High Speed Packet Access (HSPA) is a set of packet-data enhancements to UMTS/W-CDMA, a 3G mobile radio technology. It combines High Speed Downlink Packet Access (HSDPA), which improves data sent to a device, with High Speed Uplink Packet Access (HSUPA), which improves data sent from a device.
What HSPA means
HSPA is not a separate cellular generation. It is a family of enhancements within the UMTS standards that improve packet-data communication over W-CDMA radio access. NTT DOCOMO describes it as an expansion of W-CDMA combining faster downlink and uplink capabilities: NTT DOCOMO’s HSPA explanation.
The standards context remains part of the 3GPP UMTS family. 3GPP identifies TS 25.308 as the overall description of HSDPA, while ETSI’s May 2024 publication listing includes Release 18 versions of both TS 25.308 and TS 25.319, the latter covering enhanced uplink: 3GPP TS 25.308 and ETSI TS 25.308, Release 18.

| Term | Full name | Traffic direction | Role in HSPA |
|---|---|---|---|
| HSDPA | High Speed Downlink Packet Access | Network to device | Enhances downlink packet data |
| HSUPA | High Speed Uplink Packet Access | Device to network | Enhances uplink packet data |
In practical terms, downlink is the direction used when a device receives data, such as a web page or video. Uplink is the direction used when it sends data, such as a photo upload. The two names describe different directions of improvement, and together they form the familiar HSPA pairing. The relevant 3GPP enhanced-uplink specification is TS 25.319; ETSI lists its Release 18 version as version 18.0.0 in May 2024: ETSI TS 25.319, Release 18.

HSPA and HSPA+ are related, not identical names
HSPA+ refers to an evolution of HSPA. It should not be used as another name for the original combination of HSDPA and HSUPA. The Internet Engineering Task Force’s informational RFC 6459 discusses HSPA and HSPA+ as related forms of 3GPP mobile connectivity: RFC 6459.
What HSPA speed figures do—and do not—tell you
Historical peak figures describe technical capability, not a speed every customer should expect. A 3GPP white paper from approximately 2005 reported an initial HSDPA end-user rate of 3.6 Mbps and a theoretical peak of 14.4 Mbps per user; it also described cell data capacity increases of up to fivefold in dense urban environments. Those are historical, conditional figures from that paper, not current measured speeds or universal guarantees: 3GPP HSDPA white paper.

Actual user experience depends on the network and radio conditions, and the peak value should not be read as a typical or guaranteed rate. A standards document’s publication status also does not establish whether a carrier still operates HSPA in a particular country. Carrier availability and retirement status are local questions.
