Ships on Arctic routes face ice damage, severe weather, grounding and machinery hazards, plus the added risk that rescue, repairs and pollution response may be far away. The Polar Code sets mandatory safety and environmental requirements for ships within its scope, but it does not make a voyage safe or guarantee that an insurance policy covers it. Before sailing, operators should assess the specific route and season, meet applicable requirements, and obtain written confirmation from insurers about navigation limits, approvals, exclusions and any separate war-risk cover.

What makes an Arctic voyage risky?

Arctic risk is a combination of hazards to the vessel and the difficulty of managing an incident once something goes wrong. Ice, weather, limited navigation information and cold-sensitive equipment can raise the chance of a casualty. Remoteness can then make a relatively small failure harder to contain: assistance, specialist repair and pollution-response resources may be distant or limited.

Conditions are not uniform across the Arctic. A vessel’s exposure depends on its route, season, expected ice and weather, daylight, proximity to ports and response services, and the ship’s capabilities. A general statement that a ship is “insured for Arctic waters” is therefore not enough to establish that a particular voyage is safe or covered.

Ice, weather and navigation

Ice can place additional loads on a hull, propulsion system and appendages. The risks are not limited to a dramatic collision: pressure ice, swell, fog or darkness can make a planned passage unsafe, while poor weather can complicate navigation and operations. The International Maritime Organization (IMO) identifies poor weather and a relative lack of good charts, communications systems and navigation aids as challenges in polar waters.

The IMO’s voyage-planning guidance says operators should consider when entry into ice or iceberg areas is unsafe, including in darkness, swell, fog and pressure ice. Plans should also account for safe distance from icebergs and an appropriate speed. These are operational decisions tied to conditions and vessel capability, not a universal route rule that can be applied identically to every ship.

Grounding, machinery and other casualties

Marine insurance material identifies grounding, stranding, machinery breakdown, ice damage, heavy-weather damage and fire among Arctic exposures. A problem with propulsion or steering can be especially consequential if ice or weather limits the vessel’s ability to maneuver. The same mechanical failure in a well-served coastal area and in a remote polar passage can have very different consequences because repair and assistance may not be equally accessible.

Cold temperatures can also reduce the effectiveness of components such as deck machinery, emergency equipment and sea suctions, according to the IMO. Operators need to consider whether the vessel’s equipment and procedures are suited to the expected conditions, rather than assuming that equipment which works reliably elsewhere will perform the same way in polar operations.

Remoteness and pollution response

The IMO warns that remoteness can make rescue and clean-up difficult and costly. Limited response personnel and equipment, along with complex logistics, can allow a minor incident to become a major casualty. A grounding or machinery failure may require salvage or repair; a spill adds the challenge of reaching the site and mounting an effective response in difficult conditions.

That remoteness affects both prevention and contingency planning. A voyage assessment should consider not only the probability of an incident but also how long it could take to obtain assistance, what resources are realistically available, and how an emergency plan would work on the particular route.

What the Polar Code requires—and who it covers

The Polar Code is the IMO’s international framework for ships operating in polar waters. Its safety and pollution-prevention measures became mandatory under SOLAS and MARPOL for ships within scope on 1 January 2017. The Code covers design, construction, equipment, operations, training, search and rescue, and environmental protection. It is a framework for managing polar hazards, not a certification that a voyage is risk-free.

Assessment, certificate and operating manual

Covered ships need a Polar Ship Certificate based on an assessment of expected operating conditions and hazards, as well as a Polar Water Operational Manual. The certificate assigns the vessel to a category reflecting its designed ice capability:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Category A: designed for operation in at least medium first-year ice, which may include old ice inclusions.
  • Category B: designed for operation in at least thin first-year ice, which may include old ice inclusions.
  • Category C: designed for operation in open water or conditions less severe than those for Categories A and B.

The category is relevant to whether a ship’s design is suited to expected conditions; it is not, by itself, permission to enter any ice area. Operators still need to plan against the conditions actually expected, comply with applicable rules and consider their ship’s operating limits.

The Code’s safety provisions address matters including ship structure and machinery, operational safety, life-saving appliances, navigation, voyage planning, manning and training. Its pollution provisions address environmental protection. Operators should check the applicable requirements for their vessel, flag and voyage rather than relying on the certificate category alone.

Applicability and changes to smaller-vessel rules

Applicability depends on the vessel, convention scope, flag-state implementation and date. An IMO overview describes amendments expected to enter into force on 1 January 2026 that extend safety measures to fishing vessels of 24 metres and above, pleasure yachts of 300 gross tonnage and above that are not engaged in trade, and cargo ships of 300 gross tonnage and above but below 500 gross tonnage. Because that date has passed, operators should confirm the amendments’ current status and the rules implemented by the vessel’s flag state before relying on the earlier expected date.

The UK’s 2025 guidance says its 2025 safety regulations replace the 2021 regulations and stresses that polar risks vary with location, season, daylight and ice coverage. That UK change does not establish the rules for every flag or voyage. For a real passage, confirm requirements with the relevant flag administration and other applicable authorities.

Routeing measures in the Bering Sea and Strait

The IMO describes voluntary routes and precautionary areas in the Bering Sea and Bering Strait that apply to ships of 400 gross tonnage and above, alongside areas to be avoided. These measures entered into force on 1 December 2018. They are specific to that region; they should not be presented as a general routeing requirement for every Arctic voyage. Operators should check whether route-specific measures or local reporting requirements apply to their planned passage.

Does ship insurance cover Arctic waters?

