When an undersea internet cable is damaged, its operator detects a transmission fault, estimates where the break or impairment lies, and coordinates a specialized marine repair. The average repair time is estimated at one to three weeks, but the actual outage can be shorter or longer. Users may see slower connections, congestion, or a complete loss of service depending on whether alternate cable routes and enough spare capacity are available.
What happens immediately after a cable is damaged?
Submarine telecommunications cables carry optical signals between landing stations on different shores. A fault can interrupt those signals, weaken them, or make the system unable to carry traffic reliably. Network equipment monitoring the cable reports an abnormal condition to the operator, which then begins fault localization and contingency planning.
The first operational question is not simply “Where is the break?” It is also “How much traffic can continue using this system, and what alternate paths exist?” Operators may reroute traffic over other cables or terrestrial links when those paths are available. That can preserve basic connectivity while reducing the capacity left for normal use.

- No obvious change: A network with diverse routes and sufficient spare capacity can absorb the lost path.
- Slower performance: Rerouted traffic may travel farther or share fewer available links.
- Intermittent problems: Congestion or unstable routing can cause timeouts, dropped calls, and inconsistent access to cloud services.
- A regional or national outage: If the damaged cable is the main practical route and alternatives are absent or constrained, many users can lose service.
There is therefore no universal “cable damaged equals whole country offline” rule. The outcome depends on network design, the location of the fault, and the capacity and condition of alternative routes.

Why do undersea cables break?
Fishing gear and ship anchors
The International Cable Protection Committee (ICPC) says 70–80% of cable faults are caused by accidental human activities, primarily fishing and ship anchors. The ICPC does not state a publication year for that estimate in its media FAQ, so it should be treated as an undated organizational estimate rather than a figure for a particular year.
Its October 2024 publication describes the common mechanism as unintentional snagging by trawler fishing gear or a ship’s anchor dragging across the seabed. These events can pull, abrade, crush, or otherwise impair a cable even when no vessel intends to interfere with telecommunications infrastructure.
Natural hazards
The remaining faults in the ICPC estimate are attributed to natural hazards or technical failures. Submarine cables can be exposed to underwater landslides, earthquakes, volcanic activity, strong currents, and other seabed changes. A natural event can damage several cables in the same area, making rerouting more difficult than after an isolated fault.

Technical failures are a separate category from external damage. A component or cable section can develop a fault without an anchor or fishing vessel contacting it. The available sources do not establish one universal failure rate or a single age at which cables should be expected to fail. Operators must diagnose the particular system and fault rather than applying a generic lifespan rule.
How operators locate the damaged section
Monitoring identifies an abnormal transmission condition
Submarine cable systems are engineered with equipment that can identify changes in electrical or optical behavior. Monitoring can show that a fault exists and provide measurements used to estimate its distance from a landing point. A monitoring alarm alone does not necessarily reveal the precise seabed position; the operator must interpret system data and plan a marine operation.

Power-feeding equipment and electroding
ITU-T G Supplement 41 describes power-feeding equipment with an electroding function for locating faults in both in-service and out-of-service modes. This is an engineered fault-localization capability, not a consumer diagnostic that can be performed with a home router. The method used in a real incident depends on the cable design, the fault condition, and the operator’s equipment.
Once the probable section is estimated, the owner or maintenance authority coordinates access to it and arranges a specialist repair operation. The process is not identical for every cable system, so a published incident report may contain different technical steps from another repair.
How a submarine cable repair is organized
A repair combines remote diagnosis, logistical coordination, and work at sea. The broad sequence is consistent, but the exact marine procedure varies by cable, fault type, and local conditions.
- Confirm the fault: System monitoring and testing establish that the transmission problem is associated with the submarine route rather than unrelated equipment at a landing station or in a customer network.
- Estimate the fault location: The operator uses available measurement functions, including the electroding capability described in ITU-T G Supplement 41, to calculate where the affected section lies.
- Assess traffic and protection options: Network engineers determine whether traffic can be moved to other routes and how much capacity remains available there.
- Arrange a repair operation: A specialist cable ship and its operating team must be available, and the parties responsible for the system must coordinate the work.
- Conduct the marine intervention: The repair team reaches the affected area and carries out the engineering work required for that specific fault. The sources do not establish a single universal shipboard sequence, crew arrangement, or recovery technique.
- Restore and verify service: After the cable system is returned to an operable condition, the operator checks transmission and manages the gradual return of traffic to the repaired route.
The ICPC’s Global Comparison of Repair Commencement Times shows that the interval before repair work begins is itself an important operational measure. Its data are anonymized contributions from cable maintenance agreements and repair authorities. The available publication does not provide a single current average that can be applied to every incident.
How long does an undersea cable repair take?
ITU technical guidance published in 2024 estimates a mean time to repair of one to three weeks. That is a technical estimate across circumstances, not a guaranteed deadline or an incident-specific customer-service promise.

