In smartphones, “indigenous design” means that the relevant product, subsystem or intellectual property was designed and owned in the country being discussed. It is not a synonym for assembly. In India, the government’s 2026 mobile-phone scheme uses a demanding test for an Indian brand: Indian ownership of intellectual property and trademarks, Indian-citizen management control, more than 51% Indian-citizen shareholding, and in-house design and research-and-development capability in India. That policy test does not prove that every phone assembled in India, or every part inside one, was designed locally.

Indigenous design answers an ownership-and-engineering question

A smartphone can be assembled in India while its processor, modem, camera platform, display electronics and industrial design were developed elsewhere. Conversely, a company may design a subsystem in India and manufacture it through an overseas foundry or component supplier. “Indigenous design” describes where the engineering work and associated intellectual property originate and who owns them; “made in India” generally describes where manufacturing or final assembly occurs.

The phrase has no single worldwide legal definition. Its meaning depends on the country, policy or specification using it. For an India-focused answer, the clearest current framework is the Ministry of Electronics and Information Technology’s (MeitY) 2026 Mobile Phone Manufacturing Scheme. The scheme separates manufacturing, domestic value addition, Indian brand ownership, intellectual-property ownership and in-house design capability rather than treating them as one claim. Its Indian-brand criteria therefore provide a useful policy test, not a universal dictionary definition.

Does “made in India” mean “designed in India”?

No. Final assembly is one operation in a much larger chain. A phone assembled at an Indian plant may use a system-on-chip (SoC) designed by an overseas semiconductor company, a display panel fabricated abroad, camera sensors from another country, and software adapted by the handset brand. Assembly location alone cannot identify the owner or location of the underlying designs.

Government figures show why the distinction matters. MeitY reported mobile-phone production rising from ₹18,000 crore in financial year (FY) 2014–15 to ₹5.45 lakh crore in FY 2024–25, and exports rising from ₹1,500 crore to ₹2 lakh crore over the same period. These are government-reported production and export values, not measurements of the percentage of a phone designed in India. The figures demonstrate industrial scale and trade growth; they do not attribute a camera, processor, modem or display design to a particular country. MeitY’s Semicon India Programme overview presents the broader ecosystem from design through fabrication, assembly, testing, packaging and module manufacturing, which are separate layers of the supply chain.

What the 2026 Indian-brand criteria actually require

The government’s ₹62,500 crore Mobile Phone Manufacturing Scheme distinguishes support for manufacturing from support for Indian brands. For the latter track, the Press Information Bureau release says an eligible brand must meet the following conditions:

Criterion What it means in practice What it does not prove by itself
Indian incorporation or registration The brand company is established under the scheme’s Indian legal requirements. That every component is designed or fabricated in India.
Indian-held intellectual property and trademarks The relevant IP and brand rights must be owned in India rather than merely licensed from an overseas owner. That all third-party technologies used in a phone originated in India.
Management control by Indian citizens Control of the company’s management must be with Indian citizens. That manufacturing sites or suppliers are Indian-owned.
More than 51% shareholding by Indian citizens Indian citizens must hold a majority stake under the scheme’s stated test. That a product has no foreign investment, suppliers or licensed technology.
In-house design and research-and-development capability in India The brand must maintain its own engineering and R&D capability in India. That the capability covers every subsystem in a particular retail model.

The release quotes Union Minister Ashwini Vaishnaw saying that “the design, intellectual property and brand must be Indian-owned and capable of competing with the best products in the respective market segment.” It also says, “The Government will undertake a meticulous evaluation to ensure that the intellectual property is genuinely Indian-owned.” Read the 21 August 2026 PIB release for the scheme’s complete conditions. These are eligibility rules for a specific government programme; they should not be presented as a general legal definition of indigenous design.

Which smartphone parts can be designed locally?

“Designed locally” can refer to a complete phone, a circuit block, firmware, a physical enclosure or a manufacturing process. A handset may combine Indian work in one layer with imported designs in another. The following map shows what would count as local design and what evidence is currently available.

