There is no universal 4K/60 parts list. The right hardware depends on the games you play, the preset you expect, whether you render natively or use upscaling, and whether ray tracing is enabled. As a concrete official example, Horizon Forbidden West Complete Edition lists a GeForce RTX 4080 or Radeon RX 7900 XT with a Core i7-11700 or Ryzen 7 5700X and 16 GB of RAM for an average 4K, 60-FPS target at Very High settings. Treat that as a game-specific starting point, not a guarantee for every title.

What “smooth 4K at 60 FPS” actually means

4K gaming normally means rendering at 3840×2160 pixels. That is four times the pixel count of 1920×1080, so the graphics card has substantially more work to do for every frame. A 60-FPS target also means a new frame about every 16.7 milliseconds. A game can show a 60-FPS average yet still feel uneven if frame times spike, so consistency matters as much as the headline average.

Define the target before selecting parts. “4K/60” can describe several materially different workloads:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Native 4K: the game renders internally at 3840×2160.
  • Upscaled 4K: the game renders below 4K and reconstructs the image to a 4K output.
  • Ray-traced 4K: lighting, reflections, or shadows use ray-tracing effects that can sharply increase GPU load.
  • Frame-generated 60 FPS: software inserts generated frames between conventionally rendered frames. The displayed counter can rise without the game rendering 60 fully simulated frames per second.

State which mode you mean whenever you compare hardware. A card that reaches 60 FPS with upscaling and generated frames is not delivering the same workload as 60 FPS rendered natively with ray tracing.

Start with the games and image-quality settings

Build a target sheet

Write down the games you actually intend to play and record four choices for each:

  1. Resolution: native 3840×2160 or an upscaled output.
  2. Preset: High, Very High, Ultra, or a custom mix.
  3. Ray tracing: off, selective effects, or the game’s full ray-tracing mode.
  4. Performance target: a locked 60 FPS, an average of 60 FPS, or a higher refresh-rate target.

This prevents a demanding ray-traced title from dictating an unnecessarily expensive system if most of your library is lighter, while also preventing an optimistic specification based on an easy-to-run game.

Official examples show why requirements differ

Publishers do not use one industry-wide definition of 4K/60. Their recommended configurations are tied to a particular game, preset, and rendering mode.

Game and source Published target Graphics hardware Processor Memory
Horizon Forbidden West Complete Edition (PlayStation requirements) Average 4K at 60 FPS, Very High settings NVIDIA GeForce RTX 4080 or AMD Radeon RX 7900 XT Intel Core i7-11700 or AMD Ryzen 7 5700X 16 GB RAM
Rainbow Six Siege (Ubisoft requirements) Recommended 2160p at 60 FPS, High settings Use the GPU listed by Ubisoft for that specific configuration Use the CPU listed by Ubisoft for that configuration Use the memory listed by Ubisoft for that configuration

The two examples target the same output rate but different games and presets. Read the complete requirement row on the publisher’s page rather than transferring one title’s parts list to every game.

The GPU is the main 4K/60 decision

Use official requirements as anchors, not universal rankings

The Horizon configuration is a useful reference because it directly pairs a 4K/60 Very High target with an RTX 4080 or RX 7900 XT. It does not establish that either card is the minimum for all current games, nor does it establish an average frame rate across other titles. Game engines, patches, shaders, and visual settings vary too much for a single model name to serve as a universal guarantee.

When comparing candidate cards, use repeatable results for the exact games and settings on your target sheet. Compare the same resolution, preset, ray-tracing state, and upscaling or frame-generation mode. Separate average FPS from frame-time consistency, and record the card’s memory capacity, physical size, power connectors, and manufacturer guidance.

Ray tracing can change the requirement dramatically

Ray tracing adds expensive lighting calculations. In its discussion of Portal with RTX, NVIDIA calls full ray tracing “beautiful, and incredibly demanding.” NVIDIA’s example of 4K performance above 60 FPS with full ray tracing uses DLSS 3 on an RTX 40 Series card. That is a vendor description of that game, not an independent cross-game benchmark.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If your target includes full ray tracing, consult the game’s own ray-tracing requirements and allow more GPU headroom than you would for the same preset with those effects disabled. Test each effect separately when a game offers granular controls; reflections and global illumination can have different costs.

Upscaling and frame generation are separate technologies

Upscaling reduces the internal render resolution and reconstructs a higher-resolution image. It can make a 4K output practical on hardware that cannot render every pixel natively, but image sharpness and artifact behavior depend on the game and the selected quality mode.

Frame generation creates additional displayed frames from rendered frames. NVIDIA describes DLSS Multi Frame Generation as an RTX 50 Series feature that can generate up to five frames per rendered frame. That figure describes a feature capability, not an independent measurement of native rendering speed. Check the game’s latency behavior and the number of conventionally rendered frames before treating a generated 60-FPS counter as “smooth.”

CPU and RAM still matter

CPU: match the game’s published configuration

At 4K, the GPU commonly carries the largest workload, but the processor still handles game simulation, draw-call submission, input, and background tasks. A CPU that is adequate for one title can limit another, particularly when the game has a busy world or a high-FPS mode.

For Horizon’s official 4K/60 Very High configuration, the listed processors are an Intel Core i7-11700 or AMD Ryzen 7 5700X. Use those as evidence for that title only. If another game lists a different processor for its 2160p/60 target, follow that game’s requirement instead of assuming the Horizon CPU is sufficient.

