A 13-week cash flow forecast is a rolling, week-by-week projection of the cash your organization expects to receive and pay over the next 13 weeks. It starts with cash genuinely available now, places receipts and payments in the weeks they are expected to clear, and carries each week’s ending balance into the next week.

Use one when the timing of cash matters more than a monthly summary: a possible shortfall, uncertain customer collections, irregular supplier bills, seasonal buying, payroll or tax dates, debt service, or changing financing needs. It is a short-term liquidity-management tool, not a profit statement or a replacement for longer-range planning.

What a 13-week cash flow forecast shows

The forecast answers a specific management question: when could available cash become tight, and how much time would remain to respond? Fáilte Ireland’s business cash-flow guidance recommends showing forthcoming cash flows on a week-by-week basis for 13 weeks. Thirteen weeks is roughly a quarter, but it is a practical management horizon rather than a universal regulatory requirement.

Each column represents one week. The first cash figure is the amount actually available at the start of the horizon, ideally reconciled to bank records. Expected receipts are added, expected payments are subtracted, and the resulting ending cash becomes the following week’s beginning cash. That linkage creates a continuous liquidity view instead of 13 unrelated estimates.

A simple model uses this arithmetic:

Ending cash = Beginning cash + cash receipts − cash payments

The model is useful only when entries represent expected bank movements. A sale belongs in the forecast when the related money is expected to arrive, not automatically when the invoice is issued. Likewise, a supplier invoice belongs in the forecast when payment is expected to clear, not simply when the bill is received.

Typical weekly lines

Cash-flow group Examples of items to schedule
Customer collections Receipts from open invoices, based on expected payment timing and customer history
Other receipts Other known operating receipts or committed funding
Suppliers Payments for goods and services in the weeks they are expected to clear
Payroll Scheduled wages and related payroll outflows
Taxes Tax payments on their actual due dates
Property and operating costs Rent and other recurring operating payments
Debt service Scheduled principal and interest payments
Capital spending Committed equipment, project, or other capital payments
Other material payments Known outflows that could change near-term liquidity

The exact rows should reflect the organization’s material cash drivers. Excessive detail can hide the decision signal; insufficient detail can miss the payment that creates a shortfall.

Cash timing is different from accounting profit

A 13-week forecast is a direct cash view, not an income statement. Accounting profit records revenue and expenses according to accounting rules, while the forecast records when money is expected to enter or leave the bank account.

  • A customer sale may be recorded today but collected several weeks later.
  • A supplier invoice may be recorded as an expense or payable now but paid on an agreed future date.
  • Cash can look healthy temporarily because this week’s receipts relate to earlier sales.
  • A profitable business can face a cash squeeze while it waits for customers to pay.

Use an income statement and a broader financial plan for earnings, margins, growth, staffing, and strategy questions. Use the 13-week model for near-term liquidity decisions.

When a 13-week forecast is worth using

The model earns its place when a monthly view could conceal the week in which cash becomes constrained. The following situations are practical triggers.

A possible cash shortfall

If projected ending cash approaches a minimum operating level or turns negative in any week, the forecast shows the date and the lead time available. Management can then investigate collections, payment timing, committed funding, or other actions before the constraint arrives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Uncertain customer collections

Late or uneven receipts make monthly totals misleading. Mapping open invoices to expected clearing weeks exposes concentration in a few customers and shows whether a delayed collection would affect payroll, suppliers, or taxes.

Large or irregular payments

One-off supplier settlements, annual insurance, equipment purchases, project costs, or debt installments can disappear inside a monthly average. Placing each payment in its likely week makes the liquidity impact visible.

Seasonal purchases ahead of sales

Businesses may buy inventory or materials before the related sales cash arrives. A 13-week view shows the temporary funding requirement and whether the timing can be supported by available cash or committed facilities.

Payroll, tax, and debt dates

Payroll runs, tax due dates, rent, and debt service are often date-specific and difficult to defer. Showing them beside expected receipts helps prioritize actions without treating an unapproved borrowing request as cash already available.