There is no single answer for every ship or policy. Coverage depends on the actual contract, the planned navigation area and route, the ship’s characteristics and operations, any required notice or approval, and applicable exclusions or special terms. A policy that covers marine risks in general does not, on its own, prove that a proposed Arctic voyage is within its navigation limits.

An insurer-perspective article from the University of the Arctic says P&I clubs generally require members to notify them of an Arctic voyage for assessment, and that hull and machinery (H&M) cover may require prior permission. That describes insurer practice reported in that source; it is not a universal current policy term. Ask the broker and each insurer for the requirements that apply to the ship and contract, and obtain their answer in writing before departure.

Check each policy and category of loss

Do not treat “insured” as a single yes-or-no answer. Hull and machinery, protection and indemnity (P&I) liabilities, pollution, crew, cargo, salvage, wreck removal, delay or loss of hire, and emergency response costs may be addressed under different policies, limits, conditions or exclusions. The available material does not establish that any particular policy covers all of these losses. Ask how each relevant exposure is treated in the actual wording.

Marsh’s 2014 report notes that limited historical loss records made Arctic underwriting more difficult. That is historical context, not a current premium guide or a basis for predicting a loss rate. No current Arctic premium, loss rate or incident statistic is established here, so operators should seek voyage-specific terms rather than rely on a generic market figure.

Ask about war-risk wording separately

War-related physical damage and liabilities may sit outside ordinary marine cover or be subject to separate terms. London P&I describes war cover for specified physical damage, war-related liabilities, and detention or diversion expenses outside standard marine cover. Britannia’s 2026/27 rules illustrate that one club’s rules include war-risk exclusions and prohibited areas. Those examples do not establish the wording of another provider’s policy.

Ask whether separate war-risk cover is needed, which geographic exclusions or prohibited-area notices apply, and what happens to cover if the route changes. Confirm the answer against the policy and any current notices rather than assuming that all Arctic waters receive the same treatment.

What to confirm with insurers before departure

Give the broker and insurers a clear account of the intended voyage and ask for written confirmation. The route, timing and operating plan matter: an approval for one itinerary or set of conditions should not be assumed to extend to a materially different one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Describe the voyage. Provide the planned waters and route, dates, expected ice and weather, vessel class and ice capability, and intended operations. Ask whether these fall within the policy’s navigation limits.
  2. Confirm notice and approval requirements. Ask whether prior notice or written insurer permission is needed, by when it must be obtained, and what voyage risk assessment or operating documents the insurer requires.
  3. Map the relevant losses to the policies. Ask how H&M, P&I liabilities, pollution, crew, cargo, salvage, wreck removal, delay or loss of hire, and emergency response costs are treated. Confirm applicable limits, deductibles, exclusions and conditions rather than assuming a category is covered.
  4. Review war-risk terms. Find out whether this cover is separate, whether a prohibited-area notice or geographic exclusion affects the voyage, and how a reroute or changed operating area would affect cover.
  5. Check operational conditions attached to cover. Ask whether the insurer requires or expects a Polar Ship Certificate category, Polar Water Operational Manual, training, ice routing or particular voyage-planning provisions, and how it expects compliance to be documented.
  6. Record the response. Keep the written confirmation with the voyage documents and establish who must be contacted if the route, timing, ice conditions or operations change.

These questions identify issues to resolve with the actual insurer; they are not a statement that each listed cost or loss is covered. A broker can help interpret the terms, but the policy and written endorsements or approvals determine the position.

How to compare two Arctic routes or voyage plans

Compare specific operating plans, not just broad labels such as “northern route” or “summer passage.” Use the same assumptions for both options, then test each against the vessel’s capability and the insurance terms. A shorter route is not necessarily the lower-risk option if it brings greater ice exposure, poorer navigation information or longer distance from response resources.

Factor What to compare Why it matters
Ice and vessel capability Expected ice severity and the ship’s Polar Code category and ice capability Ice can load the hull, propulsion and appendages; the ship must be suited to the expected conditions.
Season and conditions Timing, daylight, weather exposure and navigational conditions Conditions change by season and location; darkness, fog, swell and pressure ice can affect safe passage.
Navigation and communications Chart quality, navigation aids and communications coverage Polar waters may have less supporting infrastructure than familiar, well-served routes.
Response access Distance to ports, search and rescue, salvage, repair and pollution-response resources Remoteness can delay assistance and increase the difficulty and cost of managing an incident.
Route rules Applicable routeing measures, areas to be avoided and local reporting requirements Some measures apply only to particular areas or ship categories.
Insurance terms Approval, navigation limits, deductibles, exclusions and war-risk provisions A route can create coverage questions that are not answered by a general policy description.

Use current information for the particular voyage and confirm the applicable rules and cover before sailing. A comparison is useful only if it reflects both the ship’s actual operating limits and the insurer’s written terms.

What a sound pre-voyage decision looks like

A defensible decision connects the vessel’s capabilities, the forecast operating conditions, regulatory requirements and insurance terms. If a key element is uncertain—such as whether the route is within navigation limits, whether an approval is needed, or whether the ship can operate safely in expected ice—the operator should resolve it before committing to the passage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The vessel’s certificate, category and operating documents match the intended conditions and applicable rules.
  • The route plan accounts for ice, weather, daylight, navigation information and communication constraints.
  • Emergency planning reflects the actual distance and availability of rescue, salvage, repair and pollution-response support.
  • Insurers have received the relevant voyage details, and required notices or approvals are documented in writing.
  • Relevant policy limits, exclusions, deductibles and war-risk terms have been checked for the planned waters and any likely route changes.

The practical test is not whether a vessel is generally described as Arctic-capable or insured. It is whether this ship, on this route and at this time, can operate within its limits and has confirmed cover for the voyage as planned.
