In email filtering, a black hole list is usually a DNS-published list of IP addresses, domains, or other identifiers associated with spam or abuse. A mail server can check a DNS-based blocklist (DNSBL) and use the result when deciding whether to accept, reject, tag, or further inspect a message. A listing is an input to a mail policy, not a universal verdict.
What does “black hole list” mean?
The conventional general term is DNS blacklist or blocklist, abbreviated DNSBL. In email administration, the phrase “black hole list” commonly refers to this kind of DNS-based reputation list. RFC 5782 uses “RBL” more narrowly for the MAPS RBL, a descendant of the original Real-time Blackhole List; although people often use RBL informally for any DNSBL, that usage is imprecise. RFC 5782 is an informational memo, not an Internet Standards Track specification.
How does a DNSBL check work?
A DNSBL is published as a DNS zone. For a typical IPv4 lookup, the mail system reverses the address octets and appends the list’s zone name, then queries DNS. A response indicates that the queried item is present according to that list’s scheme; it is not the listed address itself. Some lists also return TXT text explaining why an address or range appears in the zone. RFC 5782 describes this query model.

Mail servers may make a check when a remote system connects over SMTP, before processing its message further. Other filtering setups may use a list result to tag or score a message for additional review. The receiving administrator chooses the action; the DNS answer alone does not require rejection. Spamhaus Technology’s DNS Blocklist Basics describes DNSBL use in spam filtering.

Why do different lists produce different results?
Lists can identify different things, use different listing criteria, and be applied at different points in mail handling. A listing based on observed abuse is not equivalent to a policy listing, and a domain list is not an IP-address list.
| Example | What it identifies | Why it may be listed |
|---|---|---|
| SBL | IP addresses and ranges | Associated with malicious network activity and spam sources, according to Spamhaus. Spamhaus SBL documentation. |
| XBL | IP addresses | Compromised systems, including infected computers and bots, according to Spamhaus. Spamhaus list documentation. |
| PBL | IP address space | Addresses that should not send email directly to the internet under the list’s policy. It can include ordinary residential or end-user address space; a PBL entry does not by itself establish that a device is infected. Spamhaus list documentation. |
| DBL | Domains | Domains with poor reputation; Spamhaus states that this zone lists domains, not IP addresses. Spamhaus DBL documentation. |
DNS-based lists have also been used outside email, including for IRC, web access control, and transaction verification. RFC 6471 discusses these applications.

What does it mean if an IP address or domain is listed?
It means the identifier matched an entry under a particular list’s criteria at the time of the lookup. It does not, by itself, prove that every message from the sender is spam, that a device is currently compromised, or that every receiving mail server will reject it. The list operator defines its criteria, while each receiving administrator decides how to use the result. RFC 5782 cautions that poorly chosen lists can block wanted mail. RFC 5782
How should administrators use DNSBL results?
- Choose by purpose. Confirm whether the list covers IPs, domains, or another identifier, and whether it tracks observed abuse or applies a sending policy.
- Check the operator’s criteria and terms. For example, Spamhaus says public DNSBL use is free only under conditions, including non-commercial use and not querying from a public resolver or generic-rDNS IP. Its terms can change, so consult the operator before deployment. Spamhaus DNSBL usage terms.
- Test before enforcing. RFC 5782 warns about blocking wanted mail and about abandoned or repurposed DNSBL domains; it recommends checking a zone’s test entries before use. Start with a non-rejecting action where feasible, then confirm the effect on legitimate mail before making a result a hard block. RFC 5782
What can senders do about a listing?
Identify the specific list and listing first, then investigate and permanently fix the underlying problem rather than treating removal as a substitute for remediation. The required process varies by operator and list. For an SBL entry, Spamhaus advises reviewing the listing page, fixing the issue, and working through the provider’s abuse or security desk for a removal request; delisting is not automatic or guaranteed. Spamhaus says its SBL DNS zone is rebuilt and reloaded every five minutes, 24 hours a day. That cadence applies to the SBL specifically; it is not a refresh interval for all DNSBLs. Spamhaus SBL FAQ