Operational change or a transaction

Practitioner guidance identifies restructuring, refinancing, acquisitions, major projects, and supply disruption as circumstances in which near-term receipts, payments, or financing needs can shift quickly. These are practical use cases, not conditions imposed by financial-reporting standards.

Lender or funding discussions

A clear forecast can support conversations with lenders or other funders by showing the timing of receipts, payments, and projected headroom. Assumptions must remain supportable: a proposed facility or an unapproved draw is not the same as committed liquidity.

How to build the forecast step by step

  1. Set the opening cash balance. Start with cash genuinely available at the cut-off date and reconcile it to bank records. Separate restricted or unavailable balances where they cannot fund ordinary payments.
  2. Create 13 weekly columns. Label the weeks with the dates they cover. Keep the horizon continuous so the next update can replace the completed week with actuals and add a new week at the end.
  3. Gather the operating inputs. Assemble open invoices and customer payment history, supplier obligations, payroll schedules, tax due dates, debt payments, committed purchases, and other known events.
  4. Schedule receipts by expected clearing week. Use the best available evidence about when customers will pay. Do not place the full value of a sale in the week of sale unless that is also the expected bank receipt.
  5. Schedule payments by expected clearing week. Use contractual dates, payroll calendars, tax calendars, purchasing information, and known payment practices. An invoice date alone does not establish a cash date.
  6. Identify financing separately. Show committed funding distinctly from borrowing that is proposed, subject to approval, limited by a facility condition, or otherwise uncertain.
  7. Calculate the weekly roll-forward. Add each week’s receipts to beginning cash, subtract payments, and carry the resulting ending balance into the next week.
  8. Review assumptions with the people who own the data. Teams responsible for customer receipts, payroll, tax, purchasing, and operating schedules can identify changes that a finance-only review may miss.
  9. Mark decision points. Highlight weeks with a projected shortfall, unusually low headroom, a major payment, or dependence on a collection or funding assumption.
  10. Document the basis for material estimates. Record the source of a timing assumption and any known change from historical behavior so the next review can update the affected line rather than rebuild the model blindly.

Minimum data pack

Input What it contributes
Reconciled bank and cash records A reliable starting balance
Open invoices and payment history Evidence for customer collection timing
Supplier obligations Expected payment amounts and dates
Payroll schedule Recurring wage outflows
Tax calendar Due-date-specific payments
Debt schedule Principal, interest, and repayment dates
Committed purchases and known events One-off or project-related cash movements
Funding terms What liquidity is committed, conditional, or unavailable

How to keep it accurate: the weekly roll-forward

A 13-week forecast is a process, not a file that can be prepared once and left unchanged. At each weekly close:

  1. Replace the completed week’s estimates with actual cash movements. Use bank activity and reliable cash records rather than accounting entries that have not cleared.
  2. Compare actuals with the prior forecast. Review both amounts and timing. A receipt that arrived late can be as important as a receipt that was overstated.
  3. Investigate material variances. Determine whether the difference came from customer behavior, purchasing, payroll, tax, a changed payment date, or an incorrect opening balance.
  4. Revise the affected assumptions. Update future weeks when the variance reveals a changed pattern or a known event.
  5. Add a new week. Extending the horizon preserves 13 forward-looking weeks after the oldest week is closed.

Fáilte Ireland advises checking actual expenditure and lodgements weekly and revising estimates when differences are significant. PwC describes the same discipline as capturing actuals, investigating variances, and rolling the model forward. Without that cycle, a polished template can continue to display stale assumptions.

How to read the result and decide what to do

Find the first constrained week

Scan the ending-cash line from left to right. The first week in which cash falls below the organization’s usable minimum is the earliest response date. That date is more actionable than a quarterly total because it identifies when a decision is needed.

Trace the cause to a specific line

Compare receipts and payments in the affected week and the preceding weeks. The cause may be a delayed collection, a cluster of supplier payments, payroll or tax, a debt installment, capital spending, or an assumption about funding. Keep the cause visible rather than hiding it in a balancing figure.

Assess available responses

The forecast can support decisions about collection follow-up, payment timing, purchase scheduling, committed funding, or lender discussions. It does not authorize a payment deferral, facility draw, or borrowing arrangement; those actions still depend on contracts, approvals, and counterparties.