RAM: 16 GB is an official example, not a blanket rule

Horizon’s same configuration specifies 16 GB of system memory. Check every game’s requirement and leave room for the operating system, launchers, voice chat, recording software, and browser tabs. If a title reports stutter or fails to load despite a suitable GPU, verify memory usage before replacing graphics hardware.

Motherboard, power supply, case, and cooling checks

Verify the exact graphics-card model

Specifications can differ between add-in-board manufacturers, even when the GPU processor has the same name. Before buying, confirm:

  • Card length, height, and thickness against the case’s clearance.
  • Required power connectors and whether your power supply includes the correct cables.
  • Manufacturer power guidance for that exact board design.
  • Available motherboard slot space and clearance for adjacent cards or drives.
  • Cooling and airflow sufficient to sustain the intended load without thermal throttling.

Do not apply one universal PSU wattage to every RTX 4080, RX 7900 XT, or future card. NVIDIA explicitly cautions that specifications vary by add-in-card manufacturer; use the exact card’s documentation and account for the CPU and the rest of the system.

Storage and platform compatibility

Install each game on storage that meets its published requirement and keep enough free capacity for patches and shader caches. Confirm that the motherboard firmware, operating-system version, and graphics driver support the game’s required rendering features. These checks do not increase frame rate by themselves, but they prevent a compatible GPU from being undermined by an unsuitable platform.

Choose the 4K display separately from rendering performance

A monitor must accept 3840×2160 at the refresh rate you intend to use. Check the display’s input specification and the graphics card’s ports together; a monitor may support 4K at 60 Hz while a different mode requires another port or cable standard.

Display capability and game performance are separate questions. A graphics card can drive a 4K desktop even when it cannot render a demanding game at 4K/60. Conversely, a monitor with a high refresh rating does not make a game render faster. NVIDIA’s display guidance also notes that maximum digital-display support alone does not prove gaming performance.

A practical hardware-selection workflow

  1. List your games and targets. Record the resolution, preset, ray-tracing state, and whether upscaling or frame generation is acceptable.
  2. Open each publisher’s requirements page. Find the row closest to your target, such as 2160p/60 High or 4K/60 Very High.
  3. Set the GPU class from the most demanding title. Treat the listed RTX 4080/RX 7900 XT Horizon pairing as a title-specific reference, not a market-wide promise.
  4. Check comparable performance data. Use tests that run the same game, resolution, preset, ray-tracing mode, and reconstruction setting. Reject comparisons that mix native and generated frames without labeling them.
  5. Validate the exact card. Confirm dimensions, connectors, cooling, and power guidance for the board-partner model you can actually install.
  6. Select the CPU and memory from the same game rows. Horizon’s example is Core i7-11700/Ryzen 7 5700X with 16 GB; another title may specify something else.
  7. Match the display and ports. Ensure the monitor accepts 3840×2160 at your intended refresh rate and that the card has the required output.
  8. Test your final settings. Measure frame-time consistency in the games you play, then reduce the most expensive effects or enable a clearly labeled upscaling mode if native performance misses the target.

How to compare two GPUs fairly

Use a worksheet rather than a single “best 4K card” label. For every candidate, record:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Native 4K average FPS and frame-time behavior in each target game.
  • The same measurements with ray tracing enabled or disabled, as appropriate.
  • Upscaling mode and internal resolution, if used.
  • Whether frame generation is enabled and how many frames are conventionally rendered.
  • Video-memory capacity and the game’s texture setting.
  • Board dimensions, connector type, power guidance, noise, and cooling design.
  • Current price and availability at the time you buy, since both change.

The available official material establishes the importance of these variables but does not provide a dated, independent, multi-game benchmark table. Avoid turning one publisher requirement or one vendor feature description into a universal performance ranking.

Troubleshooting a system that misses 60 FPS

Symptom Checks and corrective action
Low FPS in every demanding game Confirm the game is using the dedicated GPU, verify drivers, and check whether the selected preset is native 4K with ray tracing. Compare against the game’s closest official requirement.
Good average FPS but visible hitching Inspect frame-time graphs, close memory-heavy background applications, verify RAM usage, and check for shader-compilation or streaming stutter. A higher average alone will not fix uneven frame delivery.
Performance collapses when ray tracing is enabled Disable the most expensive ray-tracing effects or use the game’s supported upscaling mode. Treat full ray tracing as a separate target from 4K/60 without those effects.
Generated-frame counter reaches 60 but controls feel delayed Check the underlying rendered frame rate and latency settings. Generated frames increase displayed smoothness but do not replace game-simulation frames.
Black screen, shutdown, or connector warnings Recheck the exact card’s power connectors, cable seating, PSU guidance, and case clearance. Board-partner specifications can differ from the reference GPU design.
4K option is missing or capped at an unexpected refresh rate Check the monitor input, cable, card output, operating-system display mode, and the monitor’s specification for 3840×2160 at the desired refresh rate.

Bottom line for a 4K/60 build

Size the graphics card around your hardest game and its exact visual target, then verify the CPU, RAM, power, case fit, and display as a complete system. The RTX 4080/RX 7900 XT plus Core i7-11700/Ryzen 7 5700X and 16 GB pairing is an official Horizon Forbidden West 4K/60 Very High example, not a universal minimum. Native rendering, ray tracing, upscaling, and frame generation describe different performance targets, so label the mode whenever you evaluate or report 60 FPS.