Phone layer What local design could cover What is established by the available evidence
Industrial and mechanical design Exterior shape, materials, thermal structure, button placement, antenna windows and tooling specifications. No current retail model is identified with a documented India-owned industrial design in the cited government material.
System-on-chip (SoC) CPU or accelerator architecture, chip floorplan, power-management logic and associated firmware. No named smartphone SoC is mapped to a current handset in the cited sources.
5G modem and radio intellectual property Baseband algorithms, protocol implementation, radio blocks and modem software. The Department of Telecommunications lists Signalchip as developing 5G chipset IP and corresponding software. The listing demonstrates a domestic capability, not use in a named consumer phone.
Radio-frequency (RF) front end Power amplifiers, filters, switches, antenna-tuning circuits and reference designs. No component-by-component Indian ownership or deployment evidence is supplied for a current retail model.
Camera system Image-signal processor, computational-photography algorithms, camera firmware, lens mechanics or sensor design. No source identifies a current handset’s camera sensor, ISP or algorithms as India-designed.
Display subsystem Display driver IC, touch controller, calibration firmware, panel electronics or user-interface rendering. No current phone is documented as using an India-designed display or driver in the cited evidence.
Memory and storage Controller architecture, error-correction firmware or packaging design. No model-level attribution is established.
Power and battery Battery-management system, charging controller, cell chemistry, thermal controls or pack mechanics. No named phone is mapped to an India-designed battery subsystem.
Printed-circuit board and connectivity Board layout, power distribution, USB implementation, Wi-Fi/Bluetooth integration and antenna layout. Assembly or board population in India would not, by itself, establish local circuit design.
Operating system and applications System software, device drivers, security features, user interface and preinstalled services. Software authored in India could be locally designed even when the hardware is not, but no specific handset attribution is established here.

The absence of a model-level citation in this table is deliberate. No published statistic in the available government material measures the share of smartphone components designed locally, and no source maps the camera, display, battery, processor, modem or other parts of a named current phone to Indian design ownership.

The clearest public example is a design capability, not a phone teardown

The Department of Telecommunications’ Digital Communication Innovation Square (DCIS) page lists Signalchip as developing 5G chipset intellectual property and corresponding software. The DCIS scheme supports research, design, development, proof-of-concept testing, intellectual-property creation, pilot projects and manufacturing. This is meaningful evidence that India has domestic telecom and chipset-development capability.

It is not evidence that a particular retail smartphone contains Signalchip technology. The listing does not, by itself, identify a handset model, production volume, commercial launch, modem certification or component bill of materials. Treat it as ecosystem evidence: an Indian organisation is developing relevant technology, while the connection to a mass-market phone remains unestablished. The programme page is available at the Department of Telecommunications DCIS portal.

Why production and export numbers cannot answer the component question

Production value counts the value of phones manufactured during a financial year. Export value counts phones shipped abroad. Neither metric records who designed the SoC, where the camera algorithm was written, who owns the patents or where a display panel was fabricated. A high export figure can coexist with substantial dependence on imported designs and parts; it can also include phones whose final assembly is domestic but whose engineering is multinational.

Domestic value addition is a related but different measure. It can increase when more assembly, testing, packaging, tooling or components occur in India, without proving that the underlying patents or reference designs are Indian-owned. Conversely, Indian engineers can create IP that is manufactured elsewhere. Any article or product label that turns a production or export statistic into a percentage of “Indian-designed components” is making a claim the cited figures do not support.

How the scheme treats domestic sourcing

The Mobile Phone Manufacturing Scheme offers an additional incentive of up to 1.5% for qualifying domestic sourcing of key components and sub-assemblies, subject to the scheme’s localization conditions. This encourages companies to buy more eligible inputs from domestic suppliers. It still does not make domestic sourcing equivalent to indigenous design.

  • Domestic sourcing: the supplier or sub-assembly is purchased from an eligible domestic source under the scheme.
  • Domestic manufacture: a process such as assembly, testing, packaging or fabrication takes place in India.
  • Domestic design: engineering work and the associated IP are created and owned in India.
  • Indian brand ownership: the brand and qualifying IP satisfy the scheme’s ownership and control requirements.

One phone can satisfy one, two or several of these descriptions. A locally sourced module may use an overseas reference design; an Indian-owned design may be fabricated outside India; and a phone assembled in India may satisfy only the manufacturing description.

