A de jure standard is generally a standard established or approved through a recognized standards body’s formal process. That describes how the standard is developed or recognized; it does not, by itself, make compliance legally mandatory. Whether it must be followed depends on whether a law or regulation adopts or requires it.
What does “de jure standard” mean?
In standards terminology, de jure usually refers to a standard created or approved through a recognized standards organization’s formal procedures. The phrase is often contrasted with de facto, which describes a standard that becomes accepted in practice through widespread use or market adoption.
The terms identify different routes to recognition, not necessarily different technical quality or legal status. In ordinary language, “standard” may refer to either a formally established standard or a convention that has become common in practice. The Office québécois de la langue française discusses this distinction in its 2023 terminology entry.
How is a de jure standard different from a de facto standard?
| Question | De jure standard | De facto standard |
|---|---|---|
| How does it gain recognition? | Through a formal development or approval process at a recognized standards body. | Through practical acceptance, widespread implementation, or market dominance. |
| Does the label establish legal force? | No. Formal status alone does not show that compliance is legally required. | No. Widespread use alone does not show that compliance is legally required. |
| What does the label emphasize? | The formal route by which the standard is developed or approved. | The way a convention becomes established in practice. |
INCITS describes formal standards development as based on openness and due process. NISO’s standards taxonomy likewise distinguishes standards from accredited standards bodies from specifications or conventions that gain status through implementation or market use. The precise usage can vary, so define the terms when the distinction matters.

Does a de jure standard have to be followed?
Not necessarily. “De jure” in standards usage describes a standard’s formal status or development route; it is not a synonym for “legally compulsory.” A government publication explains that standards can remain voluntary and can become mandatory through government action or adoption in legislation. The applicable law or regulation—not the label alone—determines whether a requirement applies.
To assess a particular standard, check the relevant jurisdiction’s legislation, regulations, or official guidance for an explicit adoption or requirement. Do not infer a legal obligation simply because a standard was issued by a recognized body.

What does de jure mean in law?
Outside standards terminology, de jure is a Latin phrase meaning “in law.” A legal glossary from the U.S. Courts gives this broader legal sense. It is related to, but not identical with, the standards-development usage: the fact that a standard is called de jure does not by itself mean that it has been enacted as law.

What are examples of formal standards systems?
Examples cited in the TTA terminology entry include ITU recommendations, ISO/IEC international standards, European EN standards, and national standards associated with organizations such as ANSI, BS, and KS. These illustrate formal standards systems; naming one does not establish that every standard in that system is mandatory or legally adopted in a particular place.
