A bull market is generally a period in which a broad market index rises at least 20% over at least two months, accompanied by rising prices and optimistic sentiment. A bear market is generally a period in which a broad market index falls at least 20% over at least two months, accompanied by declining prices and pessimistic sentiment. Investor.gov uses those descriptions as a practical glossary convention, not as a universal rule that every market or index provider applies identically.
The distinction describes broad market conditions. It does not mean that every stock is rising during a bull market, that every stock is falling during a bear market, or that the label predicts what prices will do next.
What a bull market means
In ordinary financial language, “bull market” describes a broad upward phase in which prices are generally moving higher and investors are described as optimistic. Investor.gov’s glossary gives the commonly used numerical shorthand: a rise of 20% or more in a broad market index over at least a two-month period.

- Broad market index: The reference is an index intended to represent a substantial market, not an isolated company.
- 20% or more: The percentage is a convention used to describe the scale of the move.
- At least two months: The move has a time element; a brief spike is not the same description.
The glossary also associates a bull market with optimistic sentiment. Sentiment describes the prevailing attitude toward market prospects; it is not a promise that every participant is confident or that prices will rise every day.

Hypothetical bull-market example
Suppose a broad index stood at 100 and later reached 120 or higher, with the upward move occurring over at least two months. That hypothetical movement fits the commonly cited 20% bull-market convention. The example is illustrative only: it does not identify a real index, date or market event.
What a bear market means
A bear market is the corresponding broad-market decline. Investor.gov describes it generally as a fall of 20% or more in a broad market index over at least two months, together with declining prices and pessimistic sentiment.
Again, the definition has a scope, size and duration:
- Scope: The index must represent a broad market for the wording to apply as a market-wide description.
- Size: The decline is commonly described as at least 20%.
- Duration: Investor.gov’s glossary wording specifies at least two months.
Hypothetical bear-market example
If a broad index moved from 100 down to 80 over a period of at least two months, that hypothetical decline would meet the commonly used numerical convention. It would still be necessary to identify the index, dates and method used to measure the move before making a claim about a particular real-world market.

All three definition rows come from the Investor.gov glossary. The word “generally” in that source is important: the threshold is a useful common description rather than a statute, guarantee or precise forecasting model.

Why “broad market index” changes the answer
A market label is not automatically created by a dramatic move in one security. A company’s shares can fall 20%, 40% or more while the broad market remains outside a bear-market classification. Conversely, a broad index can rise even while particular companies or industries decline.
When reading a headline, ask what the headline is measuring:

- Is it a broad index intended to represent a market?
- Is it a sector, industry, country, asset class or single company?
- Does the cited move cover the period specified by the definition?
- Are the words “bull” or “bear” being used formally, or simply as conversational shorthand for a good or bad day?
Without that scope, a percentage alone can be misleading. “This stock is down 20%” and “the market is in a bear market” are different statements.
Does any 20% drop mean the market is in a bear market?
No. A 20% move by itself is not enough to apply the glossary wording confidently. The commonly cited convention refers to a broad market index falling by 20% or more over at least two months. A one-day decline, a short-lived move, or a fall in one company’s shares does not contain all of those elements.
Even when a broad index has moved by the stated amount, the description should remain qualified. Investor.gov says “generally,” and different index providers or market observers may use their own conventions for selecting the reference high or low, dating a move and deciding when a condition begins or ends. The evidence available for this basic definition does not establish one universal dating procedure.

Does a 20% rise automatically make every stock a bull market?
No. The threshold is applied to the broad index being discussed. A broad index can meet the 20% convention while individual holdings lag, remain flat or decline. Index composition, weighting and sector exposure mean that an index-level label summarizes an aggregate condition rather than the experience of every investor or company.

The same caution applies in reverse during a bear market. Some shares may rise while the broad index falls. “Bear market” describes the direction and sentiment of the market represented by the index; it is not a statement that every listed security has declined by 20%.
How sentiment fits the definitions
Investor.gov pairs the price direction with a description of market mood: optimistic for bull markets and pessimistic for bear markets. Sentiment helps explain why the terms are more than arithmetic labels. Investors’ expectations can influence demand, risk-taking and willingness to hold assets through volatility.
Sentiment is not presented as a separate percentage test in the glossary wording. A market does not become a bull market merely because commentary sounds upbeat, nor does a gloomy news cycle alone establish a bear market. The numerical convention and the broad-index scope remain central; sentiment supplies the associated description of how market participants are feeling.
Worked examples: what the label would and would not describe

These scenarios are hypothetical and are meant to show how scope, magnitude and duration work together. They are not records of actual market performance.

A neutral way to evaluate a bull-or-bear claim
You can test a description without turning it into a trading recommendation by following this sequence:
- Name the market measure. Write down the broad index or, if it is not broad, state that the observation concerns a sector, asset class or individual security.
- Record the reference levels and dates. A percentage has no context without the levels being compared and the period covered.
- Check the direction. A rise is relevant to the bull convention; a fall is relevant to the bear convention.
- Check the size. Determine whether the movement is at least 20%, while keeping the percentage tied to the specific index and measurement method.
- Check the duration. The Investor.gov glossary wording specifies at least two months, so a very short move should not be described as meeting that convention.
- Describe sentiment separately. If the source of the claim discusses optimism or pessimism, identify it as sentiment rather than treating it as an additional numerical threshold.
- State the scope in the sentence. Say which index and period you mean instead of writing “the market” when the data cover only one narrow segment.
This process improves precision in articles, conversations and personal records. It does not tell anyone what to buy, sell or hold.

They summarize a condition
“Bull” and “bear” are compact descriptions of broad direction and associated sentiment. They help readers understand whether the market represented by an index has been moving higher or lower by a substantial amount over a sustained period.
They do not forecast the next move
The definition itself does not say that a bull market must continue, that a bear market must end soon, or that either condition guarantees a particular future return. Treating the label as a prediction goes beyond what the glossary establishes.

Knowing that an index meets a conventional definition does not determine an individual’s objectives, time horizon, risk capacity, tax position or portfolio choices. The terms are explanatory categories, not instructions to buy or sell.

They may not transfer identically across markets
The cited wording is framed around a broad market index. It does not establish that every asset class, country, exchange or index provider uses exactly the same threshold or dating method. A careful explanation names the market and source rather than assuming one label applies everywhere in the same way.
Common mistakes when using bull and bear terminology
- Calling a single-stock plunge a bear market: The broad-index requirement is missing.
- Ignoring the time period: A 20% intraday or one-week move does not automatically satisfy wording that specifies at least two months.
- Presenting the threshold as law: Investor.gov uses “generally,” so the figure should be described as a common convention.
- Assuming uniform investor experience: Index-level direction does not mean every holding moved in the same direction.
- Using sentiment as proof by itself: Optimistic or pessimistic commentary does not replace identifying the index, percentage and duration.
- Turning a definition into a forecast: The labels describe observed conditions; they do not guarantee what happens next.
- Leaving the reference market unstated: “The market” can mean different indexes, regions or sectors, so the claim needs a named scope.
Why the 20% figure should be treated carefully
The 20% figure is useful because it gives readers a shared shorthand for a substantial move. It also has clear limits. Investor.gov’s glossary presents the threshold as a general definition, not as a universal classification system. The glossary pages do not establish how every provider identifies peaks and troughs, whether all markets use the same convention, or how long bull and bear periods historically last.
Accordingly, a precise sentence should retain its qualifications: identify the broad index, say whether it rose or fell, include the 20% convention and minimum period, and note that the description is general. Removing those details can make a technically correct phrase sound broader or more certain than the evidence supports.