Each factor can materially change the schedule:
| Factor | Why it changes the timeline |
|---|---|
| Fault location | A remote or difficult-to-access position increases sailing, search, and work time compared with a location close to a suitable port. |
| Sea depth | Depth affects the equipment, operating conditions, and marine work required to reach the cable. |
| Ship availability | A qualified repair vessel may already be committed to another job or may need to travel from another region. |
| Damage root cause | The engineering response differs for an external snag, a natural seabed event, and an internal technical failure. |
| Weather | Wind, waves, and sea conditions can make marine operations unsafe or force a vessel to wait. |
| Access and coordination | Permits, access arrangements, maintenance agreements, and coordination among cable owners can affect when work starts; the available guidance does not quantify their average effect. |
A fault can therefore be repaired in less than the mean estimate in favorable conditions or remain unresolved longer when a vessel, safe weather window, or workable access is unavailable.
Will a damaged cable take the internet offline?
Usually, the answer is network-dependent rather than absolute. The ITU identifies route diversity as a way to increase network availability and minimize the traffic impact of a cable fault. Route diversity means that traffic can use physically separate cable paths or other links if one route fails.
Networks with strong route diversity
When several independent paths connect the affected region, operators can reroute traffic. Customers may notice little or no disruption, although the network loses some reserve capacity. If the remaining paths are lightly loaded, ordinary browsing and applications can continue normally.
Networks with limited alternatives
If a region relies heavily on one cable corridor, rerouting may be partial or impossible. The available alternatives may have lower bandwidth, longer paths, or their own faults. In that situation, congestion can appear even though some connectivity remains. Latency-sensitive services such as voice, video meetings, gaming, and remote access may show problems before a general web outage becomes obvious.

Multiple simultaneous faults
Several damaged cables can overwhelm the protection built into a network. A single fault that would normally be absorbed may become a major outage when a second route is unavailable or when a natural event affects a shared landing area.
ITU reports that submarine cables carry approximately 99% of the world’s Internet traffic and support services including financial transactions, cloud computing, and government communications. Because so much international traffic uses this infrastructure, the practical effect of a fault depends on how the affected network redistributes those services, not merely on the physical break itself.
How route diversity and spare capacity shape the outage
Route diversity and spare capacity are related but not identical. A network can have multiple routes that are all nearly full; rerouting then preserves reachability but causes substantial congestion. Conversely, a network with fewer routes may cope well if those routes have ample unused capacity.
- Route diversity: Are there genuinely separate paths, or do several cables share the same landing station, corridor, or terrestrial bottleneck?
- Spare capacity: Can alternate links carry the displaced traffic without severe congestion? No universal numerical threshold is provided in the cited sources.
- Geographic reach: Are the alternatives available to the particular island, country, data center, or enterprise using the damaged route?
- Operational control: Can the relevant operators switch traffic quickly, or must several networks coordinate?
These questions explain why two customers in the same broad region can experience different symptoms during one cable incident.
Monitoring, prevention, and resilience efforts
Scientific sensors on optical cables
ITU-T G.9730.2, published in August 2024, addresses scientific monitoring sensors on submarine optical cables. It specifies that the scientific subsystem must not impair the cable system’s ability to recover and repair the cable. The recommendation does not mean that every submarine cable carries these sensors; it defines requirements for systems that include such a subsystem.

International resilience coordination
The International Telecommunication Union says the International Advisory Body on Submarine Cable Resilience was established with the ICPC in November 2024. The initiative focuses on concerns including cable maintenance, reducing accidental damage, faster recovery, and sustainability. It is a resilience and coordination effort, not a guarantee that a future fault will avoid an outage.
Reducing accidental damage
Protection also depends on keeping vessels and fishing operations away from cable corridors where practical, communicating cable locations, and maintaining agreements that support rapid repair. The ICPC’s fault statistics show why accidental human activity remains a central prevention target.
What users should do during a cable outage
A damaged international cable is an infrastructure problem, so replacing a home router or modem will not repair it. Users can still determine whether their own equipment is involved and choose temporary workarounds while the operator restores the route.
- Check the service provider’s outage page or status notices for the affected region.
- Test more than one destination; a routing problem may affect international services while local sites remain reachable.
- Restart local equipment only after checking for a local fault, rather than repeatedly rebooting while waiting for a submarine repair.
- Use an independent connection, such as a different fixed-line provider or mobile network, if one is available and the alternate network does not depend on the same damaged route.
- Expect changing performance as operators shift traffic between routes; speed may improve before the cable is fully repaired or fluctuate during the incident.
For a live event, operator, regulator, or government notices for the specific cable and region are more reliable than a generic repair estimate. Current customer impact can change as traffic is rerouted, additional faults are found, or weather delays marine work.
What a repair estimate can—and cannot—tell you
The one-to-three-week MTTR estimate is useful for setting expectations about the scale of submarine repair work, but it does not identify when a particular household will regain normal service. It is a mean estimate, and the cited ITU guidance explicitly ties it to location, depth, vessel availability, cause, and weather.
Nor does a repair commencement statistic equal total restoration time. The ICPC comparison treats the start of repair work as a distinct operational milestone. Fault confirmation, vessel scheduling, travel, marine work, testing, and traffic normalization can occur on different schedules.
The most accurate incident explanation therefore combines three pieces of information: the affected cable section, the protection available on the surrounding network, and the status of the repair operation. Without all three, a headline saying that a cable is “cut” cannot by itself predict the experience of every user.