  1. Identify the exact claim. Decide whether you are checking assembly location, brand ownership, a specific component, a patent, software authorship or the whole phone. “Designed in India” is too broad unless the subject is defined.
  2. Check the legal owner. Look for corporate filings, trademark ownership, patent assignments or an official scheme disclosure. A company incorporated in India may still license core IP from an overseas owner.
  3. Find an engineering statement. Prefer a manufacturer’s technical document, government grant record, patent, certification filing or named engineering announcement that identifies the subsystem and design location.
  4. Separate design from fabrication. A chip can be architected in India, manufactured at an overseas foundry and packaged elsewhere. Record each stage rather than collapsing them into “made in India.”
  5. Map the evidence to the retail model. Confirm that the cited design is actually used in the exact model and variant, not merely developed by a company or shown in a prototype.
  6. Check the date and region. Components can change between model revisions, storage variants and markets. A statement about an Indian variant in one year may not apply to an imported version.
  7. State what remains unknown. If no public bill of materials or component attribution exists, say so. Do not infer local design from assembly, export, a “localised” label or an incentive alone.

Reading an indigenous-design claim across the supply chain

Whole-device design

This is the broadest claim: the company controls the phone’s industrial design, system architecture, software integration and relevant IP. Under the Indian-brand track of the 2026 scheme, in-house design and R&D in India are required, but the public criteria do not say that every third-party component must be Indian-designed.

Subsystem design

A company can design a modem, power-management IC, camera algorithm or antenna module without designing an entire smartphone. This is often the most technically meaningful level of indigenous capability, because it identifies a concrete block and its IP owner.

Integration and reference-design work

Phone makers frequently integrate purchased chipsets, panels and camera modules into a board and software stack. Integration can involve substantial engineering in India, yet it is different from owning the underlying chipset or sensor design. An honest description should use “integrated,” “customised” or “engineered locally” when that is what the evidence supports.

Manufacturing-process design

Fixture design, factory automation, testing procedures, packaging and yield engineering may be created locally even when the product’s core circuits are not. These are valuable domestic capabilities, but they answer a manufacturing-engineering question rather than the question of who designed the phone’s main components.

What is known—and what is not—about Indian-designed smartphone components

Public policy evidence supports three careful conclusions. First, India has expanded phone production and exports dramatically between FY 2014–15 and FY 2024–25. Second, the government is explicitly trying to build a complete semiconductor and electronics chain, including design, fabrication, assembly, testing, packaging and modules. Third, the DCIS listing for Signalchip documents domestic 5G chipset-IP and software development.

What the evidence does not establish is equally important: it does not identify a currently sold smartphone whose processor, modem, camera, display, battery or other major component is demonstrably Indian-designed and Indian-owned. It also does not provide a national percentage for locally designed smartphone parts. Until a manufacturer or regulator publishes model-specific documentation, the defensible answer is component-specific and qualified rather than a blanket claim about an entire handset.

A practical vocabulary for accurate labels

Label Use it when the evidence shows
Assembled in India Final assembly occurs in India.
Manufactured in India More than final assembly is performed domestically, with the exact processes identified.
Indian-owned brand The owner, control, shareholding and IP satisfy the applicable policy or legal test.
Designed in India A named product or subsystem was engineered in India and the design ownership is documented.
Indian-designed component A specific part—such as a modem, power IC or camera algorithm—is identified with its Indian design owner and its use in the phone.
Indigenous smartphone Use only with a clearly stated definition covering the phone’s design scope, IP ownership, manufacturing and evidence.

Bottom line

In smartphones, indigenous design means locally developed and owned engineering, not simply local assembly. India’s 2026 policy framework looks for Indian-held IP and trademarks, Indian-citizen control and majority shareholding, plus in-house Indian design and R&D for the Indian-brand track. India also has documented domestic telecom-design capability, including the DCIS-listed 5G chipset-IP work by Signalchip. But current public evidence does not tie those capabilities to a named retail phone or provide a component-by-component local-design percentage. To make a reliable claim about any handset, identify the exact component, its IP owner, its design location and proof that the component is used in that model.
