A certificate of origin (CoO) records the country in which goods meet the applicable origin rules. For an India–New Zealand shipment, it can support a claim for preferential tariff treatment under the countries’ free-trade agreement (FTA), but it does not make non-qualifying goods eligible. The agreement is scheduled to enter into force on 20 October 2026; until the effective date and operating instructions are confirmed, exporters should not make an FTA preference claim.
What a certificate of origin does
A CoO is an export document used to substantiate the economic origin of merchandise. “Origin” is not necessarily the country where a box was packed, invoiced or shipped. It is determined by the agreement or customs regime that applies to the goods, using rules such as wholly obtained production, a tariff-classification change, a regional-value requirement or a prescribed manufacturing process.
There are two broad uses:
- Preferential origin: proof used to request a reduced or zero customs duty under a trade agreement.
- Non-preferential origin: a statement of origin used for ordinary customs, trade-policy, buyer, banking or regulatory purposes when no preference is claimed.
The India–New Zealand FTA CoO is relevant to the first use. It supports an importer’s preference claim only when the product satisfies the FTA’s product-specific rule and the importer follows New Zealand’s customs procedure.

The official India–New Zealand FTA FAQ says the certificate format is prescribed in the Rules of Origin chapter. It also says the document should identify the applicable origin criterion, describe the goods and show the HS code at the six-digit level.

When the India–New Zealand FTA can be used
India and New Zealand announced that the FTA is scheduled to enter into force on 20 October 2026. The date is still in the future as of 16 October 2026. Check the official effective-date notice before filing or asking a buyer to claim preference. A signed or announced agreement is not the same as an agreement that customs authorities are already applying.
The Indian government has stated that New Zealand’s tariff offer covers 100% of tariff lines from entry into force. That figure describes the coverage of New Zealand’s tariff schedule; it does not mean every Indian shipment automatically enters duty-free. The product must meet its origin rule, have acceptable proof and be claimed through the destination customs process.
Start with the product, not the certificate form
Confirm the shipment direction and date
This procedure concerns goods exported from India to New Zealand. Confirm the actual export, import and customs-entry dates, because a preference claim made before the FTA is effective may be rejected even if the shipment is otherwise qualifying.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIdentify the six-digit HS subheading
Obtain the correct Harmonized System classification to at least six digits. The FTA FAQ says product-specific origin rules apply at that subheading level. Classification should reflect the product as exported, not merely the name on a commercial invoice. Record the full composition, parts, manufacturing operations and intended use so the classification and origin analysis can be checked together.
Apply the product-specific rule
Read the rule attached to the six-digit subheading. Depending on the product, it may require wholly obtained status, a change in tariff heading or subheading, a regional-value calculation, or a specified production process. A product does not become Indian-origin merely because imported components were assembled, repacked or routed through India.

Check cumulation
The agreement provides bilateral cumulation: qualifying originating materials from India and New Zealand may be treated within the agreement’s permitted framework. The FAQ says third-country cumulation is not allowed. Materials from another country cannot be treated as originating simply because they passed through India or New Zealand. Keep supplier declarations and production records that show which materials are originating and which are not.
What should the Certificate of Origin contain?
The official FAQ identifies three core items. The live agreement-specific form may require additional fields, so use the current DGFT workflow rather than copying an older template.

| Origin criterion | The rule the goods satisfy, using the agreement’s terminology and any required code or statement. |
| Goods description | A precise description that matches the commercial invoice, packing list and shipped products. |
| HS code | The correct classification at the six-digit level or any more detailed level requested by the operative form. |
Do not use a generic phrase such as “made in India” when the form asks for a specific criterion. The criterion must be supported by your production and sourcing records.
Which proof route applies to an Indian exporter?
The FTA FAQ introduces self-certification for Indian Status Holders. It says Status Holders may self-declare the origin of their goods from the date the agreement enters into force. The sources do not set out the qualification test for Status Holder status or the detailed self-declaration workflow, so confirm both points in the current DGFT instructions.
Exporters who are not eligible to self-declare should not assume that they can sign the same declaration. The FAQ indicates that another certificate or issuance route exists, but the agreement-specific issuing authority, application fields, supporting-document list, fees and turnaround time were not confirmed in the available official material.