Use scenarios carefully

Where a key receipt or facility is uncertain, keep the supportable base case separate from the conditional item. Presenting proposed borrowing as if it were available overstates liquidity and can make every later week appear safer than it is.

13-week forecasting versus monthly planning

Dimension 13-week cash flow forecast Monthly forecast or plan
Decision horizon Short-term liquidity over roughly one quarter Longer-range planning beyond the immediate 13 weeks
Time detail Weekly receipts and payments Monthly totals and trends
Best for Finding the week of a cash gap, scheduling payments, and monitoring headroom Growth, staffing, profitability, budgets, and strategic decisions
Update rhythm Weekly actual-versus-forecast review with a new week added Monthly or planning-cycle updates
Core data Expected bank receipts and payments Broader operating and financial assumptions
Relationship Complements, rather than replaces, the monthly view Provides the longer context for the weekly liquidity tool

The two views answer different questions. A monthly plan can show whether annual funding appears adequate, while the 13-week schedule can reveal that cash is unavailable on a particular Tuesday. Retain both when the organization needs near-term control and longer-term planning.

Spreadsheet or software: choosing a workable format

A spreadsheet is sufficient for a straightforward operation if it has a reconciled opening balance, clearly dated weekly columns, transparent formulas, visible assumptions, and a disciplined variance-review routine. Controls should prevent accidental overwriting of formulas and distinguish actuals from estimates.

PwC describes a template that can handle direct cash flow for up to four business units, a basic receivables-and-payables unwind, variance analysis, and liquidity or headroom reporting. Other digital templates provide opening and closing cash, minimum-cash alerts, and accuracy tracking. These are examples of useful formats, not guarantees that the underlying assumptions are correct.

Cash-forecasting software can help when several business units, bank accounts, or contributors make manual consolidation difficult. The important capabilities are recurring weekly updates, a direct-method cash model, actual-versus-forecast comparison, and a clear audit trail for changed assumptions. Automation should reduce data-entry work; it cannot decide whether a customer will actually pay or whether a proposed facility is committed.

Common mistakes and how to correct them

Mistake Why it damages the forecast Correction
Forecasting revenue instead of collections It hides the delay between a sale and the bank receipt Place expected customer cash in the week it is likely to clear
Forecasting invoices instead of payments An invoice date does not establish when cash leaves the bank Use contractual, scheduled, or otherwise supportable payment timing
Starting with an inaccurate opening balance Every projected week inherits the error Reconcile available cash before loading estimates
Counting proposed borrowing as available It overstates liquidity and can conceal a shortfall Separate committed funding from approvals or draws that remain conditional
Leaving completed weeks untouched Old estimates continue to distort the forward view Replace the closed week with actuals, investigate material variances, and add a new week
Assuming a template creates accuracy Formatting cannot correct weak timing assumptions Review assumptions with operational owners and track actual-versus-forecast results
Using the model as a profit statement Cash timing cannot establish profitability Use an income statement and longer-range plan for earnings and strategy questions

Practical operating checklist

  • Is the opening cash balance reconciled and genuinely available?
  • Are receipts entered in expected clearing weeks rather than sale weeks?
  • Are supplier, payroll, tax, rent, debt, and capital payments dated by expected bank movement?
  • Are committed facilities separated from proposed or approval-dependent borrowing?
  • Has each material assumption been reviewed by the team that owns the underlying schedule?
  • Is the first projected constraint easy to see?
  • At the weekly close, will actuals replace estimates and material variances be investigated?
  • Will a new week be added so the horizon remains 13 weeks?
  • Is a monthly or longer-range plan maintained for profitability, growth, and strategy?

What this forecast cannot tell you

A 13-week cash flow forecast cannot prove that a business is profitable, value-creating, or financially healthy beyond the horizon. It can show a temporary cash surplus caused by earlier collections, or a temporary squeeze caused by the timing of payments. It also cannot make uncertain funding available, guarantee customer behavior, or replace approval and credit decisions.

Its value is narrower and more practical: a continuously updated view of near-term cash timing, the earliest week a constraint may appear, and the assumptions that require action before that week arrives.
