, or another independent result before its usefulness can be assessed.

When an explicit decision layer is worth building

Microsoft recommends considering a reusable policy when all four conditions below are present. If one is missing, a direct model call or simpler workflow may be easier to operate.

  • At least two executable alternatives: the system can genuinely choose between actions, not merely word the same answer differently.
  • Stable alternatives: the options remain consistent enough across requests that a policy can be reused and tested.
  • Meaningful impact: the choice can change quality, correctness, latency, cost, safety, or task completion.
  • Observable outcome: a later signal can show whether the selected action helped, such as a successful transaction, accepted answer, resolved ticket, or verified calculation.

Typical candidates include choosing a search strategy, selecting a specialized model or skill, deciding retrieval depth, routing a tool workflow, and determining whether to escalate. A policy is less useful when every request has a unique option set, when no action is actually executed, or when success cannot be observed.

Plain LLM call, agent workflow, and policy-driven agent compared

Approach Typical task shape Where the choice happens Control and auditability Operational trade-off
Plain LLM call Single-step, predictable request that can finish in one response Inside the prompt and model output Limited action history; external side effects require separate code Usually the simplest and lowest-latency design when no tools or loop are needed
Agent workflow Multi-step task requiring tools, state, retries, or conditional progress Shared between model-directed orchestration and runtime code Can log tool calls and state transitions, but the control boundary varies by implementation More capability and flexibility, with additional latency, inference calls, failure modes, and operating cost
Agent with a separate policy Repeated choice among stable executable alternatives with measurable outcomes An explicit selector, TaskPolicy, router, ruleset, or scorer Action sets, evidence, probabilities, history, and outcomes can be inspected independently More engineering and instrumentation, justified when the decision materially affects results
Agent with a formal decision method Choices requiring explicit criteria, weighting, ranking, reproducible calculations, or approvals Deterministic or formally specified evaluation procedure, often preceded by model-based interpretation Calculations and assumptions can be reproduced; subjective inputs still need governance Better procedural control, but requires well-defined criteria, data, and review of assumptions

Compare designs using task shape, repeatability, measurability, control requirements, latency, inference cost, and human involvement. No architecture wins on every axis.

Formal decision models and multi-criteria decisions

Some decisions should not be left to unconstrained prose generation. A formal method can represent alternatives, criteria, weights, constraints, aggregation, and ranking explicitly. The LLM can interpret documents, extract candidate options, or explain a result, while deterministic code performs calculations that need to be reproducible.

A paper by Rui Ferreira, Marco Araújo, Anabela Tereso, and coauthors, published June 4, 2026, in Group Decision and Negotiation, proposes an agentic architecture for multi-criteria decision-making and negotiation. Its design separates generative interpretation from formal weighting, aggregation, and ranking, and adds human oversight where judgments are subjective or expert-dependent.

That paper is a normative, prescriptive design-science artifact rather than an implemented system evaluated empirically. It therefore supports the architecture pattern—LLM for interpretation, formal methods for calculation, and people for sensitive judgments—but does not establish a measured accuracy, reliability, or production-performance improvement.

In practice, expose the criteria and weights to reviewers, preserve the input data used in each calculation, and require approval when a result affects safety, legal obligations, employment, finances, or other high-impact outcomes. A mathematically reproducible ranking can still be inappropriate if its criteria or weights are wrong.

How to design a decision model step by step

  1. Write the decision in one sentence. For example: “Choose the retrieval workflow that maximizes answer support while staying within the latency budget.” Avoid vague goals such as “make the agent smarter.”
  2. List executable alternatives. Name the actual tool calls, model routes, retrieval depths, or escalation paths. Remove options the runtime cannot safely execute.
  3. Define eligibility and hard constraints. Authentication, permissions, data residency, safety rules, budgets, and required approvals should be enforced before soft scoring.
  4. Specify evidence and context. Identify which request fields, tool results, historical signals, or user preferences the selector may use. Keep sensitive data out unless it is necessary and authorized.
  5. Choose the selection method. Use rules for stable, obvious constraints; a scoring or learned policy for repeatable choices with feedback; and a formal decision procedure when criteria and calculations must be explicit. An LLM may propose candidates or interpret unstructured evidence, but it need not perform every calculation.
  6. Define the outcome before deployment. Decide how success will be observed: a verified answer, completed transaction, accepted recommendation, reduced resolution time, or human-reviewed quality score. “The model sounded confident” is not an outcome measure.
  7. Log the decision. Store the eligible options, selected action, relevant evidence, policy version, confidence or probabilities where applicable, tool result, and final outcome. Protect logs from exposing secrets or personal data.
  8. Test failure branches. Exercise missing data, tool timeouts, contradictory evidence, authorization failures, low confidence, prompt injection, and a user rejection. Specify whether to retry, choose a safe fallback, or escalate.
  9. Review and update under version control. Changes to tools, criteria, weights, prompts, or action definitions can alter behavior. Compare outcomes by policy version and retain a rollback path.