How to get the CoO through DGFT
For an Indian exporter, the general official electronic channel is DGFT’s Certificate of Origin platform. Preferential CoO applications moved to the eCoO 2.0 system in January 2025. Because the India–New Zealand form was not confirmed as activated in the material available on 13 October 2026, treat the following as a controlled process for checking and filing, not as a substitute for the live agreement instructions.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Check the effective date. Verify that the FTA is in force for the customs entry you intend to support. If the date has changed, use the revised notice.
- Confirm exporter access. Ensure the business has the required DGFT account, authorised signatory and digital credentials for the CoO platform. Check whether the exporter qualifies as a Status Holder before selecting self-declaration.
- Classify the goods. Enter or validate the six-digit HS subheading and reconcile it with the invoice, packing list and shipping documents.
- Determine origin. Apply the product-specific rule, identify originating and non-originating materials, and document any value or processing calculation. Check that third-country materials have not been treated as originating through simple transit.
- Open the live agreement workflow. In eCoO 2.0, look for the India–New Zealand FTA option and read its current field instructions. If the agreement is not listed, contact DGFT rather than submitting under a different agreement.
- Complete the certificate data. Enter the goods description, six-digit HS code and applicable origin criterion exactly as required. Make the entries consistent with the commercial invoice and production records.
- Upload or retain supporting evidence. Follow the portal’s current checklist. Keep bills of materials, supplier origin statements, purchase records, production logs, calculation worksheets and export documents available even if every item is not uploaded at application time.
- Submit and monitor the result. Save the application reference, submitted version and issued certificate. Correct discrepancies through the portal’s prescribed process instead of editing a certificate outside the system.
- Send the proof to the importer. Provide the certificate and any instructions needed for the New Zealand customs entry. The importer, not the Indian exporter alone, must make the destination-side preference claim.
- Retain records. Preserve the origin substantiation and correspondence for the period required by the applicable customs and tax rules, and respond promptly if authorities request verification.
Evidence to assemble before filing
- Final product specification, composition and manufacturing flow.
- Six-digit HS classification and the reasoning behind it.
- Bill of materials identifying Indian, New Zealand and third-country inputs.
- Supplier declarations or other evidence for originating materials.
- Purchase invoices, production records and inventory links that connect inputs to the exported batch.
- Any regional-value, tariff-shift or process calculation required by the product rule.
- Commercial invoice, packing list and transport details that match the CoO description.
- Status Holder evidence, if self-declaration is being used.
Use one consistent product description and quantity across the certificate and commercial documents. A mismatch can delay a customs claim even when the underlying goods qualify.
What happens at New Zealand customs
The CoO is supporting evidence, not an automatic duty waiver. The New Zealand importer or its customs representative must claim the FTA treatment under New Zealand’s operative customs procedure and provide any data or documents requested by the authorities. Confirm whether the importer needs the original electronic record, a reference number, a copy or additional statements.
New Zealand customs may examine the origin claim. The official FAQ describes a verification framework that can include requests for information and, when necessary, visits. The exporter should therefore be able to trace the declaration from the finished goods back to materials, suppliers and manufacturing operations.

Using shipment origin instead of product origin
Symptom: Goods made with third-country materials are described as Indian-origin because they were dispatched from India.
Fix: Apply the six-digit product-specific rule and the bilateral-cumulation limits. Routing, warehousing or minimal handling does not create originating status.
Choosing the wrong HS code
Symptom: The invoice, CoO and customs declaration use different classifications.

Assuming 100% tariff-line coverage means automatic duty-free entry
Symptom: A buyer expects a zero rate solely because New Zealand’s offer covers all tariff lines.
Fix: Confirm the product’s origin qualification and complete the importer’s preference procedure. Tariff-line coverage does not remove origin requirements.
Using self-certification without confirming Status Holder eligibility
Symptom: An exporter signs a declaration without checking the qualification rules.
Recommended Free Tools
Fix: Verify Status Holder status and the operative DGFT instructions. If eligibility is unclear, do not select the self-declaration route until DGFT confirms it.
Submitting an outdated or unofficial form
Symptom: A downloaded template does not match the eCoO 2.0 fields.
Fix: Use the live DGFT agreement workflow and retain the issued electronic record. The reviewed official material does not confirm an activated India–New Zealand form before 20 October 2026.
Does every India-to-New Zealand shipment need a CoO?
No universal requirement for every shipment is established in the official material. A CoO is relevant when seeking FTA preference, subject to the effective date, product qualification and customs procedures. A buyer, bank, regulator or non-preferential customs process may separately require an origin document. Ask the importer and the relevant authorities what the particular shipment needs.
Practical decision checklist
- Is the FTA effective for the planned customs entry?
- Is the product correctly classified to six digits?
- Does the product satisfy the exact rule for that subheading?
- Have bilateral-cumulation limits been applied correctly?
- Is the exporter an eligible Status Holder, or has the alternative route been confirmed?
- Do the certificate, invoice, packing list and customs data match?
- Can the exporter substantiate every origin statement if New Zealand customs verifies it?
- Has the importer confirmed how it will make the New Zealand preference claim?
The safest approach is to verify the effective date and live DGFT instructions immediately before filing. The portal route, Status Holder eligibility test, form fields, supporting evidence, issuing authority and New Zealand claim procedure should all be treated as changeable until the agreement is operating and the authorities publish their final instructions.