Examples of the distinction

Customer-support routing

The LLM classifies the customer’s message and extracts the product and issue. A decision policy chooses among a knowledge-base search, an account lookup, a billing workflow, or human escalation. The agent executes the selected tool and records whether the issue was resolved or reopened. The classification text is model output; the routing choice is the decision.

Research assistant

The LLM interprets the question and identifies subtopics. The agent can search, retrieve documents, calculate statistics with a deterministic tool, and ask for clarification. A retrieval policy may choose the number of documents or a specialist search path based on question type and an available latency budget. The final prose is not itself evidence that the retrieval decision was good; citation coverage or reviewer acceptance supplies a later signal.

Procurement or project selection

An LLM can extract prices, delivery terms, and capabilities from supplied documents. A formal multi-criteria procedure can normalize units, apply approved weights, exclude bids that violate constraints, and rank the remaining alternatives. A human committee may approve the criteria and the final choice. Here, model interpretation, formal calculation, and human judgment have deliberately different roles.

When an agent or policy is unnecessary

Google Cloud recommends considering simpler, non-agentic solutions for predictable, highly structured, or single-call tasks. If a request can be completed by one model call or a conventional program, adding planning, memory, tool loops, and policy evaluation introduces overhead without a clear benefit. Assess the task’s number of steps, variability, tool requirements, acceptable latency, inference budget, error consequences, and required human involvement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A fixed form-to-database update may need validation rules and ordinary application code, not an autonomous agent. A static FAQ answer may need retrieval and a response template, not a policy that chooses among several workflows. Use an agent when the flexibility or tool coordination solves a real problem, and add a separate decision layer only when the choice is repeatable, consequential, and measurable.

Common design mistakes and fixes

  • Calling every prompt an agent policy: A prompt that asks for a recommendation is not a policy unless it selects executable alternatives and the result can be evaluated. Define the action set and outcome.
  • Assuming the LLM is the whole agent: Separate model output from permissions, tool execution, state, retries, and monitoring. Enforce authorization in the runtime rather than trusting generated text.
  • Letting the model perform deterministic arithmetic: Route calculations, ranking, and constraint checks to tested code or formal procedures; let the model explain inputs and results.
  • Optimizing an unmeasured objective: Choose an observable success signal before tuning the selector. A persuasive answer can still trigger the wrong workflow.
  • Ignoring uncertainty and escalation: Define confidence thresholds, missing-evidence behavior, and human approval points. A refusal or escalation can be the correct action.
  • Overbuilding for a predictable task: Compare an agentic design with a direct call or conventional workflow on latency, cost, reliability, and maintenance before adopting the extra components.
  • Treating a conceptual architecture as proven performance: The June 2026 multi-criteria proposal is a reference design, not empirical evidence that its arrangement improves production outcomes.

A decision checklist for architects

  • What exact goal is the system pursuing?
  • What are the executable alternatives, and are at least two genuinely available?
  • Which constraints must be enforced before any model choice?
  • Is the alternative set stable enough to reuse across requests?
  • What evidence will the model interpret, and what calculations must be deterministic?
  • What observable result will tell you that the selected action helped?
  • What latency, inference cost, privacy, and human-review limits apply?
  • Can a simpler, non-agentic workflow meet the requirement?
  • What will be logged, how will sensitive data be protected, and how can a policy version be rolled back?
  • Which cases require refusal, a safe fallback, or human approval?

Bottom line

An LLM is a language-and-reasoning model; an AI agent is the goal-oriented application around one; and a decision model is the mechanism that selects or evaluates actions. Those roles may be implemented in one combined loop or in separate components. Start with the concrete decision, define executable alternatives and measurable outcomes, and introduce an explicit policy or formal method only when the added control and auditability justify its complexity.
